How Cheney Outfoxed His Foes on Iran and EFPs
WASHINGTON - For many months, the propaganda line that explosively formed projectiles (EFPs) that could penetrate U.S. armoured vehicles were coming straight from Iran has been embraced publicly by the entire George W. Bush administration. But when that argument was proposed internally by military officials in January 2007, it was attacked by key administration officials as unsupported by the facts.
Vice President Dick Cheney was able to get around those objections and get his Iranian EFP line accepted only because of arrangements he and Bush made with Gen. David Petraeus before he took command of U.S. forces in Iraq.
The initial draft of the proposed military briefing on the issue of EFPs, which asserted flatly that EFPs were being manufactured and smuggled to Iraqi Shiite groups directly by the Iranian regime, was met with unanimous objection from the State Department, Defence Department and National Security Council staff, as administration officials themselves stated publicly.
Defence Secretary Robert Gates, Secretary of State Condoleezza Rice and National Security Adviser Stephen Hadley tried to push back against Cheney's proposed line because they recognised it as an effort to go well beyond the compromise policy toward Iran that had been worked out in December and early January. The compromise policy had been to focus on networks working on procuring EFPs within Iraq and not to target Iran as directly responsible.
At his regular press briefing on Jan. 24, 2007, Assistant Secretary of State for Public Affairs and Department spokesman Sean McCormack revealed the primary basis for the State, Defence and NSC opposition to the Cheney line on EFPs.
Asked whether the U.S. government had any evidence that EFPs were manufactured in Iran, McCormack did not answer directly but said, "You don't necessarily have to construct something in Iran in order for it to be a threat to the U.S. or British troops from the Iranian regime. There are lots of different ways you can do that. You can bring the know-how. You can train other people in Iraq to do that."
McCormack thus revealed that the State Department wasn't buying the accusation that Iran was manufacturing EFPs and sending them to the Shiite forces of Moqtada al-Sadr's Mahdi Army fighting against U.S. forces.
On Feb. 2, while briefing the news media on the new National Intelligence Estimate on Iraq, Hadley asserted bluntly that the draft military briefing that had been circulated in Washington had not been based on evidence.
"The truth is, quite frankly, we thought the briefing was overstated," said Hadley. "We sent it back to get it narrowed and focused on the facts."
Hadley did not tell reporters which points in the draft briefing paper had not been based on the evidence, but the remarks by McCormack and Gates were clear indications that the briefing had made claims of Iranian manufacturing of weapons and smuggling them into Iraq that could not be supported.
Hadley further revealed that he, Gates and Rice had tried to use the imminence of a National Intelligence Estimate on Iraq to force the issue of the briefing's exaggerated claims. The briefing, he said was "an attempt to...address some of the issues in the NIE in a briefing on intelligence of Iranian activity in Iraq. And we thought, hey, why are we doing this?"
He said he and his associates wanted a briefing that "we're confident everyone can stand behind". The national security adviser was implying that the proposed briefing was not supported by the NIE on Iraq, and that the drafters would therefore have to redraft it so that the intelligence community could support it.
