A Nuclear-Free Mirage
The Middle East cannot be freed from weapons of mass destruction unless the US turns the spotlight on Israel
As Mohamed ElBaradei, head of the International Atomic Energy Agency, finalizes his report on Iran's nuclear program, the Iranian foreign minister, Manouchehr Mottaki, has been promoting the "historic idea" of a Middle East free from weapons of mass destruction. This overlaps with a goal adopted by the UN security council back in 1991 when resolution 687 talked about "the establishment of a nuclear-weapons-free zone in the region of the Middle East".
The resolution, approved after the expulsion of Iraqi troops from Kuwait, had eight paragraphs dealing with Iraq's programs in biological, chemical, and nuclear arms, and made clear that sanctions were to be lifted if, and only if, the International Atomic Energy Agency (IAEA) and other UN inspectors had given Iraq a clean bill of health regarding its WMD activities.
Paragraph 14 notes "that the actions under paragraphs 8-13 of this resolution represent steps towards the goal of establishing in the Middle East a zone free from weapons of mass destruction and all missiles for their delivery and the objective of a global ban on chemical weapons".
However, there is a subtle but important difference between a WMD-free Middle East and the establishment of a WMD-free zone "in" the Middle East as set out in resolution 687. The resolution does not attempt to define the zone (at least, not beyond Iraq) and the word "in" suggests such a zone might not apply to the whole of the Middle East.
Presumably this omission was not accidental, though the idea of a WMD-free zone covering only parts of the region makes no sense. The objective of a Middle East free of WMDs can be achieved only if Israel is also declared free of them by IAEA and other UN inspectors.
In defiance of the security council resolution 487 of June 1981, Israel has not placed its nuclear facilities, whether civilian or military, under IAEA safeguards.
Indeed, while it is an open secret that Israel's nuclear facility at Dimona started producing atom bombs in 1968, and that it has built up an arsenal of some 200 nuclear bombs, it has not officially acknowledged the existence of such activity.
Moreover, Israel has ongoing biological and chemical weapons programs. The Israeli Institute for Biological Research (IIRB) at Nes Ziona, south of Tel Aviv, established in 1952, is the Israeli military and intelligence community's front organization for developing, testing and producing biological and chemical weapons. Access to Nes Ziona is denied even to the members of the Israeli parliament's foreign affairs and defence committees concerned about the health risks to the residents of the area.
The US Office of Technology Assessment for Congress reported in 1993 that Israel had "undeclared offensive chemical warfare capabilities" and was 'generally reported as having an undeclared offensive biological weapons program.' In that year the Israeli government acknowledged that Marcus Klinberg, deputy head of the IIRB, was given 20 years sentence in solitary confinement in 1983 for leaking information on Israel's biological weapons program to the Soviet Union. In 1998, despite the protest by Nes Ziona's residents, the government extended the IIRB site by a further 41 acres.
Unless Washington takes a lead on turning the spotlight on Israel's WMD, the idea of the WMD-free Middle East will remain empty rhetoric.

Show AllIt is very unlikely Bush, Cheney, Liberman etc, are going to read and then ponder yours or Paul M. Smith"s "right on" opinions ELMYSTERIO.
That is never going to happen. The Politicians in Washington DC are very afraid of the extremists that rule the State of Israel today. Besides, it is AIPAC that decides on foreign policy towards Israel. Whoever strays from the AIPAC path will be forcefully eliminated from the political scene.
Yesterday's eclipse-related tornado outbreak shows us that our facilities to "safely store" weapons are hardly that. Earth Mother is beginning to kick up storms of greater frequency and intensity. Whether the wrath drawn from all the imbalances her ecological kingdoms are up against manifests as quakes, tornadoes, tsunamis, hurricanes, floods or fires... the net result is FEW zones are truly safe these days. The Buddhists teach the wisdom that human life is precious due to its impermanent nature. If we all lived each day as if it was the gift (as intended) we would probably not be faced with decisions of what to do with weapons never meant to be toyed with. The Pandora's Box long opened hardly guarantees any safe way to manage what's been let loose... it's barely under wraps now.
No other nation on earth is under constant and unrelenting threat of being wiped off the face of the earth. Israel of all nations on earth has nuclear weapons entirely as a last resort defense. Take a look at a map and see it's situation amongst openly hostile neighbors all of which have advocated destroying the country and every man, woman, and child (Jewish) in it. Under the circumstances it is absurd to compare Israel to Iran, Pakistan, Iraq, or any other nation on earth with nuclear aspirations.

