'A New Phase in the Arms Race is Unfolding' Says Putin
MOSCOW - Vladimir Putin has used one of the last major speeches of his presidency to deliver a defiant message to the West, accusing it of unleashing a new arms race that left Moscow no choice but to retaliate in kind. Less than a month before presidential elections that his hand-picked successor is almost certain to win, the speech removed any lingering doubts that Russian foreign policy might become less aggressive after Mr Putin steps down.
"It's clear that a new arms race is unfolding in the world," said Mr Putin, one that Russia did not start. And he vowed that Russia would respond to the threats by developing newer and more modern weapons that were as good as if not better than those possessed by Western countries. "We are being forced into retaliating ... Russia has and always will have the answers to these challenges," he said.
The speech in which he also condemned Nato expansion came as defence chiefs of the 26-nation alliance, increasingly alarmed by Russia's flexing of its military muscles, met in Vilnius, the Lithuanian capital, and urged Moscow to tone down its rhetoric.
Russian bomber patrols have recently been made over the Atlantic, Pacific and Arctic oceans and approached close to the borders of Nato airspace. Two Russian Tupolev-95 aircraft strayed south from their routine patrol pattern off the Norwegian coast and headed towards Scotland last September.
In the most recent incident, two long-range "Blackjack" bombers flew to the Bay of Biscay off France and Spain to test-launch missiles. The Russians have also hinted they want to re-establish a naval presence in the Mediterranean, probably using Syrian ports. The strategy is designed to heighten the visibility of Russia's military might but the sabre-rattling has alarmed Western countries and fuelled talk of a new Cold War.
Mr Putin went into overdrive yesterday, painting Russia as the victim of Western aggression and expansion, and promised a Russian response. He said Western countries spent far more on defence than Russia, and also returned to a theme he has raised many times before - that of Nato enlargement towards Russian borders. "We pulled out of bases in Cuba and Vietnam," he said. "And what did we get? New American bases in Bulgaria and Romania."
He also complained about US plans to build elements of a missile defence system in Poland and the Czech Republic. "They try to persuade us that all these actions are not aimed against Russia," he said, "but they have no constructive answers to our well-founded concerns."
Russia has previously threatened to deploy nuclear missiles in its Baltic exclave of Kaliningrad if the US goes ahead with its plans. Russia's annual defence spending has quadrupled since Mr Putin came to power and the Kremlin has announced a £100bn programme to modernise ageing military hardware.
Symbolically ominous changes are under way too: Russia recently announced that vast parades in Red Square to showcase the nation's military strength are to be revived this year for the first time since the collapse of the Soviet Union. Mr Putin also accused unnamed foreign countries of cynically trying to gain unfair access to Russia's natural resources. "Many conflicts, foreign policy acts and diplomatic démarches smell of oil and gas," he said. "This is the context in which we understand the growing interest towards Russia." He said the sovereignty of certain countries had been completely destroyed under slogans of freedom and democracy.
The speech was broadcast live on Russian television. Mr Putin was addressing the State Council, an influential gathering of the country's elite, including Dmitry Medvedev, the man virtually guaranteed to be Russia's next president. Also present was the Chelsea owner, Roman Abramovich, Russia's richest man, attending in his capacity as governor of Russia's Chukotka region.
Mr Putin has consistently portrayed Western attempts to foster democracy in Russia as nefarious intentions. Last month, he told the security services to beware of foreign meddling in the upcoming presidential elections, and earlier this week the Organisation for Security and Co-operation in Europe announced it would not monitor the election because of an unco-operative attitude from Russian officials.
Yesterday's bellicose remarks came at the end of a speech devoted to outlining achievements during his eight years in office and setting out a blueprint of Russia's development to 2020. He rattled off economic and social achievements over
the past eight years, boasting that Russians were now immeasurably better off than eight years ago, and laid out a development strategy to improve incomes, life expectancy, and quality of life for Russians by 2020.
Bizarrely, Mr Putin made no reference in his speech to the fact that the presidency will soon be changing hands, and spoke repeatedly of what "we" need to do.
Mr Medvedev, who is virtually certain to win the elections on 2 March, has asked Mr Putin to stay on as prime minister.

Show AllMake no mistake, U.S. actions courtesy of the Bush Administration beginning with the unilateral pullout following 9/11 (9/11 was so tragic yet so timely to give cover for many things that were going to be done anyway by the cabal in Washington) have caused other nations to sit up and take notice, not to mention protecting themselves at the same time. NATO urging Russia to calm down while at the same time NATO is continuing to engage and incorporate former Soviet Union satellites in Russia's backyard is laughable. The current U.S. Defence budget is almost half of what the entire world spends on defence; this does NOT include the funding for Iraq and Afghanistan.
The world will be a far more dangerous place than it needed to be...all courtesy of Mr. Bush.

