CIA Buys Afghan Chief's Loyalty with Viagra
The Afghan chieftain looked older than his 60-odd years, and his bearded face bore the creases of a man burdened with duties as tribal patriarch and husband to four younger women. His visitor, a CIA officer, saw an opportunity, and reached in his bag for a small gift.

The enticement worked. The officer, who described the encounter, returned four days later to an enthusiastic reception. The grinning chief offered up a bonanza of information about Taliban movements and supply routes - followed by a request for more pills.
For U.S. intelligence officials, this is how some crucial battles in Afghanistan are fought and won. While the CIA has a long history of buying information with cash, the growing Taliban insurgency has prompted the use of novel incentives and creative bargaining to gain support in some of the country's roughest neighborhoods, according to officials directly involved in such operations.
In their efforts to win over notoriously fickle warlords and chieftains, the officials say, the agency's operatives have used a variety of personal services. These include pocket knives and tools, medicine or surgeries for ailing family members, toys and school equipment, tooth extractions, travel visas and, occasionally, pharmaceutical enhancements for aging patriarchs with slumping libidos, the officials said.
"Whatever it takes to make friends and influence people - whether it's building a school or handing out Viagra," said one longtime agency operative and veteran of several Afghanistan tours. Like other field officers interviewed for the story, he spoke on the condition of anonymity when describing tactics and operations that are largely classified.
Officials say these inducements are necessary in Afghanistan, a country where warlords and tribal leaders expect to be paid for their cooperation, and where, for some, switching sides can be as easy as changing tunics. If the Americans don't offer incentives, there are others who will, including Taliban commanders, drug dealers and even Iranian agents in the region.
The usual bribes of choice - cash and weapons - aren't always the best options, Afghanistan veterans say. Guns too often fall into the wrong hands, they say, and showy gifts such as money, jewelry and cars tend to draw unwanted attention.
"If you give an asset $1,000, he'll go out and buy the shiniest junk he can find, and it will be apparent that he has suddenly come into a lot of money from someone," said Jamie Smith, a veteran of CIA covert operations in Afghanistan and now chief executive officer of SCG International, a private security and intelligence company. "Even if he doesn't get killed, he becomes ineffective as an informant because everyone knows where he got it."
The key, Smith said, is to meet the informant's personal needs in a way that keeps him firmly on your side but leaves little or no visible trace.
"You're trying to bridge a gap between people living in the 18th century and people coming in from the 21st century," Smith said, "so you look for those common things in the form of material aid that motivate people everywhere."
Among the world's intelligence agencies, there's a long tradition of using sex as a motivator. Robert Baer, a retired CIA officer and author of several books on intelligence, noted that the Soviet spy service was notorious for using attractive women as bait when seeking to turn foreign diplomats into informants.
"The KGB has always used 'honey traps,' and it works," Baer said. For American officers, a more common practice was to offer medical care for potential informants and their loved ones, he said. "I remember one guy we offered an option on a heart bypass," Baer said.
For some U.S. operatives in Afghanistan, Western drugs such as Viagra were just one of a long list of enticements available for use in special cases. Two veteran officers familiar with such practices said Viagra was offered rarely, and only to older tribal officials for whom the drug would hold special appeal. While such sexual performance drugs are generally unavailable in the remote areas where the agency's teams operated, they have been sold in some Kabul street markets since at least 2003, and were known by reputation elsewhere.
"You didn't hand it out to younger guys, but it could be a silver bullet to make connections to the older ones," said one retired operative familiar with the drug's use in Afghanistan. Afghan tribal leaders often had four wives - the maximum number allowed by the Quran - and aging village patriarchs were easily sold on the utility of a pill that could "put them back in an authoritative position," the official said.
Not everyone in Afghanistan's hinterlands had heard of the drug, leading to some awkward encounters when Americans delicately attempted to explain its effects, taking care not to offend their hosts' religious sensitivities.
Such was the case with the 60-year-old chieftain who received the four pills from a U.S. operative. According to the retired operative who was there, the man was a clan leader in southern Afghanistan who had been wary of Americans - neither supportive nor actively opposed. The man had extensive knowledge of the region, and his village controlled key passages through the area. U.S. forces needed his cooperation and worked hard to win it, the retired operative said.
After a long conversation through an interpreter, the retired operator began to probe for ways to win the man's loyalty. A discussion of the man's family and many wives provided inspiration. Once it was established that the man was in good health, the pills were offered and accepted.
Four days later, when the Americans returned, the gift had worked its magic, the operative recalled.
"He came up to us beaming," the official said. "He said, 'You are a great man.' "

