Arizona Governor Approves Abortion Constraints
PHOENIX - Republican Gov. Jan Brewer on Monday set a new course from her Democratic predecessor on the issue of abortion, signing a measure imposing new mandates and restrictions.
Republican Gov. Jan Brewer on Monday set a new course from her Democratic predecessor on the issue of abortion, signing a measure imposing new mandates and restrictions. One of the bill's provisions is a requirement that those who visit an abortion provider wait 24 hours before getting an abortion. The visit would have to include disclosures by doctors in person about the procedure, risks and alternatives, and the fetus' probable characteristics.
Also, an existing law on parental approval for minors seeking to end pregnancies would be toughened. In addition, pharmacists and other health care providers will be able to refuse to hand out emergency contraception on moral or religious grounds.
Former Gov. Janet Napolitano, who was governor for six years, vetoed all bills sent to her that restricted abortion rights. Brewer replaced her in January.
The head of a group lobbying for the bill on behalf of Christian social conservatives said the signing shows Brewer "stands for life" and caps a 13-year effort for passage of so-called "informed consent" legislation.
"Governor Brewer's signatures today move Arizona in the right direction," said Cathi Herrod, president of the Scottsdale-based Center for Arizona Policy.
Planned Parenthood's Arizona affiliate, which provides abortion services and which opposed the bill, said it "creates barriers, increases costs and denies access to services and providers to women who seek abortion care."
Said Bryan Howard, the affiliate's president: "Women will be forced to delay their care, in turn increasing their health risks."
According to the National Conference of State Legislatures, 28 other states require waiting periods - typically 24 hours - while 33 require some form of counseling. All those states waive the waiting period requirement in a medical emergency or when the woman's life or health is threatened, according to the NCSL.
Brewer also signed a measure that revises a state law that outlaws a type of late-term abortion unless the procedure is necessary to save the mother's life.
Critics call the procedure, which involves partially delivering a fetus before aborting it, a "partial-birth abortion."
A state law on late-term abortions was ruled unconstitutional by a federal judge in October 1997. The U.S. Supreme Court, however, in 2007 upheld a federal version, and the state legislation is intended to conform the 1997 state law to the federal statute.
Changes include specifying a punishment of up to two years in prison and allowing a doctor charged under the law to seek a hearing before a state regulatory board to determine if the doctor's conduct was necessary to save the mother's life.
Bill supporters said enactment of a new state law would enable local authorities to enforce the prohibition.

So much for the Republican philosophy of there being less government in people's lives. They wonder why people don't vote for them anymore?
Well, you might wish to re examine that postulation 'tumbleweed'---somebody voted for them in Arizona.
Republican US Senators McCain and Kyl are politically as alive and well as they have ever been in Arizona.
I believe that history will hold the USA and the Religious Right in contempt for the duplicity they exhibit in the abortion struggle, along with so much other hypocrisy from their beginning.
To anyone who has studied the worlds religions there is no doubt that the ones who have risen to dominance are the religions that struggle to control women in every manner possible. In this case, if 'men' through the political process can control a woman's 'womb' then they have control over her, and any other woman. For anthropologists this is the Patriarch over the Matriarch struggle that gave rise to the invention of 'religion' (always by men---and reflected in the concept that 'God' is the Father---a ridiculous concept from the natural point of view since the 'male' of all of the species in nature most often plays a subservient role in the reproductive process )---So when the 'Christians' claim God is the Father, and he has his Son, they reinforce the illusion.
In the case of this article it has been apparent from the beginning that many women have participated in the struggle along side of the men who wish to control other women. This is the best example of the power of 'belief'. A very powerful aspect of humanity in that it can make humans 'absolutely stupid' with 'delusional' power derived from that belief.
The Christians, currently (but most likely not for long) a very strong force; loose their only claim against abortion, 'the protection of innocent/unborn/life' by their over whelming support for wars---all over the Globe---that invariably shed innocent blood---Iraq and Afghanistan are just two of the most recent.
The Christians and their Jewish allies gave rise to their own enemy the Muslims with their cruel behavior in the Arab deserts--of those people who would not believe in 'Christ' or would not believe that "God' the father gave the Jews "all that land"-and now---all three strive to control women in as many ways as possible.
