US Says Exercise by Israel Seemed Directed at Iran
WASHINGTON - Israel carried out a major military exercise earlier this month that American officials say appeared to be a rehearsal for a potential bombing attack on Iran's nuclear facilities.
Several American officials said the Israeli exercise appeared to be an effort to develop the military's capacity to carry out long-range strikes and to demonstrate the seriousness with which Israel views Iran's nuclear program.
More than 100 Israeli F-16 and F-15 fighters participated in the maneuvers, which were carried out over the eastern Mediterranean and over Greece during the first week of June, American officials said.
The exercise also included Israeli helicopters that could be used to rescue downed pilots. The helicopters and refueling tankers flew more than 900 miles, which is about the same distance between Israel and Iran's uranium enrichment plant at Natanz, American officials said.
Israeli officials declined to discuss the details of the exercise. A spokesman for the Israeli military would say only that the country's air force "regularly trains for various missions in order to confront and meet the challenges posed by the threats facing Israel."
But the scope of the Israeli exercise virtually guaranteed that it would be noticed by American and other foreign intelligence agencies. A senior Pentagon official who has been briefed on the exercise, and who spoke on condition of anonymity because of the political delicacy of the matter, said the exercise appeared to serve multiple purposes.
One Israeli goal, the Pentagon official said, was to practice flight tactics, aerial refueling and all other details of a possible strike against Iran's nuclear installations and its long-range conventional missiles.
A second, the official said, was to send a clear message to the United States and other countries that Israel was prepared to act militarily if diplomatic efforts to stop Iran from producing bomb-grade uranium continued to falter.
"They wanted us to know, they wanted the Europeans to know, and they wanted the Iranians to know," the Pentagon official said. "There's a lot of signaling going on at different levels."
Several American officials said they did not believe that the Israeli government had concluded that it must attack Iran and did not think that such a strike was imminent.
Shaul Mofaz, a former Israeli defense minister who is now a deputy prime minister, warned in a recent interview with the Israeli newspaper Yediot Aharonot that Israel might have no choice but to attack. "If Iran continues with its program for developing nuclear weapons, we will attack," Mr. Mofaz said in the interview published on June 6, the day after the unpublicized exercise ended. "Attacking Iran, in order to stop its nuclear plans, will be unavoidable."
But Mr. Mofaz was criticized by other Israeli politicians as seeking to enhance his own standing as questions mount about whether the embattled Israeli prime minister, Ehud Olmert, can hang on to power.
Israeli officials have told their American counterparts that Mr. Mofaz's statement does not represent official policy. But American officials were also told that Israel had prepared plans for striking nuclear targets in Iran and could carry them out if needed.
Iran has shown signs that it is taking the Israeli warnings seriously, by beefing up its air defenses in recent weeks, including increasing air patrols. In one instance, Iran scrambled F-4 jets to double-check an Iraqi civilian flight from Baghdad to Tehran.
"They are clearly nervous about this and have their air defense on guard," a Bush administration official said of the Iranians.
Any Israeli attack against Iran's nuclear facilities would confront a number of challenges. Many American experts say they believe that such an attack could delay but not eliminate Iran's nuclear program. Much of the program's infrastructure is buried under earth and concrete and installed in long tunnels or hallways, making precise targeting difficult. There is also concern that not all of the facilities have been detected. To inflict maximum damage, multiple attacks might be necessary, which many analysts say is beyond Israel's ability at this time.
But waiting also entails risks for the Israelis. Israeli officials have repeatedly expressed fears that Iran will soon master the technology it needs to produce substantial quantities of highly enriched uranium for nuclear weapons.
Iran is also taking steps to better defend its nuclear facilities. Two sets of advance Russian-made radar systems were recently delivered to Iran. The radar will enhance Iran's ability to detect planes flying at low altitude.
Mike McConnell, the director of national intelligence, said in February that Iran was close to acquiring Russian-produced SA-20 surface-to-air missiles. American military officials said that the deployment of such systems would hamper Israel's attack planning, putting pressure on Israel to act before the missiles are fielded.
For both the United States and Israel, Iran's nuclear program has been a persistent worry. A National Intelligence Estimate that was issued in December by American intelligence agencies asserted that Iran had suspended work on weapons design in late 2003. The report stated that it was unclear if that work had resumed. It also noted that Iran's work on uranium enrichment and on missiles, two steps that Iran would need to take to field a nuclear weapon, had continued.
In late May, the International Atomic Energy Agency reported that Iran's suspected work on nuclear matters was a "matter of serious concern" and that the Iranians owed the agency "substantial explanations."
Over the past three decades, Israel has carried out two unilateral attacks against suspected nuclear sites in the Middle East. In 1981, Israeli jets conducted a raid against Iraq's nuclear plant at Osirak after concluding that it was part of Saddam Hussein's program to develop nuclear weapons. In September, Israeli aircraft bombed a structure in Syria that American officials said housed a nuclear reactor built with the aid of North Korea.
The United States protested the Israeli strike against Iraq in 1981, but its comments in recent months have amounted to an implicit endorsement of the Israeli strike in Syria.
Pentagon officials said that Israel's air forces usually conducted a major early summer training exercise, often flying over the Mediterranean or training ranges in Turkey where they practice bombing runs and aerial refueling. But the exercise this month involved a larger number of aircraft than had been previously observed, and included a lengthy combat rescue mission.
Much of the planning appears to reflect a commitment by Israel's military leaders to ensure that its armed forces are adequately equipped and trained, an imperative driven home by the difficulties the Israeli military encountered in its Lebanon operation against Hezbollah.
"They rehearse it, rehearse it and rehearse it, so if they actually have to do it, they're ready," the Pentagon official said. "They're not taking any options off the table."

