Confidential Document Reveals Obama's Hardline US Climate Talk Strategy

Top of the list of objectives is to: "Reinforce the perception that the US is constructively engaged in UN negotiations in an effort to produce a global regime to combat climate change." It also talks of "managing expectations" of the outcome of the Cancun meeting and bypassing traditional media outlets by using podcasts and "intimate meetings" with the chief US negotiator to disarm the US's harsher critics.
But the key phrase is in paragraph three where the author writes: "Create a clear understanding of the CA's [Copenhagen accord's] standing and the importance of operationalising ALL elements."
This is the clearest signal that the US will refuse to negotiate on separate elements of the controversial accord, but intends to push it through the UN process as a single "take it or leave it" text. The accord is the last-minute agreement reached at the chaotic Copenhagen summit in December. Over 110 countries are now "associated" with the accord but it has not been adopted by the 192-nation UN climate convention. The US has denied aid to some countries that do not support the accord.
The "take it or leave it" approach divided countries in Bonn this weekend and alienated most developing countries including China, India and Brazil who want to take parts of the accord to include in the formal UN negotiations. They say the accord has no legal standing and should not be used as the basis of the final legally binding agreement because it is not ambitious enough. It lacks any specific cuts in greenhouse gas emissions and sets a temperature rise limit of 2C, which critics say is too high to prevent serious harm to Africa and other parts of the world.
Last night Jonathan Pershing, lead US negotiator at the Bonn talks, said he "had no knowledge" of the document. But he endorsed one of its key messages. "We are not prepared to see a process go forward in which certain elements are cherry-picked. That was not the agreement we reached in Copenhagen," he said.

Strategic communications objectives
- Reinforce the perception that the US is constructively engaged in UN negotiations in an effort to produce a global regime to combat climate change. This includes support for a symmetrical and legally binding treaty.
- Manage expectations for Cancun – Without owning the message, advance the narrative that while a symmetrical legally binding treaty in Mexico is unlikely, solid progress can be made on the six or so main elements.
- Create a clear understanding of the CA's standing and the importance of operationalising ALL elements.
- Build and maintain outside support for the administration's commitment to meeting the climate and clean energy challenge despite an increasingly difficult political environment to pass legislation.
- Deepen support and understanding from the developing world that advanced developing countries must be part of any meaningful solution to climate change including taking responsibilities under a legally binding treaty.
Media outreach
- Continue to conduct interviews with print, TV and radio outlets driving the climate change story.
- Increase use of off-the-record conversations.
- Strengthen presence in international media markets during trips abroad. Focus efforts on radio and television markets.
- Take greater advantage of new media opportunities such as podcasts to advance US position in the field bypassing traditional media outlets.
- Consider a series of policy speeches/public forums during trips abroad to make our case directly to the developing world.
Key outreach efforts
- Comprehensive and early outreach to policy makers, key stakeholders and validators is critical to broadening support for our positions in the coming year.
- Prior to the 9-11 April meeting in Bonn it would be good for Todd to meet with leading NGOs. This should come in the form of 1:1s and small group sessions.
- Larger group sessions, similar to the one held at CAP prior to Copenhagen, will be useful down the line, but more intimate meetings in the spring are essential to building the foundation of support. Or at the very least, disarming some of the harsher critics.

Oh, I know, the U.S. is afraid of not being the biggest, richest bully on the playground. If we don't use oil, coal and nuclear energy to it's fullest, we would, according to the powers that be, become wimps.
If the purpose of this world is to prove the good in it, prove that things are progressing from chaos toward perfection, then have no fear for all things will work toward the good.
And if the purpose of this world is to prove the harm in it, prove that things are progressing from creation to chaos, likewise have no fear. For when things cannot possible get any worse, then all things will turn toward the good. Unless of course your one of those who love chaos, darkness and all things enriching.
Everything is perception management.
There is no objective reality anymore.
The only thing that matters is control of the public mind.
Perhaps if they "perceive" hard enough they can cause the glaciers to stop melting.

