Gates Envisions 'Fundamental Shift' in Weapons Spending
Congress to get a preview of proposed cuts
WASHINGTON - Secretary of Defense Robert M. Gates will announce "a fundamental shift" in the military's weapons budget on Monday, unveiling a series of cuts to big-ticket programs that he deems ill-suited to meeting current national security threats, the Pentagon said yesterday.

This is a fundamental shift," Pentagon press secretary Geoff Morrell told reporters yesterday, though he declined to provide specifics of the plan, which Gates will unveil after briefing key members of Congress over the weekend.
Some news reports suggest that Gates's pruning of the Pentagon's $180 billion-a-year weapons acquisition plan will be more extensive than anticipated and potentially affect dozens of programs, including warships, aircraft, and combat vehicles, as well as missile defense systems and a new fleet of presidential helicopters.
New England-based defense firms such as Raytheon Co. and United Technologies have been expected to take a hit from cuts in several high-profile programs - potentially forcing layoffs of thousands - but the full package of terminations and delays could be even more extensive than expected.
For example, defense trade publications are reporting that several warships as well as submarine construction could be affected - cutbacks or delays that would harm the business of General Dynamics' two major shipbuilding facilities in New England: Bath Iron Works in Maine and Electric Boat in Connecticut.
Meanwhile, other projects that Gates considers more relevant to helping troops win the wars in Iraq and Afghanistan could see a boost in funding, analysts said.
As news of the decisions began leaking out late this week, Wall Street analysts were warning investors to expect a bold plan that would probably prompt a sell-off of major defense stocks.
"We believe [Gates's] proposal regarding these 40-plus programs will likely include proposed cancellations and bold, substantial cuts," Morgan Stanley's research division told investors in a note late Thursday. "Programs almost certain to be covered," the analysts predicted, citing "sources and trade press" reports, include all three major fighter aircraft programs - the F-22, F-35, and F/A-18 - as well as the Littoral Combat Ship, a small warship designed to operate close to shore that is under contract to Bath.
The plan will have to go before Congress, which is under heavy pressure to reverse some of the decisions from lobbyists and constituents.
Morgan Stanley predicted that announcing the cuts ahead of President Obama's full federal budget in May could take some of the heat off the new president and make Gates, who served as George W. Bush's defense secretary, the plan's chief salesman.
Gates, a former CIA director and deputy national security adviser who has served eight presidents, is considered a particularly convincing advocate for why the cuts are in the best interest of the country. He has insisted that some conventional weapons programs must be canceled or delayed in order to afford the tools needed to address terrorism and guerrilla insurgencies, which he believes will pose far greater dangers to the United States in the foreseeable future than opposing armies, navies, or air forces.
Still, some analysts predict Congress will question the analytical framework that Gates used to come to his decisions. Loren Thompson, president of the Lexington Institute in Arlington, Va., who advocates for some of the weapons that may be cut, said that because the announcements will be made before a review of all military programs this summer, as required by Congress every four years, some critics could assert that Gates's decisions require further study before being implemented.

The administration allowed the delivery, despite clear evidence of Israeli human rights violations, some amounting to war crimes, including the controversial use of U.S. made white phosphorous munitions over densely populated areas. That's the white phosphorous that sticks to flesh and sears it until completely deprived of oxygen.
You and I need the State Department to know that they can't just plop tons of weapons into the hands of a known serious human rights violator without getting grilled.
Ask State Department officials why the U.S. would deliver these arms to Israel.
Last month, our researcher from Gaza came to Washington, DC and met with State Department officials to present our evidence of Israeli war crimes in Gaza. They told us during those meetings that they were concerned and would review our evidence.
The State Department has a moral and legal obligation to make sure U.S. weapons don't go to foreign forces with a record of committing gross human rights violations.
So, what happened? Did they decide against overwhelming evidence that Israel's actions were completely justified and didn't violate numerous international and U.S. laws? Did they put any extra restrictions on the use of these new arms?
With this new shipment just landing, we have a unique opportunity to find out exactly what happened to the State Department's review into Israel's misuse of U.S. weapons. There should be little difficulty in simply revealing the outcome of such a review. Yes we want a full embargo. But we need to be smart and push them one step at a time.
Ask the State Department officials in charge of U.S. arms exports to come clean on their findings of Israel's use of U.S. weapons in Gaza.
There is no way you and I can let tons of weapons land in Israel's hands with no questions asked.

Abstract
We have discovered distinctive red/gray chips in all the samples we have studied of the dust produced by the destruction of the World Trade Center. Examination of four of these samples, collected from separate sites, is reported in this paper. These red/gray chips show marked similarities in all four samples. One sample was collected by a Manhattan resident about ten minutes after the collapse of the second WTC Tower, two the next day, and a fourth about a week later. The properties of these chips were analyzed using optical microscopy, scanning electron microscopy (SEM), X-ray energy dispersive spectroscopy (XEDS), and differential scanning calorimetry (DSC). The red material contains grains approximately 100 nm across which are largely iron oxide, while aluminum is contained in tiny plate-like structures. Separation of components using methyl ethyl ketone demonstrated that elemental aluminum is present. The iron oxide and aluminum are intimately mixed in the red material. When ignited in a DSC device the chips exhibit large but narrow exotherms occurring at approximately 430 °C, far below the normal ignition temperature for conventional thermite. Numerous iron-rich spheres are clearly observed in the residue following the ignition of these peculiar red/gray chips. The red portion of these chips is found to be an unreacted thermitic material and highly energetic.