If there is a "God"---then that "God" can only be recognized in the 'signature' of nature---not some series of 'books' with dubious origins, or 'culture heroes' like Jesus and Muhammad. To challenge the Natural order is a pointless endeavor, but humanity seems to learn the most important lessons very slowly.
If there is ever going to be true equality in human relations; then the women of the world must unite and force the 'believers' to prove that their "God" exists, or "shut up about it" and leave the 'rest of the life on Earth alone about it'.
On a personal level, I would be very worried about a "God" that is expressed in writing as being ,'jealous' and 'vindictive' and since he needs so much help from so many humans----"he" must be a 'real weak asshole' and pretty damn dumb since human beings are some very weak creatures by them selves---so---when you are forced to go to the 'weak ones' for so much 'help'---how weak are YOU?-----
As for the Christians, anyone who would believe in such a ridiculous concept deserves all the misery their belief brings them----just stop 'sharing the misery' with the rest of us. If those of us are 'wrong about Jesus' do not get to 'heaven'---we will not miss it---since we don't like sharing the Earth with the 'believers'---an eternity in Heaven with them might be described as "hell"......
As for the Matriarch, I am a full supporter, and I believe that the entire control of the world should be 'turned over to women'---if for no other reason than---since the Patriarch has been in control--the men have 'screwed everything up'--- or 'FUBAR'.
Good Luck America, with women like Gov. Brewer being elected to office, you really need it.
Native Son, it doesn't sound like you respect all life as Native Peoples are taught to do.
You will elaborate for me?
Respect life? or Respect Life Givers?
If a woman who is a 'life giver' has 'life within her', it is between her and her own 'council' as to what she is to do----and no one else.
If I am put into a situation to where I must defend my life, or that of an innocent, with the use of force--that may cause the death of the assailant, then the assailant will die as swiftly as I am able, and with as little pain as possible.
But they will die even though I can respect their life---just not at my own expense.
If a mosquito flutters about me and still persists with a bite---then if I am awake the mosquito dies---
Does that help you?
My point is that 'if' the Christian Right who have said little about the innocent blood shed in the US Wars of aggression, are more concerned with the life a woman has inside of her own body, then they either are fools/liars/or lying fools and most likely have another motive: control the womb and you have control of the woman. They do not have the control they seek, so they go to insane lengths to acquire it.
And since their logic is lacking they have little credibility.
They would take the 'freedom of choice' away; by choosing for another with laws that violate the privacy of the 'life givers' and their own council.
The same movement might get some sympathy from me if they moved to pass a law that required men to keep track of 'their sperm count, what and where they have 'deposited' it, and do so with the penalty of law and perjury. But then, the prisons might be full of adult males; leaving only boys and women allowed to roam freely.
Then again, that may not be a bad idea after all----
How about you 'Stone' (if you are an adult male), would you submit your 'monthly sperm count'----or would you risk jail, and lie?
Good Luck
I cannot judge another for their actions but I will state my view regarding life absent political references. I do believe that all life must be respected if we are to find peace and harmony.
You loose your credibility all together with at opening sentence.
If you 'cannot judge another by their actions'--- you most likely need to be hospitalized for several possible mental illnesses, or you lie, either to yourself, or in this forum. It is not even an argument that would excuse you from jury duty, even in traffic court.
Most likely if you are telling the truth in that asinine statement, you need close supervision anyway, whether it be a mental institution or other institution offering the needed supervision.
I have communicated with some exceptionally intelligent people with arguments for their point to match their skills---you are certainly not one of them.
Good Luck, you really need it.
Read The Chalice and the Blade by Riane Eisler.
Get that woman out of office Arizona! She should be ashamed of herself! Does she really think that she should not have the right to choose what to do with her own body? I bet not, but she thinks she has the right to tell other women what they should do with their own body. What a hypocrite! Throw her out! Does she not understand that when a woman chooses to have an abortion for any reason, that woman lives with the decision for the rest of her life. For anyone to suggest that the decision should not be hers is taking away the responsibility which choice involves. We all learn from our mistakes and they do color our path in life and with a little luck and understanding make us better human beings. And no I don't believe a fetus is a baby til it can live outside the womb! Patriarchy continues to dominate with these kind of women in official power. In fact I think she may really be a man under her prissy exterior, and that is not a compliment!
OFF WITH HER HEAD!
What do you expect, Arizonians pride themselves on being red staters.
