BP Had Little Defense Against a Disaster, Federal Investigation Says
Federal investigation into Deepwater Horizon oil disaster says BP overlooked warning signs
The presidential commission investigating the Gulf of Mexico oil disaster ran into controversy today by saying it had found no evidence that BP and other oil companies put profits ahead of safety on the Deepwater Horizon rig.
In a preliminary finding by what is the first independent panel, the commission's chief investigator found a series of missed warning signs before the April 20 explosion on the rig.
Fred Bartlit said repeatedly that he had found no evidence to justify claims that BP and others on the Deepwater Horizon took shortcuts on safety to save money: "To date, we have not found a single instance where human beings made a conscious decision to favour dollars over safety."
Bartlit, appointed by Barak Obama, had led the investigation into the 1988 Piper Alpha disaster in the North Sea, when 167 workers died. He was immediately accused by lawyers for Deepwater Horizon victims, environmentalists and Democrats in Congress of letting the oil company off the hook. But in an angry session with reporters he insisted he was not clearing BP, Transocean and Halliburton of responsibility for the disaster.
"Any time you are talking about $1.5m a day, money enters into it. All I am saying is that human beings did not sit there and sell human safety down the river for dollars that night," he said.
Bartlit complained repeatedly during his presentation that he did not have subpoena powers and had to rely on the goodwill of oil firm."I wish I had that power because I think it's damned important — but that's the way it goes," he said. The Senate refused to grant such powers.
The commission's version of events, which agreed 90% with the conclusions of BP's internal investigations, runs counter to the narrative developed in congressional investigations that the firm regularly took safety short cuts to save money.
"When the culture of a company favours risk-taking and cutting corners above other concerns, systemic failures like this oil spill disaster result without direct decisions being made or trade-offs being considered," Ed Markey, a Democratic congressman who led investigations into the spill, said in a statement.
In a long and detailed re-enactment of events leading up to the explosion, Bartlit and his team outlined a clear trail where disaster could have been averted. The team also questioned executives from BP, Transocean and Halliburton. The investigation produced 13 findings on the path to the disaster.
Eleven men died when the rig exploded, releasing nearly 5m barrels of oil and gas into the Gulf of Mexico. The Macondo well was from the start a challenging one. BP had intended to drill even deeper but stopped at 18,360ft because of the difficulties of preventing oil seeping into the surrounding rock.
But despite those early difficulties BP, Transocean, and Halliburton overlooked warning signs several times during drilling. The investigation singled out the crew's decision to overlook the results of a negative pressure test on the well, hours before the 20 April explosion, which showed a faulty cement seal. "The well was flowing. Hydrocarbons were leaking, but for whatever reason the crew after three hours … that night decided it was a good negative pressure test," said Sean Grimsley, Bartlit's associate. "The question is, why these experienced men out on that rig talked themselves into believing that was a good test which established well integrity."
The failure is even more striking given BP and Halliburton knew by 20 April that the cement seal on the well was defective."People knew there was one barrier. The well was under-balanced and that called for heightened high vigilance," Grimsley said. "People knew you had to be really careful."
The findings included:
• The cement seal at the bottom of the well failed to hold back oil and gas in the reservoir, and should have been redesigned.
• BP and Transocean interpreted the failed negative pressure test as a success.
• BP introduced additional safety risks in its plan to shut down the drilling rig.
• Crews on the rig and in offshore offices should have picked up warnings on monitors that gas was rising from the well.
• Rapid response at that time could have prevented a blowout.
Many conclusions mirror those of BP's internal investigation, and Bartlit said he agreed with 90% of it. The most significant conclusions for BP could be the finding that the leak rose through the drill pipe rather than the space between the casing and the rock formation. That supports BP's contention that its well design was not a contributing factor in the explosion.
Some analysts have said BP's choice of a "long string" well design – which was cheaper – increased the risk of oil and gas escaping the pipe. But Bartlit said he was inclined to agree with BP.
Yesterday's session was the most dramatic of the five public hearings, as Bartlit strode across the floor, holding up pieces of drilling equipment.
The commission is to produce its final report on 11 January. By its own admission, the commission's investigations are not exhaustive. He admitted at times he was unable to come to a conclusion when faced with different versions of events from BP, Transocean, Halliburton and the other oil companies involved.

Then this investigation is not an investigation. It's a charade.
Well, what a surprise. The "chief investigator" (sic) reports that there is no evidence that BP and the rest of the corporations involved in the oil disaster in the Gulf of Mexico did put profits ahead of human safety. Instead, he reports, it was the crew who missed warning signs that could have prevented the disaster.
Case closed. We can all go back to watching "Dancing With The Stars" in the knowledge that Amerikkka is safe from rapaceous corporations.
Not so fast. They're not quite done with that crew who missed the warning signs yet.

BP's defense was a well staffed legal department and many a politician in their pocket. The disaster itself - Halliburton did it to stall the Obama presidency. This is hardball people!

