The Israeli parliament has passed a preliminary reading of a bill that would mandate the imprisonment of anyone who calls for the end of Israel as a Jewish and democratic state, according to the Jerusalem Post newspaper.
The bill was passed on Wednesday by the Knesset with the support of 47 members, or MKs.
Thirty-four MKs opposed and one abstained, the daily said.
Sponsored by Zevulun Orlev, an Israel Beiteinu MK, the bill stipulates one-year imprisonment of any person who makes "such public statement".
The bill is part of two draft laws proposed by the Israel Beiteinu.
The first is the Loyalty Oath Law that obliges all Palestinian Israelis to pledge allegiance to the Jewish identity of the state.
The second is the Nakba Law, which bans commemoration of the 1948 dispossession of the Palestinians as a result of the creation of Israel.
Israel Beitenu, led by Avigdor Lieberman, the Israeli foreign minister, grew to be Israel's third largest political party in the February election, reflecting a shift to the right by the Israeli public.
'Rights in jeopardy'
Aljazeera's senior political analyst Lamis Andoni said the two bills will jeopardise the rights of Palestinian Israelis.
"The two bills, if finally ratified, would punish Palestinian Israelis, and delegitimise their existence inside Israel," she said.
"It is considered a prelude to the expulsion of the Palestinian Arabs as advocated by many Israeli leaders."
The Meretz Party, several Knesset members of the Labour Party and even three Likud members have opposed the principle of both bills.
The bill has to pass three votes and a committee review before taking effect as a legislation.
A similar bill was presented by Lieberman's deputies in 2007 but blocked by the parliament.
'Hypocrisy' criticised
Al Jazeera's Sherine Tadros, speaking from Jerusalem, said: "Many people are pointing out the hypocrisy of these proposals.
"On the one hand, they are promoting the idea of a democratic state, while on the other hand they are completely stifling any kind of freedom of expression and freedom of speech which are implicit in those other bills, not just for Palestinians but also for Israelis.
"Many lawmakers that we have been speaking to say that if these bills are passed by the Knesset, they may be stopped by the Israeli supreme court, which will see them as unconstitutional and essentially against the law.
"And what activists are pointing out are what the proposals highlight, which is not just the nationalist and very rightwing flavour to this new Israeli government but also its determination to make the state in character a lot more Jewish and less democratic."

Israel has violated international law for over 60 years. They refuse to join the IAEA, sign a nuclear non-proliferation treaty and allow their nuclear facilities to be inspected. Israel has illegally occupied Palestinian territory for over 40 years. They engage in ethnic cleansing and apartheid policies. These are all acts of a rogue country.
Most recently Israel has refused to cease expanding the illegal settlements and has demanded that Palestinians recognize Israel as a "Jewish" state, while making it a criminal offense to recognize the Nakba.
The U.S. needs to cut off all financial aid to Israel if they want the expansion of settlements to cease. They need to also cut off all military aid as well to curtail Israel continued ethnic cleansing campaign of Gaza. Israel must be isolated and brought to account for their decades long violations of international law and numeorus war crimes.
The Jews are still in their vengeful state of mind to get even, with all nations who denied them the land, they demanded, and picked Palestine first, because they were the weaker. With the help of a few countries, the Jews have conquered almost all of the Palestinians land, out of hate, and self pity, and deliberately murdered. The Israelis much like the Americans whether they realize it, have made some grievous errors and they see no results that satisfy them, go to insane lengths to seal up the "leaking vessel" ; or like the Americans are so arrogant they think themselves immune from catastrophe as a result of those errors; either way, both are most likely witnessing the last days of their relatively short tenures in power, or existence as they know it. How is it that Americans are so eager to have a 'special relationship' with the people who have settled Israel, but not so eager to save the people who have been there and call themselves Palestinian people? Jews, who control Israel, are the lost tribe that we must save, but Palestinians, not so much. It's not about who has been there longer or who has shown the mercy our "Christian" nation aspires to, that's for sure. Is it only because the well-heeled Jewish lobbies are smarter, better connected and better able to negotiate the terms in Washington? Is it because we like one group more than the other thus we are perfectly willing to discard the Palestinian people for the newcomers there? If you polled Americans to ask them which group should be saved, and which group should be exterminated, what would they say, what reasons would they give to justify how their tax dollars are spent? These are questions the American people should come forth and answer as this is precisely what we are tacitly deciding.

