Clinton's Copenhagen Announcement 'Was Naked Blackmail'
It's the second to last day of the climate conference and I have the worst case of laryngitis of my life. I open my mouth and nothing comes out.
It's frustrating because I was just at Hillary Clinton's press conference and desperately wanted to ask her a question – or six. She said that the U.S. would contribute its "share" to a $100-billion financing package for developing countries by 2020 – but only if all countries agreed to the terms of the climate deal that the U.S. has slammed on the table here, which include killing Kyoto, replacing legally binding measures with the fuzzy concept of "transparency," and nixing universal emissions targets in favor of vague "national plans" that are mashed together. Oh, and abandoning the whole concept (which the U.S. agreed to by signing the UN climate convention) that the rich countries that created the climate crisis have to take the lead in solving it.
Unless every country here agrees to the U.S. terms, the Secretary explained, "there will not be that kind of a [financial] commitment, at least from the United States."
It was naked blackmail – forcing developing countries to choose between a strong fair deal that stands a chance of averting climate chaos and the funds they need to cope with the droughts and floods that have already arrived. I wanted to ask Clinton: Is this not climate structural adjustment, on a global scale? We'll give you cash, but only with our draconian conditions?
And who is the U.S. to call the shots when it carries the heaviest responsibility for emitting the gasses that are already wreaking havoc on the climates of the global south – what happened to the principle that the polluter pays?
But…no point raising my hand, no voice.
I feel a bit like a walking metaphor because this is the day that pretty much all the NGOs have been locked out of the Bella Center, making this a much less interesting place. Almost all the side events have been canceled and people are scrambling to find alternative spaces around the city in which to meet. Some youth groups staged a sit-in last night to protest their expulsion.
As the big shots arrive and civil society is expelled, it may well turn out that months of activism and negotiations don't matter much in the face of raw power plays like the one Clinton launched this morning: sign on our terms or get nothing.
Bolivia's Ambassador to the United Nations, Pablo Solon put it best: "It seems negotiators are living in the Matrix, while the real negotiation is taking place in the ‘Green room,' in small stealth dinners with selective guests."
The image from the Bella Center that will forever stay with me is seeing security guards refuse entry to Nnimmo Bassey, chair of Friends of the Earth International, who has been fighting Shell and other oil giants in the Niger Delta for decades, losing friends like Ken Saro Wiwa to the struggle and being jailed himself. Meanwhile, the oil execs walk the halls of the Bella Center with impunity.
Even if I could talk I'd be speechless.

The international community wants the US to reduce CO2 by 40% from 1990 levels. This is what the scientists say is needed. Instead, they offer 4%, and now a vague promise of money (that will probably never materialize anyway) for poor countries for mitigation?

The offer of US$ 100 bn a year from 2020 is absolutely dubious, for a number of reasons.
Who can be certain the USA with its enormous foreign debt (currently at over 12 trillion and increasing by nearly 4 billion a day!) will still be able to contribute anything by 2020?
If the US is still running (i.e. running up debt) in 2020, where's the money going to come / be taken from - continued robbery of the poorest abroad and domestically?
Such questions reveal the unsustainability of the USA's "climate-offer" today.
Sounds like the US putting a gun to their own head, and threatening to pull the trigger.
Either the US signs on to serious emmission curtailment, or be prepared to have a USA without its eastern and western seaboards, with only a desert in between.
The problem is that the oligarchs running the USA are stuffing their pockets so fast with our money that they expect to be able to afford to buy the best property in the most habitable places in the future world (and there will be some habitable places somewhere on the planet) and to afford private security forces to protect them from the masses.
Sort of like that crappy movie that came out this year...2012.

A Pause to State the Obvious
The climate catastrophe will be seriously addressed once the people outside the conference replace the people inside the conference. At that point, the people inside the conference will be wholly concerned with not being inside a prison or a box. And, they will not have great wealth to assist them in that probably futile task.
We need a revolution not a climate deal.
We need a revolution not health insurance reform.
We need a revolution not a border fence.
We need a revolution not financial regulation.
We need a revolution not executive pay limitations.
We need a global revolution not a global economy.
We need a world governed for the good of all, not one governed for the very, very few and the hopefully-not-too-awful for the rest.
We need a revolution.

