Lesson From Vermont: Don't Cower, Push

They did it. On Tuesday the Vermont legislature formally recognized that civil unions are not the same as marriage. Forgive me for saying it, but I think the Vermonters have a thing or two to teach the Congress.

Vermont's 'Happily Ever After'

The Vermont State House was packed and overflowing. Inside the 152-year-old building, a drama was reaching its climactic act. Nine years after Vermont became the first state in the nation to legalize civil unions between gay and lesbian couples, the Vermont Legislature was about to vote again on whether to legalize same-sex marriage. The House and Senate had overwhelmingly approved same-sex marriage a week earlier, only to have Republican Gov. Jim Douglas veto the bill within 15 minutes of receiving it on April 6, 2009.

Vermont Legalizes Gay Marriage With Veto Override

Gay marriage advocate Beth Robinson, center, holds back tears following the passage of a gay marriage bill in Montpelier, Vt., Tuesday, April 7, 2009. Vermont has become the fourth state to legalize gay marriage. The state legislature voted Tuesday to override Gov. Jim Douglas' veto of a bill allowing gays and lesbians to marry. The vote was 23-5 to override in the state Senate and 100-49 to override in the House. Under Vermont law, two-thirds of each chamber had to vote for override. (AP Photo/Toby Talbot) BOSTON - Vermont legalized gay marriage on Tuesday after lawmakers overrode a veto from the governor by a wafer-thin margin, making the New England state the fourth in the United States where gays can wed.

The vote, nine years after Vermont was the first in the United States to adopt a same-sex civil-union law, also makes the tiny state of 624,000 people the first in the nation where lawmakers passed a gay marriage law instead of the courts.

The court rules that gay marriage would be legal in three weeks, starting April 24.

The court affirmed a Polk County District Court decision that would allow six gay couples to marry.

In a special session, the Vermont Senate yesterday voted to legalize same-sex marriage. Later this week, a similar bill is scheduled for a vote in the New Hampshire House of Representatives. Next month a legislative panel in Maine will hold a hearing on a bill to allow gay couples to marry, just as lawmakers did last month in Rhode Island.

Little more than five years after the Supreme Judicial Court legalized marriage for same-sex couples in Massachusetts, gay advocates say they're coming closer to their goal of extending gay marriage to all New England states by 2012.
