Obama Unveils Huge Jobs and Infrastructure Plan
WASHINGTON – US President Barack Obama unveiled plans Monday to spend at least 50 billion dollars to expand and renew US roads, railways and airports, in a fresh bid to fire up sluggish economic growth.
Obama unveils huge jobs and infrastructure plan. (AFP) Obama, under intense pressure over November's mid-term congressional
elections, in which his Democrats fear heavy losses, was set to
formally make the announcement in a speech in Wisconsin, an official
said.
The event, marking Labor Day, the traditional kick-off for US election campaigns, heralds a week in which Obama also travels to another struggling state, Ohio, and holds a press conference in a bid to ease his political woes.
A White House official said that the "bold" infrastructure plan will be front-loaded, target six years of investments and make significant progress in the first year, in a bid to stimulate the sagging economy and create jobs.
It appeared unlikely however that Obama could get the plan passed through Congress before the mid-term elections, which are effectively a referendum on Democratic economic management and a 9.6 percent unemployment rate.
Opposition Republicans who slammed Obama's 800-billion-dollar stimulus plan as a failure are also likely to hammer the proposed new investment as another example of the government doling out taxpayer dollars to little effect.
On Wednesday, in Cleveland, Ohio, Obama is expected to unveil another plank of his revised economic strategy, a series of tax breaks for small businesses worth 100 billion dollars.
The official, speaking on condition of anonymity, said the Obama plan unveiled Monday would front-load 50 billion dollars of investment to jumpstart job creation.
The administration would work with Congress to offset the spending in other areas, to ensure it does not further inflate the budget deficit, the official said.
The plan, to be announced at the Milwaukee Laborfest, a union gathering, also targets improvements to the US air traffic control system, an acceleration of high-speed rail projects, and establishes an "Infrastructure Bank" to coordinate federal funding and planning for projects.
Critics have long complained that the US highway system is crumbling and suffers from underinvestment, so Obama will target modernizations which could quickly employ jobless workers while improving the US transportation backbone.
The White House official, who spoke on condition of anonymity, also said Obama would propose making a major new investment in the rail and transit system, including an overhaul of creaking Amtrak rolling stock.
The plan also envisages an overhaul of technology used in the crowded US air traffic control system, including the use of satellite surveillance, which it said could reduce travel delays and airport noise.
On Saturday, Obama vowed to expand a prosperous middle class and help his compatriots achieve the American Dream.
"This Labor Day, we should recommit ourselves to our time-honored values and to this fundamental truth: to heal our economy, we need more than a healthy stock market; we need bustling main streets and a growing, thriving middle class," he said in his weekly radio address.
The comments came after a new Labor Department report released Friday showed the economy lost 54,000 jobs last month and the unemployment rate edged up to 9.6 percent.
Although the job losses were much less than the 120,000 slump expected by Wall Street economists, hiring was not substantial enough to help millions of crisis-hit Americans to return to work.

Show AllAgence France Presse, like most U.S. newspapers and other M$M media outlets, quotes the unemployment rate at 9.6% instead of the 16.5% reported by, at least, some alternative media sources, and the higher 22% reported by shadowstats.com.
A jobs program from Obama and his administration? Really?
I thought the infrastructure improvement programs were supposed to have already been put into place -- oh, that's right -- Obama didn't ask for enough money and as I recall, Larry Summers, his economic adviser, et.al., stand strong against implementing any jobs programs.
And, this new "jobs" program is supposed to start when?
"On Saturday, Obama vowed to expand a prosperous middle class and help his compatriots achieve the American Dream." -- from the article
Dream? I am skeptical of any legislation, or anything else, that uses the word dream. Illusions and delusions are NOT our friends. Dreaming the reality away is NO longer possible.
Gandhi once said, "Those with the greatest awareness have the greatest nightmares."
Isn't that where we're at?
Too bad the article didn't lead with:
"On Saturday, Obama vowed to expand a prosperous middle class and help his compatriots achieve the American Dream."
You would have immediately known to STOP reading and fix yourself a Bloody Mary.
The "Agence France Presse" was also a dead giveaway that the article will be nothing more than a sleeping tonic for the masses.
"American Dream" should be removed from the lexicon. Too many people describe the "American Dream" as basically people "making a killing," so to speak. Most people do not want that. They simply want to live a sustainable life and not having to worry about every single thing. The worry meter is over the top for most American families now, period. Even if you don't have credit debt just meeting ordinary monthly obligations is quite a balancing act and fraught with worry.
