60 Minutes: Pentagon's Raygun Demonstrated on Mock Protesters
The Pentagon has been developing a raygun which can harmlessly repel enemies by causing a burning sensation in the top layer of the skin. However, according to CBS's 60 Minutes, the military is unwilling to actually trust this weapon enough to deploy it in Iraq.
"We are now stepping into the Buck Rogers scenario," explained Colonel Kirk Hymes, who is in charge of testing the "Active Denial System" at Moody Air Force Base in Georgia.
Hymes demonstrated the weapon by staging what CBS somewhat oddly called "a scenario soldiers might encounter in Iraq" -- a handful of military volunteers, dressed as civilian protesters, who carried signs saying "peace not war" and threw objects at a small group of soldiers. A series of raygun blasts from half a mile away disrupted their chants and finally sent them running.
Assistant Secretary of the Air Force for Acquisiton Sue Payton calls the Active Denial System a "huge game-changer" which "would save huge numbers of lives." She told CBS, "It could be used to read someone's mind, in effect. ... If they continue to come at you, then you're fairly sure ... they're probably a terrorist or an adversary who wants to do you harm."
The Active Denial System was developed in secret for ten years before being unveiled by the Pentagon in 2001. As of 2004, it was being described as ready for use in Iraq within the next 12 months. This has still not occurred, and according to Secretary Payton, use of the weapon in Iraq is now "not politically tenable" because after Abu Ghraib "you don't ever, ever, ever want a system like this to be thought of as a torture weapon."
However, the failure to deploy the weapon as planned has raised suspicions that the real intention is to use it for domestic crowd control.
In 2006, Air Force Secretary Michael Wynne was quoted as saying that the device should be used first on Americans, because "if we're not willing to use it here against our fellow citizens, then we should not be willing to use it in a wartime situation. ... If I hit somebody with a nonlethal weapon and they claim that it injured them in a way that was not intended, I think that I would be vilified in the world press."
Raytheon, which developed the system for the Pentagon, is currently selling a more limited-range civilian version of the system, under the name "Silent Guardian," which it promotes as being suitable for "law enforcement, checkpoint security, facility protection, force protection and peacekeeping missions."
Commander Charles "Sid" Heal of the Los Angeles County Sheriff's Department, who advised Raytheon in developing the raygun, told CBS that the real reason the system has not been deployed in Iraq is "cowardice." Heal, a former Marine, took a variety of non-lethal weapons to Somalia in 1995 and was dismayed to find that his superiors felt their supposedly humanitarian mission was better accomplished by killing. He would love to have the Pentagon's raygun available for such purposes as controlling prison riots.
The Pentagon is spending just $13.1 million on the raygun this year. Secretary Payton agrees this is "absolutely peanuts ... chump change," but she explained to CBS that with only a $475 billion annual budget, "we don't have enough money to do things that are the here and now." The raygun is seen as unproven because it has never been deployed in the field, and it has not been deployed in the field because it is unproven.
"Lethal weapons have an easier time getting into our system," acknowledges Colonel Hymes.

I can't say enough BAD things about this ray gun and this laughably one-sided "commercial" for it's use. Not once in this entire, lengthy report is there a single person interviewed who is critical of this weapon. Only glowingly happy reviews with career service military and pentagon officials are viewed here.
Essentially this is an advertisement AND propaganda promotional report done by 60 Minutes/CBS for the Pentagon. It shows how BAD commercial television reporting has become.
The United States government has learned NOTHING from it's disasterous Iraq war experience and abject thousandfold failures therein. Just more of the same, folks: the U.S. government ONLY understands using violent force to kill people and steal their oil. Negotiations, multilateral diplomacy, using economic incentives--none of these intelligent and productive means of foreign policy will ever be used by the vicious and violent USA government.
The USA is no longer "the USA": a country that was once (50 years or more ago) a democracy with some credibility and decency has now devolved into a corporate fascist police state. The USA of the 21st. century is now a mega corporation--with an empty-shell government which exists only to serve the needs of giant multinationals which own and control everything.
It's quite telling that the mock demonstrators in this ray gun report are carrying peace activist signs. It's in implicit way of the U.S. government letting YOU, Common Dreams readers, know that YOU ARE THE TARGET FOR THIS WEAPON.
This weapon will definitely be used AGGRESSIVELY AGAINST U.S. CITIZENS WHO QUESTION THE U.S. GOVERNMENT policy at home or abroad. There will be NO TOLERANCE OF PEACEFUL DEMONSTRATIONS against the giant war machine that is the United States of today.
....and the Iraq war is only a warm up for things to come :)

