Bush Plans to Leave a Lot of Unfinished Business
With a year to go in the White House, President Bush has said he will sprint to the finish line.
But in his lackluster final State of the Union address this week, the president acknowledged that he is leaving behind a troubled nation and a shaky economy for his successor.
He also offered no clue on how to end the needless war he started five years ago against Iraq. He finds solace in a drop in the U.S. casualty rate, with 160,000 American troops and nearly as many mercenary private contractors on assignment in Iraq.
But American soldiers are still dying in Iraq -- there were five lost on the day he spoke to Congress.
On another front, Bush said, "our economy is undergoing a period of uncertainty." That's a huge euphemism in light of the assessments by some economists that the country is already on the verge of a recession.
"And at kitchen tables across our country, there is concern about our economic future," he added.
Bush set no lofty goals in his farewell address but simply pushed the measures that fit into the art of the possible. "Minimalist" is probably the best way to describe his lame-duck agenda.
Oh yes, he is proposing $300 million to help children in poorly run schools to attend private schools. It's a pseudonym for school vouchers.
Why not use this money to improve our public schools and pay better salaries for hard-pressed teachers?
Bush is going out with a whimper, and leaving a stash of unfinished business.
Of course, you wouldn't have known it from the boisterous welcome he received Monday night from star-struck members of Congress. Lawmakers from both sides of the aisle fell all over themselves to shake his hand and get his autograph.
He delivered his remarks in a defiant manner -- sometimes dripping with sarcasm -- such as his comments during Congress to make his tax cuts permanent.
"Others have said they would be personally happy to pay higher taxes," he said with a smile. "I welcome their enthusiasm, and I am pleased to report that the IRS accepts both checks and money orders."
He was rewarded for that jibe with a big laugh from the crowd.
Bush, who once styled himself a "compassionate conservative," did not tell the nation he is leaving behind a $9 trillion national debt -- something for future generations to deal with.
Throughout his speech he spoke of his "trust" in the American people.
"And so long as we continue to trust the people, our nation will prosper, our liberty will be secure and the state of our union will remain strong," he declared.
Unfortunately, Bush has conducted the most secretive administration in recent history, so the trust has not been a two-way street.
If he actually trusted the will of the people he would have pulled up stakes from his Iraqi blunder a long time ago. The polls have shown that the American people want to bring the troops home from Iraq. They also show Bush is hovering around 29 percent in popularity.
Bush seems to have no qualms in dumping the mess he created in foreign and domestic matters on his successor.
Among the first priorities for a successor -- Democrat or Republican -- is to repair the U.S. standing in world opinion. If Americans want to claim that they are "Canadian" when they go abroad -- and many have -- we surely have lost our pedestal. By the way, Canada -- our friendly neighbor -- listed the U.S. in a military training manual as among the nations that tortures prisoners.
As he heads into the sunset, it can be said the president has been consistent, never wavering in his self-righteous defense of his unprovoked attack on Iraq; tax cuts for the wealthiest people in the country, and taxpayer revenues for government social programs shared with private religious charities, among other things.
Bush seems to be confident that history is always kinder and forgiving toward past presidents. That may be his consolation.

Ya, he likely isn't too concerned if his successor is from the other team, too. They will be saddled with the blame for a mess that's been almost a decade in the making and for which the unraveling has only just begun.
As a canuck, I've started to hear tales of my countrymen not wearing maple leafs in foreign countries anymore; we don't want to be seen as yanks.
After all, georgie pie has always expected others to clean up his messes...
This is why you never let children run around the house without adult supervision. They tend to leave huge messes for someone to clean up.
No doubt that what Bush has done to this country is a huge crime. However if our congress the people we elected to represent "We the People" allow him to leave office without holding him to account it will be an even bigger crime.
What did you expect, Helen? This wouldn't be the first time in history that a woman and/or a Black was sought out to clean up the mess left behind by some elite white male.