Ghandi is right. I have such incredible awareness of the world around me -- and all over -- that I have very bad nightmares every night. I'm really not kidding about this.
Obama can announce whatever he likes -- he's very good at that. The follow-through? Well, there's a track record on that, too.
'I have such incredible awareness of the world around me -- and all over -- that I have very bad nightmares every night. I'm really not kidding about this.'
I totally believe you. I too have nightmares--and 'daymares'--because I follow the (progressive) news and know we're facing almost insurmountable odds. When all three branches of government, along with the backup 4th estate--have sold out to the highest corporate fascist bidder, it's difficult to find solace.
It would be nice if the future proves us to be neurotically obsessed and over-reactive, but, unfortunately, I don't think that'll be the case.
Samalabear & Diana: I agree -- I, too, have nightmares -- and they continue throughout the day.
"It would be nice if the future proves us to be neurotically obsessed and over-reactive, but, unfortunately, I don't think that'll be the case." -- Diana
I don't think so, either. I agree with a great sadness filling my heart and my mind.
I appreciate your comment, Kay, and take what little comfort I do get these days in the community of people who understand what's really going on.
While many millions on the left are angry (and getting angrier by the day, as per comments in MSM outlets like the NYTimes), tragically not enough of them are adequately informed and engaged.
For what it's worth, I think we still need to spread the word whenever we can.
Its Gandhi and not Ghandi (which is kinda like a derogatory reference to your private parts in Hindi !!). Besides that i agree with you.
We need a Full Employment Clean Energy New Deal to stop global warming and revive our economy.
The scatter shot stimulus did not work well because it was so diffused that it had little follow on impact. It was like hitting the economy with a big soft pillow.
A Clean Energy New Deal is focused and urgently needed on many levels. It will capture the imagination of the Nation. There will be enormous follow on impact with a Full Employment Clean Energy New Deal.
The first phase should start by super insulating every house and building in America. Insulating work can start immediately, allowing US clean energy industries time to gear up production lines.
Clean energy, made in the USA.
. . . it appeared unlikely however that Obama could get the plan passed through Congress before the mid-term elections, which are effectively a referendum on Democratic economic management and a 9.6 percent unemployment rate."
The actual unemployment rate in the United States is around 22%. That's a depression.
Obama's 50 billion-dollar Jobs and Infrastructure Program?? Hahahahahahahahahahahahahaha!
What a biiiiiiiig laugh!
I always wonder why Americans use Gandhi as a referrence point, Gandhi lead a nonviolent resistence against British colonial rule, that doesn't make sense in America. In America, American colonial rule is anything but nonviolent.
You are right. Relatedly, I think MLK realized too late in 1968 that he should have been following Malcom X rather than Gandhi in America.
Sure... He gave his Vietnam speech and the government killed him a year later....and then turned his legacy into the idea that is noble to beg the government to loosen the noose so you can breath a bit. Lol... It was brilliant. Evil but brilliant.
MLK, Malcolm X, JFK, RFK.... All murdered by the government.
I was just thinking out loud. Passive resistence and peacefull non-cooperation will not deter capitalists. It is only when it costs more than it pays do they decide a different route, not a change in policy. They have the whole world to exploit.
This is just so much more Crap.
$50B over 6 years is $6.33B per year - relative pennies to the MIC and Perpetual War - let alone the $10T to Wall Street. This is not 'Huge'- It is teeny, tiny, totally miniscule, and inadequate, let alone misdirected.
We, as a Culture, don't need to fly more - Global Warming, remember - we need to Fly a lot Less or not at all.
More Highways??? - we need to drive Less - Global warming, remember - we need to Drive Less or not at all.
As for thenew Amtrack cars, we need to fix the Tracks & Bridges first, otherwise the new cars are surperfluous fluff running on a horrendously inadequate infrastructure of crumbling Bridges and rusted Track on rotting Timbers - 19th Century technology in 2010 - Laughable.
The money for this debacle will be from "Offsets?" What will be offset? Oh, yeah - Food Stamps, Social Security, Medicare - in fact, ANY program that assists the great number of unemployed, underemployed, poor, old, sick, and starving !
This politically motivated and pathetically misplaced expenditure on exactly what we must curb is yet another disasterous failure of our Elite Political class.
How about the 'Green Jobs' Mr. Obama? How about the Offsets come from all the #Zillions in direct Subsidies to the Fossil Fuel Industry, Nuclear Industry, and Wall Street Criminals? What are you THinking - or Not?
