President Obama Reverses Bush-Backed Attack on Family Planning
In repealing the global gag rule, President Obama restores access to primary health services for women and families in developing nations
WASHINGTON - January 23 - Nancy Keenan, president of NARAL Pro-Choice America, hailed President Barack Obama for taking swift and decisive action on behalf of women around the world by repealing the global gag rule.
"President Obama's action today reinforces why elections matter and how new leadership can end divisive policies that harm women," Keenan said. "Reversing this Bush-era policy means that the world's poorest women may now have access to vital health services, from prenatal care to contraception. The president's action today reflects the public's call for a focus on commonsense, common-ground solutions that make a difference in the lives of women and their families."
The global gag rule, which former President George W. Bush imposed on his first day in office, prohibited the U.S. Agency for International Development (USAID) from granting family-planning funds to any overseas health center unless it agreed not to use its own, private, non-U.S. funds for abortion services or counseling. Bush imposed this rule even though federal law already prohibits the use of U.S. tax dollars for abortion services overseas.
The global gag rule has had devastating effects on family-planning services. As a consequence of the policy, overseas groups have closed health centers, cut staff, and raised fees. Thousands of women and families in need of public-health services have been turned away from under funded clinics.
Keenan said President Obama's strong action on behalf of women would incur criticism from anti-choice pressure groups that are hostile to birth control.
"We fully expect anti-choice politicians to distort the facts and make this about abortion, when it's not," Keenan said. "It's unconscionable that the same people who oppose legal abortion also want to block the world's poorest women from accessing birth control and other services that reduce the need for abortion in the first place."

Show AllThank you Barack Obama, for being possessed by a conscience rather than by a group of rich lobbyist cronies.
"Family Planning" it has such a nice ring to it. People should have a right to family planning. But, is there another side to the story. Why is ABORTION the primary subject of family planning. Maybe because of COST. UUPPSS...Gosh, I just got pregnant and I really don't what to be a mother! I was just experiencing a fast hook-up. Should tax payer dollars pay for this mistake??? But lets get back to this legislation that reverses the "Bush-Backed Attack on the Family". It must be horrible if it was Bush backed! If I'm not mistaken the legislation includes millions of dollars to take our "Family Planning Values" around the world especially third world undeveloped countries. Tax payer dollars to assist small government regimes to administer ABORTIONS as they see fit. We (the USA ) already leads the world in ABORTIONS (we should be proud)so now we feel inclined to bring those values to the more unfortunate? If you think its the best way to curb the population explosion than we should adopt the laws of the communist Chinese. Right? The bottom line is we are on the verge of bankruptcy...did you notice. We don't have the extra money for such things. Obama needs to spend every dime we have to reclaim our industrial/manufacturing sectors given away by William Jefferson Clinton in 1993 when he signed the North American Free Trade Agreement into law.
Family planning helps reduce over-population, an important element in reducing over-consumption. But in a mountain of mainstream media coverage of this issue you won't find a single sentence conveying factual information to help people plan their families. Isn't the news an ideal place to convey factual information to the public? There is a serious information crisis in the USA, part of the general dysfunction of elite rule that it tries to export to the entire world.