The military is moving to Terminator technology. It wants to wean itself from troops and occupation and increasingly rely on robotic technology to carry out their tasks. Robotic war machine industries are to provide jobs for pols' constituents and make war less bloody for us and more remote.
Robotics technology is projected to eventually remove much of the need for occupying forces to protect our corporate holdings overseas. The Predator program is being expanded and more high tech means of surveillance and weaponry are following in geometric progression.
Artificial intelligence is on the horizon and computers will soon outperform the human brain. The possibilities for doing good and evil can only be imagined.
That's what I was thinking. Instead of big, solid, visible, inefficent, old- fashioned items like battleships, we could write propopsals and sign contracts for "robust, sophisticated, high tech programs for surveillance and unmanned robotic delivery of weapons. There are many advantages:
1. Nobody in Congress would really know what it is, but would be afraid to question, not wanting to look dull.
2. The tax money could disappear more easily since you can tell when a battleship is finished and that it did not sink. Not so easy with distributed high tech items. How could anyone know if secret surveillance is really working? It is tooo secret to tell you.
3. This type of weapon would allow deniability. "Computer malfunction" not "war crime".
It is part of a move to more anonymous, abstract and terrorizing conduct of war.

So let me get this straight. This weasel was appointed by Dubya and Barry was a dupe to keep him and now Gates suddenly envisions a change in military spending ? LOL ! Gates couldn't have changed his mind overnight. Unless someone can convince me that Gates is no Rummy, I'm not buying that weasel's empty talk.
Good news highlighted in the Globe article. Hope the end is near for the F22, or at least the numbers are cut drastically, and I hope this spells the end for Ronnie Reagan and Ed Teller's "Star Wars" and anti-missile technology in general that has proven over and over to be too costly and unworkable. By the way, the comments on this piece are by and large pretty bizarre. What's happening with this CD crowd?
The comments have really started to show some wide variations from the usual commondreams comments. The readership has expanded. We are probably ready now for some real programs to deal with our problems.
We will eventually have to accept that the only way to really deal with all of the bad guys out there, is to nuke them. If we are the country that has the nukes, we should put them to use before the others that have them get onto what can be done with a good nuke. Pre-emptive first strike has been the mantra of a lot of my conservative friends, so a few megatons of nukes into Afghanistan, Pakistan, Iraq and Iran, should get the attention of China, Russia and Europe.
The US is the only country that has used nukes, but not with a real attempt to maximize their impact. The real justification is that there are too many people. Population has to come down. Historically disease and malnutrition have been the best at doing this, but nukes offer a new way. The devastation would be immense, but with a little planning we could have an amazing advantage. Russia is the only nation that really could do something in response, but we don't need to attack them directly. We probably have some neutron bombs that will kill people without doing too much damage to the infra structure.
We would have to go to rationing and the like to make sure that our ability to keep functioning would be ok, but establishing martial law in the US would probably be a good thing in relation to the dissolving economy. There are probably a lot of weapons in our arsenal that have passed their expiration dates as it is, so to get them into the flow of things would be a way to obtain their true value. We are the only nation with a significant Navy, so we should be able to control the flow of stuff that we need to continue operating.
There are probably political ramifications that citizens of the US would mount, but given their recent track record they will probably rally around the "nuking". Radio active fallout would most likely be focused outside the US, so that no major decontamination efforts would have to be mounted. Immigration control might be achieved simply by scanning everyone attempting to enter the US and using the degree of radioactive contamination as the means of obtaining entry.
The military is employing drugs to better equip our solders to achieve their missions, so the next step is to make sure that the average citizen has ample opportunity to become dependent upon the drugs of their choice. My feeling is that opium dens are the easiest to establish and make the population of druggies the most controllable. THX1138, a movie of what is to come, has mandatory drug use for the entire population. (We may have attained this with the use of TV!).
By reducing the world population to a billion or two, we (The USA) should be able to maintain our life style and consumption patterns. Remember that Bush the first, indicated that our life style was non negotiable.
The only difficulty that I see to this scenario, is the role of the bankers. They seem able to slip under and around all sorts of controls, that enable them to destroy the economy and environment with their uncontrollable greed and self agrandizement. If we put Home Land Security in charge of everything, then the bankers can be banned and the greater good of America can be consummated without usery, which turns out to be one item on which Islam and Christianity agree, and even those of the Jewish faith are not supposed to charge interest to those of their faith. I don't know about Hindus or Budhists, but we will have probably nuked them into subjugation.

For the past few years, I have sees the New York City police do this thing called "swarming". From minimum 12 to about 32 police cars go down major highways single file with lights flashing and spinning. I can see it going on almost daily from my window in the evening. It seems to have no immediate practical purpose. I call these parades "The Obershtumpenfeurher Brigades". (Don't know what it means, but it has the right sound).
So I looked up "swarming" to see if I could find some background about why all this gas was being used and why the particular word SWARM was chosen. I found, for instance, that there is a professor Vijay Kumar at University of Pennsylvania who is investigating how animals, birds, fish and insects behave in swarms. The ultimate purpose is to apply the findings to groups of unmanned planes or robotic vehicles for the military. How can the group be controlled in order to accomplish a mission and to respond to contingencies?
Honestly I can see the seductiveness. It is not only that Universities need grants and professors need jobs, but the pure fascinating nature of the question. Have you ever watched a flock of birds circle and swoop in the sky or a pool of minnows disperse when you put your hand in the water? How does each member of the group know how to turn? I would love to be part of a project that would try to find out, just because.
Professors could easily convince themselves that their research is pure inquiry. It could just as well be applied to prevent frothing pods of consumers from killing each other when doors open for big sales. But it won't.
Is this the type of thing that the boys in charge are now playing with? Will they study the birds in the sky in order to improve the delivery of killing?