A Pox on both your Houses.
Thank you for addressing the $50B. I am not a math person, but it seemed very low to me and I know I've read much, much, much higher numbers from guys like Reich, even said the $700B, the "public" bailout for Wall Street, wasn't a big enough number for a major jobs initiative. How anyone in the MSM, or this rag, can call this amount "huge" -- well, maybe the reporter was being sarcastic? Just kidding.
But I'll bet they'll be calling it huge on NPR tonight, too.
It's not made clear, but the $50B is just the first step. However, if they're going to offset this spending with other cuts, it will have very little help for our ailing economy. Of course the Republicans won't allow anything to happen except tax cuts, so what does it matter anyway?
Nothing bold, nothing urgent.
It's Labor Day and another opportunity for a political speech before the fall elections. This one has no traction as it is a wish list with no prospect (according to the article) of even being passed before November. It is a poor plan that lacks imagination: more roads to keep us dependent on fossil fuels, airport upgrades to support airline companies and some vague plan to invest in rail and transit that if this legislation would get passed in 2011, the benefits wouldn't be seen for quite a while.
Too little, too late. Brace yourself, Obama apologists, for two years of total irrelevancy following the ass-kicking the white nationalist/cheap labor party is about to administer.
And well-deserved.
it is an economic question. The US economy is recovering, slowly, from the impact of the Bush-induced economic crisis. I think in two years, the economy will have recovered sufficiently for President Obama to be elected again. President Obama is an honest man, who is pragmatic in his analysis and solutions, while he is attacked mercilessly by the right wing and the extremists of the left wing. In the end, it is hoped, the American people will realize he is efficient, honest, and a better answer than the Republican alternatives.
It is also evident this is not a huge program, for an economy the size of the USA. It is more a political move to help the Democrats in the elections, but it is not going to solve the deeper problem caused by excessive construction of housing, excessive debt, and the two wars which were started and lost by Mr Bush.
With all due respect, braulioherrera, your apparently sincere conviction that Obama is an "honest man" has no foundation in fact; thus, your corollary belief that he is efficient and a "better answer than the Republican alternatives" is without merit.
And despite Obama's excoriating his predecessor's illegal invasion and occupation of Iraq as a "dumb war", you seem to overlook that Obama has enthusiastically picked up the War Baton.
Obama unhesitatingly champions both continuing the US Imperial military presence in Iraq despite some clever name-changing, and is avidly pursuing military "solutions" in Afghanistan, Yemen, Africa, and whichever other resource-rich Muslim-populated nations the generals and spooks (intelligence services) recommend.
Since you expressly rely upon faith and hope, I will charitably desist from further attempts to disabuse you of your gentle political fantasies.
O. S.,
Good comment.
Servant:
Obama is an honest man. He is also championing the imperial presence because he is fully aware the powers that lurk in Washington will destroy him if he dared end the empire. I presume they would act swiftly and have him shot. Therefore there may be another gentle political fantasy which needs to be dispelled: your president isn't really in charge.
El presidente de los Estados Unidos, Barack Bocagrande, es un embustero y un ladron. Keep on truckin"!
Hi, Mordechai,
Say What?!
Even your two lines of spanglish are comical!
Keep on truckin' all right. We have no idea to where!
braulio, i pretty much agree with you. you are not likely to hear much of that here, however.
for peace and sustainability
It may be white old men but it is not nationalist because the USA is being sold piece meal and used as a dirty tool for Global Mutlinational Domination.
Be really great if the USA produced something other than cars, bombs and microchips.
Like photovoltaic modules or wind turbines; I believe the trains will be purchased abroad.
Really. They misplaced $23 billion at the air strip in the green zone. That didn't even faze em. Now $50 billion's supposed to be a big deal? pfttt...
Two thoughts.
I have to wonder if the return visit to Cleveland will include another ass-kissing from Kucinich and I wonder how they will "offset the spending in other areas."
Education? Unemployment benefits? Medicaid? Maybe they will cut back on the military spending (humor).
Whatever they do, I'm sure they will act proud!
In my neighborhood, the Obama money translated into the stinging smell of asphalt, and sound of beeping and roaring machines ruining the whole summer. The fundamentalist church parking lots are filled with homeless campers too; because instead of plans for employment, the government gives kickbacks to these organizations for “taking care of the homeless problem”. The sounds of drinking, fighting and police dogs are competing with the machines.
