Penn State's Frightening Defense
Standing in the student section of Penn State's Beaver Stadium during football season always felt like witnessing a war unfold before your eyes. First the band would enter, marching in military-like formation and literally drumming up support from the crowd, while the cheerleaders would start up the most boastfully imposing chant in all of college sports: "We Are...Penn State." Then our four-star general, Coach Joe Paterno would run on the field flanked by his army of All-American linebackers and various other defensive backs, ends, and tackles because offense was always second to a strong defense in JoePa's book. Even as a student, during perhaps the bleakest years of an otherwise dominating half-century of college football, I knew Pennsylvania State University was just as likely to be called "Linebacker U" as Penn State.
Yet, upon recently returning to my alma mater four years after my graduation, I noticed that Beaver Stadium isn't the only building on campus where a strong defense is revered. Just down the street from my old college house is a nondescript industrial park that is home to The Institute for Non-Lethal Defense Technologies (INLDT)-one of the fastest-growing departments under the umbrella of Penn State's Applied Research Laboratories (ARL).
Despite the generic name, ARL is one of the U.S. Navy's top civilian research facilities, as well as Penn State's single largest research unit with well over 1,000 employees (including students). It was founded in 1945 to advance Navy technology in areas such as acoustics and vibration control, hydrodynamics, propulsors, torpedo defense, and other naval related paraphernalia. While this sort of research is still being conducted, there's little doubt that the focus has shifted to non-lethal weaponry.
'The Puke Ray'
One of the Institute's current projects is testing The Distributed Sound and Light Array Debilitator, a.k.a. the "puke ray," by those willing to call it what it is. The device purports to combine just the right sequence of disturbing sound decibels and light wavelengths as to render the victim dizzy and nauseous. The Department of Homeland Security, which invested $1 million for testing, hopes to see the device "in the hands of thousands of policemen, border agents and National Guardsmen" by 2010.
This explanation fits right in with the University's Homeland Security Initiative, which is administered by the Office of Military and Security Programs (OMSP). According to its website, OMSP's mission is to "position Penn State in the lead among academic institutions for military, homeland security and defense, and information operations research and technology development." And based on the Department of Defense's 2003 Research Development Technology and Expenditure (RDT&E) Top 100 list-in which Penn State ranked number 27 with a total of $149 million in RDT&E awards-the Initiative is getting the job done. Only two universities ranked higher on the list: Johns Hopkins and MIT-both pulling in more than $300 million.
OMSP also has a page dedicated to the "capabilities" Penn State has demonstrated with its large Department of Defense and DHS contracts. The list includes everything from "practices to optimize military recruiting efficiency"-something I observed first hand, while walking past an Air Force recruitment table set up on a busy campus mall-to "night vision technology to support weapon and sensor development," and, of course, "non-lethal technology initiatives."
Fentanyl: 80 Times Stronger than Morphine
When the Institute for Non-Lethal Defense Technologies opened in 1998 as part of a $42.5 million five year contract with the U.S. Marine Corps-making Penn State the first Marine Corps Research University-one of its first endeavors was to study the possible use of fentanyl, a sedative 80 times stronger than morphine. This raised some concern at the time because Russia had just used a fentanyl-based substance to subdue a theater full of Chechen rebels. The supposedly non-lethal gas killed over 100 hostages and hospitalized 200 others. Furthermore, the 1993 Chemical Weapons Convention prohibits signatories-such as the United States and Russia-from producing, stockpiling, and using chemical agents.
The convention does, however, make exceptions for certain controlled substances to be used as weapons or in the manufacture of weapons, based largely on the quantity that's considered commercially legitimate. Fentanyl could fall under this category, as it is a Schedule 2 drug and can be obtained for personal use via prescription. This makes the Defense Department's case for using fentanyl and other strong chemical agents in combat sound much more benign than it actually is-just ask the Chechens. It also doesn't hurt when an accredited university such as Penn State releases a study on incapacitating agents-as it did in 2000-that concluded their development is "both achievable and desirable."
