Congressman Obey Funds War He Votes Against
He says his hands are tied even as they hold Iraq purse strings
Washington - After nearly four decades in Congress, David Obey has seniority, clout and a vast understanding of the inner workings of the U.S. House.
But, since taking over as chairman of the powerful House Appropriations Committee last year, the Wausau Democrat has had limited influence on one of the most pressing issues in Washington - funding for a war he has opposed since before it began.
"I don't have a magic wand to stop the damn war," he said in a recent telephone interview.
Obey, who leads a committee that helps shape how the government spends hundreds of billions of dollars a year, now finds himself in the position of crafting legislation to continue funding the Iraq war even as he votes against those very measures.
The House is expected to vote as early as today on a bill that includes $165 billion to fund the wars in Iraq and Afghanistan through part of 2009.
So far, the new Democratic Congress has approved nearly $200 billion for U.S. war efforts in the region, despite repeated threats from congressional leaders that they would not continue to approve money for the war without setting a deadline for a withdrawal of U.S. troops from Iraq.
Again and again, Democrats have relented, and the amount of congressionally approved war spending now totals $700 billion.
Since taking the reins of the committee, Obey has endured pointed criticism from anti-war activists who want to see an end to the war and who urge Democratic leaders to use their control over the spending process to force a U.S. withdrawal.
"The power of the purse is what they've got," said Steve Burns, program coordinator for the Wisconsin Network for Peace and Justice. "It's their reluctance to use the power of the purse that renders them powerless."
But Obey argues that he simply does not have enough votes to cut off funding for the war. He also says other options favored by war critics, such as not passing any spending bills to fund the conflict, are "theoretical" and unrealistic because doing so would effectively shut down the government, a scenario he says most Americans don't want to see.
In addition, many Democrats worry they would be blamed for leaving troops without the funding they need.
"The last time I looked, in a democracy, a majority is supposed to decide things," Obey said. "I can either pretend I can stop it or I can recognize the limitations of my authority."
What he has done, however, is craft measures that allow anti-war Democrats to go on record opposing the war while forcing Republicans to take a public position on the issue. Meanwhile, he has arranged separate votes on funding for the conflict to ensure the money goes through.
"He's very much like a circus juggler," said Ross Baker, a political scientist at Rutgers University. "It's a very hazardous undertaking. You've got to protect your own people and put pressure on the Republicans." Echoes of Vietnam
Obey, 69, has served in Congress since he was just 30 years old. Once the youngest member of the House, he is now the third-longest-serving member, after fellow Democrats John Dingell and John Conyers.
A member of the Appropriations Committee since his first year in Congress, Obey has spent nearly all of his career preparing to hold the chairman's seat. He briefly led the committee in 1994 until the Republicans took control of the House the following year. He became chairman again in 2007 with a new Democratic majority.
When Obey first came to Washington in 1969, the U.S. was also at war. The conflict in Vietnam had dragged on for a decade and a growing number of Americans were fed up with U.S. involvement there. But the majority of Congress continued to support the war, and those who opposed it were hamstrung by House rules.
"Most (Democratic Study Group) members wanted to produce a plan that called for a timetable, and they attached conditions for triggering that timetable, but House rules clearly blocked that," Obey wrote in his recent biography "Raising Hell for Justice."
In an interview, Obey said the mood then was the same as it is today: "People were frustrated, people were angry."
In 2006, it was that sense of frustration over the Iraq war that helped sweep Democrats back into power in both chambers of Congress. Anti-war activists expected to see more vigorous action against the war by the Democrats. Instead, party leaders engaged in standoffs with Republicans only to eventually back down. 'A betrayal of the people'
Last year, after attempting to set a withdrawal date as a condition for more war funding, Democrats relented, passing a spending bill in May that contained nearly $100 billion for the wars in Iraq and Afghanistan. In lieu of a deadline, Democrats settled for benchmarks for the Iraqi government and a requirement that President Bush report on the progress made in meeting those goals. Obey voted against the bill because it did not include a deadline to pull out of Iraq.
In September, Congress approved a wide-ranging spending bill that included $5 billion for mine-resistant vehicles in Iraq and voted two months later on another large spending bill that included an additional $12 billion for more vehicles. Obey voted for those bills.
Before leaving Washington late last year, Congress approved an additional $70 billion for war efforts in Iraq and Afghanistan after vowing that Bush would not get any more money unless it came with a change in policy. In the end, Obey opposed the measure.
Some anti-war activists think he and other Democratic leaders can do more to force an end to the conflict.
"They were voted into office to end the war and they haven't ended the war," said Medea Benjamin, who helped found the anti-war group Code Pink.
"We think it's a betrayal of the people who put him in office," she said of Obey.
House leaders have another opportunity this week to highlight the escalating costs of the war. It's uncertain whether they will once again push for a deadline to pull out of Iraq.
Anti-war Democrats are not the only ones unhappy about the way Iraq spending bills have taken shape.
Republicans argue that emergency bills should not be used to fast-track unrelated domestic programs, such as a minimum wage increase in the spending bill that became law in May last year. The current House bill is likely to include an extension of unemployment insurance, an expanded veterans education benefit and disaster relief funding to deal with recent floods in the Midwest.
"This is the serious business of freedom," said Zach Wamp, a Tennessee Republican. "It needs to be funded without all the extraneous stuff, and frankly, all the tricks associated with getting what they want in addition to what we need."
Obey says he makes no apologies for using spending bills to get some of the tougher items on the Democrats' agenda through Congress.
That's about as much as Obey can hope to accomplish given the political realities he faces, said Scott Lilly, a former Obey aide who is now with the left-leaning Center for American Progress.
The Constitution makes it nearly impossible to stop the war if you have "a president who is unwilling to do so," he said, adding that failure to pass spending bills to fund the war would amount to a "huge institutional failure by the Congress."
He credits Obey's legislative skills for helping him navigate the House in such a way to ensure that troops get the money they need: "You're threading a needle that has a very small eye."
While most anti-war Democrats would like to see congressional leaders keep pushing for a withdrawal date from Iraq, many say it's tough to blame them for the impasse.
Obey, who calls the war the "dumbest, most misguided and unnecessary war since 1812," says he is doing all he can to influence U.S. war policy.
"Some people can't tell a friend from an enemy," Obey said. "If people want change, get yourself a president who will change the direction of the war."

