John Bolton To Be Target of Citizen's Arrest at Hay Festival
John Bolton, the former US ambassador to the United Nations, faces a citizen's arrest when he addresses an audience at the Hay Festival in Wales this evening.
George Monbiot, the journalist and activist, is planning the action because he believes Mr Bolton is a "war criminal".
He said he was surprised that Mr Bolton would be allowed to "swim through the politest of polite soirees - which is of course Hay."
Mr Bolton, who was the American ambassador to the UN from August 2005 to January 2006, is due to talk at the Hay-on-Wye literary festival at 6.30pm on international relations.
Mr Monbiot, a columnist for The Guardian newspaper, plans to detain him as he steps off stage at the end of his talk. He said he was prepared to jump on stage and perform the citizen's arrest there if necessary.
He claimed Mr Bolton was "instrumental in preparing and initiating the Iraq war by disseminating false claims through the State Department" while he was under-secretary of state for arms control.
Mr Monbiot, who took part in a debate at Hay on Saturday entitled "Defeat: Why They Lost Iraq", has been a fierce critic of the decision to launch the 2003 invasion.
He said he had formally notified police of his intention of performing a citizen's arrest.
Mr Monbiot said: "This is the one opportunity we have, because he is mingling with the public, which doesn't happen very often."
He added: "I can't think of another case where someone who has been instrumental in planning the war has been exposed to the public, so I'm taking the opportunity.
"John Bolton was pushing for the Iraq war long before he became part of the administration."
Explaining his motivation for carrying out what will be a purely symbolic gesture, Mr Monbiot said: "Many people accept that the launching of the Iraq war was an international crime, but no one has yet been prepared to act on it by arresting one of the perpetrators."
Peter Florence, director of the Hay Festival, said Mr Monbiot's attempt at a citizen's arrest would be "completely unlawful".
He said: "The Hay Festival has sought the advice of both police and lawyers, and has been unequivocally assured that a citizen's arrest, or an attempt to instigate a citizen's arrest, would be completely unlawful in these circumstances.
"The Hay Festival remains committed to providing a platform for speakers from a diverse range of political and social backgrounds.
"However much we might take issue with a speaker's beliefs or opinions, we remain steadfast in our intention to provide them with a safe and free environment in which their views might be discussed with others.
"The Hay Festival encourages visitors to voice their opinions, but also requires that, in their expression, they respect both the law and the speaker."

I disagree with TurnofYourTeeVee -- this is a demonstration, that such an arrest would have any consequence for anybody other than Mr. Monibot is most unlikely.
The important thing with a demonstration is that it be heard -- and by announcing it, he has secured coverage.
I agree with ladybug on forcing hyenas like Bolton to swim to Guantanamo for permanent lock down, after we give it back to Castro.
Gee, I really wish that the people here who comment with wishes of violence, execution and desecration of the human body would go over to Little Green Footballs or similar nut houses (I'm being kind in assuming that they are not trolls from such places) -- Common Dreams doesn't deserve these kinds of comments.

If a citizen can not legally make an arrest at the Hay Festival then where would it be lawful? According to the Witkipedia a citizen arrest can be made in Englan, says nothing about where, only the circumstances.

I wouldn't put too much crediblity on Mr. Mobiot. He has done MUCH to help to promote hostility with Iran, going so far as to fabricate intelligence stating that Iran is constucting nuclear weapons. He has published many articles on the subject - ALL LIES.
He has also slammed the 9/11 'conspiracy theorists' and believes that the whole 9/11 event was arranged by Bin Laden via cell phone. I wouldn't be suprised if he thinks Saddam actually had WMDs and they are buried in the sand somewhere.
In short, he's an idiot.