They didn't have any defense against a disaster. Of course they didn't because they didn't want to spent money on it! Spending only money on developing technology to extract the crude fast as possible but nothing for prevention and disaster management. How do I know? Because they stunk in the disaster management in the first place and they were complete unprepared for it. It was easier to broom the disaster under the sea bed and pretend it wasn't there. There is something in technology called redundancy.
So.. that is gross negligence, and they will be prosecuted and jailed?
They can't just wreck the earth for all humanity. They must be made example of.
The Presidential Commission. Now, there's a joke if ever I heard one. I can just about hear the instructions from Obomber to that Commission. Ha!
Investigator Mr. Grimsley, I READ that the crews DIDN'T want to go ahead and that a pooh bah back on land TOLD them they had to. WHO was that person? Perhaps the crews ( if they aren't all dead ) could fill you in.
It would seem that whichever company man gave the DO IT order, now has some explaining to do. By the way, does the master/servant rule work here, so that would make the company responsible ? For which company did the GO AHEAD person, (over the crews objections,) work? Is this person still employed, or was he "accidentally" mixed in with the burning turtles?
Secondly, Mr. Bartlit, BP KNEW it had to have more stringent methods and equipment plus rules and regulations to follow BECAUSE EUROPE and the UK demanded it. NOT folllowing those rules was a means to save money, you think? Perhpas you will say that it's the druggie partying MSM which decided, except that they spent so much time partying with the oil people that they probably just gave the go ahead to such an EXPERIENCED company as BP. One would hope that as BP knew it used lesser" everything" in American waters, that would certainly point to SAVING MONEY! I think you err in a lot of what you say

Timely and Strange death occurrence of that BIG TIME BP Whistle Blower who was presenting A story about this Macondo Gusher coming from another Hole in that resevoir that was drilled long before April 20th. The guy just up and "drown" in his bathtub at home..End of Story...Right!!!Bathtub drownings are almost as popular A murder method as plane crashes and handgun suicides. Bathtub murders are VERY hard to prove and VERY easy to do...There have been several "Oil Related" deaths since this Macondo episode, from Senators to Prosecutors to Whistleblowers...

That drilling team had witnessed A multitude of half assed, cost cutting, unsafe procedures from the day they started making up for all the lost drill pipe of the previous hole failure. I have not heard Mr. Doug Suttles name mentioned once in all the articles I have read about the Gulf CRIME. You have to understand that Doug Suttles was the British Petroleum COO-"Chief Operations Officer/BP" for the Gulf of Mexico..Doug Suttles was BP President Alaska just prior to the Gulf incident. I was A victim of Mr. Suttles in Alaska when I blew the whistle on A fraudulent pipe inspection company. Doug Suttles threw A temper tantrum in the BP Tower in Anchorage when he learned that there had been an investigation into my Health/Safety and Environmental concerns. When you have A pipe inspection company that more closly resembles A group of Carny Barkers and used car salesmen and know nothing about the business of keeping oil in the pipe, well I thought BP should know about this Canadian management team {ACUREN/CANSPEC}embezzleing millions of dollars from BP and their record of 75 counts of noncompliance with American law. Doug Suttles felt differently and made sure that I lost my 35+ year Inspection career.
The several miles of 3,600 lb. per square inch Gas Injection system that was very close to failure was also of little concern to Mr. Doug Suttles. I also pushed for this lines inspection and Suttles just ignored financing this multimillion dollar project for 2 years. When BP America CEO Robert Malone got word of this "Class One/Imminent Danger" line and that Suttles had failed to mention it, Malone removed/fired Suttles from Alaska, and Suttles became COO-BP Gulf Operations.
With Mr. Suttles out of the way, The High Pressure Gas line was finally Inspected and the results and number of "F" Ranks have been A closly guarded secret ever since. There were many repairs and alot of pipe was replaced. There were two seperate incidents of "Failure" on some of the smaller well pad piping shortly after poroject completion. By "Failure", I am talking about 40 to 60 foot joints of .500 wall thickness pipe being hurled one quarter to A half mile from where they were in service. Tons of iron, some pieces were never even found. This is from "Pressure" alone and did not involve "Ignition"!!!
The purpose of this system is for constant re-injection into the oil reservoir for oil recovery. The line travels behind most of the huge man camps up there and to all of the well pads in the eastern and western operating areas of Greater Prudhoe Bay. The line also runs to Central Compressor Plant and Central Gas Facility, the largest gas handling facilities on this planet. Had Mr. Doug Suttles succeeded with his plans of allowing that line to go to failure, the Gulf incident would seem small indeed. The energy potential in that High Pressure Gas line and the Two Gas handling Plants, along with the 6 huge processing facilities is enough to rearrange the geography of Prudhoe Bay. The only comparison I could make would be that of several thermo-nuclear bombs detonating simultaniously. All of the Oil Production lines would have dumped into the Arctic Ocean, all of the man camps, well pads and Facilities would disintegrate. A few years back there was A small gas leak in "4" cross-tee", within A small production module on Z-Pad. As luck would have it, A work crew and the pad "Operator" had just exited the pad. The gas accumulated in the module, and electerical spark ignited the gasses and the pad, wellhouses and other modules were vaporized in A NewYork second.
Tony Hayward and Suttles later conspired to remove Bob Malone as BP/America-CEO, and replaced Malone with that Wall-eyed, red faced LIAR named Lamar McKay, you saw at the Congressional hearings. Malone lost his job for Doing the right thing and Suttles has managed to stay under the radar in the Gulf Inquiry. I KNOW that Doug Suttles is at the root of the entire problem of the Gulf Incident. But you will only hear this story from me here on CD. You won't hear about how OSHA and the Department of Labor, The Justice Department, The EPA, Energy and Commerce along with MMS are nothing more than Shills for BIG OIL. What A FUCKED up, CIMMINAL Company BP truly is and What A FUCKED up, CRIMMINAL Government we have, and what A FUCKED UP, trashy, worthless MEDIA we have here in this country, that will NOT tell my story or ALL of the other storys that the American people NEED TO KNOW, WHILE IT IS OCCURRING!!!
