Pentagon To Shift Funds To Pay for Iraq War
The Pentagon plans to shift $9.7 billion of its overall budget to pay for war operations but warned on Wednesday it will run out of money if the U.S. Congress does not approve more funding by mid-July.
The Defense Department, with major operations in Iraq and Afghanistan, sent Congress requests to transfer $5.7 billion to the Army's personnel account from the personnel accounts of other branches of the U.S. armed services.
It also asked Congress for permission to move $4 billion from the services' operations and maintenance accounts to the Army and U.S. Special Operations Command, whose troops train local security forces and conduct counterterrorism missions.
If approved, the transfers will allow the Pentagon to continue operations until late July, according to department spokesman Bryan Whitman.
"I don't want to leave you with the impression that this provides us a whole lot," he said.
"This $9.7 billion reprogramming only buys another few weeks of operations until the department as a whole will then run out of critical funding."
The struggle between the Pentagon and Congress over war funding plays out about twice a year. Lawmakers have used the issue to debate the merits of the Iraq war and sometimes tried to attach amendments to the bill that set a timeline for the withdrawal of U.S. troops.
Meanwhile, the Pentagon warns it will run out of funds and, as it did last year, sends notices to commanders to prepare for cuts. Those moves are seen by some Democrats as scare tactics.
The Senate last week approved an extra $165 billion for the wars in Iraq and Afghanistan. The House of Representatives has approved a significantly different war funding bill.
If lawmakers ultimately give President George W. Bush the war funds he has requested, Congress will have appropriated more than $800 billion for combat in Iraq and Afghanistan since 2001. Most of those funds have been used in Iraq.

How do we "shift funds" when we borrowed the money from China to fund the war and occupation of Iraq?
They could always use their black budget narcodollars to pay for war...

The money isn't really money. Think about it. It is just a gamble with humanity. Derivatives are "valued" at over 500 trillion (more than 20 years worth of global economy) although I have no idea who assigns the value. It should be obvious that it is way inflated. Either that, or all these "future-valued" funds should be divied up for the benefit of not just the few, but the many. You know. Because our future ain't worth diddily if we don't start stopping this military infamy.
This military MARS bullshit is coming to an end. One way or the other. Real soon. The best way would be to simply choose to end it. Choose collectively.
There are consequences when you try to "play around" with reality. I'm ready for reality to come on back - enough with the fabricating fornicators or whatever they are - they are tricksters no doubt. Thinking they can play with reality. It is time to wave good-bye to the made-up federal city of DC that has been nothing but a pain in life's ass. It is not of value nor is it sustainable. Seems that way to me. Something new can arise, but it will be so different. It will be based on learning from the past or it will be based on learning a hard lesson at the hands of another.
Hate to say it again, but no-one has convinced me otherwise. Learn or die.

JaneM has it right. We should just let them run out of money. After all it's our money they're digging into, while at the same time, they're doing everything in their power to break us down to the bare bones of poverty. No work, no money, no money, no un-called for war, no big salaries.......

The Pentagon does not run out of money, it hides, wastes, and improperly accounts for trillions of dollars in spending, whether or not it has been properly authorized and financed. Prior to 9/11, Rumsfeld noted that the Department of Defense could not account for $2.3 trillion in spending in the past two years, $1.2 trillion of it in the form of accounting adjustments taken months before that announcement. Then, 9/11 happened and the monumental scandal was forgotten as new DoD looting went unchecked and out of control. Why, just last week, the Pentagon admitted it could not account for at least $15 billion in Iraq reconstruction funds, alone, and that is a drop in the bathtub of money the DoD "loses" every month ( http://www.washingtonpost.com/wp-dyn/content/article/2008/05/22/AR2008052203751_pf.html ).
For the White House or the DoD to claim that it is worried about not getting an authorization of a few billion dollars soon is a farce. There is a massive fraud going on perpetually at the Pentagon that dwarfs the full, authorized budget for the Iraq and Afghanistan invasions and occupations in their entirety. If they need money, let them find the trillions they have lost.
What theft, deception, manipulation has been waged against the American people by George Bush and his so-called Administration. Like any disease, he and his gang will only take what we are willing to give. I don't see any real resistance to his putting his sickening little hands into the pants, wallets and purses of the American people! By the way, I do see a lot of people bent over -- and not resisting his invasion -- or even aware his act is invasion. How sad and how sick.

Shifting money in the tens of billions here and there, to and fro - to pay for a genocide against the poor so that the extremely wealthy can profit from the poor people's oil.
Now if your mother should in her kindness give you a wee bit more than twelve thousand dollars to help you to grow up strong and good, then she must fill out some forms and send them to the government and let them know that Mother has given you a little bit and then when she dies you must pay the government a big tax on that money, which was already taxed when your mother earned it. And if you make a little mistake on this tax form or any other, or if your accountant makes an error, then the same government that shifts money around by the trillions for wars will hound you to death, follow you, harass you, take your car and home and life savings - and spend your savings on its wars.
Now, I am not complaining, not yet, but there is an asymmetry in the rules that regulate how the People and the Government treat and regard each other, and that asymmetry needs to be corrected because it encourages fiscal irresponsibility on the part of the government and it also has made millions of people really miserable or worse or dead all around the world.