The military types would want time to analyze the results, and make any changes in procedures and plans they thought required from what they learned. Some more time to get that back down to the units and retrain at that level. If it was a huge change, they might want to stage another exercise to test it, but that would only be if the first exercise revealed a complete failure that needed massive changes.
From that, the attack would follow what, three to six weeks later. And probably with no other exercise to give further warning before it comes.
Hopefully nothing comes of this and what it is presumably trying to suggest. Hopefully it is like a poorly made bluff in nothing but bad taste and for the sole purpose of seeming offensiveness. How ridiculous.
Keep in mind that the important signals from Washington are all green lights. And, even more importantly, thanks to the Democrats, those green lights apply to POTUS as well as Israel. Any significant Congressional inhibitions were eliminated when House Speaker Nancy Pelosi removed a section from a bill passed by Congress which would have barred the U.S. from going to war with Iran without a congressional vote, claiming she did so at the behest of the leadership of Israel and AIPAC.
I'll anticipate DD's contribution by reminding everyone to be sure to vote for the Dems in the coming election. They won't do anything you want to get your vote, but you have their vague promise that they just might be persuaded to represent your interests after you give them what they want -- assuming WW3 doesn't intervene, that is. "...actually have to" ?????!!! There's no ""have to here, they don't HAVE TO, they WANT to. Iran doesn't have a current nuclear weapons acquisition program, according to the recent NIE. So this is all about power-strutting with the green light being given by the Pentagon.
I simply can't express how wicked this threat against Iran is.

It is important to know the law in this situation of overt threats against Iran in violation of the UN and the NPT Treaty.
Here is the prohibition against threats, which makes them a war crime:

Furthermore, Article 4 of the NPT treaty that regulates nuclear power by its signers gives Iran the "inalienable right" to develop nuclear power, including enrichment.
The threat is a crime by both Israel and the Bush administration. The Congress won't enforce it. The SC won't enforce it. Who will?

Yes, Arvy, you are correct that DD will advise all to vote Democratic. And any attack by Israel before November may make that doubly important, and doubly difficult for YOU to avoid a few years saluting McCain's Supreme Court. (You don't care about that, of course, but sensible people do.)
But, Israel is going to do what Israel is going to do. They have proven that time and again. My guess is that they're sabre-rattling due to lack of clear ability to knock out all the hardened targets. Yet they may try, sensing (correctly or not) that the next U.S. administration might be less supportive of them doing so.