While the media has backed up this finding with appealing headlines like, "Weapons that don't kill" or "Making war more humane," the Sunshine Project-a chemical and biological weapons monitoring group-has been a leading vocal opponent of non-lethal weapons, warning that their usage creates "a slippery slope" that will encourage other countries to follow suit and lead to the breakdown of international control measures already in place.
The typical DoD response to this argument has been that non-lethal weapons are intended for peacekeeping and humanitarian assistance or domestic law enforcement. This may be true on the surface, but the U.S. government has been known to use the illusion of good intentions to mask its more pressing agenda, that of preserving American hegemony abroad and maintaining the status quo at home.
Furthermore, when the Defense Department and its research labs say, "the need exists for effective and safe techniques that can deal with belligerent crowds and individuals who exploit innocent bystanders for concealment," they ignore the reason why that is so often the case. The military continually repeats its mantra that civilian casualties are regrettable but unavoidable. They blame the insurgents for living among civilians, forgetting that civilians often become insurgents when their families and homes have been destroyed.
This has become more and more the case with each successive war we fight. The percentage of deaths during war that are civilian has risen from 10% in World War I to 50% in World War II, 70% in Vietnam, and now nearly 90% in Afghanistan and Iraq. By no coincidence the last few wars mentioned are also the most unsuccessful and unpopular in American history. No wonder the military is seeking a means of coercion that creates less enemies and inspires fewer bleeding hearts to join the antiwar movement.
Taser Troubles
Even on the home front, the use of non-lethals poses a problem. Tasers are already being used by law-enforcement, despite the fact that they have been known to kill people. With more supposedly non-lethal weapons on the market-essentially offering police the excuse of an easy and less messy way to solve a problem-displays of first-amendment rights, including those made by peaceful protestors, will likely become less commonplace. Meanwhile, Orwell is surely rolling over in his grave.
There is still one major obstacle, however, preventing these weapons from being field ready and considering INLDT pulls in $120 million worth of research each year, it's not a lack of funding. Instead, it's the absence of human testing. But that appears to be where Penn State comes in. The Institute has already announced that it will be testing the effects of the "puke ray" sometime during the first half of 2008. Meanwhile, according to Wired.com's Danger Room blog, ARL is "pushing to get approval to conduct human testing at 130 decibels" to essentially test the effects of the "acoustic bazooka." Current safety standards preclude such testing.
All of this, not unsurprisingly, would be news to the forty-some-thousand students on campus. The Daily Collegian, for which I used to write, has focused most of its recent coverage on Pennsylvania's primary, which was expected to be a close contest in need of the student vote. Both candidates paid a visit to campus during the campaign, but neither addressed the incredible amount of talent and resources being funneled into the U.S. military by an academic institution that should be inspiring its scientific minds to solve potential sources of conflict, such as water and energy shortages due to climate change, rather than creating new ones. If anything, their presidencies would embolden the demand for such weaponry.
How to Deter War
Obama, who won the Penn State student vote, despite Clinton's overall Pennsylvania primary victory, has talked about increasing the defense budget-which is already greater than what the rest of the world spends on its militaries combined. He has also pledged to use diplomacy with Iran, while not ruling out the possibility of an attack. With polls showing the American public's uneasiness toward another war in the Middle East, perhaps non-lethal weapons would be just the incentive we need to support another invasion-no matter the reason.
This may only be conjecture now, with such weapons being several years away from actual use, but it still serves to show that the biggest deterrent to war and violence is not the creation of less lethal fighting instruments, but rather an ideology that questions the motives of those who say war and violence are needed in the first place. And what better place is there for such an ideology than in the classrooms and campuses of our country?
Unfortunately for the school that's staked its name on defense, the only people calling for change are fans of the football team. With Coach Paterno entering the final year of his contract, many see it as a chance for the university to move on, saying the 81-year-old's play-calling is predictable and out of fashion. Even so, Paterno scoffs at the idea of retirement and is seeking a contract extension. Whether or not that happens, it looks like Penn State will be committed to defense for quite some time.