BWAHAHA!
And Iraqi's pride themselves on being terrorists.
All chinese are good at math, can't drive, and have little feet.
Southerners just love their snuff and country music.
And Stay away from San Fran unless you like gay orgies.
Ok. That was a little over the top, but you get my drift.
Back on topic, one important note to remember is that Arizonan's didn't even elect this woman. Their former governor, a democrat who was elected, was snatched up by Obama to head Homeland Security. Secretary of State is next in line for the Governor's seat there. See what happens when there aren't elections?
Hope you choke on your laughter. It doesn't make Arizona any less red. BTW, where do you think Sherriff Arpaio lives, in Muncie Indiana? Great non-response on your part.
Gender slavery must be maintained in order to run a society on Male Supremacy and Authoritarian Patriarchy.
Females exist only as the property of a male.
Females cannot be allowed to say no to pregnancy.
Females cannot be allowed economic or biological self-determination.
That's where we came from. That's where the animals want this country to return.
They are pricing contraception out of the reach of working women.
Termination of a pregnancy is (and has been) impossible in 85% of the counties in America for quite some time.
With the long term (not to say permanent) economic collapse of this genocidal empire you will see the return of the multi-generational household complete with Alpha Males and primogeniture. This will occur because individuals will no longer be able to support themselves or maintain their lives outside of a collective household based on Male Supremacy and Gender Slavery. These were "the good old days" for the troglodytes we call "Leaders".
Soon they won't need the Supreme Court to repeal Roe. It will remain on the books as a "dead letter". Such is the future history of a doomed people who turned their faces away from the stars because squalor, degradation, and debasement were preferable to the loss of Authoritarian Patriarchy, Male Supremacy, Gender Slavery, Constant War, and Feral Oligarchy.
Peace.
Planned Parenthoods are doomed, too. When I was in college (in my 30s), lacking health insurance, I relied on Planned Parenthood for yearly cancer screening. (I still lack health insurance.) The clinic in that community, a major city and college town, is gone. The majority of women relying on Planned Parenthood are not 14-year old girls looking for birth control pills so they can have sex, by the way. Most of PP's clients were like me-- over 30, poor and/or uninsured with no way to afford birth control and/or screening for cervical cancer or STDs.
Just this month, all of the Planned Parenthoods in El Paso, TX closed, leaving the 12,000 clients they served scrambling to find an alternative. Amarillo, TX is also without Planned Parenthood. "Pro lifers" would like to see them close down nationwide. The most radical of them like to spread lies about the harm and risk of using birth control.
Maybe pro choice groups should become more organized and politically powerful and insist that every pregnant woman seeking medical care at any clinic should be given information about the risks and dangers of childbirth, with statistics on how many women in the world die every year giving birth.
gee, who didn't see this coming?

up a river without a river, i guess....
Life is a predominant value and it must be seen as such. It is much larger than politics. Human survival rests upon the respect of all life, especially unborn human life.
Simply ask yourself, "would I have rather been aborted?" If the answer is no then you are pro-life. End the denials for political purpose, life is larger and more important than politics.
"Simply ask yourself, "would I have rather been aborted?""
Ask us all again in a few decades if (or when?) we failed to do anything to stopped climate change.
"Life is a predominant value and it must be seen as such. It is much larger than politics. Human survival rests upon the respect of all life ... "
I applaud your staunchly anti-war position, with the preservation of life a much larger than political issue, what with war being politics by other means and all.
Not to mention against capital punishment, supporting single-payer over pay-or-die healthcare, etc.
Yep. If someone is "pro life," I want to know where they stand on health care. Majority of them are militant about protecting the life of a stranger's fetus, even if this person is doing heroin or crack, but don't seem at all moved by 18,000 deaths per year of children and adults who lacked access to health care.
Ask yourself this: are you and your fellows willing to provide loving & stable homes for the multitude of children who would be born to underage mothers, incest & rape victims, & those parents whom simply can not afford another mouth to feed?
Didn't think so!
Ask yourself: if your sister, daughter, mother, or a close female friend was pregnant and faced with a situation that you could not possibly begin to understand and did not- under any circumstances- want to continue with the pregnancy, would you want her to risk dying an agonizing, horrible death after taking the situation into her own hands or trusting some untrained, unlicensed individual in an unsterile, unhygenic environment?
but if you had asked me at 6 weeks in the womb, what would have i answered then? oh, so i guess maybe you'd have to ask....the mother?
there is no simple question or test to answer this question.
have you ever talked to anyone who has had or is contemplating an abortion?