I saw a demonstration on TV last week and they had about 20 volunteers who were all running off in pain as fast as they could within three seconds time. So it can control a croud alright. And it was set on "low" power.
It is easy to extrapolate this down to a hand held, eventually. Very short range, very intense. "You wanna argue? Take that!" Just like tasing a handcuffed prisoner who protests his arrest, over and over and over. These things bring the moisture in the flest just under the skin to a near boil in a second or two, hence the pain. Now turn the thing loose on a prisoner who can't get away. Boil his legs. Hitler and the Gestapo would be proud of us.
What US press? The only press we have now is mostly controlled by our Fascist form of government.

This post was so dead on I thought I'd re-post, hope that's cool -demosthenes-.
As the "counterpunch" article shows, countermeasures to this "weapon" could be assembled by people with a fairly basic knowledge of physics and above average materials access and skills.
As several posters here have pointed out, this device would be tactically quite a loser against any group with (large) small-arms and the will to use them. No wonder they don't want to try this on the streets of Sadr City, right?
So given the above, do we really believe this device will or even CAN be effectively deployed against (serious and organized and insurgent) crowds in a typical USAn urban environment?
Or is it in fact much more likely that this "Active Denial System" was developed as part of the military/high-tech complex mission to spend all the damned money in the treasury on sci-fi geegaws in the vague cold-war-mindset hope of stimulating the "advanced technologies" economy?
The fear-inducing factor that may just keep some of -demosthenes'- prius drivers away from a peaceful rally is not, in other words, found in the actual device, but in the much more tried-and-true technology of TV.
The fact that people can be, and are, consistently controlled by mere images and words to explain and enhance them, to me, is a much more disturbing idea than any "ray" -pain, heat, or otherwise- that some corporation can pretend to "develop" to milk the public purse.
It's time to move on from "nonviolent protest" folks, ITS NOT WORKING! THINGS ARE GETTING WORSE, not better.
Now, this doesn't necessarily mean we adopt the attitude of violent insurection, but it does mean we drop the attitude of "protest" and begin to work on some other possiblities which may require meeting violence with violence. Hopefully it won't come to that, hopefully other measures, such as strike, even of a general kind, boycotts, alternative economies and political structures or other methods of subversion and insurgency will be enough.
But everybody on the "Left" NEEDS to embed this Truth deep in their skulls:

Protest is for people who live in a democratic system under the rule of Law and within a Constitution that respects fundamental Rights.
If you think the above describes life in the State of the United States of America, then by all means continue to "peacefully protest" and watch TV, and vote DEM, and attend you PTA meetings or whatever other crap you people busy yourselves with.
If you are AWAKE, and AWARE of your surroundings then this is just another thing to add to your list of Preparations, right?

This article gives you the physics behind microwave heating, the basis for this weapon, and ways to protect yourself from it. And if so, then probably not just to the targets, but probably to the operators, as well. It doesn't sound too implausible: enlist for several years, get assigned to a unit operating one of these things, find out years later that your trimmed VA benefits won't cover the cost of fully treating the cancer you got from the job, take to the streets with other veterans to protest those cuts, get zapped by some other hapless kid pushing the machine's buttons as he seeks adventure and college money...
The cycle then begins anew. Perhaps it makes the news and some DARPA scientist looks up from his dinner and wonders briefly if the money spent developing the thing in the first place could have maybe been better spent on seeking a cure for cancer...

