Poverty of Ideas: Despite Economy, Right Still Blames Poor for Being Poor
When the U.S. Census Bureau recently released its annual report on the economic status of American households, few people were surprised that black and Hispanic households showed the highest increase in poverty rates. The two groups were hit harder by the economic recession and had higher rates of unemployment than white and Asian households, so news that poverty rates for them surpassed 25 percent in 2009, though troubling, was not entirely unexpected.
Almost as soon as recent census numbers were released, conservative politicians, commentators and researchers at public policy think thanks were commenting on the role of behavior and personal responsibility, or lack thereof, as factors contributing to the high poverty rate.
A surprise was that
political conservatives continued to blame poor African-Americans and
Hispanics for the very act of being poor even as 43.6 million Americans
of all racial stripes, 12.3 percent of them white, are living in poverty
and collectively struggling to survive the fallout of an economic
downturn—widespread layoffs, massive home foreclosures and loss of
retirement savings and other assets.
The new poverty figures are
the largest recorded by the Census Bureau in 51 years and reflect a
consecutive increase in U.S. poverty over the past three years. They are
an indication of the powerful economic, political and structural forces
that play a role in the financial well-being of American households and
that tend to have a more significant and negative impact on already
poor and struggling families.
President Barack Obama acknowledged
as much during a recent speech at the annual legislative conference of
the Congressional Black Caucus.
“This historic recession, the
worst since the Great Depression, has taken a devastating toll on all
sectors of our economy,” Obama said. “It's hit Americans of all races
and all regions and all walks of life. But as has been true often in our
history and as has been true in other recessions, this one came down
with a particular vengeance on the African-American community.”
He
reminded the audience, though he probably didn’t have to, that
African-Americans were at an economic disadvantage before the economic
downturn.
“Long before this recession, there were black men and
women throughout our cities and towns who’d given up looking for a job,
kids standing around on the corners without any prospects for the
future,” he said. “Long before this recession, there were blocks full of
shuttered stores that hadn’t been open in generations. So, yes, this
recession made matters much worse, but the African-American community
has been struggling for quite some time.”
Yet almost as soon as
the census numbers were released, conservative politicians, commentators
and researchers at public policy think thanks were commenting on the
role of behavior and personal responsibility, or lack thereof, as
factors contributing to the high poverty rate. They also cited the
purportedly pernicious affects of government-funded anti-poverty
programs, the very ones that kept more people from falling below the
poverty line.
A report by the conservative Heritage Foundation on
the same day as the census report cited millions of children living in
poverty in single-parent households and asserted that the “principal
cause is the absence of married fathers in the home.” The foundation
report contends that government entitlement programs such as welfare,
food stamps and income tax credits that mostly benefit unwed mothers and
their children, keep families—especially those with black and Hispanic
children—in poverty and are “disincentives to marriage because benefits
are reduced as a family’s income rises.”
The foundation also
separately asserts that the average poor American is not as bad off as
liberal activists, media and some politicians would have the public
believe.
According to the census report, about 15.5 million
children under 18, the majority of them black, were living in poverty in
2009 compared with 14.1 million in 2008. The poverty rate increased
across all types of families. For married-couple families, it grew to
5.8 percent from 5.5 percent and for female-headed families to 29.9
percent from 28.7 percent.
Not all poor families qualify for all
of the various assistance programs, and amounts they receive are
relatively modest, enough to keep some from falling below the official
poverty line of $21,954 for a family of four but not enough to move them
far above it.
The foundation report concludes that government
intervention could reduce childhood poverty by promoting and supporting
policies that encourage marriage among low-income couples. The Urban
Institute and other nonpartisan research organizations offer other
practical approaches that rely less on value judgments and more on
proven government interventions and increased support for struggling
two-parent homes. They also call for larger tax subsidies for poor
families similar to those that help middle-income families buy a home,
save for retirement and pay for their children's education.
The
overly simplistic theory of “marriage as an antidote to poverty”
overlooks many important factors that contribute to poverty, and poverty
experts do not unanimously accept it. While children raised in
two-parent families tend to have better life outcomes, marriage by unwed
parents does not guarantee lifting families out of poverty. That’s true
especially if couples are not compatible or in love, or committed to
making a marriage work; if husband, wife or both lack necessary
education or professional skills to secure a well-paying job and enhance
the household’s income; and if financial or other stress in the
marriage leads to domestic discord or violence.
Marriage would
not automatically improve the dismal unemployment rate among black men,
some of it the result of racial discrimination in hiring practices, or
erase other structural barriers to economic well-being, nor would it
suddenly end negative behaviors that conservatives say inhibit economic
advancement.
“Certainly there some individuals for whom behavior
is an important issue, but the bigger problems are a series of factors
that affect African-Americans more than they do other groups,” said
Margaret Simms, a senior fellow at the Urban Institute and an expert on
the economic well-being of African-Americans.
The conservative
commentary conveniently overlooks many of these contributing factors,
among them that African-Americans, and to a lesser extent Hispanics, are
more racially and geographically segregated than other groups and less
likely to live in areas with ample economic opportunities. They often
have no access to good public schools that are economically and racially
diverse and adequately prepare them for college, selective training
programs or skilled jobs. They also generally have no access to good
health care, which can mean health problems prevent them from getting
and keeping good jobs and seriously drain limited incomes.
“They
are also less likely to be in social networks where they have access to
the jobs out there,” Simms said. “Most people don’t find jobs through
want-ads but through friends, family or neighbors who know about a job
opening at their workplace or know about a place that is hiring.”
If
they live in large urban areas, as many do, and don’t own cars, as many
don’t, they have difficulty getting to jobs in outer suburbs.
“Geographic
isolation in neighborhoods where there are few job opportunities make
it difficult to have access to where the jobs are and to get to them,”
Simms said. “Low-income African-Americans are farther away from the jobs
they would be qualified for. Transportation systems are not typically
set up to move people from cities to residential suburbs where jobs
are.”
Conservatives say the Obama administration should spend
less on public assistance programs even though they have proven to be an
important safety net for struggling families. Many also oppose
extension of unemployment benefits for the long-term unemployed and a
temporary program that created 250,000 mostly private-sector jobs for
low-income parents and youth.
Robert Greenstein, executive
director of the liberal Center on Budget and Policy Priorities and an
expert on anti-poverty, said cutting back such programs would be a
mistake.
“If Congress fails to extend these measures and
unemployment remains high, poverty and hardship almost certainly will
climb still higher next year,” he said in a statement.