In all actuality, this entire war has been paid for NOT out of the pentagons own operational budget whatsoever. Instead it has been one continual emergency spending bill.
This is the Bush administrations tactic to make it sound as though our entire defense department will be bankrupt if we don't give him more emergency spending money, by saying there's a budget crisis at the pentagon.

Eisenhower nailed it 50 years ago when he warned of the military industrial complex. Bush's boys have just taken it to the next ten levels!!!!!

They could take some money from their domestic crowd control, spying and propaganda programs, and paying mercenaries to kill Iraqi civilians, and ...

...'significantly different' ! Why can't Reuters report straight without encryption! It could have said instead: 'The House of Representatives approved a bill that does not include 166 billion for the Iraq war funding."

Amen Cindy!!! That is the only way it will ever be stopped, just stop the money. The Pentagon and the warmongers are like spoiled children, thay will take all we give them, and then ask for more.
Of course , we will not be "supporting the troops" as good patriotic people should, that is, until they come home dead or ruined for life, and then they are on their own. McCain says we have to watch our budget on taking care of those that make it back alive.
Let's SHIFT THE FUNDING to an IMMEDIATE TAX INCREASE to PAY for THIS STUPID WAR of "necessity" and then see how long THAT ****ing necessity lasts...

The Taliban had it virtually shut down under international pressure by 2000, today it is flourishing. You know these profits are not being taken by the Taliban. Right? Right? Post 9/11, how does this money get laundered. Didn't we crack down on money laundering to deprive the terrorists of funding? Right?
Someone is taking the profits besides the Taliban under our occupation. Someone is able to launder this money. Someone is position to produce and smuggle the drugs from Afghanistan to Europe and the US. Who?

Bravo! I totally agree! It's a hell of a lot harder for a feloniously criminal administration to continue conducting an illegal war or even to consider starting yet another unnecessary war with Iran when all of the funds have dried up.
The sooner we stop butting into the affairs of other countries, the better off we'll be. We need to clean house here in the U.S. before we start telling others how to behave.

Actually, Cindy has been posting on here fairly regularly for quite some time. I have read at least a dozen of her posts myself...and I only read about 1 in 8 articles posted on here...
I suspect they can always beg, borrow, or steal money from somewhere for their slaughter, but there's one resurce they can't do without: soldiers. When the troops have had enough and won't join or fight, then it's over -- and that's what's been happening more and more. That's who really stopped the Vietnam war: the soldiers.

I'm going to be paraphrasing the words exchanged between Francis of Assisi and some state leader who knew each other and had normally been on amicable eough terms, no fighting anyway. It's about one time when one of the Franciscan brothers who Francis knew had to be innocent, but who was not then yet known by the state and was believed to be entering with the intent of committing some sort of coup act against the state; and the state reacted by having the Brother arrested, tied to a rope attached to a horse, and then the horse sent running around, brutalising the poor Brother.
When Francis learned of that he approached to get a good view of who this person being punished in this sometimes life-threatening way and close enough to then realise that it was his good-willed Brother, so he immediately went to the state leader to inquire as to why this punishment was being applied. The state leader explained the reason and Francis replied defending the Brother's innocence, saying that he certainly had no intentions of doing anything against the state, but was of good will, peaceful, ....
They knew each other well enough, but the state leader was evidently paranoid and asked Francis if he felt like overthrowing the state.
Francis simply and honestly replied that he would, if only he humanly could; just that he didn't have such capability. It seemed to sufficiently satisfy the state leader that he was in no danger, for he then had both Brothers released and allowed to go on their way.
Damn, I'd love to overthrow the White House, Pentagon, Congress, Senate, and operations side of the CIA, as well as Dept of State (Terrorist State), the NED, and so on; if only I had the human ability to do so.

I "beg" to differ about that; they're not in danger of running "out of critical funding", they're in danger of never gaining any critical thinking abilities of any noteworthiness. If they could only and truly think in well-honed critical terms, then we wouldn't have had these GWoT wars and many other and major Western crimes against humanity to begin with. In danger they are; of having abandoned their souls to the Evil one.
At this rate, wouldn't it have been more cost effective to simply buy the place? On the other hand, I guess there wouldn't have been much profit in that for our dear military industrial complex.

The Pentagon is in the business of maintaining war. Congress is an aggressive hedge fund manager making the decisions when to leverage the US economy and when to sell us short.
I agree with whoever said "let them run out of money." That's how we got out of that horror in Viet Nam. Just STOP funding this insanity. NOW