Obey is another politically carcinogenic exponent of the lesser-evil school of "pragmatic politics".
When he first began irritably waving off requests and demands to actively OPPOSE the war (and SUPPORT impeachment), progressive blog comments threads appropriately criticized his obnoxious "insider" rebuffs. In fact, without taking time to refresh my memory with Google, I vaguely recall that he might have had protestors removed from his office, as the charlatan Conyers had Cindy Sheehan and her companions arrested when they were uncooperative about being blown off with Conyers' "don't go away mad, just go away" message.
But I recall a few commenters from Wisconsin who defended Obey as one of the Good Guys, a sharp and savvy politician who was at least amenable to progressive issues. In fact, at least one defender angrily excoriated us clueless idiots for criticizing Obey as Part of the Problem, naturally relying on the full panoply of Lesser-Evil premises and arguments.
Remaining clueless, and obdurate to the self-styled "mature", "rational", "sensible" proclamations of the Lesser Evilists-- check out the comments to Ted Rall's "Oops Nation - A Superpower of Lazy Slobs" article on CD to see an orgy of mutual support and congratulations among this group-- this article reinforces my assertion that Congress has morphed into a para-corporate symbiont, in which political power and financial power are hot-wired together without the insulation of principle to counter the serious hazard that results.
Just off the top of my head, Obey strikes me as similar to John Conyers, Barney Frank-- even Barbara Mikulski. A few years ago, they all seemed to be in the minority of "good" politicians who, if not progressive, were at least inclined to support citizens against the plutocratic financial interests. They were, in a word, receptive and friendly to progressive and anti-Establishment constituencies.
No more. Does anyone remember last year, IIRC, when Barney Frank blasted and derided critics who complained about his rejecting impeachment, and letting the transgendered twist slowly in the wind as the price to pass defective anti-discrimination legislation? No More Mister Nice Guy!
Frank blustered and sneered, exactly like some defensive and harried corporate executive being stampeded by irate stockholders. His critics didn't live in the "real world", which is evidently a world populated by politicians who behave like crabby "program managers" who have no time for powerless and non-influential people interrupting and impeding their deal-making. Except that they don't subscribe to the customer-service bromide that "customers aren't an INTERRUPTION to your work-- they ARE your work".
They obviously see themselves as a superior class of Managers who deserve a minimum of scrutiny and criticism, and a maximum of blind trust. In this, they are as wrong-headed as lesser-evil voters, with their delusions of incremental progress by supporting the least abominable candidate or position.