Hear hear DD. Frankly that is the only issue in this election (and the last two) who gets to load the Supreme Court. We should all be working for Obama on that count. 4 years of McCain will mean at least one appointment maybe two. With the court voting 5-4 as often as it does, that one seat will mean the future of America more than who sits in the Oval Office.
Being anti-Israeli Government policies does not make one anti-semitic any more than being anti-American Government policies makes one anti-American. I understand there are a huge number of Israelis that abhor what their government is doing in their name, just as there are many millions of Americans who abhor what the United States government is doing in theirs.
The fact is that both governments are controlled by the wealthiest, amoral, greedy, power-hungry group the world has ever seen. They care nothing for for We the People of the World other than as consumers, cannon fodder, and if they have their way, poverty stricken slaves to be used and discarded as needed.
The UN inspectors, the various intelligence agencies, the Iranian government and its allies have all said there is no evidence of an Iranian nuclear weapons program, but the propaganda goes on unabated.
Israel has hundreds of nuclear armed missiles and receives billions in the latest high tech weaponry from its vassal state the United States, permits no inspections of any kind and is signatory to no nuclear treaties, unlike Iran.
I'm sure there will be another black op, to galvanize support for another illegal and tragic war. As it seems fated to be nuclear in its operation, millions around the world will die or be sickened from fallout and vast areas will be uninhabitable for generations. The genetic damage will be enormous in virtually all forms of life.
I am a nuclear veteran (Operation Redwing, Bikini, 1956) and know whereof I speak. Those who are in charge of the destiny of the world have never seen these things, have never been poisoned by radiation. To them it is no more dangerous than a video game. US backs this Air strike campaign. The US Government gave Israel all its weapons, the billions of dollars for their military, and the nuclear weapons they love to hide in plain site! So in a sense, we will be responsible for this attack as our tax money helped Israel build up it's military might to do the evil things they do. We use Israel to do our bidding! Congress, especially MS. Pelosi will go down in flames no one will ever want her in Congress again. Vote Democrat? Republican? What does it matter, they will no longer do the bidding of the people of America. They want to be masters of the world. We shall be called United States of Corporate America.

Thanks. It's true I am more than a bit "partisan" for the Dems and that draws a lot of fire here. It's not, though, because I'm even affiliated with the party, much less the paid shill so many imagine I am. We did not have enough progressive democrats to Block Bush appointments.

This exercise by the Israeli military was saber rattling more than anything else for this simple military reason: a prime factor to successfully carry out a raid is the element of surprise. This is why the Israeli raid on Osirik in 1981 was accomplished. To have publicly rehearsed in the way they did was a not too subtle reminder to the Mullahs that run Iran that Israel has the capability to strike in ways that they can not, and therefore, they had better behave. What is more likely a response from Iran will probably delivered via their allies and proxies, Hezbollah.

No one should forget that France was the first state to start nuclear weapons proliferation in secret, not Iran.
The world's problem with Iran is the obligation to help the people of Iran to have freedom and democracy; free from a dictator regime.
The problem is not nuclear weapons in Iran but the need for freedom for all the people.
I am not at all supporting this Ayatollahs regime in Iran. This regime should be ended and replaced by freedom and democracy for all Iran people.
The same goes for Israel too, which is only a democracy if you are a Jew. The Israeli problem is the Jewish apartheid regime.
No nuclear weapons program is a true deterrent or safeguard mechanism for security because Atomic weapons can only bring destruction. Atomic weapons are a mechanism of self destruction.
How can Israel, the only country in the Middle East known to have a nuclear weapons program expects all others not to even have peaceful nuclear energy programs?
Since Israel has the Bombs, then they can not speak with credibility about stopping all the Middle East states from having at least Nuclear Energy, Nuclear Science and Technology.
Israel by all its nuclear secret activities opened the way for any state to do the same. My view is that Nuclear Science and technology must be part of any modern state and society, so all the world and every state should have it.
After almost 50 years of secret nuclear activities and productions of bombs, America, France and the entire world should also intervene and demand Israel sign the NPT, follow all of the IAEA orders, regulations and restrictions.
Instead, Israel puts on me distractions.
The real issue in both states is democracy before any thing else and Israel is only a democracy if you are a Jew.
I fulfilled my sentence of 18 years in prison because I listened to my conscience and reported the truth that Israel was manufacturing weapons of mass destruction. It is over four years now that Israel has held me captive in East Jerusalem; forbidding me to speak to any foreigners or to leave the state, which is all I want to do.
The Norwegians know my situation very well and by mid-July, the world should hear some more about the Norwegian Lawyers Petition http://www.vanunu.org/ and about my asylum.
Norway could become a world leader in the Mid-East peace efforts if they will continue to speak up loudly against all the blatant human rights violations Israel gets away with in my case and with the Palestinians.
I go back to court July 8th and either face six months in jail for speaking to foreign media in 2004, or something else is possible. Israel can be free of me and let me leave the state, or I will remain here under occupation.