Makes no real difference. As pointed out there is no legal standing for the agreement and the Senate will pass NO climate legislation.
Nowhere in that document is the most important tactic that must be pursued for even tiny steps to combat global warming: effectively counter fossil fuel industry propaganda. Unless that is part of the equation, said "confidential" memorandum is merely a mental jerk-off.
Get ready for a propaganda campaign, the essence of which will be ---aren't we great. Whoever passed this document did us all a tremendous favor. I will now shut off this infernal machine and work in the garden. Then I will get ready for this weeks local demo. One or two are enough to make a demo.
Upon Reading the comments by leading climatologists by following the links with this story, I'm not quite so critical of the US role, or the actions of the other nations. The UN path to solution is historically slow, probably too slow for the urgency of climate change mitigation, but individual nations may step forward to lead by example. The need for energy policy change is recognized by many nations and recorded at these UN climate change talks. This step at least is very important, and leaves flexibility and innovation that could be stifled by the cumbersome UN process, to the nations.
How novel if our government would take seriously that climate changes caused by fossil fuel use or whatever threaten the life of the earth and, its people and all other life forms. WE LIVE HERE! and we are running out of time.
But no, our government manipulates, sneaks, cheats, lies and even murders if Big Business and profits are threatened.
Our "leaders" may wear expensive suits and be served dinner on fine china, but what we've got are extremely low-brow, egocentric people, with zero morality, imagination and vision on matters such as this, and who act and think they are superior to others, and those others just don't count. Actually, they aren't even a consideration. It's obvious that we all are part of those others.
These "leaders" from this country and in league with others of the same ilk from other countries are the real TERRORISTS. We don't have to study anymore than the last few decades of history to know that.
Everytime Obama opens his mouth to speak now, all I see are frogs and toads and spiders pouring out with every breath.
He is a bad man who was given an opportunity to inspire others to go in a different direction. He definitely had many of us here and also across the world believing that good changes were going to happen. Collective positive energy was high and rarin' to go and ready for the reaping, and if the people had really been called, they/we would have responded. Unfortunately, I believe Mr. Obama made a Faustian bargain a long time ago, and, simply, he tricked us. Polished liars are able to do that.
But no more.
Thus it is we who have to up our vision. It is we who have to really pay attention and speak out and engage with others, find ways to do what needs to be done or decide not to cooperate on other things. We can do this individually or as a family, a neighborhood, a community and reach further than that.
Collective discontent and anger are energies that are sometimes necessary to create enormous pressure that fused with similar energies can turn things around or stop a behemoth in its tracks.
For starts, what we all do know is this state of the union, this state of affairs cannot be permitted to go on as business as usual anymore.
We have to create a new paradigm, a new way of seeing and feeling that truly embraces the notion of the common good. It's one earth we all live on and nobody can be or should be #1.
Let us create goodness so perhaps someday in the not-too-distant future, War Will Be No More.

I re-read Logan Bell's journey several times, and just now updated myself on all the many comments, many hours since I first read them and the article. Logan Bell comes off in the comments, ranging from his being a hero of sorts to the consummate anti-hero, who of course always becomes the hero because he has become the anti-hero.
Because of his recent circumstances going downhill fast ... lack of employment and dollars and likely child support issues for his little girl ... which forces him to open his eyes and find out what is going on in this country (that he willingly served as a Marine) ... and then with a smattering of new, disillusioning knowledge and awareness, he decides to take on the incumbant Republican in the primaries beginning with a "quixotic journey" of a 90-mile walk, with backpack and American flag, and a website for his candidacy; he then joins the National Guard for the $20,000 bonus to live on, but knows he will most likely have to do a tour of duty in Afghanistan, and maybe two or three or four. All I can say is I understand the sequence of events that makes him tick, but object to his decision to join up and become part of what is so objectionable.
It seems to me he needed to seek out anti-war Vets Groups or Vets groups that are more general in nature who get together to discuss similar problems in their lives that he is having. Those contacts might have led him to the employment he seeks and the support for running in a primary, maybe winning and then having to campaign for office.
Reading about Logan Bell was like reading the coming-of-age/early-manhood and trying-to-figure-it-all-out Hemingway novels with his protagonist Nick Adams [Ernest himself].
Bell's journey on the road is really pretty much the beginning, but I think he copped out by joining the National Guard. Maybe he will be killed before he is able to go much further. If he is severely wounded, but still has a functioning brain he will continue his inner journey. If he stays the military course, and returns intact, he likely will be angrier, perhaps wiser, hopefully more compassionate, and he will pick up his life where it is or be inspired to do more to right the wrongs of this nation. Maybe he chose to go "home" again by rejoining the military in which he was comfortable, a more stable environment than the one he grew up in. Maybe it is a little bit of a death wish, and his daughter would likely benefit and be taken care of if he died or is incapacitated, and wouldn't have to struggle so anymore if things are worse when he comes out of the service again.
Essentially, however, he is a young man on his own singular journey, and he is learning about the way it is and the various viewpoints and confusions that others have and what they do about it. It is also, however, a human journey he is doing. We all have to do them, and similar elements are in all of them, although many live lives with very extreme elements to cope with. But ultimately we all have to make decisions, some that unwittingly change us and our lives completely; some that change us a little, but keep us in the same tribal state of mind ... because it's safer and easier that way.
I could milk this cow more, but I'll stop here, Veritas.
Maybe we'll hear from Logan Bell in the future. My hope, if that happens, is that what we will hear is wisdom, toughness, maturity, and the all important, honesty and integrity, especially if he decides to enter the political arena with all the tigers, lions, bears, monkeys, squirrels, rabbits and lots of weasels.