The Lorax: I checked the topics of George Monbiot's Guardian columns back to May 2006. None of them concerns Iran. He writes about poverty and hunger, the environment, politics and other topics of interest to all who care about the state of the world, but NOT about Iran.
There are plenty of people spreading lies about Iran's so-called "intention" to develop nuclear weapons, but not Monbiot. Cheney, Bush, BOLTON, and other right-wing members of the Bush administration and Congress are the guilty parties. They are hoping to drum up public support for an attack before Bush leaves office. Let us pray the American people (AND some media) have wised up enough NOT to believe the lies a second time.
John Bolton 'too busy' to speak at Bristol after STW threatens protests

John Bolton, ex US Ambassador to United Nations and one of the architects of the neo-conservative agenda for pre-emptive wars across the world was due to speak in Bristol on May 29th on 'The United Nations' as part of the Bristol Festival Of Ideas. The organisers hadn't really grasped that on any level this was not a good Idea. Both before and during his term as US ambassador he was unremittingly hostile to the UN. He was forced to resign because of Senate opposition. Along with his support for the invasion and occupation of Iraq, Bolton had earlier this month called for attacks on Iran.
Bristol StW planned and publicised a major protest outside the event. We contacted sponsors of the festival asking them whether they were happy to be associated with a warmonger like Bolton. We set up an email campaign calling on our supporters to let the organisers and sponsors know what they thought of the decision to invite Bolton to speak. Within days the Festival organisers announced that Bolton was 'too busy' to come to Bristol. This despite the fact that he is free to speak at the Hay Festival the day before. Let's hope that the people of Hay On Wye find ways of letting him know he is equally unwelcome there.
Next time someone tells you that protesting against the war makes no difference, tell them about the time John Bolton was 'too busy' to speak in Bristol.

Good for George Monbiot. It is good he is publicizing this in advance. That way the audience will know what is happening and can lend their support. It will additionally help serve notice to the whole neo-con cabal. The Constitution says "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." Did Pelosi take the Constitution off the table as well? Look at habeas corpus, domestic spying, etc etc etc and the answer is ...... unfortunately ....... yes. Time for the people to get involved. John Bolton got a rude surprise today when George Monbiot, a columnist for the Guardian newspaper, tried to arrest the former Bush administration official after he finished a talk at a literary festival in Wales. Monbiot, who was stopped by security guards as he tried to make a citizen's arrest, defended his action:
This was a serious attempt to bring one of the perpetrators of the Iraq war to justice, for what is described under the Nuremberg Principles as an international crime," he said.
Apparently, festival organizers had investigated the matter beforehand and determined that the arrest would be unlawful. That makes sense to me, since Bolton isn't a British citizen and it's not at all clear that citizens arrests apply to matters of international law. Nor, in any case, has any relevant international body declared the war illegal. And why would Bolton specifically be culpable when he was never responsible for setting policy? It's also worth noting that both the British and U.S. governments consider the war legal.

Security guards blocked the path of columnist and activist George Monbiot, who tried to make the arrest as Mr Bolton left the stage.
The former ambassador - a key advisor to President George W Bush who argued strongly in favour of invading Iraq - had been giving a talk on international relations to more than 600 people at the literary festival.
Mr Monbiot was blocked by two heavily-built security guards at the end of the one-and-a-half hour appearance, before he could serve a "charge sheet" on him.
After being released by the guards the columnist - a fierce critic of the 2003 American-led invasion - made a dash through the rain-soaked tented village in a failed attempt to catch up with Mr Bolton.
A crowd of about 20 protestors, one dressed in a latex George Bush mask, chanted "war criminal" as Mr Bolton was ushered away.
Mr Monbiot said moments later he was "disappointed" that he had been blocked from making the citizen's arrest.
"This was a serious attempt to bring one of the perpetrators of the Iraq war to justice, for what is described under the Nuremberg Principles as an international crime," he said.
During Mr Bolton's talk, to a packed-out audience, Mr Monbiot had asked Mr Bolton what difference there was between him and a Nazi war criminal.
Mr Bolton said the war was legal, partly because Iraq had failed to comply with a key and binding UN resolution after the end of the Gulf War in 1991.
On the war's legality, he added: "This is not my personal opinion, this is the opinion of the entire legal apparatus of the US government."
A citizen's arrest can be carried out under certain circumstances by a member of the public, if they believe a person had carried out a crime, under the Serious and Organised Crime and Police Act 2005.
Earlier, festival director Peter Florence had said they had sought legal advice and been told carrying out such an arrest would be "completely unlawful" given the circumstances.
He said: ""The Hay Festival encourages visitors to voice their opinions, but also requires that, in their expression, they respect both the law and the speaker."
A spokesman for The Guardian, for which Mr Monbiot writes a regular column, said he was acting in a "personal capacity".