Meanwhile in Oregon, a heavily white state where I went to college as an undergraduate, one in seven is in poverty. Our white brothers and sisters are now experiencing the effects of neo con policies without the neo cons' party officially controlling congress or the presidency. This is having a negative effect on the Democrats making their case, as they don't fight near enough for what they know is right. The noteworthy exceptions deserve great thanks and we should give it to them.

Having lived through the neoliberal Clinton years, I find it difficult to believe that either the Dims or the Rethugs are concerned in the slightest about the average USAan. The current administration and crop of incumbents have only reconfirmed this observation.

The Right does want those things. That is why they keep saying they do, in one way or another. you must be living on another planet if you think that Obama is anything like tea baggers/Republicans. Obama has supported extending unemployment benefits among other things. Be aware that its congress that has to get these things passed and what americans are no9t being told is that the liberal democrats have proposed a broad range of progressive laws from universal health care, to more of a focus on mass transit to create new jobs and get us off oil to, protecting workers rights to form unions, to name a few. We obviously need to stop the loss of jobs to offshoring and we need an economy composed of democratic employee equal share owned corporations rather than ones run to enrich a capitalist elite, an elite that enrches themselves by oppressing workers and cutting their wages deep into poverty while they dine on caviar.
They want complete control over the country and that means they dont want anything in the country being operated by democratic institutions, but controlled by massive corporations who can then overcharge for things like roads or schools or health care to enrich themselves, at the same time they press down wages and actually cause poverty as they are taking money out of the middle class and hoarding it.
Liberals do not have a 60 vote majority needed to stop the republican obstructionist machine, to do much about it.
There are plenty of pro-commoner, antiwar liberals who want to assure that democratic state performs its role in helping to rebuild this countries infrastructure and to rehabilitate its people, gaurantee food, water, shelter and help promote economic democracy and return power to workers rather than massive corporations. The problem is that americans do not vote enough of them into office to actually get the bills to the president. Thus we have a wealthy elite that continues to enrich themselves as common americans are being driven into the ground as their jobs are destroyed and offshored to enrich the corporate elite.