Indeed, it's really hard to watch and listen to him anymore as the caluculated betrayals are now so stark to anyone paying attention. Obama may be worse than Bush, in that Bush's lies were amateur by comparison, but also because of Obama's "missing" or inexplicably "botching" such glaring crises, served as if on a platter, as opportunities to reverse the perverse regression of American economy and culture. yet at every point, he managed to discreetly throw the ball to the opposition or out of bounds, like a clever player in a fixed game. Obama has the skills of a really slick flim-flam man, snake oil salesman, a great deceiver, if not THE Great Deceiver.
It's critical that people get clear in their minds that our current government is now a criminal racket in service of an elite plutocracy that has put itself above the law. We are now a nation of men, not laws. 2012 can't come soon enough.

If Obama was unable to lie, he could not have been a successful politician. If he was unable to please AIPAC the corporate string pullers, he would not have been a successful politician.
The political system is officially a democracy, but in reality it is a plutocracy, a democracy of money. Part is where do the campaign funds come from. Part is who controls the media. Part is cheap loans, contracts, and other legal forms of bribes. In order to succeed, each politician, must perfect the art of appearing to side with the population, while carrying out the directions of their masters. One face for the population, another for their masters. This we can coin the phrase "two faced". If Obama wasnt a two faced liar, then he would not be the president.
So it is in the "Worlds greatest democracy". Knowing that our democracy is so flawed, we should never look down on the political systems of others.

This document illustrates that Obama is not a person who misses opportunities, or a weak man who means well. He and his staff are very directed, very deliberate in protecting the corporations, and very skilled when it comes to managing opposition. He has mastered the playbook of manipulation.

Serbia and Iraq are covered in low-level radiation from the explosion of depleted uranium munitions. The pattern of thought amongst US politicians is the same as the pattern of thought in US business. Like US politics the US economy is a rapist. Competition is structured on beating not winning. In other words the US version of freedom is either you submit or you die, which means if you submit you live but only at the 'winners' behest, ie you die in the end even if you submit.(Health!) Such a 'winner' believes he is God. It will be distressing but for our own good we must all attack this structure of conceit. It is bent on destroying all people in the world including US citizens.

Don't obey.
There are two fronts: local and international. Meet and mail for the local. Mail and if possible meet for the international.

PS: research Game Theory. The final touches of this theory were developed by two Israelis. It is structured in the premise that those against you are ineluctably bent on destroying you. What "Progressives"?
The duopoly is two parties: Right (Democrat) and Even More Right (Republicans).
There has not been a Left active in US national politics--with the exception of a few years in the '60's--since the Democrats went along with the McCarthyites and became full-fledged Fascists and Imperialists in the Cold War.

I power my car on hydrogen I produce myself with kit that uses solar power to generate Hydrogen and fills the small tanks. Car can run on gas or hydrogen by throwing a switch. It cost me $1000 and I never have to buy fuel again, ever. The cars only exhaust is water, steam.

The U.S. is denying aid to Bolivia (and Ecuador) for not supporting Copenhagen. Bolivia's President Morales doesn't support it because it doesn't go far enough, wants 1C of temperature elevation allowance, not 2C.