Need anymore proof that the CIA deals drugs? Last I checked, unless this guy was a medical doctor, giving this guy Viagra is patently illegal. But, like everything the CIA does - from arranging assassinations and rigging elections, to illegal arms sales and chemical warfare - it is all done for "the good of the country".
My question is, how much viagra does it take to handle 72 virgins in paradise? (Who wants virgins anyway? I'd settle for six experienced prostitutes, and even that would get old in the face of eternity.)
That's a good question, especially if you remember that houris (who are spirits, not human women) have perpetually renewable virginity, so that you can depucelate them every time.

Our government is insane and morally bankrupt - an embarrassment to the world and to all civilized beings.
I'm not certain of the writer's intention, but to the unreflective Amerikan Man on the Street, this story seems pitched to come off as a lighthearted aside-- The Lighter Side of Covert Operations.
There is certainly a solid market for testosterone and adrenalin-soaked Confidential Shop Talk in which (usually drunken) intelligence and espionage operatives share knee-slapping tales of crazy improvised halcyon cowboy capers and pranks conducted to further The Amerikan Way during its incessant incursions into the Heart of Darkness.
You know the rubric: "good times, good times..."
(I didn't see the film "Charlie Wilson's War", but from what I've read I gather that it exemplifies the above-referenced genre.)
Intentionally or not, the writer implies that it's clever and cool and amusing that a horny old native chieftan can be won over by the prospect of the White Man's magic medicine keeping the lead in the Chief's pencil. One may wonder if the relationship between the US raj and the natives founded on such amenities remains stable and productive, and whether there is any risk to the Chief's priapic bliss should the Chief begin to feed bogus disinformation to his handlers for whatever reason.
Since the watchword of 2009 is "pragmatism", presumably readers will appreciate this chuckle-worthy story of Amerikan know-how and pragmatism diligently devising devious new ways to further imperial conquest.
This approach is not exactly breaking new ground, regardless of the state-of-the-art erectile dysfunction therapy that is the centerpiece of the story.
It would've been the same story if any agent of a Western colonial invader since the 17th Century seduced and bribed a tribal leader to persuade the leader to act against his peoples' interest and surrender to the mastery of the imperial invader.
Beads, women, smallpox-infested blankets... the pleasure/pain artifacts change, but the song remains the same: Western conquistador buys off, scares off or kills off primitive aborigines by co-opting tribal leaders with mass quantities of cheap, gaudy trinkets and other comforts of a superior civilization.
Hooray for our side.

Now Big Pharma is in on it too? This is just one more example of how we're just dealing with a beast that has many heads. The CIA should be abolished. They whore out women, funnel drugs here, there, and everywhere, terrorize innocent law-abiding people. What makes them any different from the Mafia, the Latin Kings, or the Hell's Angels? If anything they're worse because they have more power and freedom.

The CIA has been dealing drugs ever since the French connection after WWII. It is no surprise that they would continue this fine tradition with the limp dick pill. Oh how I hate that this country, which I truly love, has simply continued on its campaigns of destruction of other people.

