Canadian Military Silent on Afghan Civilian Deaths: UN Investigator
The Canadian military is being criticized by a UN investigator for a lack of accountability for civilian deaths in Afghanistan, where more than 200 civilians have been killed by international military forces this year, a recent report suggests.
The United Nation's special rapporteur on extrajudicial, summary or arbitrary executions, Philip Alston, told CBC News that senior Canadian officers, among those from other NATO countries operating in Afghanistan, have refused to provide him with information about civilian casualties when asked.
"They said, 'We don't have the information; we can't give it to you. We promise you that we look at individual cases and we do it really very conscientiously.' Good, so give me the results. 'Well we don't have them,'" Alston said.
In May, Alston estimated more than 200 civilians had been killed by foreign forces during the first four months of the year, often in joint operations with Afghan security forces. He said secrecy and a dearth of public information regarding the casualties was jeopardizing support for the mission.
Alston said in May that many of the attacks did not appear to involve any intention to kill civilians and were considered lawful, occurring at night during surprise raids or when soldiers fired on wrongly suspected vehicles or passers-by.
However, it was "absolutely unacceptable for heavily armed internationals accompanied by heavily armed Afghan forces to be wandering around conducting dangerous raids that too often result in killings without anyone taking responsibility for them," Alston said in a statement released last month.
The CBC's Brian Stewart reported Thursday that the raids, dubbed "hunt and kill" operations by American soldiers, are conducted by Canadian JTF-2 commandoes, as well as British and American soldiers. The raids are so secret that some Afghans believe the attacks are really execution missions, Stewart said.
"To the extent that those sort of raids go on fairly systematically, they set up a situation in which people are likely to be shot to death," Alston said.
Lack of accountability
While he said he has found no evidence Canadian officers involved in the raids have acted illegally, Alston criticized the Canadian military nonetheless for a lack of accountability.
"First of all, there are international law obligations to accountability and transparency. Second, we're pushing the Afghans very much to be accountable on these things. And thirdly, what I said before is we have a self-interest in a sense, as far as the West is concerned, in making sure that we hold ourselves to much higher standards," he said.
Amnesty International is expected to release its own reports on such military raids soon.
Canada has about 2,500 troops in Afghanistan, on a mission that began in early 2002 in the wake of the U.S.-led invasion that ousted the Taliban government.
For its part, the Canadian military has deferred questions on the raids to NATO, Stewart said, which has described Alston's report as exaggerated and inaccurate.

Neither asleep, nor selectively blind, nor dyslexic.
My quotation from johnywyclif's posting wasn't just something that I thought I read. It was: 'we're clearing the way to build schools for the kids by shooting at their Daddies.' It reflects (probably without intending to do so) the propaganda message about there being some underlying humanitarian reason for the ongoing military activities in Afghanistan and it was that implied causal relationship with which I disagreed. I can see how my objection might possibly be dismissed by some as nitpicking, but I thought it was quite clear in its own context.
As for the remainder of your comments on my comment, I see no major divergence from the view I had expressed. Of course, the reconstruction promises, etc., etc., are just other parts of the same propaganda package aimed primarily at home audiences.

Want to know more than the correct, but very superficial words about 'death squads' mentioned in the above posts? Want to learn a tremendous much on these covert U.S. and UK operations or black ops?
If you do, and everyone should treat it as a must, then see the resources linked via my first post, above.
With those resources, readers will learn about the death squads in Iraq, but also a lot more on covert black ops of the US and UK, and their puppet Iraqi Interior Ministry. You'll also learn that the Badr Brigade, aka Organisation, has been falsely blamed of many death squad killings over the past several years; but, while the Badr Org. may indeed be guilty for some torture and killings, there is FAR more. There are a number of covert groups, and members of specialists of the US and UK, as well as expatriate Iraqis who returned to Iraq to profit after the overthrow of Saddam Hussein, the Daawa Party, and more; all working with the U.S.-controlled puppet Iraqi Interior Ministry.