Hadley didn't say who he meant by "we", but Gates told reporters the same day that he and Rice had joined Hadley in ensuring that the planned briefing "is dominated by facts".
The declassified version of the NIE's main conclusions indicated that it did not support the claim that Iran was exporting EFPs to the Mahdi Army. The only sentence that related to the issue was, "Iranian lethal support for select groups of Iraqi Shia militants clearly intensifies the conflict in Iraq." But in the absence of any language alleging Iranian EFP manufacture and export to Iraq, that phrase appears to be a reference to training of Mahdi Army officers.
Hadley, Rice and Gates thus appeared to believe that the briefing would have to reflect the NIE, and that they would be able to review the revised version before it was presented to the press. On Feb. 9, State Department spokesman McCormack said, "[W]hen the working-level folks at the deputies level...produce a presentation that they are comfortable with, I am sure that they'll share it with Secretary Rice, Secretary Gates and Steve Hadley over at the NSC just for review."
But Cheney had a surprise for the opponents of his hard line on Iran. When White House spokeswoman Dana Perino was asked on Feb. 9 about when the briefing would be held, she replied, "Decisions on that are being made out in Baghdad."
That announcement came just as Gen. George W. Casey was to be replaced by Gen. Petraeus as the new commander. Petraeus had only arrived in Iraq the day before and the changeover ceremony came on Feb. 10.
The day after the ceremony, three military officers presented a briefing to the press which not only asserted that the EFPs could only have been manufactured in Iran but that Iran's Qods Force was behind the smuggling of those weapons into Iraq. They strongly suggested, moreover, that the Iranian government knew about the smuggling.
Cheney had used the compliant Petraeus to do an end-run around the national security bureaucracy. Petraeus had already reached agreement with the White House to take Cheney's line on the EFPs issue and to present the briefing immediately without consulting State or Defence.
State and Defence tried to counter this manoeuvre. McCormack argued, rather lamely, that the briefing had really been about "a threat to our troops from these devices and from the networks that supply them". And the chairman of the Joint Chiefs of Staff, Gen. Peter Pace, responded by saying that he could not "from his own knowledge" confirm the assertion that the Qods Force was providing bomb-making kits to Shiite insurgents.
The U.S. command in Baghdad temporarily backed away from the briefers' charge against Iran. The command spokesman, Lt. Gen. William B. Caldwell, who had been one of the three military briefers, was forced to tell reporters on Feb. 14 that the purpose of the briefing had been to talk only about the threat to U.S. troops, implying that briefers had gone beyond their brief in making statements about Iranian complicity.
But the hardline position on EFP was the one that dominated press coverage. Instead of the more cautious line focusing on the EFP networks inside Iraq, which was what State, Defence and NSC and agreed to in January, Cheney now had a potential casus belli against Iran.
And Cheney would continue to use his alliance with Petraeus to advance his proposal for an attack on Qods Force bases in Iran. The very first episode in the Cheney-Petraeus alliance sheds additional light on the nomination of Petraeus to become the new CENTCOM commander later this year.