In it’s haste to spend all the Obama money from last year the corrupt city council planed on putting a bus line (straight out to Wal-Mart!) in a residential neighborhood right next to the only stream and bike path. The residents put the kabosh on that one!
I’m waiting for Obama to get all the money back that was stolen by the banksters and military contractors. (Ha ha)
There is an old New York expression for something that is never gonna happen:
“Labor Day!”
How about some new product development money for transit innovations? How about some new product development money for cheaper backyard photovoltaics and electricity storage? Afraid it will put the oil companies out of business, are you?
How about some new product development money for climate change effect inhibition tools IF it's environmentally friendly? Did you know that white paint will stay on the average mall's parking lot for many years, and that it will reflect a bit of heat back into space, cutting the mall's air conditioning costs? Did you know that if parking lot electric plugs were plentiful, electric vehicles would be more plentiful, and if your restaurant had one they might eat at your restaurant while recharging?
Firing Geithner, Summers and the rest of his economic team and replacing it with Galbraith, Stiglitz, Baker, Krugman and Hahnel—THAT would be huge.
An 800 billion green infrastructure jobs bill, funded by taxes on the top 10 percent of incomes, the banks, the other corporations, and the Fed would be huge.
But as the other bloggers here have accurately stated, this is for show. More rhetoric devoid of any policy shift to benefit the nation. But hey, the corporate donors are still on board for the next two elections, as long as the mob of actual citizens can be deceived and appeased.
We need to recruit Bernie Sanders or Russ Feingold or Rocky Anderson, or Matt Damon, or Martin Sheen, or Katrina vanden Heuvel, or SOMEONE, to run against Obama in the 2012 primary.
Speaking of Summers, i respectfully refer you to the Vedana Shiva video on the right hand column. Even if you just hear the first several minutes.
$50 billion is what the criminal banksters and oil crooks spend on drinks at lunch. As usual, those who don't have bribe money for Barry and the reactionary Congress get screwed.
One would like to have a good laugh at the "socialist" Obama (an ugly neoliberal-neocon fusion artist, if he's anything other than a slave of Wall St), but he's too utterly pathetic and ineffectual - perhaps as a deliberate part of his role - in saving his countrymen from the deliberate crashing of their entire economic system by the banksters that he surrounds himself with.
The American Society of Civil Engineers estimates the USA requires about $2,000 billion (2Trillion) in infrastructure spending. This is spending that has to be done eventually anyway to restore the country to good repair, and it alone could justify the kind of government spending that is necessary to revive and reinvigorate a broad and healthy middle class and with restored employment, the economy.
A President who was interested in honestly serving his people (and perhaps even rescuing his fast-evaporating political fortunes) would see this as an enormous opportunity for a bold initiative on behalf of his country and his Presidency.
And then there's Obama the Pathetic. Who may well prove to be far greater menace to his country and the world in a single term than Bush the Lesser was over two terms.
A September 2010 commitment of $500 billion to a new Works Progress Administration (WPA) would be on the modest side, but an appropriately bold response, given the true magnitude of the need for work and the need for infrastructure maintenance all across the USA. There is no argument against deficit spending to create jobs in a situation of mass unemployment that is not contrary to everything that economists learned in the XXth century (Keynes, anyone?) and at the same time viciously self-serving and contrary to the public interest.
For the Bonehead-in-Chief to offer a paltry $50 billion program at a time when one in five US residents is unemployed is not even a cruel joke. It is an insult to every hardworking citizen of the USA and a clear indication of Obama's profound contempt for the broad masses of the working people of his country. I hope that he will be deposed forthwith and held accountable for his crimes against humanity, his disservice to the country, and the violation of his oath to preserve and protect the Constitution of the USA.
Thats all the money that the fascist pimps would give Obama to play with.
There is no real President of the United States, there are however the 100 Senators that represent the real power of the world,
And none of our elected officials are American Patriots, they are bought and sold every day to the highest bidder , globally.
Its been that way since 1913, when we gave the right to control and print our money to the Federal Reserve, the thirteen richest banks in the world, more than half of them not American owned.
What more do you need to know, Obama and the Dems are socialists, and all Republicans neocon fascists are bank robbing, country busting, greedy war mongering torture freaks of empire.
And to find a real American Patriot with any real power in the midst of these vultures of Washington as they close in and complete the consumption of whats left of American will be a miracle.
I have little faith in a God of my beliefs , or the radical American right evangelical Gods, that such a miracle is on its way.
If anything, it is the radical right wing of religious hypocrisy that will usher in the final rights of passage as America takes its last breath of freedoms and slides into the world the glen beck calls darkness.