Sorry to be so anal, but fast-typing misspellings is one thing; an obvious lack of understanding of something so elementary is another. It makes me wonder if you also understand just how much science is done (or funded) by the government and that, quite often, it is only government(s) that can afford pure research or, oh, I don't know, large super colliders or Hubbell telescopes.
I'm also a bit skeptical of your claim about every socialist, communist or fascist government turning violently on their own people, but since you conditioned it with "those that seized power", I'll have to let it go for now.

WYNDETYGRE: I hope the puppies bring you joy. There's no telling what one can find in the road, or during their daily walks of life. A friend of mine always wanted to go to Daytona for the madness of the racing. He invited me (I can't take the noise of all those motors!) and I declined. It was rainy and he thought he saw something in a puddle upon his arrival, nearly penniless. A wad of cash must have fallen from some biker's back pocket and the $200 plus dollars allowed my friend quite a time.
I knew another guy who was very down and took a walk in the rain, kicked a puddle and found a $10 dollar bill.
When I was a single Mom barely subsisting financially, I once found a lottery ticket and it won me $26. Another time I found an l8 k gold amulet, and being involved with a spiritual circle, right after I got a phone call from a Tarot reader friend in Wisconsin who asked me WHAT I FOUND? She wanted the amulet and offered me the exact amount of money I needed to pay my rent that month!
We should never allow ourselves to be limited by our apparent conditions. Miracles abound, but our earthbound rationals limit our capacity to recognize them as such.

Some in this forum are geniuses with economics, some know more history than I have forgotten; some keep up on all the political details... each of us brings a different 'talent' into this pool, and that's the beauty of it. In microcosm it signifies the HIGH calling of Aquarius, the synergistic 11th zodiac sign that brings into fruition the metaphysical axiom, that "when 2 or more of you ask together in My (life/Creator/Love) name, then shall it be." This incredibly painful phase that humanity is moving through is the final laboring thrusts of the transition from Pisces--the sign of martyrs and crucifixion--to Aquarius, that of friendship, that which honors differences, that which lays beyond the limiting rings of Saturn and its onus to create hierarchical societies where populations are FORCED to cleave to narrow laws and adapt to conformist behaviors. Those that need rules because they can't trust the PRESENCE of HOLY SPIRIT in their hearts to guide them may be left behind... then the rest of us might rise in CONSCIOUSNESS to build a global community based on ideals of fellowship, rather than celebrate the most rabid survival of the fittest justifications for the economic, political and militaristic massacre of entire populations. Enter THE TRANSITION!
While the articles and commentary focussed on only one such institute of higher education's involvement in the military industrial research there are a myriad of such involvements.
I find it both chilling and ironic to think that so many of those who posted vehement opposition to such research and development will, without a seconds hesitation, vote for a candidate who will continue this system , who has already accepted vast sums of monies from this industry and who is tied fast to a policy of continuing the status quo. Not a oneof the three major candidates is free of the taint of such ties, not a one! Yet all you folks who find this news so abhorrent will vote unhesitatingly for either Senator, Clinton or Obama...I assume there are no McCain adherents among us. So how is this helpful?

Amazing how ignorant we are of our own 'Back Yards'. So many people I know graduated from State, Paterno is Legend, and here me totally in the dark with the mushrooms abundant in another area not far from Philly. I am as uninformed as the next, no one has ever spoken to me of this, I have yet to read a damn thing about it in my life. I have not so simply stated, stupid.
My last daughter has decided on playing semi-pro Ice hockey with a team coached by Keith Primeau, I was angered her choice of not going directly into college, lifes experience has taught me that 98% of the time if you hold off with higher education, the norm is you Will never go. She is 18 therefore the youngest player but the endorsements will be phenominal. People ask 'Why not both?', simply she will play 180 games/year and time constraints prevent it. If she gets broken more than she already has been then what, I ask?