Stonetool: Give me a break. Israel is a terrorist state. It's the only country in the Middle East to regularly attack it's neighbours. There is NO Danger of Israel being destroyed. The reason why they have so many 'enemies' is because of the racist nature of the Jewish state. When are you pro-Israel people going to start acknowledging the truth about Israel...

Thankyou, elymsterio, for calling a spade a spade. Expect, though to be slammed by Zionist elements, or Jewish elements ignorant of the illegal inhumane anti-social activities of the 'chosen people', as anti-Semitic. It's a favorite tool to stifle dissent, or to change the subject away from the fact terrorist activities, such as bombings that killed innocent bystanders, originated with the Isrealis, false flag operations have become a specialty by them, or world domination is their pre-eminent goal. The Ireali equivalent to our CIA (Mossad) has as its motto, "By way of deception we will wage war". What kind of honorable people would want to be associated with such a devious concept? The truly sad part is it denegrates those of the Jewish faith who are truly sublime, and there are many, in fact probably the majority.
What Isreal faces is the same thing current in America. The will of the majority has been usurped by a small cabal of dangerous, greedy, power mad, criminal elites who have no sense of fair play, conscience, or world peace. The world will only be safe when this group of mad dogs are put down, or chained up, for good, and I'm not speaking about people of the Jewish faith here.
Excuse me, but apparently my understanding of history (or maybe how a war is started) must be seriously flawed.
I understand that the Israelis invaded Lebanon. The firing of Katyusha rockets at Kibbutzes by Hamas might be viewed as an act of war by some people, but those acts cannot be laid at the feet of the Lebanese government. I'll give you Lebanon, but can anyone tell me just which war - 1948, 1953, 1967, 1973 was started by Israel and how?
Everyone has nukes entirely as a 'last resort defense'. No country would ever use them as 'first line of defense' (with one notable-exception -- but not a ME-country). Since Israel has chosen a 'last line defense', I think it is incumbent on Western-power to equally-arm ALL ME-countries...so they can enjoy the same benefits of M.A.D. that their northern-neighbors did for so-long.
[Or, perhaps even-easier/cheaper for the UN to disarm Israel, since it's the sole-offender in the overall-area?]
Didn't Saddam have his troops fire missiles into Isreal's territory during the first Gulf War?
well the war of 1948 for starters the murderous, terror expulsion of 6or700,000 people off the land by the newly poweralfull zionist terror groups
Methinks I am going to be in the minority here.
I do not condone the violence any country or group carries out in the name of peace. Neither do I support violence as an instrument of policy for any government. However, I am not yet convinced that the Israel will exist as a country without help from bigger allies.
The root cause appears to be the allegiance of the majority of the population in the region to one mythical being at the expense of everyone else.
I would take Dilip Hiro's subtitle, "The Middle East cannot be freed from weapons of mass destruction unless the US turns the spotlight on Israel" and change it to "The Middle East cannot be freed from weapons of mass destruction." The moment Israel disappears, if ever, the Arab leaders will begin to turn on each other, with the Iranians and possibly the Turks jumping in.
Stonetool; Are you in favor of a homeland for the Palestinians, the creation of a viable state to exist next to Israel? If not, what do you feel needs to happen?
thanks, mike.

