Surveillance experts at the National Security Agency won’t tell two members of the Senate’s intelligence oversight committee how many Americans' emails and phone calls they're poking into without a warrant as part of its sweeping counterterrorism powers because such a review "would itself violate the privacy of U.S. persons” - and besides, figuring that out is “beyond the capacity” of the NSA.