Siouxrose, I always love your posts. Your come from a place of Peace that is profound. Tonight I was having a discussion with some friends at the beach in So. Cal., talking about the meaning of peace: it is that state of consciousness in which there is no lack, no competition and no resistence to what is. It does not mean there is no conflict; it means that even the conflict becomes a part of peace. By embracing what is instead of fighting it, it loses its power to destroy and harm. In an infinite universe of the eternal NOW, I AM THAT, I AM. There is nothing else.

My grandmother had pray for peace on the envelope of every letter she ever sent. As an agnostic who loved her I took it with a jovial attitude and a great deal of scepticism.
She came from Germany in 1929 to the US. The hardships she faced in her place of birth and here are unimaginable to me.
Later I grew into a sort of backsliding American Bhuddism. I practiced meditation for 34 years on and off. At one point I achieved a profound silence that was Peace Love and Understanding.
Now I find myself without faith hope or understanding.
I am an older person who has been discarded and left to die by the corporate system we live in.
Daily I face the shrinking of my possessions. My strength and health are lessening.
Recently someone dropped off a basket of six puppies on the dirt road I live on.
Fool that I am I took two of them to care for.
The love and joy that they bring to me has changed my spirit very much for the better.
As has your comment on this forum.

The use of sound waves can be VERY dangerous and disorienting. I wonder what the technology would do to pregnant women or the aged? I always felt the military was using some of these bender waves on sea life when lots of dolphin or whales suddenly wash up somewhere. Anyone who's ever gone diving or even snorkeling in a quiet place can FEEL the reverberations through the water, and it's intensified greatly.
We humans know little about wave energy, the invisible energetics that surround, animate and direct matter. Playing with these "toys" runs parallel with playing with genetic patterning, or DNA sequences. Consider who's making the rules and implementing them. Have we ever witnessed a time in our written history where moral values have entered an equivalent sewer in their abject disrespect for life just when technology was at its peak? Adding to this trifecta is the role of $ aggregating into smaller and smaller spheres of influence.
While taking a drive today, my heart opened wide from time spent watching my 2 year old Grandson behold the natural world and show wonder in the face of its myriad miracles, why someone like Cheney would advocate for yet more war? I asked myself where does such rage and hatred for human beings come from? And the answer that came to me was almost the story of the fallen angel, the Luciferic need to challenge God/Creator because these people, so bloated on temporal power are very very angry that they cannot achieve immortality. It is about that, it is a feud with the Light, with Creative forces... they can't sustain life indefinitely, so their claim to power is to condemn as many as they can get away with, to death. They confuse the flesh with the eternal life of the spirit and are making a hell for a great many.
This may seem lofty but given the FACT our three branches of government all seem to be disabled at once, and our press is nakedly working for war and destruction... what if lots of people just WENT TO peace. I mean sat in gardens, purposely acted with cooperation towards others, IDENTIFIED with LOVE as much as possible... perhaps if thousands could do this, we could shift the invisible frequencies that have a lot to do with the externalized playout of recurrent themes on the manifest/earth plane. This is the metaphysical equivalent of changing the consensual "channel." It is possible...

The development of non-lethal weapons is of utmost importance to our current administration and those that empower them. The use against insurgents and real or make believe enemies will likely provide enough funding for further research and development. This is not new, it is just part of the plan.
September 11 aftermath brought about a change in the rights of American citizens. Congress passed the Patriot Act, that is 342 pages long containing 150 sections without reading it. Congressional members that were against the act were subjected to threats, with some receiving letters with white powder in them.
Protesting now a crime if the participants are labeled terrorists.
Prisons, if not already, will outnumber schools.
Mass media has been consolidated and owned by a few corporate entities.
Katrina gave us a glimpse of how American citizens are regarded by our elected officials. Armed security contractors nervously watching the victims of Katrina sheltered in a stadium prepared to use lethal force to ensure order. It is interesting how the security contractors arrived well before the essential supplies of food an water. The same security contractors were patrolling neighborhoods disarming citizens and denying their right to protect themselves.
There are currently numerous bills poised to take away your right to keep and bear arms. There are also bills aimed at ammunition, its sale, distribution and ownership. It is funny how they have quietly moved from gun control to controlling the ammunition. Those that are involved in the disarming of American citizens do this under the guise of liberal rhetoric, but if you allow yourself to see the big picture, you will see those in power attempting to weaken the very enemy they fear the most.
People on this planet consume without consideration of resources. Already the numbers of people has exceeded this planets carrying capacity (we have exceeded our ability to produce provide basic necessities of food (rice) and water), but not enough of us are willing to stop procreating.
Those in power have the census data, they do the math and run the models and they see a future that will be difficult to maintain their current level of power and control. Food riots, clean water and fuel shortages will bring about grassroots movement that could undermine their control...

