Libya Offers Truce to UN as Revolt Enters 4th Month
TRIPOLI – Moamer Kadhafi's prime minister offered on Sunday a truce to the visiting UN special envoy to Libya, Abdul-Ilah al-Khatib, in return for an immediate NATO ceasefire, as an anti-regime revolt entered a fourth month.

(AFP/Saeed Khan) The head of Britain's armed forces, meanwhile, said NATO should widen its bombing campaign to ensure Kadhafi is unable to cling to power, while Pope Benedict XVI called for negotiations to end the violence.
Prime Minister Baghdadi Mahmudi, quoted by JANA state news agency, said after meeting Khatib that Libya is keen for "an immediate ceasefire to coincide with a stop to the NATO bombardment and the acceptance of international observers."
His country, he added, was committed to the unity of its territory and people and that Libyans had the right to "decide on their internal affairs and political system through democratic dialogue away from the bombing threat."
Mahmudi accused NATO, which has been in charge of enforcing a UN-mandated no-fly zone over Libya, of "abuses and violations" including "political assassinations, the unjust maritime siege, bombing of civilian sites and destruction of infrastructure."
Soon after Khatib arrived, several loud explosions shook the east of Tripoli and columns of smoke rose into the sky, residents reported from Tajura, an outlying suburb of the capital.
JANA reported "human losses and material damage" after NATO struck "military and civilian" sites in Zuara, west of Tripoli. A NATO spokesman confirmed the alliance targeted military equipment in the city.
"I can confirm we did attack this morning in the area of Zuara military equipments used by Kadhafi forces to target civilians," he said.
UN chief Ban Ki-moon said this week he had urged Mahmudi to halt attacks on civilians immediately and called for "immediate verifiable ceasefire negotiations towards the peaceful resolution of the conflict and unimpeded access to humanitarian workers."
General David Richards, Britain's chief of the defence staff, meanwhile told Britain's Sunday Telegraph more military action was needed against the Libyan strongman.
"The vice is closing on Kadhafi, but we need to increase the pressure further through more intense military action," he said.
The general said he wanted NATO member states to support the targeting of Kadhafi's regime, not just targets which pose an immediate threat to civilians, such as tanks and artillery.
"The military campaign to date has been a significant success for NATO and our Arab allies. But we need to do more. If we do not up the ante now there is a risk that the conflict could result in Kadhafi clinging to power," Richards said.
"At present, NATO is not attacking infrastructure targets in Libya. But if we want to increase the pressure on Kadhafi's regime then we need to give serious consideration to increasing the range of targets we can hit."
Protests against Kadhafi's 41-year autocratic rule began on February 15 and quickly escalated into a popular uprising, inspired by revolts in Tunisia and Egypt that toppled their respective hardline rulers.
Kadhafi ordered his forces to crush the uprising, prompting an armed rebellion which has claimed thousands of lives while seeing much of eastern Libya fall into the hands of insurgents who have vowed to march on Tripoli and topple Kadhafi.
On March 19, French, US and British forces, under a UN mandate to protect civilians, launched air strikes on Kadhafi's forces in a campaign that was taken over by NATO on March 31.
The ICC chief prosecutor said on Sunday he was "almost ready" for a Libyan rights abuse trial, as he prepared to apply for arrest warrants.
Luis Moreno-Ocampo is expected to ask judges at the International Criminal Court in The Hague to issue three arrest warrants on Monday, when the names of the accused could be revealed.
Diplomats have said Kadhafi would likely head the list.
"We are almost ready for trial," Moreno-Ocampo said in a statement. "The office collected good and solid evidence to identify (those) who bear the greatest responsibility," he said.
On the battlefield, rebels made new progress in their advance from the western port city of Misrata, which they freed in fierce fighting earlier in the week from a two-month siege by Kadhafi's forces.
An AFP correspondent said they had moved 20 kilometres (12 miles) in the east to reach the gates of Tavarga and in the west they reached the gates of the city of Zliten -- their next main military target on the road to Tripoli.
In the rebels' eastern bastion of Benghazi, Jalal al-Gallal, a spokesman for their National Transitional Council, touted the achievements of the past three months.
"These three months have been very long," Gallal told AFP. "But we managed to secure the eastern areas, free Misrata and the mountainous regions in the west."
He added: "Kahdafi's isolation is irreversible. And most importantly, we achieved freedom, freedom of speech, freedom of movement. Kadhafi's biggest mistake was failing to understand how important these were for us."
But he also acknowledged that people in the east were losing patience that Kadhafi was still in power and that the military campaign against him had hit a stalemate.
"It is true, people are impatient. And euphoria could drop a little bit," Gallal said.
"After being optimistic, we have to start to be pragmatic. It is true, there could be some discontent."