He was right, we need to ask God for help, help in allowing the constitution to be the law of the land, and not the greedy fake right wing Christian capitalists of money , war, and empire.
I really like your POV!!
"OilyBomber and Dems are socialists", the only socialist thing they have done is extended unemployment everything else is anti-populist.
Bush sent $2 trillion to a place that the Federal Reserve Bank cannot divulge to the American taxpayers. We have rebuilt the infrastructure of our failed banks so well that they awarded themselves with billions of our dollars for screwing up the worlds economies. There is still $600 trillion dollars worth of derivatives and commercial paper floating around to insure a future of failure and bailouts for the banksters and their Wall Street pimps that will fall on the taxpayers. These criminal banks and brokers create nothing of value to our GDP and only suck ours' and other nations economies dry.We are feudal slaves once again thanks to our own greed and the greater greed of banksters and brokers of our debt.
And all o can do is, in his 2 year in office, is to 'unveil' a huge jobs and infrastructure plan. Hell, that should have been done the afternoon of his inauguration. And now? What are the chances of this happening? Think of the how little o gets accomplished for the people even with a majority in the house and senate. Think of the crud who steal from us hourly everyday for their benefit even as they denounce the 'socialism' of public services or even the down right act of paying from one's wages a tax that goes into a retirement fund and a medical fund. Well these crooks look at it as just another vast pool of money for their benefit and once again deride it as a communist socialist plot that for appearances indicate those paying don't deserve. They say it over and over so it becomes accepted that that is THEIR money and not those who pay it into the programs.
Doesn't take much for me to see where o's allegiance is and getting this done with a realatively weak minority opposing it is more than likely NOT to get done which just makes it more sweet forked tongue rhetoric when it should have been the first thing done when the inauguration ceremonies were finished instead of the instant bailouts to the goddamn crud, crap and fecal matter that put us in this financial disaster that will keep unemployment down for at least another projected decade.
Just seems the people are gluttons for punishment and have this religious type of belief that those responsible and those perpetuating this disaster are doing the right thing and we the people shouldn't do a goddamned thing to stop them. Certainly, we get what we deserve. Hope everyone is comfy at home watching 'american idiots'. Certainly the mainsream media has cultivated a very 'healthy' dumbstream american garden.
"Just seems the people are gluttons for punishment and have this religious type of belief that those responsible and those perpetuating this disaster are doing the right thing and we the people shouldn't do a goddamned thing to stop them."
Aw, samosamo, they are being good Christians. Didn't the Constantinian version of Jesus H. Christ say that when the rich, mighty and powerful slap you, turn the other cheek?
'US President Barack Obama unveiled plans Monday to spend at least 50 billion dollars to expand and renew US roads, railways and airports'
so the shermans can roll more easily when the revolution comes..................
A very good point, and if one reads history; a common practice of Empires.
I can think off hand of Rome, Inca, China and all those big avenues and traffic circles in Europe.
http://en.wikipedia.org/wiki/Roman_road
and the roman empire lasted more than a thousand years!!!!
Oh Oh they are doing that on Indian tribal land as well.
Billions of dollars have disappeared during these war of empire, trillions have been spent , lives lost.
50 billion, really, thats the best we can do.
Thats all the money that the fascist pimps would give Obama to play with.
They dont want America energy independent, or working. They need us poor, they need recruits for there army of empire. Its their global plan.
We cant unleash American know how and working power unless we spend a trillion dollars here at home developing solar and wind power manufacturing, which could put 10s of millions of Americans to work as we get off fossil fuels, become a real energy efficient country.Usher in a new age of invention, technical expertise and prosperity. That would ruin the elites plans of empire, war and global domination. They have trillions for that, dont they.

Obama proposes things the USA doesn't need--more roads, bigger airports and highspeed rail. Please note the very narrow spectrum of businesses that would benefit if such a bill were passed, most of whom are already bloated with contracts generated by the previous stimulus bill. One area where the USA really requires massive amounts of capital input is in ALL alternative forms of electrical generation in order to retire those plants using fossil fuels. Several Trillion spread over ten years would be minimum, AND the bill ought to require ALL components be manufactured in the USA.
Such a proposal would inject R&D monies into wave, tidal, solar, and wind power generation while getting trials started for very promising projects that are currently starved for capital. AND the spectrum of businesses the monies would be distributed to is very wide.
But, this is a sensible proposal that benefits a rather new set of interests and the public at large, which is why it won't be made.