Believe it or not, there are many in the area that I live that will not let their kids celebrate Halloween or will take them to church backed Halloween festivals only. The reason? Halloween is a celebration that honors evil and Satan.
I must say, I feel so sorry for children who must sacrifice what is nothing more than a harmless celebration (Pagan celebration of successful harvests and the fall season) in order to please their funde parents. What's even worse is that religion (kinda like child abuse) tends to be passed from generation to generation through early introduction to dogma such as "you will burn in Hell in agony when you die if you don't [________] (insert desired behavior.] In fact, IMO introducing a child to religion through the use of fear *IS* child abuse.

If the US taxed land property, had a VAT, and a small fee on financial transaction it would be able to give each of 200 million adults, all adult Americans, 10,000 dollars a year, every year. It would not increase the deficit, and the economy would boom almost instantly. It would then continue to grow and tower above every other economy in the world. As long as it is payed for, and it would be, it would not be inflationary. This is how you keep the machine running, by fueling it with income redidtribution. Because it is in fact income redistribution, it will be opposed and will never happen, but it would produce the most vibrant economy on earth.

I would totally agree with your approach except that an income of $ 100'000 I don't think can be considered a lot of money any longer these days. That clearly would hurt the middle class mostly (again), and I feel that they have been the target for a long time already.
If you changed that number to $ 150'000 or maybe even to $ 200'000 you would get my vote if i lived in VT.

Wow, I thought it would be another year or two before I ever saw this headline even on this site. This topic, a hidden "huge factor" if there ever was one, is however rarely if ever broached, even on the Internet in general and even on this site except by yours truly in comments! The poor being blamed for poverty in the US is actually one of the most important reasons why the US is going down the drain to permanently become a quasi third world country.
In traditional, hardcore third world countries, that the poor are responsible for their own poverty is so axiomatic that it is beside the point. Very few third world governments in history have ever thought of themselves as responsible in the least for the plight of the poor, and this attitude has prevailed BOTH due to inadequate resources AND due to the crass, barbaric, and just plain incorrect right wing attitude very common in such countries that the poor are always responsible for their own poverty. And remember, since about 1970, right wing governments have heavily dominated most third world countries just as they have dominated the US since 1980. There has been some change in this regard in South America, however, in the last 15 years or so.
Meanwhile, in all the reputable and far more successful countries, but especially of course in much of Europe, one of the most important parameters for judging whether society is a failure or not is how well it treats the most misfortunate. Whereas in the US, not only are the poor blamed for poverty, and not only is society not judged by how the misfortunate are treated, but in fact there is no real evaluation of society standard at all.
Actually, according to most US elites, US society is not "supposed to be" evaluated; only individual people in the US are supposed to be evaluated, thus the advent of credit scores and such things (which do not exist in most of Europe). Obviously, the US view and attitude toward this issue is both intellectually and morally bankrupt. I guess it will be poetic justice when the US is officially declared to be financially bankrupt. since it is already intellectually and morally bankrupt.

I believe that when egg meets sperm, the racial or ethnic background or wealth of the parents makes no difference. The fertilized eggs are, on average, equally capable of eventually becoming successful persons. However, from that moment on, the strongest determinant of success is the racial or ethnic origin of the parents, although wealth is also a strong determinant. We certainly can't hold the children responsible for causing this. By the time they become old enough to be responsible for anything, the damage has been done.
I believe marriage is a positive antidote to the malady. Not unhappy marriages; not arranged marriages. The conservatives refuse to notice that the trend toward same-sex marriage will overall improve marriage by allowing new happy marriages among gays and discouraging unhappy marriage between gays and straights, and thus should help reduce poverty among all groups, including blacks, Hispanics, and Native Americans. But doing something about discrimination is even more important -- again something the conservatives don't understand. They're too busy thinking that THEY'RE being discriminated against by "reverse discrimination"!