I thought it might interest you folks in America that elected politicians in other democratic countries also are without magic wands. Even so, representatives are "magically" able to steer clear of illegal invasions and occupations. The secret is, now this is just between us, they are each given a sort of "spell" called a "vote". The simple incantation "no!" is sufficient to "disapparate" foreign policy blunders.

The Dems, including Obey, have been lurking behind paper thin rationalizations for continuing war funding. Right after the 06 elections, Nancy Pelosi took "impeachment off the table" without the slightest irony; no mention of how or why impeachment would ever be "on the table" to begin with. It was an extremely odd, irrational and politically self-defeating thing to do. Might as well go to a gun fight with a cap pistol. Then she said "We will oppose the war but we will not be swift-boated". The Dem leadership elite's strategy vs. swift-boating was, apparently, to mount any utterly meaningless and patently ineffective campaign against the war. This amounted to setting (very long) deadlines, then withdrawing them because they did not have veto-proof or filibuster proof majorities. All the while, in order not to be "swift-boated", they voted for every penny of Bush's war budgets, cynically offered in the supplemental. The underlying Cheney/Bush argument has been that "the troops" would somehow be left unprotected if Congress failed to approve the money. That's the so-called "swift-boat" attack. It's bunk; here's why:
1) Force protection is the responsibility of the generals, not Congress.
2) There were $$billions in the pipeline already when funding levels were being debated, giving the generals literally years to prepare for any budget shortfalls.
3) Most of the money to date has not been allocated to force protection anyway; it's going to build permanent bases, make contractors rich, pay crooked politicians. As Rumsfeld said, "You go to war with the Army you've got..." Which translates as "shutup and die you stupid grunt".
4) This political strategy elevates the importance of protecting the Dems vs the political danger of "swift-boating" over the real danger of death in Iraq. But it doesn't even succeed at that. Have the Repubs stopped calling the Dems "terrorist sympathizers"?; and
5) The f**king Dems could have avoided all this if they had just stood up against the war to begin with!!!
It is exhausting trying to disentangle all the false logic, specious reasoning and flatulent sound-biting that comprises our national dialogue on Iraq. Guys like Obey are willing participants in the end. It doesn't matter how rude they are to their anti-war constituents; they will never be able to shout away the shame of what they have done.

Obey is one of the biggest pork barrel spenders in congress followed by Pelosi. He got earmarks in the millions to accomodate his corporate handlers who needed an airstrip for a handful of corproate execs so they would not have to drive from the main airport which was thirty miles away from a plant. This earmark serving his Masters was to the tume of millions.
War, and all that it becomes, weaves a tangled web of commerce and industry whose roots become deeply entrenched in the daily lives and identities of people and the economies of their communities. Sad as this is, it takes political chemotherapy to drive this social and economic cancer from the body politic. Deeply embedded, it will not go without a fight.
This fight takes more courage than current elected officials possess. As always, we have to find this abiltiy to "overcome" in ourselves.
If Obey cannot do his job, as he basically claims, it is time to leave office and allow a more competent person to do it.
Obey's been saying this for 5 years and curses publicly anyone who tries to contradict him. He is a consummate asshole, as most of his constituents know all too well. Most of them in Congress are about the same. If they can't individually stop the war then there's no point in voting against further funding of it, giving Bush/Cheney every damn thing they ask for because "their hands are tied." We might ask, if Congress's hands are tied from stopping these war criminals (impeachment permanently off the sacred table), then precisely how is it that we the people have ANY representation or voice in the matter? Oh, that's right, we don't. Even if Obey and his pathetic ilk cuss us all out trying to defend their asinine, insane position that their useless hands are tied.