Show AllAs much as it may gall some to read, Quadaffi is the one behaving like he's civilized in all of this. He's offers a truce, and US led NATO says it will continue bombing (and killing the civilians they are pretending to protect).
NATO's refusal to behave according to the Geneva Convention on warfare PROVE that this mission has NOTHING to do with 'protecting civilians', and has everything to do with softening up Libya prior to a ground assault, invasion and occupation. All in the name of the oil companies and the IMF.

It's been obvious from the beginning that this international crime syndicate has resorted to blatant mendacity and hypocrisy, including its usual demonizing of a leader who stands in the way of its interests, in order to fool a gullible public into believing that it acts out of altruistic, humanitarian principle and "the color of law".

What you say has been clear from the start.
In the wake of 9/11, the Empire's Western allies, duped by the US govt narrative of those events, went reluctantly to war in Afghanistan. In the run-up to the 2003 attack on Iraq, there was pretty strong resistance, especially in France and Germany (but also in Spain, Italy, and the UK, unheeded by their governments), to attacking a country that did nothing to merit such an attack. In the interim, however, as the US's illegal occupation of the two above countries has dragged on, a kind of passive acceptance has set in, an acceptance now extended to the dubious attacks on countries like Pakistan and Yemen.
Thus has an invisible line been crossed by our Western societies. The unacceptable (the blood and guts and broken lives that are the spoils of war) has, by force of inertia, become acceptable. This has corresponded, in France at least, with a major shift in the dissemination of information and disinformation. The once-reliable dailies Le Monde and Libération are now little more than mouthpieces for the imperial line. The former underwent a sort of neo-con putsch a few years back, led by Alain Minc--since departed, though the damage remains--and Liberation, which was bought by Rothschild about four years ago. As in the US, there are simply no reliable mainstream organs anymore in France.
Those two dailies have been trumpeting the "Islamic threat" for years now, seeing Al-Qaeda behind every dune in the many deserts of North Africa and the Middle East. This has coresponded with a ratcheting up, all across the continent, of the already ingrained Islamophobia that sees the brown-skinned children of empire as "the enemy among us."
Thus the ground was already well-prepared, in France and elsewhere, when Europe's own little neo-con lite, Nicolas Sarkozy, started scheming with Libyan insiders in late November to stage and arm an uprising that would, if successful, favor outside (read: Western) investment and scuttle Gaddafi's longstanding efforts to rid the African continent of the greedsters that have ravaged it in the past.
Thus have the spineless Europeans gone from the wise renunciation of the premise of colonialism and empire, which obtained until fairly recently among most sectors of the society, to an American-style winner-take-all approach to life on our precarious planet.
Thus do we slide from "Never again!" to "Where's the gold?" Thus do we abrogate to ourselves, with our planes and our guns and our bombs, the power of life and death over other human beings who have done us no harm.
It's a very sad state of affairs, made all the worse by the relentless barrage of lies and propaganda, against which individuals such as ourselves must constantly struggle, in the hope that our critical awareness might spread and help us to shed the terrible mantle of nihilist spectacle that daily undermines reality itself. Sometimes I really feel like the future of humanity itself is at stake, and the odds don't look too good at the moment.

I suppose if they get the indictments, they will use that as a bargaining tool and pressure to get a cease fire or truce monitored by the UN or If they get the indictments and refuse a negotiation to end the killing on both sides, it will not solve anything but I don't see him holding on to power much longer.

Now, let's try to cut back on the articles which talk abuot any of this stuff as if it was surprising that the evil empire, based in the US, is doing something outrageous and evil again. This is now VERY old news. Most people who not understand this will either refuse to ever understand -- or admit -- it, or they are living in some weird alternative reality -- or maybe on Mars, or a place where they are allowed out only on weekends, under medical supervision.
Better qualified as news, perhaps, are those events which are part of the stuggle to tear down the evil empire by the 'rebel forces', or maybe Darth Vader stubbing his toe. Has Frodo set out with the ring yet? What's the news from the front?
This includes the ongoing class war, of course, which is being waged on people all over the world, in various ways -- not just dropping bombs. The question in the back of my mind is always "is there any hope of seeing an end to this monstrosity before I die -- and is there a chance of the human species surviving it?".