When asked how world citizens could encourage Israel to have mercy on Vanunu and allow him to leave the state, Fredrik S. Heffermehl, Hon. The Norwegian Lawyers Petition is also a way to be a true friend to Israel because it encourages the Israeli authorities to be faithful to their Declaration of the Establishment of Israel:

Israel's statehood was contingent on upholding the UN Universal Declaration of Human Rights. How fitting it would be if Norway would live up to its ambition as a "peace nation" and honor the banner bearer of the Nobel Peace Prize and its original intention to support non-violence and peace, not militarism or empire.
Norway will do a great service to humanity by issuing Mordechai Vanunu a Norwegian "foreigner's passport", which according to the lawyers is a right for all states to protect persecuted people in other parts of the world.
Norway can provide the Win-Win answer for Israel and Vanunu by securing a laissez-passer for him before his July 8, 2008 court date when he faces the possibility of six months more in jail just for speaking to foreign media in 2004.
Norway can play a crucial role in the Mid-East peace efforts in demanding Israel honor and uphold the UN Universal Declaration of Human Rights.
Everyone has the right to leave any country, including his own, and to return to his country.- Article 13-2.

Jim Glover, as you say "Congress usually goes along with a president's Supreme Court appointments" That's the problem. Try electing people that will only support competent judges. It really is a matter of simple competence.
Is the question "should the government have the right to kidnap people off the streets of Chicago, torture them, and hold them forever or until they face a kangaroo tribunal really something competent law professionals would split 5/4 on? The Democrats should have known better.
There are not enough "progressive Democrats" to block appointments? Then they had two options, register their opposition or go along like you say they do. Perhaps next time a judge is up for consideration they may choose not to "go along".

Do the Israelis expect Iran to respond to this? The US already has nearby air bases, stealth bombers and carrier groups that can launch and conclude an air strike before Iran can get one plane off the ground, but the Iranians are continuing their nuclear program.
If Russia is becoming an Iranian ally, what is to prevent squadrons of state-of-the art Migs from being stationed in or near Iran? Its a long flight and would be a death trap for the Israeli pilots. The new SAMs are already on the way. US pilots fought Russian pilots during both the Korean and Vietnamese wars.
One recent item is that Pakistani scientist A Q Khan was peddling the schematic for Pakistan's latest A-bomb. The schematics were also found on computer hard drives belonging to Swiss "businessmen". So its out there. Someplace. All you need is a little fissile material and a good shop to join the cookbook nuclear club now. Iran's known nuclear facilities could be a decoy for its actual weapons program. Who says its even located in Iran? Its all crazy.

Yes. The military exercises are a feint. Israel's deal with the devil is that in exchange for Washington's allowing the ethnic cleansing of Palestinians, Israel will provide the goad to draw Iran into a fight. Then, after Iran makes some angry retaliation, the U.S. will step in, to "preserve the peace" (wink, wink).
Iran has never been a threat to Israel. It is Syria whose territory has been occupied, and it was Saddam who lobbed rockets into Tel Aviv during the "rescue of Kuwait."
No. Iran's great crime is that it took back its government from a US puppet. It makes its own laws and has its own culture. (And its own oil!) The powers that operate the US as the American Empire cannot bear that. Look what happened to Cuba!!

Democrat Party leaders in Congress offer very similar or the same proposals but just watered down, thinking that compromise will make every one happy. After the last few days of Congressional House votes I am convinced beyond question that there are far too many Democrats that vote with/like Republicans on Israel, Constitution Rights, energy, the Iraq Occupation and other issues. I will not and can not vote for most Democrats anymore since so many of them see world politics the same way Republicans do. All the main issues AND SOLUTIONS, both national and in the world, I STRONGLY care about AND support are barely "on the table" of most Democrats but are represented with UNITY by both the national and international Green Party!
There is another issue with regards to will they or won't they Blitzkrieg. By merely discussing the trampling of the UN Charter and the NPT amongst other laws and treaties, The US is signaling to rival countries that it is not bound by any norms of civilized behavior.
Even if Mother Theresa were cloned and elected US president, many countries, will infer that it is only a matter of time before the US is foolish enough to start another war. This may be good for those of you who work in bullet factories but for the vast majority of humanity, it is a bad thing.
Concerned nations will understandably be scared and it would be irresponsible of their leaders to not prepare for an attack. Some countries that otherwise would not be interested in nukes would be forced to acquire them. I'm guessing that the use of nukes would be the crossing of a sort of atomic Rubicon.
When the US first used nukes in '45, the world had some time to discuss the issue and set up safeguards towards the prevention of atomic wars. Today, the technology is ubiquitous. The US might find that trying to tell other people not to use the bombs, after having used them itself again, might prove difficult.
I don't think the universal reaction of the world will be to cower in fear. I would expect that if the mere presence of occupation troops in Saudia Arabia is enough to inspire suicide flights into the World Trade Centre then the use of nuclear bombs would necessitate a proportionate response.