Screw Washington. Democrats lack the courage of their convictions. They are war mongering dirt bags. Obey is a cancerous rot.
Obey is a perfect example of the democrats postition, "Gee, I'd really like to stop this war, and start acting like a responsible legislator, but darn, I just can't right now, you understand, right? I mean we democrats are on the side of the people, you know we are trying to do the right thing but, gosh golly, it's just too complicated at the moment, so run along and it'll be alright, trust us".
An enemy, posing as your friend, is the most dangerous kind.
As a lawyer who spent six years getting an authorization and appropriations bill through Congress, I can assure those of you without such first-hand experience that the "we don't have the power" protestations of Democratic "leaders" like Obey, Pelosi and Reid are cynical lies. Democratic control of all House committee chairs and of the Speaker's discretionary power to schedule votes easily give the Democratic House "leadership" ample power to cut off or drastically limit further appropriations of Iraq war funding. And as "leader" of the Senate, Harry Reid has similar (or even greater) power under Senate rules to ensure that further appropriations of Iraq war funding do not get through the Senate. As it happens, Senator Reid was able single-handedly to kill a bill for my client in 1996 which was backed both by the Democratic Clinton Administration and by the then-Republican majority in Congress, because Mr. Reid deemed the bill an unacceptable threat to the profits of his gambling constituency in Nevada. The only reason that Democratic "leaders" have failed to honor the "stop the war" promises they made to their constituencies in order to get (re)elected to Congress is that -- like Vice-President Cheney -- they now have "other priorities." And their response to outraged and betrayed voters -- again like Mr. Cheney -- is obviously "so?". And so it goes in this marvelous "democracy" of ours. Anyone who believes that things will substantially improve if we elect more Democratic "leaders" like these folk in November is due for a big disappointment.

Come on folks use your minds, fast forward to last of July to the first of August. The neo-cons invade Iran, Bush declares Martial Law cancells the election. Thus, we become a Police State. Don't laugh everything is in place, the congress, supreme court, the media, and most of all the big corps. It was a nice ride, but it's over!!!

The anti-war movement in the USA has long been comatose. It is now in Iraq where thousands upon thousands of people protest against our occupation of the country.
The majority of congressional Democrats actually approve of the invasion and occupation of Iraq. But like George Anheuser Busch who brown noses the far right evangelicals even though he still sees himself as a 71 year old profane and hard partying Navy fighter jock, the Democrats lie to their base as well. If David Obey shaved off his beard he'd look just like a Republican.

Committee chairs have a lot of power in the House. Anyone who's been around progressive issues in state legies or the House has seen progressive legislation bottled up and killed simply by a committee chair that doesn't like it.
So, I love this whole "i'm just a powerless guy who'd like to stop the war" bit. yeah right.
I was writing something else on my blog lately, and I went back to YouTube and found the video where Obey goes off on the military mom who's asking him to stop the war ... its the one where he shows his true colors and calls us all 'idiot liberals'.
The only thing he's done is that his press sec has told him not to use that language. But, all the bs he spins still basically says the same thing. All us idiot liberals should just go away and let him keep funding the war.

for people who think the anti-war movement is 'comotose', another item I put on my blog this morning was numbers from a Bill Quigley article where he cites the number of arrests of anti-war protesters by year. It shows a marked trend of this increasing dramatically after 2006.
First, don't just rely on the corporate media ... they rarely report protests any more. Even major ones in DC (that still occur) don't get mentioned. If you want to know what the anti-war movement is doing, go join it to find out. And if you can't find it, start a local one yourself. Both are more productive than sitting around complaining about it being comatose.

The key to the problem in this article is to elect a new Congress. We know voting Dem is not the answer. We know exactly what we get now when voting Dem puts the Dems in the majority and Rep Obey becomes committee chair. The answer is a continuation of the same policy, and a bunch of bs and excuses about how powerless they are.
The answer is to vote them all out and put in a new Congress.
I know at the time of the "idiot liberal" video that I thought the left's best answer to that was to organize to beat his sorry rear and kick him out of Congress. Then we can all go to WI and hold our "Idiot Liberal Victory Party" to celebrate the end of his political career.
These people act like they own these seats in Congress. They forget that they are supposed to be responsive to the people and represent the people. When they forget that, its time for them to go. Its clearly time for Obey to go ... along with Pelosi and most of the rest of the Dems.

Notice how they all get rich by being in office. The jobs pay nicely, but not exorbitantly. The pay is in the low 6 figures if I remember right. Not bad work if you can get it. But still, a six figure salary when you have to have homes in two cities shouldn't make someone filthy rich. But every damn one of these people is a rich millionaire after they leave. Funny how that happens. Ever see a poor ex-Congressman on the side of the road with a cardboard sign that reads "Homeless and ex-Representative, please help!" Nope.
If K-street and the money were turned off, all these people would just leave politics. Clearly serving their citizens is not on their agenda. They berate and ridicule and ignore their citizens who have the nerve to dare to suggest what we want to happen. And they act incredulous that we'd even think we have the right to talk to them. If the K-street money were turned off, they'd just leave.