Between 1935 and 1936 persecution of the Jews increased apace while the process of "Gleichschaltung" (lit.: "standardisation", the process by which the Nazis achieved complete control over German society) was implemented. that's a spielberg movie i'd love to see - zionist idealists celebrating the enactment of the racial purity laws in 1936 nazi germany - w/ the intent of keeping the faith pure. there had to be jews in the community who were furious w/ the zionists - who wanted to remain a part of german culture (butcher, baker - candlestick maker). also any germans on the fence - concerning jewish racism - would more easily believe the propaganda, if the jews were intentionally isolating themselves (further fanning the flames of hatred). it's bizarre.

You ask a valid question, and I give you a valid answer. I certainly would not support 'extermination' of anyone's children. Israel is not exterminating children though. First, youth do participate in resistance. Second, militants have no real place to hide and no air force or anti-aircraft defense systems. As they're essentially vulnerable at all times, they place their operations centers in civilian areas to raise the political costs of Israel striking. As a means of deterrence. And third, there IS a long term goal of pressuring Israel into submission and reversing Jewish national self-determination. As long as the Pro-Palestine camp insists that victory is justice, there can be no peace.
Surely you saw the numbers of children shot down in Gaza and over the last ten years the numbers portray an unreasonable tilt towards targeting children. To say that children don't have any where else to go so there it isn't exterminating them is to be in denial. The Israelis know precisely whom is being targeted and they control how many will die. But you knew that.

Hamas and other militants use human shields ie they place their operation centers in civilian areas where both they and the Israelis know they'll be much collateral damage if Israel strikes. This is done deliberately to both deter strikes and raise the political cost of hitting a target in a civilian area. Its the militants that have no place to hide. And you know this. If the militants left civilian areas they'd all be on a hill getting cut down.

massud, Where do you propose that the thousands of people dead at the hands of the Israelis in the Gaza bombings had placed themselves, if not in civilian areas? The only military areas in Palestine are where Israeli soldiers shoot on site any palestinian, men women and children they see. Is that where you propose the victims should have fled to?

One of the first major targets in the cruel killings in Gaza was the bombing of the police training school. The aim of course was to break down law and order by killing police, and graduating recruits.
I'm sorry if you don't know this but in any social structure and under the Geneva Conventions police are civil officers, they are part of the civilian hierarchy, they are not military and targeting them and their training school is deliberately killing civilians and a war crime.

It is well documented that the IDF has targeted civilians when no freedom fighters were anywhere around. They've shelled beaches where people were vacationing killing most of a family. During the most recent killings they attacked a school that the UN was using for a refuge. Then they tried to pretend that there was a mortar site nearby by showing a picture that they finally had to admit was over a year old. They shoot a kids herding their sheep in the West Bank with no one else in sight. They throw rocks at little kids going to school in the West Bank. Their snipers shoot at little kids walking in the street going to get bread. To put it plainly, the IDF matches anything any army has done in the way of war crimes since before Ghenghis Khan.

Like you in the US, the Israelis just calling themselves a democracy is not enough, one has to breath life into democracy.
This bill will jeopardize everyone within Israel's borders. As a state can't be democratic and Jewish, White or non-midget, anyone questioning this notion would be in trouble. Has Mister Lieberman ever heard of freedom of speech and Universal Human Rights and such, or is he as acquainted with this as former president Bush with the US constitution, or does he only read Mein Kampf in the Jewish version?
It's such an irony that the current Zionist crop of officials in Israel seem to be using Adolph Schickelgruber and his brutal sidekicks as role models.
But that's also in the U.S. when I listen to the most vicious of Right Wingers whose brains seem to be both poisoned and heavy with concrete, and then there's Rush Limbaugh's constant hate diatribes, and now? a possibility of a CHENEY/LIMBAUGH ticket? Maybe it was a joke. But I wouldn't count on it.
The comfort is that, as John Dean put it so well to Nixon, "There is a cancer on the Presidency," there was, and there is now, and it's fast-growing and decidedly malignant, and no empire or nation can last long when all the vitals are snuffed out.
And that goes for the U.S. of A. and Israel. The caveat is that there likely will be a hellava' lot more death and destruction before this is all over.