Smarter, as reprehensible as the actions and polices of the USA are, please don't make the mistake of imagining that there aren't others that are equally arrogant and selfish when it comes to seeking to retain their current lifestyle and advantages even in the face of such danger to humanity. Of course, I don't mean all the people in those countries - because I know there are decent people everywhere. But it's their governments and their corporations. Canada, Australia...even France, Denmark...their positions are not fundamentally different from that of the USA. The chief negotiator for Denmark, Thomas Becker (the man said to be instrumental in getting this conference to be hosted in Copenhagen) resigned just two months ago - in October. The rumors are that the Danish government wanted to water down the targets even back then.

We outsourced all of the industry to China where there is no environmental regulations. There are reports of all kind of environment contamination there because Chines don't control their industry. Walmart is happy - cheap imports.
We have one of the highest automobile pollution standards. I visited Far East a few years back. People wear masks in big cities because of all the gases from bikes and automobiles.
Some time ago the entire Far East was covered in smoke because they were burning trees in Indonesia or somewhere else.
And yet, Naomi Klein claims that the US is still the biggest polluter?

And speaking of "per capita" - I have seen more people "per capita" wearing face masks while walking on a street in the developing countries than in the US. In Europe - Rome and Athens had awful air, the rest were fine.
As the matter of fact, I have not seen anybody wearing a face mask in this country - except for some (smart) people in Manhattan after 9/11.
Did you even bother to look at the last column of the link YOU provided? Per capita... US = 18.67; China = 4.57; World = 4.18... Do the math...
China = 19% of the world's population and those people create 21.5% of the world's pollution.
USA = 4.5% of the world's population and those people create 20% of the world's pollution.
One America pollutes as much as four Chinese. And as the astute poster observed earlier in this thread, much of China's pollution is done by American corporations attempting to produce goods for the American and European markets at a low cost. Stop for two seconds, pull your head out of the sand, and think about that.
As for cities... since you won't take my word for it... here is an article from Forbes magazine, no less, describing the most polluted cities in America and how pollution is a threat to 186 million Americans. In case you didn't know... that is more than half of us.

The stats support her. But the stats don't say the half of it. If the Chinese pollute by manufacturing products for the American Market - and, in part, for American companies - in what sense can one imagine that Chinese pollution is not American pollution?

Please, the next time you are on Democracy Now! will you please talk about the economic system as the root of the problem? I know that you of all people understand this.
It seems that no one really wants to address the elephant in the room, that for some reason, capitalism and our current industrial civilization are being taken for granted going forward (not everyone of course, but most). There are alternatives, yet it's not discussed hardly enough.
We need to begin the discussion of what the world might look like outside of capitalist markets, outside of monocultures, outside of oil as the driving force for humanity. Indeed, if we don't start having this discussion, we may never get a chance to.

The economics of this - as related to climate change - is that some time ago the environmentalists, including Naomi Klein, were screaming about the US industry pollution. They colluded with the US corporations, who wanted to bypass strict American environmental and labor laws and use cheap foreign labor, and, by pushing NAFTA, WTO, GATT, etc. through the US government, moved the industry out of the USA.
Now, the people in the US are out of the jobs, future for the young generation is bleak, dollar is falling, and the same environmentalists, including Naomi Klein, and corporate interests are screaming about taxing us even more so that we pay their cronies in the developing world under the pretext that it will save the world.
This is, roughly, the economic system of this Climatorium.

It is clear what the US and the EU are up to ... The Danish Text says it all: abdicate your sovereignty or face the ravages of unmitigated climate change alone.
The Developing Nations must come together and form a block to repeal most WTO rules as a bargaining chip or become serfs to the US-EU hegemony ...
What you are pointing out is that the “capitalist system” is the cause of the problem, through its necessity of growth, use of fiat money in a system of usury to steal resources, impose debtor slavery, and pollute the atmosphere, all to enrich a very few at the cost of all the rest of the world.
So why should the G77 plus China and Japan not establish another fiat currency to turn this on its head. Establish an international ecological meritocracy that issues “People’s Green-bucks” a new global currency that can be freely traded for resources, goods and services. The allocation annually will depend on the fulfilment of ecological goals and accomplishment of counter measures, all to be measured by the UN, independently and transparently. Trade will favour countries that fulfil their obligations and penalize the poluter.
The “green-buck” is secured by resources in the ground, as long as they remain, “in the ground”.
It does not take too many smarts to realise that the present system is just supporting a bunch of banksters and mobsters that put this Ma Baker Clinton into a job on the podium with her shotgun pointed at the world.
So, Wall Street destroys itself, and the US government gives them $700 billion of your hard earned money .