YES!
Will you respect the decision of those that answer your question "would I have rather been aborted" with the answer "Yes"? Probably not. I work with children who have actually verbalized that they would rather have not been born to some of the self-serving "pro-life" assholes that then take their rage out on their children. These parents have no self- insight and further damage their children, day by day, through their subconscious desire to punish their children for existing. The parents justify this with 'at least I didn't abort them like everyone told me too" No, they kill their childrens' spirits through a thousand cuts, blaming the victims at every turn.
These same children know that many wish the children hadn't been born because they don't have the food, medical treatment and support the social safety net used to provide them. Now the social programs don't exist because the same neoliberals that want to force birth on the peon class don't want to pay taxes to help pay for the children once they're born.
I think your last paragraph's premise is faulty and I will now prove it. I would not have rather been aborted and that supports my position of pro-choice. My mother, fortunately for me, made the choice to keep me when safe, illegal abortions were readily available to someone of her class and connections back before Roe v Wade. To recap, my answer is "no, I would not rather have been aborted" and I am pro-choice for the woman bearing a fetus and pro-life serving the life of those living, not just those with the potential for being birthed.
I thought the photo above was of the newly elected racist, hate mongering head of the Young republicans.
"Life is a predominant value and it must be seen as such. It is much larger than politics. Human survival rests upon the respect of all life ... "
Sperm are full of life. That's it, all you men- no more killing sperm unless there is copulation with intent to reproduce !
How do you like them controls ?
(I'm being ironical)
Every sperm is sacred~~
Every sperm is great~~
Actually, the Bible prohibits "casting your seed upon the ground". It's just wrong to impose religious rules on civil society. If someone wants to follow certain practices, fine. To require adherance to such rules by coercion and the armed might of the State defeats the entire purpose of religion. I was always taught that it was Satan's plan to force compliance, and that God's plan was to work by patience, long-suffering, and persuasion. How can there be virtue in a coerced behavior?
Really that's a story about using the withdrawl method of Birth Control, I take it you're refering to the story of Onan. It's also about theft, you see the woman couldn't inherit property back then, so if she wanted to be provided for after the death of her hubby she needed to have a son who'd be able to pay for her existance (or work as a beggar or whore...) in order to make that happen your bro-in-law was obliged to have sex with his sis-in-law and have her give birth to a male child. Onan (who stood to inherit from his dead brother's estate) didn't want his sister in law to have any kid so he pulled out rather than knock her up.
tee hee. we got it;)
IF, you ran America, were the "elites," were the .001% w/ the most wealth, and you foresaw the populace turning on you one day, here is how you could stop/delay that:
Have an all Catholic Supreme Court overturn Roe v. Wade. Stranger than Fiction?
Liberals and red-neck middle class right wingers would cut each other to pieces across America, for months, until the sewers backed up w/ blood, weakening all factions of society except the Police, the Army and the very Wealthy.
Mission Accomplished, for the "Elites," (sic).
Name another medical decision that is being made by governments across this country. I can think of only one other one, which is whether a state will get in between a doctor and a patient in regards to medicinal cannabis. Doesn't this sound like practicing medicine without a license? Why are ANY state or even the federal gov't being allowed to break their own laws?
If you want to keep the gov't out from between you and your doctor, then take them out of THIS decision. If it's not your pregnancy, then you have NO right or power to get in between a doctor and a patient. 0r if you are in between me and my doctor when he or she wants to prescribe cannabis for me, then you had better stop telling me I can't have single payer health care. It's like being "pro life" while you are hiding in the bushes outside a doctor's house with a shotgun. You can't be a pro life murderer, and you can't be an anti gov't intrusion medical procedure obstructer.
This woman should be ashamed of herself. But then, she is just like every other republican in office, blinded from reality by her ideology.