Wouldn't it be great if cheney orders our ships and planes to attack Iran and they refuse, and this gets out to the public? cheney would then run to his hidey-hole and chat with bin laden.

The Iranians simply cannot just take it on the chin. Once you dont hit back, your bluff of having a defense is gone. The aggressor will then attack in its own sweet time, again and again. Then the US will begin to sabotage the oil transportation, Iran's economic lifeline. If their defense is worth anything at all (and I am not saying it is), they have to use it the moment that they are attacked, or shortly afterwards.
If you think about it, Iran is the one country that actually has a legitimate need for nukes as a deterrent. If they had the capacity to give the bully a bloody nose, they would not be being bullied right now.
Clever, but not wise. Sentimental, but not kind. Wealthy, but not rich. Wholly consecrated to the only god he has ever known---evil itself, and would bet more miserable than his captives in Gitmo.
He thinks he is important because he can cause more and more people ever increasing pain, and keeps score by how he can get more money faster by depriving others of the means to live decently.
I could feel sorry for him, but hell dick, everything costs something. "Where your treasure is, there will your heart be also."
We all need to be thankful that he is not running for President! McCain may be Bush's third term man but I truly believe Cheney would be much worse!

Bombing Iran is the desperate endgame of the PNAC Neocons. The debacle in Iraq, the crumbling economy, the shortages of food, water, and oil, have startled our somnolent "moral majority," and put at risk the projection of force that was supposed to secure the ultimate American Empire.
Cheney's time is running out. He needs a war to get McCain into office; he's not sure he can suborn Obama.
So, here's the gambit: We'll just drop a few bombs on Iran, which will goad them into some kind of response. Any response will do. Whatever they do will be "evil incarnate." Every tv in America will shriek for revenge. Maybe we need the nuclear option!
In righteous anger, we'll all put on our jack boots and give our stiff-armed salute and march off into the New American Century, with all our logistics provided lavishly by Halliburton. Heil!
As desperate maneuvers go, it's a tad moronic. But they don't need to come up with cleverer plans, because this one's always terrifically profitable. And that's all that matters, right?
For Dick Cheney -- and, face it, for all the rest of us treadmill spinners -- what's important is the Bottom Line. Everything else is just collateral dammage. Omelette? Broken eggs. Right? Get over it.

F#@k Cheney. If impeachment is off the table, then lets talk criminal charges particularly high crimes and misdemeanors, not in the Hague, but right here, WHENEVER. These war crimes, crimes against humanity, crimes against us shall not be forgotten.

High crimes and misdemeanors is a phrase from the United States Constitution, Article II, Section 4: "The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and CONVICTION of, treason, bribery, or other high crimes and misdemeanors."
"High" in the legal parlance of the 18th century means "against the State". A high crime is one which seeks the overthrow of the country, which gives aid or comfort to its enemies, or WHICH INJURES THE COUNTRY TO THE PROFIT OF AN INDIVIDUAL OR GROUP. In democracies and similar societies it also includes crimes which attempt to alter the outcome of elections.

This is not a new stage for US foreign policy. It is business as usual. The slimeball dealings are the same ones that happened in Vietnam, Central America, South America, Indonesia, Greece and Italy.
The only real difference is we now have the internet and regular joes can read about whats really happening. We can talk about it. We can exchange ideas and point one another to other sources of news. People could not do that in 1954.
While we can talk about it that still does not mean things will change.

Great Social Change rarely happens in peaceful manners.
This latest war that has been revealed to the world as a major international criminal act the likes of which History (of which I am a student of over 50 years) cannot match. It reaches to a major segment of the American Population; business in particular, but social, even Religious as well---instead of the dreaded, "Godless" Communists of the post WWII generation, (by the way the 'Greatest Generation'), the "International Terrorists" are the "monster in the closet". So instead of "closing the closet", more money is made, more power is obtained, "More Glory for God"(that one's for the Religious one's)-----
in this case, so much innocent blood has been shed, so many other "closet doors" were opened and those "Monsters Released"--and so on---and there will be no "victory", no "Glory" in the end. Wars of agression are "International Crimes", and never truly succeed.
We can only hope that the future generations will learn from this terrible act of criminal abuse of power,so much so that they will not wish to repeat it. Great Social Change, desperately needed now in the USA will be required if this is to take place. The kind of power displayed in this crimnal war whould never be allowed to fall into the control of so few, ever again.
That will never take place unless those responsible for this terrible criminal act are brought to justice, in the world court, in the same manner, that the USA championed as the Nuremberg Trials, which established wars of agression as Criminal.

I'm not so sure that Cheney will win on this one. We've been told for 2 years now that an attack on Iran is imminent. I believe that the military is pushing back, and that parts of the ruling class are opposed, as evidenced by the resistance to the propaganda by Rice, Gates, et al., referred to in the article.
This is truly a struggle between parts of the ruling class. We can only watch, because we have no control over our government, even if you "hope" that you do.
If the military doesn't go along, however, Cheney is screwed. That's why I felt that as long as Fallon was head of Cent Com, the US wouldn't attack Iran. When he got fired, I got more worried.
We'll see.
As rebelnow points out the attacks are already programmed. Iran's reaction will probably depend on the scale of the attacks. A limited attack would be answered by Iranian oil cutoff and THREATS of sabotage to shipping lanes, to assure the support of the Arab Gulf states in the deterrence of further US aggressions. A large scale air attack would be met by the complete disruption of all Gulf oil exports and military actions in Iraq and Afghanistan so as to make any likely land invasion follow up very difficult for the US. The 1st scenario would push oil to the $200/barrel and the 2nd to $300 or more. The Iranians are well aware that they are dealing with madmen. They have to respond in such a way that the rest of the world take fright and act to restrain them.