Super rich corporations, billionares and millionares, always feel that they have earned thier wealth, and everyone else just deos noT work hard enough and desrve no ore than low to middle class third world labor wages.
Cause, they can always move to third world labor countrys with their companys, thanks to free trade and globalism.
Of course , if we dont have the money to buy thier products at their maximum profiablitys, then third world labor markets cant either.
Its simple, use Henry Fords principals of paying people enough money to buy the products you want them to buy.
Our minimum wage should be stamped "MADE IN CHINA" AT THE BOTTOM OF EVERY PAY CHECK.
We can expect a lot of ugliness in the years ahead, that’s for certain.
I’m not one for idealizing or demonizing the poor. In my personal relationships, I often prefer them to my wealthier friends, but I’m not going to say that welfare was a panacea. Scamming the system by staying single and having babies has and does still seem the best option among the poor—any bankster should be able to relate to that sort of pragmatism. Of course, if the Heritage Foundation wants the poor to get married, that’s not so hard to do. Hey, how about this? Create laws that encourage marriage, and then promote in-marriage abstinence! Most married people aren’t so hot on their spouses anyway.
The issue of poverty will alter greatly in the coming years as more people realize that there really aren’t many jobs out there, as they continue to leave the country or are computerized out of existence, and as the middle class continues to erode. The fact is, we stopped creating good middle-class jobs a while back. Look to Japan to see how this will affect our kids coming out of the middle class. Imagine the baby-boomers, of which I’m at the tail end, trying to make it in their old age now that they’ve lost their savings. By the time I’m in my 70s, I expect to see drop-in euthanasia centers with competitive rates. In the very back of the NYTimes there will be a little story revealing that Palin is on the board of directors.
The education journals have been abuzz for some years concerning the fact that our students must become critical and creative thinkers and that a generation of entrepreneurs will save us. This is too ridiculous to expand upon. The fact is, this country is incapable of having a conversation concerning the loss of jobs due to the obvious fact that it takes less labor to get more done than 50 years ago, exacerbated by our crappy educational system and a world hungry for work. As a species we certainly don’t seem sane enough to consider that maybe if there’s less labor needed, people SHOULD work less. Oh no, just the opposite! The answer is always to work more. As a mature, stalled economy which has been fueled by high levels of consumerism, we’re in for plenty of disaster. As I’ve said on CD a number of times, we’re too expensive to hire and we can’t compete as consumers against the burgeoning east. So now what?
Class wars! Spitting on the homeless! Bring out the pain ray for crowd control! Make poverty a criminal offense!

Is there ANY evidence that poor women had children in order to collect welfare benefits? Please provide it. Poor poeple around the world have high fertility rates. Poor Indian Dalits have a lot of children, and they don't receive welfare benefits.
I have no statistical data at hand. I personally knew plenty of white people in the 80s who were doing so, however, and my students from inner city Cleveland wouldn't question the idea, and openly state that they have friends and relations who play the system. I also know people whose careers were in the department of health and human services. I don't sit in judgment, and I'm not going to pretend such things don't happen. Look, it might be inconvenient to admit that welfare encouraged childbirth and discouraged marriage, but if you went to any impoverished area and suggested it's just not true, people would laugh behind your back. To imply that saying so is some horrible slur isn't helpful. Welfare also kept people out of the direst poverty. Personally my ire goes entirely to corporate welfare, but the welfare queen is still the villian for many whites, particularly poor ones, and we have to deal with that fact as we look for solutions.
What you're saying implies that poor people will just always have lots of babies. Because that's what poor people do. Not in China! Now there's a country with the solution! (yes, I'm kidding.)
Elizabeth H October 31st, 2010 6:00 pm -- There's been a big change in the last 40 or so years in the economics of single parenthood. When single parents with primary custody of the children receive welfare benefits, it's usually because they have insufficient funds due to not receiving child support from the non-custodial parents. The amount they receive in benefits is usually less than the amount they would receive in child support. The custodial parents must assign their right to collect child support to state offices that then locate and sue the non-custodial parents for child support. Although some welfare benefits continue going to the single parent, child support, often amounting to many thousands of dollars, is paid to reimburse welfare benefits already provided, and to support the children.
Having represented (as their attorney) numerous child support obligors, usually male, who face either paying many thousands of dollars in back child support or going to jail, I am continually amazed that people with no real connection other than a fleeting sexual interest continue producing children. The legal consequences for the non-custodial parent are great. Only someone ignorant of the law would be unaware of the high cost of having such a child. It's not easy for the custodial parents, either (I've represented them too), since they're dragged into court repeatedly for child support hearings.
In short, it seems incredible to me that anyone could rationally think of having children as a way to make money by "playing the system." Once the child is born, of course the parents will do whatever they can to get money for their children and themselves; but I think very few even uneducated young people actually have children because they see it as a way to make money.