Actually, I think if you go back and look very closely, the Dems did not run on a 'stop the war' promise at any time. The Democrats are just as slippery and tricky with their language and perceptions as Bush and the Republicans, so you have to watch them very closely.
Now, this is from memory and not current research, but if I remember the 2006 campaign correctly, the Dems did not promise to stop the war. In fact they went to great lengths to avoid saying that. What they did do often was to criticize Bush's handling of the war. They criticized the 'mistakes' that Bush made. But they were very reluctant and careful not to say they would stop the war.
The way they do this is very tricky and misleading. They use language where they are critical of Bush and his tactics and his mistakes in order to SOUND like they oppose the war. But they are very careful in their language not to say it. The Dems will almost never talk about the war being morally wrong. The Dems will almost never talk about the war being illegal. The Dems will almost never flat out say they will withdrawal form Iraq. (note: I don't include Kucinich and a very small handful of Dems who really do oppose the war in this).
Instead, while they make a lot of noise where they seem to be against the war, they are instead being very careful to only criticize Bush's tactics. What the Dems are really saying is that they can manage and execute the war better than Bush and the Republicans. Ie, the Dems have no problem at all with the US being the 'evil empire'. The Dems only claim is that they can manage the evil empire better than the Republicans.
The reason this is critical is that Obama is doing exactly the same thing today. He makes a lot of noise where he pretends to be against the war. But if you really listen to what he says, he only says he'll draw down troops in Iraq. He endorses and says he'll continue the exact same missions that are being executed today. These are 'fighting terrorists', 'training Iraqis' and 'protecting US interests and bases'. All the Dem so-called withdrawal plans have these same giant loopholes in them. At various times people have estimated that we might need 70,000 troops in Iraq to do this. In his questions for Gen. Petreus, Obama was asking hypotheticals about keeping 30,000 troops in Iraq. When asked point-blank in a debate back in 2007, Obama clearly promised that in 2013, at the end of his first term, that we'd still have US troops in Iraq.
Also, Obama continually talks about Iraq being the 'wrong war'. And he always goes from there to saying we need to fight the 'right war', which is how he characterizes Afghanistan and Pakistan. So, when Obama talks about 'withdrawal' from Iraq, he's really just saying he'll 'redeploy' to other missions in other parts of the mid-east. Again, he really just says he can manage the Evil Empire better than Bush\McCain. We'll still be there committing attrocities and occupying other peoples countries. Its just that Obama has a different priority list on who he wants to kill and terrorize. That's the difference.
So, its important to take very close note of the language the Dems use. They really do sometimes tell you exactly what they'll do. What we need to do is to listen and accept this. Instead we seem to fantasize about what we want them to do and project this onto the Dems. And of course the Dems encourage this by speaking loudly about Bush's mistakes and trying to pretend that this means they are against the war.
But, for me, before the 2006 election, it was clear that a vote for the Dems was not a vote to end the war. Just as its clear to me now in 2008 that a vote for the Dems is still not a vote to end the war. If you want to end the war, you have to do something different.
The liberal-conservative paradigm is wholly artificial. Our entire political system is spun around the idea that two parties offer a choice when in fact they are nothing more than a choice of lesser evils. True progressivism is dead--just look at the mockery Kucinich got for revealing what are war crimes under the treaties that we signed. The rule of law embodied in a balance-of-powers and the Constitution is dead, and we all will pay for it. The most we can do is prepare ourselves for a weakened country.
The less effective Congress is in opposing the actions of the Executive, the more of a debating society they become. By complying with every request, they've become nothing more than a rubber stamp through which the Executive can rationalize its actions. If the power of the purse isn't evoked, then political power is ceded along with it.
In their effort to appear patriotic, Congress and all the war supporters have really hurt this country. As long as the war continues, the federal deficit will spike until such time as the government is unable to pay interest on its debts. The Fed appears willing to send the money supply on an inflationary binge, which means we will have to pay more for everything. Without real purchasing power, Federal Reserve notes will be wallpaper and with that, the power of the federal government will be diminished radically. So cut your own throats, Congress. Already people are reacting to the impending crisis, exiting suburbs, taking mass transport, urban gardening, practicing permaculture, etc.. Localism is reasserting itself, as gas prices cross the 4 dollar level headed to 6-7. (In fact, the price of oil is more or less constant, it's the real rate of inflation NOT stated in gov't figures that is making it more expensive.)