EFPs are locally made. It's a cottage industry that only needs the high grade military explosives Paul Bremmer told the Iraqi army to take home with them. Looting our treasury and enslaving America for the next thousand years IS the Noble Cause.

You know, mankind (led by America) is coming into a radically new phase. The comforts we've relied upon generated by cheap oil are likely to pass away, if not overnight, then certainly in a manner that simulates PAINFUL labor pangs as we move into whatever is next. Global warming adds another nuance that for the most part, modern civilization has not yet had to deal with. In other words, we can discuss future generations with the aplomb that they'll have the LUXURY to be IN class rooms discussing history... but it's quite probably they may be fighting for basic survival. Then the question becomes one of cooperation or competition, and let us hope the societies that organize around the latter premise become the ones that survive!

1. This administration has openly spoken about creating its own reality.
2. This administration has placed military sycophants onto all big networks to promote a bombastic view of the world, beginning with the Middle East.
3. This adminstration believes PR can shape perception to fool enough of the people to create some semblance of support (for ill-fated policies).
4. This administration, in particular Andrew (Greeting!) Card said "You don't introduce a new product (meaning WAR!) in ..." (whatever the wrong season was).
Here's where I am going, this presidency has been managed like a long-lasting television event, so why not end it with... drum roll... a CLIFF HANGER. In other words, set up all this circumstantial evidence implicating IRAN and then leave the CLIMAX for the next "commander in chief." I PRAY that Obama can BE a human being if he's christened with the executive office ship of state... but whoever gets in will be on dangerous puppet strings to the military-industrial complex that has grown exponentially thanks to the "war on terror" added to "The Homeland Security State" and a budget allocated to the military that no one can conceive of, no less keep track of. I don't think August will be a bomb phase... I think we're being prepped for ACT II... "to be continued," please stay tuned.

It seems very likely that there will be bombing strikes against certain targets in Iran, and soon. Question is, what will be the response by Iran? Will they take it quietly on the chin, letting the world continue to see how insane the US has become? or will they attempt to shut off oil supplies, sabotage shipping lanes, form some alliance with Russia? And what will the Europeans do? Nothing probably. Israel will gloat.
Based on their track record, the Cheney administration doesn't give a shit about consequences, they only care about acting like imperialist imbeciles, just because they think they can.

Absent from the conversation is the point that a pot is getting away with calling a kettle black. It is perfectly fine for the US to bring in as many weapons as it wants into Iraq or elsewhere. Unlike others the US is free to meddle in the affairs of sovereign nations, manufacture as many WMD as it pleases, create a new generation of banned mini-nukes, militarize space and break as many treaties (Geneva Conventions/NPT) as it wants or basically do just about anything it damn well pleases.
But to the rest of the world better adhere to our "rules" or else.

This episode is merely one of many that confirms Cheney as the USA's version of Cardinal Richelieu. Like the despised French prelate, Cheney is the real power behind the throne occupied by a ne'er who knows in his heart of hearts that he really has no business being where he is and leaves the dirty work to his "eminance grise."

Yes, I agree. Iran does need nukes. I mean I don't like nukes of course but Braithwa is right- it's the only way to stop an attack. A sad reality, but real just the same.
I was just reviewing some old PNAC stuff and I thought, " gee I wonder at which point they realized their plan was not really working. What if they still haven't noticed? In that case they could go right ahead and and bomb Iran.
But the other thing is what is wrong with Iran sending EFPs to Iraq anyway? What more could be natural? imagine Iran stomping all over Mexico, and the u.s. just sitting around watching idly for 6 years, doing nothing.
I like to imagine me on one of them talk shows and cheney yelling "The Iranians are coming! they got the EFPs!" and then i could turn to him and say, "So?"
