Stalling Over Birth Control

To the outrage of many feminists and family planners, the Democrats heeded President Obama and dropped from the stimulus bill a provision that would have made it easier for states to offer contraception through Medicaid to low-income women not now covered by Medicaid.

WASHINGTON - January 28 - The American Civil Liberties Union today was disappointed to learn that the Medicaid Family Planning State Option provision was removed from the economic stimulus package, the American Recovery and Reinvestment Act, currently under consideration by Congress. The ACLU calls on President Obama and Congress to renew their support for this important family planning measure that would expand access to reproductive health care, including contraception, for low-income Americans and serve as a huge cost saving measure for the federal government.

'Global Gag Rule' Lifted

On Friday evening, a time favored by officials trying to avoid attention, President Barack Obama issued a statement reversing one of the most damaging policies ever visited on developing nations by Republican administrations. This was the "global gag rule," which forbade US government support for any organization that in any way fostered, provided or even advised women about abortion.

Obama Reverses Global Gag Rule

(AFP/Getty Images/File/David McNew) WASHINGTON - President Obama signed an executive order Friday striking down a rule prohibiting U.S. money from funding international family planning groups that promote abortion or provide information, counseling or referrals about abortion services.

The order comes the day after the 36th anniversary of Roe v. Wade, the 1973 Supreme Court decision legalizing abortion in the United States.

It reverses the "Mexico City policy," initiated by President Reagan in 1984, canceled by President Clinton and reinstated by President George W. Bush in 2001.