Only if you make the mistake of just accepting the Corporate-A or Corporate-B choices that the two corporate parties give you. Its one of those problems that has a very simple solution once you look outside the box.
So, what are people doing to organize an alternative? You surely know you can't just wait until the corporate parties and the corporate media hand you one on a silver platter. An alternative is clearly going to have to come from the people.
And if Obey keeps winning this district, it can't be too conservative. And the article in the Milwaukee paper at least hints at the fact that many of his constituents are complaining that they want the war to end and he's not doing it. Also, if a true populist campaign gets going, you'll actually be surprised at how many 'conservatives' you can reach. They have the same distrust of corporations and government power as other people. You can talk to them and reach them.
So, organize something. Get it going.
Also, there's another benefit to consider. Sometimes you got to think a bit beyond the next election (another box the Dems always try to put you into). Lets just say someone got an populist anti-war campaign going. Lets say it doesn't get enough votes to win, but it does get enough votes the Rep. Obey is retired from Congress.
If you only think inside the box, this sounds bad as you've now got this other fool as congresscritter for two years. But look at it this way, you just caused the Dems to lose. You've established that piece of political power. That means the Dems now know that if they want to win that seat back, they have to come and do something to get the anti-war vote back.
Of course, the Dems will at first try to do it with all their typical bluster and nastiness. You'd hear lots of whining about how you caused them to lose. Just smile and look at them and say "yes we did". And we'll do it again until you get a candidate that represents us. In the long run, you can win that way
What I'd like to know is why Little Brother doesn't have his own blog or write all the time for CD. His comments are usually better than the articles he comments on.
As for David I-Will-Obey, there's not much else to say. He's a professional bureaucrat who has zero patience with a pissed off constituency that knows what a fraud and enabler he is, while he's convinced he's the "friend" of progressives everywhere, even while he calls them "stupid fucking liberals" when they implore him to do something about Iraq besides continuing to fund it. It's breathtaking how someone like Obey can maintain mutually contradictory positions year after year and never once feel like a total hypocrite. I guess that's what being a politician, and not a representative of the people, is finally all about.

Prez Orders Hit on Pol Family - House Leaders Still Powerless to Defy War
Just before dawn yesterday a cruise missile exploded the home of Congressman Obey who was blinded and lost his left leg. The rest of his family was in much smaller fragments as the missile struck an upstairs bedroom and demolished most of the first floor and part of the ground floor. Quite luckily for the Congressman he was standing in the only corner of the house that did not fare very badly by the high explosive.
From intensive care Obey swiftly changed his mind about supporting the war and released a statement pledging his full, tacit and unadulterated support of the war. Beyond not fillibustering the government into years long communication on the depravity that is war and war profiteering, Obey will also continue to approve all war funding but most importantly he will rhetorically support the war, lending language toward credence as necessary if not when started then to finish in a warriors furor.
The cruise missile hit was ordered by The President of the United States, the Good, the Honorable, George W. Bush, in keeping with the proud heritage of Royal birth right, to flay and smash and concuss and obliterate; ordered by signing statement addendum to the most recently approved war funding bill; notably approved by Mr. Obey; "I George Bush do solemnly swear to rain cruise missiles on all Enemies of the state. Including but not limited to those who fight, or talk, or write against use of military force." the knoble language so suited a well executed, strategic and precisely targeted a talker against war as Obey.
While the facts of the matter are exactly as spelt out above, this reporter can't help but wonder what strong, sweet, gentle George Bush would do about someone doing more than such mealy mouthed war lessening talk as did Obey. We might see white phosphorous rain on Vermont like it was Falujah.