Psst! It's all about the energy. The neocons know petroleum has been in decline since May 2005. Did you hear Bush grovelling to the Saudis to "increase production, if you can" on his recent trip? When did "if you can" become part of the vocabulary of oil?
We've been told our way of life is "not negotiable." This means a constant state of war for energy resources, masked as a war on terror.
And don't expect Billary or Obama to be much different in that regard. We have a choice between the corporate party that is openly belligerent, and the corporate party that masks agression with a smiley green face. Either one will be forced to use their full force to pursue the last remaining drops of oil.
People used to say, "Follow the money!" On the down slope of Hubbert's curve, you'd best "follow the oil" if you want to understand what's going on.
I don't advise messing with the "bear". Putin would be the most potent advisary the U.S. has EVER confronted. He's smart, well connected, murderous (ex KGB head) and doesn't tolerate threats of any kind to Russia. Further, he is not corrupt and cannot be bought. And his own people love him (70% approval rating) and he would have no problem getting the Russian people behind anything he did to protect their country. Putin has every reason to be outraged at what the U.S. and NATO are doing in Russia's backyard. Wonder if Castro would let Russia put a base in Cuba. That could be a lot of fun! Kind of a couter weight to missles in Poland.
I believe that this is a "red flag" event being evolved by Bush. Be afraid. Be VERY afraid.

Russia is in a complete state or turmoil with Putin at the helm. Make no mistake about this. The Russians are a most wonderful people with massive resources and an endurance second to none. Unfortunately, there is a rush to Russian nationalism and a dreadful disregard for minorities like the Chechnyans. Russia covets the Ukraine in particular.
Alexander Putin is a mass murderer and outright criminal. Smarter than Bush and his crew yes, but very, very bad for the cry of Liberty Freedom and Equality! He is so bad, he is almost a clone of Stalin himself. He is a coward, a criminal and a thief who rules through absolute fear and massive corruption. He just may have the sense to bow out; a very wealthy man indeed, and he has demonstrable intelligence as has Ahmedinijad in Iran. The latter is not a bad evil man. Putin is so. He is a danger to this world and though he is right and correct to stand up against NATO the most devilish entity since the Second world war as it evolves, he is deserving of nothing but utter contempt. He and his ilk are spiritually deformed and forever condemned. I ask those who wish to understand to examine the scenario in Chechnya.
To those who wish to know read 'Anna Polotkovskya', that heroine of journalism and bane of the Kremlin. The European Unions leaders, following the Bush shower, rescinded any protest about Chechnya (Fallujhya was to follow) because it was a War against that abstract noun and was no more serious than the International Criminal Court or the Red Cross or the UN or The European Commissions investigations into extraordinary renditions. It has become a show. There are more international terrorists living freely in the USA than competent investigators can count. Cubans in Miami and US/Israeli mercenaries worldwide in Africa, Asia, and South America. "You're either with us or against us" Give us a break for the love of Allah!