They are soooooooo ready to use those nukes... ya know so that Armageddon will happen and the chosen people can then accept Jebus into their lives, fulfilling some wacko self-destructive Xtian prophecy.
The link that Twister22 provided, and thanks for that, shows the true enemy that we should all be worried about.
These rabid, sick, religious extremists, who have taken over the u.s. government, with their brain dead cultist beliefs, in the ridiculous prophecies, (fairy tales), from a book that has been rewritten, and rewritten over the centuries, by mere mortals, so they can control with fear. If you christians want armageddon so bad, get your asses over there and get the goddamn thing over with.
Christians, are over 200,000,000 strong in the u.s., and the only reaction we get, over the genocidal slaughter of over 1,000,000 innocent men, woman and CHILDREN, is silence, as they cower like gutless cowards, afraid to denounce their sick leaders like Hagee and his ilk.
You talk of love, and thou shalt not kill, but all you show, is your silent hypocrisy.
Shame on the lot of you. This is sick, beyond words.
If you really believe in what you preach, get a backbone, and stand up and show it.

Is there more to the Buddhist "message" than "wrath" for being immoral due to our "unintended" use of the gift of life?
Not trying to be snide...looking for context and symbolism for that context; are not the forces of extreme weather the same forces we use when acting "as intended"?
Is not the main Buddhist message one of mindfulness in the "as is" as opposed to making nirvana the forever strived for promised land tainting so many Christian movements?
I wouldn't be bothering with any of this: I would rather be a good worker bee in meadow gathering pollen, however - with the disbursement of "depleted" uranium into the atmosphere and ground water as part of daily commerce, with Toney Early, CEO of DTE Energy, stating "spent" uranium rods are a "tradable commodity", from my vantage point we are not even "barely wrapped".
So, isn't the recognition and apprenticeship for re-manifesting mindfulness the culturing we could use for increased harmony and greater expression of our "intended gifts", a cultured state where Neo-Cons would not thrive on the energy of fearing the enemy image behind every curtain and corner, and a place where Progressives can transcend the fear of loss of freedom and soften the rigidity of self-righteousness? Any symbols or context for this?
terryb:
What are the words? At this point I would agree we are "sick beyond words", but do we not "need" to develop the words?
It's a sticky situation, but if someone is already gutless and cowering how does shouting shame at them invite them to act and confront their greatest perceived fears as opposed to curling up in a toothless sugar coated fairy tale?
I say toothless fairy tale because fairy tales and mythological stories are not merely lies as common usage has rendered them, on the other hand tales and myth are how we intellectually organize the chaotic forces of the universe - there is not a single society that has failed to develop fairy tales and myths.
The West's current predominating myth is very succinct - $. How wonderful, so much space for growth! With the recognized value of a good venting, is there anything you would like to add to the human story that is not based on shame? Many of the Christians and military psychologists seem to have a corner on that.
puck twain,
Sorry for the rant, but something has to shake up the christian community. I have no problem with mythology, as long as it is not detrimental to others. Therein lies the rub.
Their voices, for all that they say they stand for, are silent. Now they are either too afraid to speak up, and i realize that their religion is based on fear, or they are quite content to go along with the status quo, and condone the actions of their government. That's why i'm so pissed.
Christians.... where is your humanity? Where is your outrage? Where are your protests?
Stand up!

"well the war of 1948 for starters the murderous, terror expulsion of 6or700,000 people off the land by the newly poweralfull zionist terror groups"
Now that is what I like. A balanced presentation, providing multiple perspectives and empathy for all sides.
On the other hand, those dirty Zionist swine, might say it actually started in 1947 when Abd al-Qadir al-Husayni came from Egypt with several hundred men of the Army of Holy War. After he recruited a few thousand volunteers, al-Husayni organised the blockade of the 100,000 Jewish residents of Jerusalem planning to do to them what the Nazis did to Leningrad during WWII.
Of course, that is just what the dirty, Zionist swine would say.
militantliberal,
I always thought it was kind of enlightening to know that Tranjordan's first action after the end of British occupation was to see how much land the Arab Legion could sieze irrespective of whether it was owned by Palestinian or Jew. To understand the future, one must understand the past.

That puts power, status, and wealth ahead

We're all inmates of the weapons of greed.
WMD indeed.