If it’s government’s business to instruct a woman who does NOT want to have a baby what the fetus looks like and to force a woman who traveled from out of town to a clinic to pay to stay overnight at a hotel (24-hour delay in obtaining an abortion), come back the next day for instruction from a DOCTOR in person, etc.…
…then WHY haven’t legislators made it government’s business to mandate instruction of people who actually BIRTH babies? Perhaps new parents should be legislated to leave that baby in the hospital an extra few days (which will cost them money, of course) while the parents take some government-legislated parenting classes. In those classes they should be taught – by DOCTORS, not other staff – that babies feel pain, that shaking babies damage their brains, that picking up kids by their arm can pull their shoulders out of socket, that it’s child abuse to leave a child in the car while you run into the store, etc., and they should have to view videos of actual babies who were brain damaged or otherwise harmed by neglectful parents…
…why don’t legislators and anti-choice protestors use the boundless energy they are now wasting on monitoring people who DON’T bring kids into the world – and instead monitor people who DO bring kids into the world – and subsequently abuse them, sometimes to death…?
Where are the “sanctity” of life protestors, once there is a BORN, BREATHING, UNDOUBTEDLY capable of feeling pain child? Shouldn’t they be standing around in neighborhoods yelling at parents to treat children well?
[Where are the “sanctity” of life protestors, once there is a BORN, BREATHING, UNDOUBTEDLY capable of feeling pain child? ]
They are proving themselves to be hypocrits. The ones who are born have nothing to worry about in their opinion. Even if they're killed by their parents (with malice or in ignorance) their souls are off to Jesus. I suppose that they think that fetus' have no souls, so they aren't human??? (not sure, but logic doesn't seem to be a strong point with the anti-choice crowd) Besides, it's morally wrong for the parents to have their choices interfered with by the gov't (unless you're female, especially if you're single).
You'd think the pro-life crowd would be against capital punishment, against war, against environmental destruction, as well as being against having abortions.

LOL -- yours is a well reasoned and a great post.
The Elephant in the Room is of course "Over population".
Come on girls lets chose happiness over "nappiness"
Why doesn't such a government extend its concerns to pre-natal care, to birthing, and to health care generally for children, and does its failure to do so, once there's been this declaration of a bona fide state interest, violate equal protection under the law?
Not to mention adequate maternity leave. The average for this country, if you're lucky enough to have it as a benefit at a private employer, is like 2 weeks. I think in France it's 2 years, one of them fully paid. Which system is more family friendly, hmm?
Liberalbias,
AMEN.
Jan Brewer, as AZ Secretary of State, thought also that it was a great idea to purchase Diebold voting machines - while that corporation was under investigation.
Heckuva job, Brewie!
How do you like that? A woman going against women like that. At least here's proof that it's not always the men who go against women. Sorry to sound bonkers but I get sick and tired of men getting blamed for everything just as I am when women get blamed as well. Here's proof that a cruel ideology can pervade both genders.

Great post -- LOL
Come on girls lets choose happiness over "nappyness".
World overpopulation is the "Trojan Horse".
As a gay guy I have very little to add about abortion personally... it really don't involve me directly. But has anyone noticed how eerie it is that it's almost the same number of states, and almost the same states too, who have constitutional amendments against gay people, also want to throw women back to the 50's? Feminism needs a come back, for all of our sakes...
How convenient too, that the woman who signs this legislation has already passed her child-bearing age...
I was a young man when Roe vs Wade was decided and am astonished that the issue is still bitterly fought. I suppose its just the American way.
"The visit would have to include disclosures by doctors in person about the procedure, risks and alternatives". This is just good medical practice so I'm surprised it needs to be legislated, unless its merely camouflage to increase costs.
"pharmacists and other health care providers will be able to refuse to hand out emergency contraception on moral or religious grounds". This is the antithesis of good medical practice, which is to ensure informed consent and then support the patient's decision. If a health care provider can't do this they need to find another job. And you claim to have the best medical care in the world!
If Brewer got knocked up by some Koran reading rapist just watch how fast she would retract those repressive laws she just enacted. The hypocrisy and moral superiority complex of fascists like Gov. Brewer knows no bounds. We should put all these un-evolved folk in Texas and then let the Lone Star State secede from the union.
johnz52, you refer to, "some Koran reading rapist," quote unquote. Were you being funny, I hope, or taking a shot at Arabs? Boo! Both are pervasive on CD, so I hope you understand my humble ruquest for clarification.
ThanksMuch, joe.
I would guess that he was pointing out the current biggest racial fear of white conservatives to reinforce his point. But I can't speak for him.