So Ghadaffi makes another offer / appeal for a truce- which FUK-US NATO [France / UK / US / NATO] & the Al-CIAeda inspired rebels have again rejected. And this isn't the first time- Pres Hugo Chavez tried to broker a truce early on in the rebellion - which the Al-CIAeda inspired rebels rejected - while demanding the FUK-US NATO impose their so-called 'humanitarian 'No Fly Zone'. The AU has also tried - but when they got to Benghazi the rebels rejected it - as the African leaders were greeted in almost 'Lynch Mob' Fashion!
AND- The time just prior to this- Ghadaffi made a truce offer on April 30th- to which FUK-US NATO responded by trying to assassinate him by smart bomb - MURDERING his 3 GRAND-BABIES & their Father in the process. The VERY NEXT DAY [May 1st] Obama announces 'We got the 'Muslim Phantom Menace' Osama bin Laden [who probably died by Dec 2001 either KIA in Tora Bora or most likely from chronic kidney disease]. Since then that's all almost everyone [including those of the alternative media - including here @ Common Dreams] has been talking about- the 'official' killing off of the Bin Laden 'Legend'. The fact that the day before FUK-US NATO murdered 3 innocent babies while illegally [by both US & International Law] trying to assassinate Libya's head of state - conveniently went straight down the 'Memory {black}Hole'.
This explains why the 'official' 'Bin Laden Kill Episode' - sounds like an episode of '24' - & why their story [fable] sounds so wacked [keeps changing]. Quite a List- I admit my ignorance of most of these charges but I'll speak to 2 specifically [NOTE: This is not really for whoever wrote this - but FYI the Masses]:
OF Ghaddafi's deposing of King Idris [I see that the Al-CIAead Rebel flag is King Idris' old flag]- The ole King was a Tyrant who did little to improve the lot of most Libyans & was a stooge of / in cahoots w the US, UK, France [who slaughtered a million of Libya's Arab neighbors in Algeria] & Italy [who under Mussolini slaughtered hundreds of thousands of Libyans... - So Its Telling that the Al-CIAeda inspired rebels are cheering on these same 'Usual Suspects' in their current assault on Libya]! But this is par for the course for most Arab monarchies - to this day! I suspect that many Libyans rejoiced & said good riddance when Ghaddafi sent ole King Idris packing [Oh by the way - it was a bloodless coup].
PanAm 103 was a FRAME UP JOB! Initially the US & UK said Iran did it - because a few months earlier the US shot down an Iranian airliner over the Persian Gulf - killing 290 CIVILLIANS. Initially- They said the bomb was put on-board at Frankfurt or Heathrow. In fact a law suit of negligence was filed against PanAm & Frankfort airport that their security was lax at Frankfort which allowed the bomb to get on-board. Then they claimed it was sent to Frankfort from Malta by 2 Libyan Agents - Which would violate basic security procedures - baggage is not supposed to be allowed on a passenger flight WITHOUT a designated passenger / owner, let alone be transferred to yet another flight without a designated passenger / owner / claimer.
Then there is evidence of prior knowledge by authorities of the US & UK - who were the main ones who fingered Ghaddafi for the deed- IE: After PanAm 103 came down on Lockerbie [it probably was supposed to come down over the N Atlantic] - at-least 2 dozen CIA / FBI agents were at the scene in just a few hrs [its been reported that there was even a CIA team on-board]- Which clearly indicates prior knowledge because there was no way to know in just a few hrs [in the dark] how & why PanAm 103 came down [it could most likely have been mechanical failure, a collision w a flock of birds, a sudden weather micro-burst, etc ]. Then there's this from Wikipedia: Some say that- 'The United States government knew of the bomb and warned staff from its embassies in Helsinki and Moscow, as well as a high-level South African delegation [the Apartheid Regime's Pik Botha w a detail of 24 people was supposed to be on PanAm 103 when it left Heathrow -BUT- ALL were rescheduled at the last minute & put on another flight], to avoid the flight. Someone contacted the US embassy in Helsinki, Finland 16 days before the bombing, warning of a bomb on a Pan Am aircraft departing Frankfurt for the US; & so none of the staff at the Moscow embassy took the flight, despite it being a popular route for them over Christmas... ' [Its also been said that the son & daughter-in-law of the lead FBI guy for the probe that fingered Ghaddafi for PanAm 103, was supposed to be on board but taken off the last minute - Some even say that this FBI guy actually ran up to PanAm 103's departure gate at Heathrow to keep his son & son's wife from boarding...].
Then there's the Malta shop owner who identified [after he first fingered some-one else] alleged bomber al-Megrahi- but lied about not previously being shown Al-Megrahi's photos by investigators. And then there's the case of mysterious circuit-board fragment which showed up yrs afterward in a wooded area away from the crash-site. As reported from the Timesonline.co.uk - Oct 23 2005:> 'A senior Scottish police officer, now retired, accused American intelligence agents of planting a circuit board fragment, identified as part of a sophisticated explosive timing device made by Swiss firm Mebo and only supplied to Libya and the East German Stasi...'< -&- The maker of the board has said that from what he's seen - it did NOT match the lot of circuit-boards purchased by Libya at the time.
Plus How is it that al-Megrahi was convicted for planting the bomb but his known 'alleged' partner [in crime] Khalifa Fhimah [the alleged bomb maker] was ACQUITTED - so that means that al-Megrahi is guilty of planting a bomb THAT HIS [alleged] PARTNER NEVER EVEN BUILT??!!
AND - From what I've learned- that Berlin Disco-Tech job was likely a frame-up job too. In any event there is plenty of reasonable doubt...