Usually, when Common Dreams brings us an article from NY Times, I have read it the previous day and possibly commented on it to them or others that I e-mail with.
With regard to the above article, what immediately attracted my attention was their use of the word "SEEMS" as used in the headline.
Since there have been no reports of Lithuania or Lichtenstein threatening to wipe Israel off the map, I think it would be safe to say that these "rehearsals" were performed with Iran in mind.
The only thing that has me seriously concerned is whether the Israeli government has permission from George W. Bush and his likely successor, John McCain to attack Iran. We also would not wish to alienate their possibly strongest stateside spokesman, Sen. Joe Lieberman, the "Connecticut Turncoat"
I'd like to imagine if some years ago, Milton Bradley devised a board game on the order of how things are playing out in the Middle East. Since people are more into violence than real estate dealings, I'm confident that it would have far outsold Monopoly.

How sad our politics becomes when reasons for voting come down to SC appointments. While I do not suggest that those appointed are not a serious matter there are other, even more dire reasons for understanding that neither political party represents the best interests of the people of these United States.
Currently we have a democratic majority in the legislature. That majority voted to grant immunity to the phone companies that followed Bush's orders to wiretap our citizenry. That is pretty damn important to me, as is the whole panoply of democratic complicities we have seen since Bush stole the White House ( twice).
We have a democratic candidate for the Presidency who has stated he is willing extend the 'war on terror' to Pakistan. That is pretty important to me as well. If we do not recognise that we the people are not being represented, if we follow like sheep the suggestions of democratic sympathisers who cannot see as far as the nose on their face then how will we fix our nation?
Israel does what it wants to do, with complete US support. Withdraw that support or posit US opposition and what do you see.
Israel gets what $5 billion or more a year from the US? What does the situation look like if that aid got ended. Would a threat to end that aid be sufficient to make Israel stop something the US (or the US Congress didn't like).
The US is the most powerful military in the world, and we've got air assets in Turkey, Iraq and the Persian Gulf ... ie all across any flight path from Israel to Iran. If the US military wanted to say no to such an attack, it could easily.
So, disregard the Democrats with their bull about 'Israel will do what they will do.' Only if the US approves. If the US said no, Israel couldn't do squat.
Ie, if we elected a Congress and a President that didn't all swear to support Israel's interests at all times, this could be stopped easily.
Thus the key data points about how the Democrats in Congress kowtow before AIPAC and do whatever they want. Thus the key data points about Obama going to AIPAC and promising to support Israel. Thus Obama and his language that echoes Bush and the Israelies about 'all options are on the table'.
If we stop voting Democrat, and if we elect candidates with a different policy (like maybe the Greens), the world is different.
If the Democrats wanted to, they could stop this war now. Making sure Israel knew that US aid stops if they did this would do it. 41 Senators with a filibuster pledge could make that clear. Unfortunately, for the rest of us we have to wait till Nov. to replace them with a Congress and a President that won't support this.
Haven't the Democrats already clearly shown that they are happy with exactly the same SC justices that the Republicans support?

AND, there is a bill in the House right now (HCON Resolution 362) This resolution demands that President Bush "initiate an international effort" to impose a land, sea, and air blockade on Iran to prevent it from importing gasoline and to inspect all cargo entering or leaving Iran. Such a blockade imposed without United Nations authority (which the resolution does not call for) would be seen as an act of war. Majority of Iranians are Persians not Arabs. They speak Farsi not Arabic. Iran also has the largest number of Sephardic Jews in the Middle East outside Israel--some serve in Iran's parliament. Sorry but I had to correct all those who keep referring to Iranians as Arabs. However, there is a small Arab minority in Iran located in the Kuzestan region of Iran. There are also Iranian Kurds, Azeris, Afghan refugees who have called Iran home for several decades now and other minority groups that are not of Persian descent.
Naturally our politicans and media confuse themselves as much as this board about the difference so I see little hope for the future here.