As a retired professor of economics, I am interested in the poverty issue across the world, but particularly here in the US where it is substantially higher than in any major Western country.
One major cause of poor people producing more children,which Sabo Cat pointed out is a world wide problem and having very little correlation with welfare, a point considerably strengthened by your incisive argument,is the prevalence of primitive and fearful religious beliefs. It is more likely for Catholic and Evangelical poor women to have more children by accidents that they cannot terminate. The same is true of hardcore Hinduism in India and hardcore Islam in Africa and Pakistan/Afghanistan/Egypt/Sudan/Somalia.
Since religions cause and exacerbate this bad externality (of too many kids) on society by the poor, there should be some form of taxation or demand from the votaries of such religions to put their money where their mouth is and take care of the born with as much fervour as they scream for the unborn and fetuses.
At any rate, there are many cures for poverty, but it is not governments who are primarily responsible but the complete callousness of the general public, including the 60% of the population who live in middle class lifestyles. Any middle class couple making $40,000 a year can easily give either some money ($100 per year) or time to organize with others and take care of small 2-4 room schools in refurbished dilapidated houses to teach ONLY math,science and language skills to grade school poor children 6 hours a day from grade 1-8. Statistics show that no one with math,science and language skills remains unemployed for long. Part of the reason for this, besides of course the skills themselves, is the fact that these three areas of knowledge rigorously taught in EARLY childhhod provide young adolescents and young people the sharpest critical thinking abilities and a huge amount of self confidence as they understand the workings of their neighbourhood businesses, the country's businesses, the world around them WITHOUT fear of the unknown; and have the logical ability to negotiate difficulties with skill and intelligence.

In many settings of poverty, having a lot of children is often a perfectly rational one. More children mean more contributors to the household income or hands in the fields, and care for the older members of the extended family.
The advantages of a large family largely vanish when the rural poor family moves to the city and restrictions are put on child labor, but the traditions of raising a large family die only over several generations. This was the the case of the poor Catholic immigrants from rural Ireland, and it is also the case of poor rural African-Americans that moved to the city in the 1950's.

Funny, I've known many people who have such skills who have been unemployed for years on end who have such skills, and I know many people who also have such skills who are left with low end retail, call center, or restaurant jobs which do not utilize such skills, often these workers are far more capable of "critical thinking" than their bosses. See, most people capable of "critical thinking" tend to think critically of the myths that one must adhere to to "be successful" in our society.