That's about Iraq, but the war on Afghanistan is by the same imperialist rulers of the West, so what's described in the resources I am referring to should be carefully kept in mind with respect to the war on Afghanistan. They did establish the most extreme criminals of Afghanistan to head the govt there and for the Afghan face cover, as well as murderous allies; the war and drug, heroin trafficking "lords". Hamid Karzai is apparently not one of those types of Afghans, but he is a Taliban traitor and worked for some Big Oil co. of the West, either Chevron or Unocal (if I'm recalling correctly), until the war on Afghanistan, or his being brought in to occupy the seat of (puppet) PM. And like Pm Nouri al-Maliki in Iraq, Karzai is also puppet and neither country has any sovereignty now. ETCETERA.
As for Iraq, readers of the article by Max Fuller that I referred to tells us that not only has the U.S. placed quite treasonous Shi'ites in (puppet) power in Iraq, but more powerfully than them, the U.S. has placed former Baath-party members of Saddam's intelligence, ... departments and forces, and the death squads have been used to try to create or start "civil war" in Iraq, the squads and individual assassins targeting not only Sunnis, but also Shi'ites; and the same applies with criminally arresting, detaining, torturing and killing Iraqis, happening to both Sunnis and Shi'ites.
The resources I referred to are far more educative than this page at CD will ever be able to become. Don't judge until you've read them; they are strong and excellent, and very important.

As for reconstruction promises, they're only words, not real, and any that has been provided is superficial compared to what's needed. There's virtually been NONE at all to speak of in Iraq, and the only place I've read about having any evident reconstruction in Afghanistan is in the capital city, which I think to recall is Kabul; and that's evidently just for the sake of msm "news" reporting in the West, to provide more deceptive reporting here.
Good point to include the link for the CCPA PDF report though! It's what the GR article I provided a link to is for, along with a much shorter, but full press release that is useful for a quick introduction. The difference is that globalresearch.ca didn't including the subheading of the CCPA article or page, and which is reflected in the filename of the PDF you linked, "A Pipeline Through a Troubled Land".
Otoh, their report also provides information on more than the pipeline through Afghanistan, for it also provides for two other pipelines; one that's for an agreement, if ever concluded, between Iran, Pakistan, and India, for a pipeline from Iran to these two other countries; while the other pipeline (if I'm recalling precisely) is to go to China, if and when that agreement is ever finalised. The U.S. "of course" doesn't want to allow these two other pipelines, or certainly not unless the U.S. elites are the controllers and top profiteers, anyway.

This Quebec resident knows of only two possible ways of achieving needed corrections, and improvements, and these are called the Quebec Solidaire Party (for provincial govt) and the Canadian Action Party (CAP, and for federal govt). They're the only political parties speaking as is needed; not even the Green Party here has voiced any noteworthy opposition to Canada being made to partner in these criminal GWoT wars, etcetera.

A famous case of the "blowback" phenomenon that you refer to is former Police Commander(maybe Lieutenant)John Burge of the Chicago Police Department.
Burge was a US "intelligence" officer in Vietnam where he learned and employed torture skills. He came back and employed those skills on victims he picked up as a Chicago cop in a police precinct house with a full compliment of fellow cops participating and/or looking the other way. Some of the torture techniques included pressing exposed electrical wires to genitals. All of the torture victims were black.
When this was exposed by a Chicago-based journalist named John Conroy, Burge was protected by the Cook County State's Attorney, Richard M. Daley Jr. Investigations were covered up for a long time by Daley, and I don't think Burge was ever prosecuted. He ended up in retirement in Florida, if I rember right. Daley, the son of "Da Mare" is now of course Da Mare Himself.
One of the practices that Chicago cops used in the post-Vietnam era was to take victims for a "walk on the bridge." Basically they took them to a bridge over the Dan Ryan Expressway and threw them into traffic below.
When Chicago cops, Cook County cops, the FBI (and probably the CIA and Army Intelligence) murdered Black Panthers Fred Hampton and Mark Clark in their beds on Dec 4, 1969, the operated on information provided by William O'Neal, a paid FBI informant who was Hampton's body guard and the Chicago BPP Chapter Chief of Security. O'Neal slipped Hampton a mickey on the night that the police murdered him.
O'Neal later met a rather untimely death. Police said that he walked into traffic and committed sucicide. Others say that he took a walk on the bridge. O'Neal was still a paid informant, under a different name.
The Canadian Harper government has radically changed the Canadian military from its well known and respected peacekeeping role to supporting the US corporate war agenda into Asia to take control of its energy resources, and Canada's corporate gang are in complete agreement.