The 60-minute spin on this mobile microwave cat cooker was aired last year and is not new news, but considering that on this website alone, and within the the last few days, we have read of students/protesters tazered in Eugene, Oregon by our police. Then we were exposed to those infamous USA Prison ship plying the seven seas, and now this. What's really missing is the 200 or so concentration camps now built in the USA by Homeland Security. We're just lucky that some enterprising soul here or in Iraq will figure out a way to negate this monster of domestic law enforcement.

Also, did the "protesters" have any metal objects on their person? This makes a HUGE difference in how the beam effects the body. If you had metal frame glasses on kiss your eyeballs goodbye. And don't even think about having metal keys in your pocket!

Hi ~GottaGetOffTheGrid~ glad to hear that, evidently you're an expert on the subject. ___ I'm not. I do know radar beams can be very harmful and you don't see any skin damage or feel anthing, except a light tingling. So are any microwaves and I watched an interesting hour long science program yesterday about the dangers of "innocent" and "harmless" cell phone use. No obvious body damage, burning sensations or any pain.
I've also read, as some others so well noted here, that this ray-gun's power can be turned up to a degree where it is far worse than a burning sensation of the skin, it can literally destroy things.

Okay, if these thngs are ever used here, and they very well may be someday, anyone who ever decides to join a public protest demonstration, wrap yourselves in microvacve screening first, or aluminum foil. Be sure to close your eyes if ever zapped though. The demonstration I watched on TV, pretty well showed it was extremely effective to have people running off in a hurry and the gun power was set on low, ___ whatever that means.

When the body experiences pain there is a REASON for it. Something is causing it. Pain is a indicator of something that is wrong in the body.

WTF with the NAME of this thing---Active Denial? The Left couldn't have named it better....Great also that they envision "the enemy" as people saying "peace not war"....And what a great comment above, that as we "deny" peaceful protest we get violent ones. Ask Osama.
Keep in mind that those 50 cal rifles that we all want to ban are designed to break machinery such as this and other such nasties - also how are the operators protected against the return of the beam - probably not - that was the problem with the sonic crowd control they came up with a few years ago. Rubber bullets and wood dowels were supposed to be no lethal also - until the users discovered ways to kill with them. Use of these types of "control" devices pretty much rules out any claim the users may make about having rights of any kind in my mind

Have you noticed the small holed screen inside the front door of your microwave oven? Such a metal screen will protect you from this weapon. This weapon hasn't been deployed because it's useless.

and secondly...the part about lethality...of course it can be lethal -- it's lethal after lethal -- if the aural shockwave doesn't work, use a laser, or a flame thrower, or a gas bomb, or acid, or .... whatever -- the whole point is the eventual lethality --- you control people most effectively with that -----

A significant thing about Active Denial Systems is that they burn soft tissue like eyeballs. And fetuses can be harmed quite a bit by high powered microwaves. All the fine tuning has not been completed on these weapons. Extended exposure actually burns the skin quite a bit. What about people trampled and injured in the rapid escape of crowds. What about infants in strollers who can not escape, people in buildings nearby who cannot escape the "spray" of intense microwaves. This is a truly diabolical development that cuts at the heart of civil disobedience. No doubt it would be used on domestic protesters in the not too distant future unless we can stop it. People taking to the streets to protest would face an awful challenge. Soldiers using this weapon mounted on a humvee could face some serious damage as well if the ADS does not work as designed.

The system that I was told about however, was part of the new stealth aircraft carrier (recently revealed). It uses the beam technology as an anti-ballistic weapon. Another tool of torture, just like the taser. The zap from the taser, like the burn from this raygun, causes intense pain (I've not experienced it myself, but have heard about it, of course), all before the arrest, conviction and punishment, quite a lot of due process missing there. These two comments within the article say it all. If not for domestic use, then why demonstrate it with mock protesters holding "peace, not war" signs. Also, to say that anybody who does not run away is obviously a terrorist is just as stupid as a trial by ordeal for witches.