I believe you are right about the country needing less labor as time goes on, not more. In fact, it is true right now. If companies would cut back on hours for their current workers, they would be able to hire more workers to fill the gap, thus creating work for someone who would otherwise be unemployed.
Companies that care about the nation would do just that. Don't hold your breath, though. Thinking outside the box is not common practice in most businesses.
I disagree on the issue of labor needs.
To begin with, take a look at our national infrastructure. It's completely archaic and we need *LOTS* of workers to rebuild just our existing system. We still have three major auto makers and there is a demand for autos, albeit, less than previous demand has been. The problem there isn't a shortage in the demand for automobiles or the labor to make them, it's wages. Most of our vehicles are now being made in China rather than Detroit, the only difference being Chinese workers will build the cars at slave wages while the unionized American worker demand a living wage. In regards to the national infrastructure, our current existing infrastructure including railroads, schools, roads, dams, bridges, steam systems, water/wastewater systems, communications systems, and electric grid are crumbling and ancient compared to similar modern industrial nations. In addition to repairs and reconstrucion, we need a nationwide high speed rail system, a modern domestic broadband system that would allow everyone in the U.S. access to the most current, high speed internet, and we need research and developement on a new, renewable and non-polluting energy supply.
Sure, Obama promised 50 billion to apply to rebuilding and improving our current infrastructure. How much of the above will 50 billion achieve? Not much, trust me on this one. Compare this amount to the 3.8 TRILLION DOLLARS that both this and the previous motherfucking administrations have given to the banksters and the CEO's of the hugh multinational corporations that insist on poisoning the planet in exchange for more wealth...for them (CEOs and upper management, not workers), while providing maybe a few miniscule minimum wage jobs for a handful of butlers, maids, food servers and yacht builders.
If we were to reverse the numbers and give the financial industry/CEO class 50 billion to split amongst their worthless selves, then tell them under no uncertain terms that they make the 50 billion work or face nationalization or bankruptcy court, and instead use the 3.8 TRILLION to apply to infrastructure improvement and *JOB CREATION.*, wouldn't that pull the economy out of the fire and into a full employment mode? Think about the ripple effect...the work would begin with engineers, researchers, and academia, then expand to include programmers, construction contractors, manufacturerers of building materials, etc...the effect would be enormous as would the benefit to society as a whole by having a modern and safe infrastructure, not to mention regaining the ability to educate then hire more teachers with a better academic background to fill those new schools. Think of the new, startup businesses that through inovation would be created to meet the demand from new startup fields not even yet imagined, but created by having a modern infrastructure to allow and create new needs. The list is virtiously endless. But, what was done, and more importantly, why?
Now that I have proposed a plan for relieving unemployment without *GIVING* money to anyone, what if we reinstated taxes at levels they were in 1957, re-enstated Glass-Steagall, enforced existing antitrust and securities laws, added a small tax to financial transactions, and ended the cap on Social Security? One can only imagine, but a possibility may be a universal healthcare program, a national retirement system for those of retirement age, a strong safety net for those who lose their jobs, a better public education system to provide our next generation with the best education possible, etc., the list is seemingly endless.
Okay, I admit...I'm not an economist, but why wouldn't the above plans (plans that have been both tried partially, yet successfully in the past) work now? You know the answer to the question and you know why it hasn't been done as well. It would seem that anyone who aspires to be a noteworthy politician would take the ball and run with the above suggested ideas. There is plenty of historical proof that plans such as those suggested above are both very successful in achieving the desired results as well as being enormously popular among all but the 1% richfilth who feed at the trough we of the bottom 90% must constantly work to fill for them. So what or who are we waiting for? Are there any *LOGICAL* answers to that question?

The big problem here in America is that we could have, and should have developed a Country where everyone has plenty,and poverty is a thing of the past, and we all have a good education. We should be a Country that shows the world how we can all live, we have enough money where everyone could get paid a very nice salary, and all have Universal health care, own homes, the whole nine yards. there are guys whose job it is to check our bridges, and highways for safety, somebody told them not to fix our infrastructure, somebody ultimately was in charge, and year after year decided to let it all go, then of course we all remember watching that Bridge fall with our neighbors on it. This is one example, but there are just a handful of people that ultimately the health of our Country has rested on their shoulders. These people are all very rich. They should be, with such responsibilty , should come great compansation. However they had better do a damn good job ,if they are going to collect so much money !..but greed, and these evil people stopped the success of our Country. We keep going after each other, and yet if we did the research, we would find the top 300 people resonsible for letting our Country become a split, angry,crime ridden,poverty everywhere, and we are, at War with Two Countries, and thinking about attacking even More !!, and our own people are at each others throats, trying to find blame for what has happened. It's Not the Mexicans, It's Not the Poor., It's Not the Sick !! It is about... 300 guys,Men that have ruined our Country. I am saying we need to find out Who they are, and make them pay for what is happing ,find a way to restore the Country, and stop fighting each other, and Killing innocents' from around the world. Some folks just don't like it when there are no problems . There is enough money to go around five times, to take care of every man, woman, and child. Even with having some richer, than others, but none of our fellow countrymen need to go without teeth, or flu shots, or a bed ! We have allowed this to happen ,certain people at the top help to ensure, that this kaos would always be with us, but it doesn't have to. They want Liberals against Tea People, they throw words, and certain sayings, to make people angry, if we stopped, and went after them, then we would be a Great Country...Acting like children, and scared robots, is going to be the death of us.