I see someone mentioned that giving a prescription drug to a patient it is not prescribed for is illegal. A big concern to me would be not knowing the health or medical background of the person it is given to. Viagra can have some serious side effects, especially in the elderly. These include increased risk of heart attack and stroke. But that's just a reaction from someone in the medical profession. The larger issues are that our government obviously believes that laws are only for mere humans and mere humans are disposable, why else would they risk this man's safety to garner something they covet, oh yeah that's what we do....
Yeah, handing out Viagra as a party drug pretty much excludes service as a Role Model for Amerika's schoolkids indoctrinated into DARE. DARE still exists, I think.
Maybe the Viagra is a gateway drug-- next comes mass quantities of Ecstasy and the introduction of Islam-themed Raves to debilitate and nullify the Hostiles.
In my previous comment, I took issue with an inane tendency, reinforced by our infotainment-based "culture" (or "dullture"), to view the interaction between imperial intelligence agents and foreign nationals as heroic and laudable. Our culture has to an extent romanticized and validated the archetypal soldier or spy authorized and commanded to act outside law and personal moral sensibility (conscience) to accomplish his ends.
If one accepts that there exists Dirty Work that someone has to do, it's natural to excuse and forgive those who do the dirty work on one's behalf. And if one is willing to give the Dirty Workers carte blanche to accomplish their tasks by any means necessary, one is free to sit back and genuinely admire, appreciate, and applaud the skill and effectiveness-- the craft-- of the Dirty Work.
Rational and humane considerations, such as the arrant violation of medical and legal standards you correctly describe, are deliberately left out of the script. Such extraneous clutter only gets in the way of the Action Hero, the Jack Bauer, the spooks in the field.
No one likes collateral damage, but it happens. The persons running the show will protect their amoral actor(s) and themselves alike. Better to move on. It's the only pragmatic thing to do.
Come to think of it, though, the Viagra bit does drive it home with a twist: what better way for the imperialists to demonstrate that they've got the locals by the balls?

Indeed, "collateral damage" is an antiseptic, anasthetic euphemism for "the cold-blooded murder of innocent people"-- and wanton destruction of their possessions and property, for that matter.
I hope it is clear that I am not myself advocating any of this; quite the contrary. I was describing, or evoking, the mind-set of one who accepts the premise that keeping law and order, from police to military, sometimes requires Dirty Work on the unseen battle lines. And generates a series of rationalizations to excuse those who do the Dirty Work, and ultimately one's self for ostensibly benefitting from it.
Including the use of linguistic cheap tricks to obscure and nullify the hideous truth of the iniquity and inhumanity to which they have allied themselves.

Another illustration of the weakness of tribal patriarchal society. Whether it's Afghani warlords, American indians, or Australian aboriginies: you can spout all the hippie "gaia" nonsense you like, you can go on and on about how in tune with nature they are (which is simply disguised racism: the "noble savage"), but these societies cannot and will not survive.
In a way, the current crises in the west are also an example. Without transparency and accountability in business and government, a CEO or a president is nothing but a big chief who at the end of the day is only interested in his own sordid personal concerns. This shutting down of transparency, this lionization of commander codpiece or whoever is savior of the month, is an atavism, a weakness. Considering the high prevalence of marital and extramarital rape, molestation of underage girls and boys, wouldn't this make the CIA party to sexual crimes? Not that they care, or that there will be any accountability, but it's pretty disgusting and sadly typical of a US government that didn't want to tell people in endemic areas for HIV about condoms and favors ignorance-based sex education for American youth. Conservative Christian morality, I suppose.

Actually Alex one thing I will point out is that HIV/AIDS rates in Afghanistan are some of the lowest in the world. In India/Pakistan though its a huge problem.
However, given all the intravenous Heroin addicts there now that may change with the sharing of dirty needles.

A saudi court recently refused to overturn the marriage of an 8 year old girl to a much older Saudi male.
The girls father had agreed to the marrigae in order to pay off debts owed. The girls mother tried to overturn this marriage in court.
The Court ruled that the FATHER is the legal guardian and the mother has no say in the matter.
In order to show how "Civilized" it was the court requested that the new husband not consumate his marriage unil his new bride reaches puberty.

I dont see why the primary reason for accepting Viagra would not be to restore the intimate carnal pleasures that old age or trauma has taken away.

BRAITHWA: To be brutally honest, I can think of a few notable lovers in my past with whom I might have appreciated the potential hazards of the great 4 hour ride. I was talking about the CIA guy giving Viagra to some polygamist who probably has a 12 year old "bride" who curses every time he comes near her, prays to Allah that she be freed to die young to avoid his nearness. Everyone should read William Blum's book, Killing Hope: U. S. Military and CIA Interventions Since World War II. It shows what the CIA is really all about: mass murder in the pursuit of global empire.