It is not 'Muslim headdress' they are head scarves and some Muslim women that are from villages wear head scarves indicative of what part of the country they hail from, their native country. Quite obviously, those who vote to fund war crimes are complicit in those crimes. The invasion was a war crime of illegal aggression—the supreme international crime against peace. From that, all the other crimes follow, including the occupation for oil and strategic positioning of military forces. Obey and the others who vote for the funding again need to be brought before a war crimes trial as soon as possible. How We The People can do that is a worthwhile question to consider. It happened to Chile's Pinochet and it can happen to Bush and his willing enablers, like Rep. Obey.
You are against the war because you fund the war. Confused? Me too. But I am sure Obama supporters can explain. Right?

While it's true that "a rose by any other name would smell as sweet," sometimes a name sure IS what it sounds like! OBEY... contemplate the wisdom of fate that brought together the various family streams that resulted in a man so suited to this moniker! Why didn't the Indigenous Americans think deeply before anointing a child with a name? As a writer, I spend time (unless the name comes to me so strongly, the character's identity is obviously taking on a psychic life of its own) devising names...
Years ago I met Lewis Lapham at a little place in "the Village," (NYC) and handed him a little humorous piece, even illustrated. The premise indeed was, "What's in a name?" There were LOTS of examples... DELAY, GREEN-span, All-bright, GATES, SAFIR, are a few that come to mind. The sketch had a really arrogant young Indian brave in the background as elderly women did their sewing and commented on the fellow. "Yeah, shits-on-cloud was born with an attitude," one stated (what was obvious about him) to the other.
A friend of mine argued endlessly with the most angry, obnoxious insurance agent whose last name was GENTLE. He was anything but. Sometimes the name is almost a bad joke. I realize it does not always fit... how about Joey Buttafucco? Raises interesting slang possibilities. I wrote a Seinfeld script that roughly followed a Hitchcock plot where George sees a piano drop from a NY city moving operation onto a pedestrian as his wife screams out, "George!" Convinced the OTHER George has assumed his fate, George Castanzas goes to the funeral of George DESTINUCCI. I figured my fellow CD readers could use some lighter anecdotal reading this evening... could our times be darker? Although there's nothing funny about Israel or its policies, one reason some Jews escaped a variety of purges was the tenacity produced by a sense of humor. When we can't understand the folly of our fellow man and question the will of heaven, a good laugh can save us from fate... and sometimes even ourselves.

We've heard this argument from Obey before. The last time it popped up was when Obey rudely yelled at a woman who tried to ask him to stop funding the wars.
Supposedly, Obey and the Democrats have important legislation to pass (if you follow their arguments). They have important business while the three-trillion-dollar Iraq war (per Joseph Steglitz's estimation) continues to drag on, with no end in sight.
Dead bodies piling up. Defense contractors getting rich. The majority in Congress, alas, is powerless to stop it.
Obey brilliantly wants to fund education for U.S. troops who will be dead or maimed as a consequence of his delays and obfuscations and further war funding.
If Obey and the Democrats say they have these other priorities, it means they have the power to see those priorities through. If they have that much power, then they have the power to stop the war funding too. The Democrats can, as Obey admits, even shut down the government, which indeed they should do!
Obey's arguments are specious. It's just bull.
Yes, the majority of the American people want an end to the wars. Obey, Conyers, Pelosi and others are not trying.
There's nothing worth salvaging in this Party, which doesn't serve the American people. I hope those who reflexively vote such representatives into office will understand this moment and remember it. But maybe Obey's point is that Democratic loyalists are just mindless sheep, and will cling to the most tenuous lies (like Obey's) rather than make a change and vote third party.
Rep. Charles Rangel (D-NY) maybe had it right. He said the only way to get guts back in congress and stop the war was to reinstitute the draft.
Military conscription of all 18-35 yr old males with no student deferments would probably do the trick in six months, Rangel told a reporter.
Rangel's bill to do just that was quickly tabled in committee. Later, Rangel told the same reporter: You saw what they did to my bill. I think I proved my point.
Note: Despite Rangel's rhetorical opposition to the war and his modestly clever maneuver to embarrass his colleagues, he too has gone on to vote for several Iraq funding authorizations since then.

So did 150 other Democrats. But 80 voted for it, enabling it to pass and enabling Bush war crimes to continue in Iraq. The 80 Democrats need to be remembered, and opposed by progressives in primaries this year and in 2010.
Obey needs a coordinated "write-in" challenge this year. The Repubs go through the motions. He has no worries there. But an organized email campaign in his geographically huge district could get his attention. No debates. No need to jump through electoral roadblocks. No problem finding a BETTER CANDIDATE..!