Europe has started to figure most of this out, and have been able to implement a much better society , a kinder one. They have a ways to go yet , but America is clearly at the crossroads, we are going to go, one way or the other.I hope we choose to make the guilty pay, and get off each others backs. We keep blaming everyone, but the guilty. We say that we know it is people in Congress, and the Senate, and other big offices, well then we need to investivage them, and see who has done what. There are ways to find out exactley who did what,,,, and if it was illigal,, or harmful to our Country then these individuals ,reguardless of position, or wealth, need to be dealt with... period .Put on Trial, sentenced,, and Fined !Take all their money. When a drug dealer is busted, the cops take all their money, and property ,cars,homes,jewlery, whatever, and they keep it, so when an Official is busted for srewing our Country, we should sieze all his property too.
Elizabeth, I think your comment about poor women having children just to get the welfare benefits might have some truth to it. But scamming a system is something in every aspect of a society. When the poor do it, it seems to upset people more. I'm not sure why that is.
I think I can safely say that any wealthy person got that way either because they inherited the money or they got it by taking advantage of others, often less fortunate, either directly or indirectly. I'm talking about wealth, not making a terrific salary as a professional.
My daughter recently added up all the rent she's paid to her very wealthy landlord - $75,000 over 7 years. My daughter did have a roof over her head, sometimes leaky but it was a roof. The landlord got the $75,000 rent money plus the increase in the value of the house - in 7 years it rose 10% a year. The landlord ended up with an extra 175,000 - plus he still owns the house! - for doing nothing but having the fortunate circumstance of owning a two bedroom house. He has many more and must be making a killing.
I totally agree, rvwalker. I was not "blaming the poor." I was saying that it is human nature to take the best deal, and sadly and for many reasons, the best deal for many poor people has been to stay unmarried so you can get benefits--which aren't enough to live on, so essentially, by necessity, the majority on welfare have been criminals, technically, by receiving money from some other source. And if a young girl gets pregnant and finds herself on welfare, she may well find herself facing the decision in her early twenties, as the child turns six, to get a minimum wage job, with no affordable child care and no health benefits for herself or her child, or have another baby. Luckily, I was born middle class and got some education, but if I'd been born in different circumstances, I might well have found myself in such a place. I think in such a place I'd have another baby. I like babies.
People hate the poor. There's a strong sentiment that they are the big problem. For decades I've been suggesting that maybe we should look to the military budget or the corporations and ask if they have anything to do with our fiscal difficulties, but most people would rather blame it on the poor. Somehow, military excess and white collar crime doesn't make much dent in people's outrage meter.
As I was reading this article, I kept thinking of the Mel Brooks bit from History of the World, Part I, where he's heading the Roman Senate, saying:
"Fellow members of the Roman Senate: Shall we continue to build palace after palace for the rich, or should we aspire to a more noble purpose, and build decent housing for the poor? How does the Roman Senate vote?
In unison: F--k the Poor!
Good."
And that pretty much sums it up. Hateful privileged white people entertaining fantasies about other people to justify their own benefits. Matt Taibbi talks about this phenomenon among Tea Partiers. Almost without exception, they are either recipients of social security or Medicare, or both, and feel strongly that they "earned" what they receive, whereas they believe it's "others" [read: black, single mother, sitting around eating bon bons all day watching television], who don't deserve it.
The problem with the poor isn't the poor, it's the structural class inequality that creates poverty. It's called class war, and as Warren Buffet has said, his class is winning. Any story about the poor that ignores this inequality and this class of people who create it for their own personal advantage is completely missing the point.
I have noticed that the suit-wearing, August Wilson Center-supporting, Pittsburgh Courier-reading, "black entrepreneurs" that I see downtown are always the least likely to give some change to a homeless person.
The easiest response to this 3 decade-old allegation that the the poor are robbing us through "big government" is this:
If the government is giving so much of our national wealth to the poor, then why are they still poor?
The average poor person spends $150 per month (food stamps) to eat...the average rich person spends $150 per meal at their favorite resturaunt.The bottle of wine was $40 alone.
Many people that were making $200,000 a year scamming the poor to buy houses should embrace their new poverty they earned it ! Actually many of them should have gone to jail.
