US Environmental Official Admits White House Influenced Emissions Decision
A top official at the US Environmental Protection Agency confirmed that the agency denied strong carbon emissions limits proposed by California after the White House intervened, it emerged today.
But the official, who resigned from the agency earlier this month, told congressional investigators that he was instructed not to reveal whether George Bush or other White House officials played a personal role in the controversial blockage of California's pollution rules.
The EPA associate deputy administrator, 31-year-old Jason Burnett, told the oversight committee of the House of Representatives that agency chief Stephen Johnson was prepared to approve a waiver allowing California to set strong limits on greenhouse gas emissions.
Trained staff members at the EPA had unanimously advised Johnson that US clean air laws supported California's plan and that the Bush administration should support it.
Burnett agreed, according to an interview summary the oversight panel released today. He told Congress that "all EPA recommendations that I am aware of ... were either supporting granting the full waiver or granting partial waiver".
However, Johnson shifted from support for at least a partial waiver in the autumn of last year to a denial of California's request in December. The state would have required a 30% reduction in tailpipe emissions from cars by 2016, dealing a blow to auto industry profits.
When asked whether Johnson spoke with the White House before his position changed, Burnett said: "I believe the answer is yes." Bush aides also had "input into the rationale" for the December denial, according to Burnett.
California has sued the Bush administration to force an acceptance of its environmental standards, with 16 other states waiting in the wings to join in the new emissions limits.
During the investigation into EPA's denial - which marked the first time in 40 years that the agency blocked a rule approved by the state - congressional aides examined 27,000 pages of documents and took testimony from eight agency officials.
"Clearly the Bush administration at the highest levels killed the California waiver," one of the state's Democratic senators, Barbara Boxer, said in a statement.
"The people of California and the other states have a right to know how this indefensible decision happened, and we demand that EPA and the Bush White House turn over the documents we have asked for immediately."
An EPA spokesman shrugged off today's congressional report as a retread.
"Distraction-oriented, political tactics of the committee will not keep EPA from moving forward, tackling tough issues and putting into place the most health-protective standards ever," the spokesman told the Associated Press.

Show AllThe White House turn over documents? Now there's a joke. Anything with cheney's fingerprints on it are already shredded. Better impeach before these clowns are out of office and safely on South American ranches or deserted islands with Kenny-boy Lay. At least it would give us something good to watch on TV.
The most telling part of the article is the sentence : "an EPA spokesman shrugged off todays' congressional report as a retread..." This is the cavalier in-your-face attitude of the goons running our country now. It's a form of organized crime, and they now have the armed forces and police at their beck and call. Any protest is either violently squelched or shrugged off as irrelevant. It's pretty amazing to see 300 million people cowed by that gang of thugs.
Besides the fact outline in the article it also pisses me off that I have to read it from a paper in the UK. Has anyone out there seen it in any form of U.S. print or T.V.?
Another example of many showing that the USA is run by a bunch of wanna-be third world fascists.
Selling out the environment and humanity for the sake of a profit-from the bush White House? That's so hard to believe!
Would that they join Kenny Boy Lay - he's dead. Didn't survive long enough to enjoy his ill-gotten gains, oh the tragedy. We can only hope a similar fate awaits Bushco to a man and woman.
More of the same. As long as the American people tolerate this regime, this will continue.
"Would that they join Kenny Boy Lay - he's dead"
Are you sure of that? Maybe you saw on the news that he had had a heart attack and died, but that is not quite the same, is it?
Although I do believe that Elvis is dead.
From the article: "The state would have required a 30% reduction in tailpipe emissions from cars by 2016, dealing a blow to auto industry profits."
More weasel-words. Why would that deal a blow to auto-industry profits? You think they wouldn't charge you more for using less fuel? And it won't be merely US manufacturers, it would be everyone. ANd why wait another 8 years?
CJM - You have a valid point; I did bite on the MSM "news". Kenny-Boy may well be already waiting for Georgie-Boy in Paraguay (the once and apparently future Nazi refuge) as we type. He and Cheney are probably still making energy "policy".
The auto/energy industry has consistently bought out every engineering design for fuel efficient cars and engines, alternative fuel engines, you name it. Instead of running with the ideas, innovating, and thus making a bundle, they have elected to die with the old technology, and drag us all down with them. It seems to me big energy would have always been big energy, whether it was oil or wind or solar energy they were big on. They could have led the way into the new millenium. But our government-funded crony corporate capitalism is exceptionally short-sighted (witness the anticipation and gnashing of teeth over each HOURLY change in the stock market) and an incredibly stupid way to run a country. The American in the street has been duped into believing Capitalism = Democracy. It doesn't, and we're in this mess until the big bang. Whether it will be a stock market crash or precipitous sea level rise is the only remaining question.
Since 2003 all of the federal agencies have been turned into adminstrative machinations for George Bush and his political-financial contributors. This administration has dismantled almost every agency whose statuory role is enforcing laws not breaking them. The agencies were all too willing to go along with their caretakers. Not even NASA (Never A Straight Answer) was immune from their over reach.
In July of 2003 they (NASA) carefully crafted CFR-1275 (Investigation of Rsearch Misconduct) fearing the Bush Adminstration may not be around the next election; to protect themselves from massive exposure of scientific misconduct. The DoJ was looking into this, albeit dragging their feet until after the second (fake term was in place) and then dismissed everything. This CFR was codified and entered without comment in Ocotber of that year, and just after the inauguration G. Bush came out in a press briefing and announced a mission to the Moon and Mars. (This was a multi-billion reward to NASA and the military defense establishment for helping re-elect him to office a second term). Luky for you the public we recorded all of these fake agencies and their transaction(s) and connected the dots for coming generations. We thought it was really strange an anti-science illiterate came out in public to announce such a mission. Our Servers recorded most all of the transactions and time frames.

A chief feature of the totalitarian mindset is that every function of government and every aspect of civil society has to be polarly politicized.
Everything is intentionally framed by the powerholders to reflect an 'us versus them' way of seeing and acting. Truth is decreed to only be what the powerholders say it is. And the findings of science - being the most objective method humans have of ascertaining truth, have to be politically controlled with extra strictness.
Just a few decades ago, Americans use to laugh at countries like the Soviet Union and the People's Republic of China for operating on such primitive, fear-based principles. So it seems like a double historical irony that just when many long-standing totalitarian societies finally began moving away from their self-defeating principles, a gaggle of super-primitive goons led by Bush/Cheney/Rove, hyper-spouting the virtues of democracy as a calculated distraction, managed to draw America itself down into the same kind of raw human idiocy they pretended to decry elsewhere.
But the irony is only seeming. Just underneath its high gloss surface, the USA has for a long time been closer to becoming its own political opposite than most of its citizens ever cared to see or admit. Proof of this is the speed at which the transition to official tyranny has been made -and the appalling lack of public resistance to it.