What mission would that be? Sanitizing the illegal invasion and occupation of Afghanistan? Leftists who see the UN as our friend must wake up, and see that it is always a tool of imperialism.

I believe that the article referred to in my following post, and two in another post of mine that is linked in the following one, are most surely pertinent to Afghanistan. These are about what's been really going on in the war and war-occupation or occupational war, or occupying war (..., pick your choice of expression, but occupation alone certainly is not what's going on, as you'll seriously see). However, the same "bosses" are behind the war on the Taliban and Afghanistan, and they have applied the same "strategies" (covertly, "of course") plenty of times [before], so the same EVIL surely pertains to Afghanistan.

Canada, via it NATO commitments, has been co-opted into the corpo-fascist agenda. Unlike some other NATO members, however, Canada's current governement has become an increasingly willing partner in the plot under USA Incorporated's leadership. A recent report (PDF file) by the Canadian Centre for Policy Alternatives (CCPA) raises serious questions about the impact of a proposed trans-Afghanistan natural gas pipeline on the role of Canadian Forces in that war-torn country.
It's high time for a serious review of NATO's role in the context of overall geopolitical strategies. What was conceived as a mutual defence pact against the threat posed by the USSR-led Warsaw Pact, has allowed itself become just another handmaiden to the "full spectrum dominance" global aims of the U.S. Canada's position, in particular, is not helped by its apparent willingness to act in the role of a vassal state under such cosy arrangments as the North American Security and Prosperity Partnership (SPP).

The "hunt-and-kill" operations are one of the successors of the Vietnam era "search-and-destroy" missions.
These so-called "military" operations are nothing more than death squads perpetrated by people in uniforms, whether they are Canadian, US, NATO or whomever. Death squads.
Formal death squads came into the U.S. military by way of Fort Bragg, NC, where the initial "green beret" special forces were created.
Some of the green beret trainers came from WWII German Nazi death squads and "einstatz-gruppen."
The einstatz-gruppen were foreign national mercenaries used by German Nazis in places like Poland, the Ukraine and the Baltics to execute people in various ethnic-cleansing schemes. Many of the victims were Jewish.
The trainers-to-be came to the U.S. after WWII as part of a U.S. effort to "eliminate communists" around the world. Ever since, the use of death squads by the U.S. military has been a formal part of the U.S. military doctrine of counter-insurgency.
One of the most famous cases of these U.S. death squads is that of former U.S. Sen. Bob Kerry. Kerry led a unit that was sent out to assassinate a group of NLF leaders who they found out about on a tip obtained by torturing a prisoner.
On the way to the target, they encountered a Vietnamese family in hiding. They slaughtered the entire family, including elders and children (by slitting their throats to keep them from making noise). There is some debate whether Kerry was personally one of the throat-slitters. There is no debate that he ran the mission.
When they finally got to the NLF meeting place nearby, all of the "intended" targets had fled.
Kerry is now President of the prestigious "progressive" New School University in New York. It was founded by NAZI Holocaust survivors, among others.
He also served on the 911 commission. While his official New School biography does briefly note his military service, it does not note the fact that he was a death squad leader, exercising the official military doctrine of the United States military, which includes murder of civiliazns without cause or proof.
And they wonder why resistance to the occupation is ever increasing, mostly in the form of support for the Taliban. And add this to the more intense use of air attacks with their uncounted civilian collaterals. How can they be so stupid?
JTF-II is part of our military, but has the accountibility of CSIS, or Blackwater. When our airborne was dismantled after bad pr in the early 1990s, the military and the Ottawa control freaks put together a replacement subject to little or no oversight. Just part of the butt covering that our gvts have indulged in.
In this case, civilian casualties, to reveal anything would ruin the image propagated back home here. Can't argue that we're clearing the way to build schools for the kids by shooting at their Daddies.