I am a Penn State alum and lived in State College for many years. We Americans live in such a fantasyland fiction: the distance between what our government and our public institutions are actually doing - with our tax money and without our explicit assent - is growing ever large versus the national mythology we have been taught from an early age. This is nowhere more true in a place like Happy Valley.
The day of reckoning is drawing near, when it's going to be impossible to hide what is really going on. As Frank Zappa once said:

Just Thursday a client of mine (a Penn state Professor in Science)made a comment concerning the Ron Paul sticker on my truck ,which has been there for about a year now.
Her comment was
" He doesn't want to spend any money on science.What will you do if your kid gets cancer?"
After explaining that my mother died of cancer in 1999 her reply was well it's different if its your kid.
I went on to explain how in every case in history that a socialist, communist or fascist state seized power it was with the promise that we(the government ) can solve all your problems and in every case those said governments turned violently on there own people.
I've lived near State College all my life and have heard many examples of advanced weapons being designed here.
Just last year when there nuclear reactor leaked some coolant off into the storm sewer hardly a word was mentioned.
Nothing to see here folks move along please.
I guess my point is as long as people keep on telling themselves that there work is for the "progress" of man without questioning the actual results of there research we'll all get to keep on funding the enslavement of both ourselves and future generations.

Dennis Kucinich is right about creating a cabinet-level Dept. of Peace. His bill, HR808, has about 70 co-sponsors. It has part of the dept. focusing on foreign diplomacy and the other part focusing on teaching nonviolent conflict resolution, gang intervention, and domestic violence prevention to Americans. It will change our culture from its historic violence to peacefulness and a sense of real community.
As Dennis says frequently, if you can see the Dept of Peace in existence and functioning, it WILL happen. Visualizing what you want is very, very powerful.
It is ahistorical to say that it will "never happen." Human societies are dynamic, and ours has already reached a critical crisis. This is when major change happens, so it is up to us to educate others.
The main barrier to the creation of the Dept. of Peace is that, despite many cities' having passed resolutions for it, most people have never heard of it. Once they do and understand it, people are for it. So let's get out an tell everybody we know, because the MSM is hiding it.

Dennis Kucinich was right. We need to reject war as an instrument of foreign policy and we need a Department of Peace to foster nonviolent conflict resolution, peace and understanding with those who have been labeled our "enemies." Unfortunately, that will never happen in this country.
The masters of war continue to find new ways to make money from human suffering. The only good thing about all of this is that it brings our rapidly declining empire even closer to its inevitable end.

Last night, during a profound meditation I came to consider the part that evil plays in this world, and what I fear is coming with our Govt and their intentions regarding Iran. In my intense, tear filled moments reviewing the possibilities that might come from military action, I asked as ardently and fervently as I possibly could for the masters of this galaxy to intervene. I pleaded and beseeched on behalf of the Iranian people, that they not suffer because of bush and cheney.
May the prayer I offered up be taken as a chorus by millions of voices, praying for peace, praying for non-violence, praying for a day in which we, one and the all, tolerate our differences, celebrate our uniqueness, and accept that each souls romance with God is our own, our personal journey back to Unconditional Love.
For this we are born.