Well let's see. What mighty superpowers has the US bullied into submission in the past few decades? Vietnam, Grenada, Panama, Nicaragua, Iraq, Afghanistan... some heavy hitters there. Well, well, well, what else is new? Remember 'The Project For A New American Century'? 'Five-deferrment Cheney' who wouldn't put two years in the U.S. Army ( in peace-time, mind you! ) for the country he's made so much money in. And his secretive energy meetings. Most of you know the story. And the other signers and participants of that 'infamous doctrine' that Wolfowitz, Pearl, and the rest of the swine put together as the Soviet Union was 'crumbling' from the ever unpopular communist system. They thought it was time to take over the world, and increased our insatiable Armed Forces budget, and began building more bases in order to surround Russia, and China. Both countries know it.
When the German 'superman' marched across Europe and occupied 10 or 12 countries within a year and a half, people thought they really were invincible. Hitler's hubris was his supreme arrogance thinking he could destroy Mother Russia as well. Of course, like JAN STEINMAN knows, getting the oil and gas in Central Asia was high on Germany's list, and the Soviet Union was in the way. Besides hating labor unions, free-thinkers, Christians, Jews, gypsys, Masons, communists, socialists, anarchists, 7th Day Adventists, mentally and physically disabled Germans ( "no free-ride in the Third Rich, if you can't work, will euthanize you, no matter how Aryan you are." ), he hated "Slavs" as well. The Battle of Stalingrad was the turning point for the Whermacht, and 750,000 Soviets lost their lives defending the city, and out of 500,000 German soldiers in that battle, over 400,000 were either killed or wounded. General Von Paulis radioed back to Berlin and informed the Fuher of the situation and he basically told the General to "stay the course" until the last bullet is fired and the last Germany is sent to 'Valhalla." ( I think that's how you spell it. ) Coming from a land of thinkers, engineers, and scientists, Von Paulis wanted to save the remaining 90,000 or so troops and tied a bed sheet to a pole and waved it in front of the Ruskies. After the war, only 6,000 were sent back to Germany. When the Red Army pushed forward, they didn't stop until they got to Berlin. Of course it was an allied effort that shortened the "Thousand Year Reich" by 988 years, but the Red Army did inflict the most casualties in that theater of operations. And what did we do after May of 1945? We turned on Russia and Stalin ( who was no angel-but neither is Bush) and made them the official enemy, and brought thousands of Germans, many from the SS, over here and they worked for us. The Russians haven't forgotten.
Between Boris Yeltsin, and the George Soros crowd of money manipulators and privatizers, Russia was left in a bad way while a few characters became billionaires and multi-millionaires and the general population suffered and was humiliated by the west. Things actually got better under Putin and he restored National pride and the standard of living, but, now has to put so much money and resources into military programs instead of social programs because of the United States. America aside, the European people actually like getting along with Russia, but we are bullying NATO to do our dirty work.

Gettin' serious again. German companies are doing quite well in Russia and Angela Merkel is unhappy about it because W. told her Putin is a naughty boy. She reprimands the business community and they tell her in polite terms to get lost. Europeans old enough to remember living through WW2 don't want a repeat performance. They have got to stand up to the American bully, once and for all.

When the cold war ended with the collapse of the CCCP, the world was jubilant! Peace at last! We could beat our swords into plowshares and the world could finally advance.
The war and arms industry was devastated. What? Make refrigerators and stoves? They last for years. Guns, gas, bombs and bullets, now there is a profit. Use once and you have to buy a new one! Over and over. Of course, with no war, no mass market.
Well, the neocons and their minions, both here and abroad took care of that, didn't they. Now we not only have reignited the cold war, but triggered another nuclear arms race and Big War makes Big Billions. We can forget the refrigerators and the plowshares.

This line reveals the Vietnam war as something that destroyed human dignity above all else. It was not about a principle or democracy or any of the other slogan of the time but about human beings treating other human beings as if they were less than human. When did the cold war end?
One gets the impression that Russia was seen as the big bad wolf long after the Pentagon knew that it was bankrupt and had no money left for fancy weapons.
The rise of Putin and his ilk in Russia is the result of the West not taking advantage of the historic opportunity to properly aid the country's stumble out of communism. A quick review of news articles from the early 90's has many leaders warning that if sufficient aid is not sent to the former Soviet Union, the region would lurch backwards and become an opponent to the West. This has happened in Russia.
I wonder what Putin was doing before he became President of Russia. Didn't he used to work for the KGB (like the American CIA) before he became President?
Well, we have managed to bring together in amity a number of previous disputants. China and Russia have signed a mutual defense pact in case we attack either one of them, and I think Iran is getting on the bandwagon. I wonder if North Korea will join?

Bush enflames the rhetoric about any nation that threatens the OPEC-US oil hegemony. Since Iran and Venezuela advocate ditching the Petrodollar for the PetroEuro (a move that would lead to the collapse of the US dollar with runaway inflation), Putin's cozying up to these energy partners is a huge problem for the US.
Russia currently denominates half its energy transactions in PetroEuros, and half is Petrodollars. Putin knows full well the new bases and weapons are aimed at anyone who defies the OPEC-US vision of energy markets -- such as a certain guy named Saddam Hussein.
Putin is in a position to punish us severely. If he rallies China, Iran, and Venezuela to ditch the OPEC Petrodollar standard and embrace the PetroEuro -- the entire US economy is going to go through a MAJOR adjustment.
Anyone interested in true alternative energy and energy independence for the US should cheer Putin on, and in that context Bush's and NATO aggression is fanning the flames. If we have an unsustainable economy, let's pay the piper now and get on with it. I don't care about the Big Oil barons and the New England aristocrats that are banking on the status quo. They've assumed an unacceptable risk, and it's time to feel the downside to the risk.