Or better yet, spend the $300 million on new recruitment for cannon fodder! I've heard the numbers are getting low!!
Only this guy could turn the No Child Left Behind program into a destroy public schools and bust the teacher's unions program. He is the ultimate in cynicism and evil. What a totally anti socialist measure. That tells everyone that your state run schools are inadequate. It pushes private schools. It says that the only way to get a good education is through money.
The public school system needs to be funded until it is decent. Everyone needs the opportunity to start well in life.
This $300m is not really to help the poor, it is to help the owners of private schools. Hang on, $300m into 10 million poor students = $30 each. I take that back, this measure is purely to make him SOUND nice. Too bad he did not even know how to put that money into public education.
The mess he is leaving behind will be blamed on Hillary Clinton, his anointed successor.

Of course this assumes the absurd notion that a man named Barack Husein Obama actually stands a chance of being elected president of the USA in 2008.
Let's hope that Bush's successor doesn't continue policies-as-usual, keep us in Iraq, etc. and use Bush as a scapegoat. "We can't just back out of Iraq now." Or "Bush's problems were intense, it'll take us decades to bail out of this."
Etc... Some of it true, no doubt. But also a great opportunity for someone to basically do little or nothing. Blame their lack of results on the Bush legacy. Perhaps even for a whole term in office.

Every news item in the future that speaks about Americans suffering through economic deprivation will be greated with approval, and even pleasure, by most of the world. Think about that. If it is true, what does it say about America, that we are envied? No, it means we haven't been nice. Think about that.

Combine that with the idea of $300million going to private schools, and you see the underlying purpose of NCLB.
The Dems wanted to improve education, but were swept up in the law of unintended consequences. W and his cronies had a far different agenda. Perhaps the real lesson of this mess is to make sure you understand the other side's goals when you enter into an agreement with a majority GOP Congress.
I'm reminded of the comment at the end of John Dean's "Broken Government"... Don't vote for a Republican for any office at any level. They can't be trusted.

The people Bush the inferior has served still say that we should have stayed in Vietnam and ultimately 'won'. They still don't understand that when we left we won. Had we left earlier we would have won earlier. Not going at all to Vietnam and also Iraq.

The most disastrous leader the world has known in my 65 years......that's what Bush has been for us and the world. The most ignorant, poorly spoken, arrogant, uncompromising, incurious president we've ever had in over 200 years. In the face of clear facts to the contrary, Bush always chose his own counsel or that of those yes men and women surrounding him. I can think of no decision "the Decider" has made that turned out for the good.....for our country or others. And now he leaves office with disaster after disaster strewn in his wake.....for others to fix. He's just too tired, challenged, and uninvolved to care.....and has always been that way. He leaves those other elected officials of his party deserting his sinking ship that he has captained because they know in the wake of his leadership even they stand no chance of winning re-election. That's what happens when you blindly and thoughtlessly support a mindless looser. You yourself become a looser. Good riddance to Bush and all his cronies/supporters. I hope they all end up in Crawford chopping wood and clearing Brush. Too bad we didn't all start clearing brush the day that Bush, the most lifeless and useless brush of them all, first arrived at the White House. There was a rumor some months ago that the Bush twins were in the South American nation of Paraguay to oversee the purchase of a 40,000 acre ranch for W to retire to. Does anyone know if this is actually true? If so, why hasn't there been an outcry! My theory is that this country has no idea of the serious shit we are in, our Treasury fleeced, and on January 20, 2009 massive revelations about the vast corruption & malfeasance of Bush & Cheney will begin coming to light. Can't you picture it now, shrub sitting there on the Pampas veranda with the rest of the escaped Nazis, ever smirking at what he was able to get away with, blissfully unconcerned at the massive failures & social upheaval going on in North America thousands of miles away.

History has been kinder and more forgiving to past presidents, but then again we've not had a war criminal in the white house before. Yes, I said WAR CRIMINAL. That is George W Bush's legacy. Umm, that lasted two days. One for The Dick's minions to fall upon Harper in righteous outrage, another for Harper to land on his own military with orders to strip the U.S. and Israel from that publication.
As the unnamed Bush aide told writer Ron Suskind in '04, "We're an empire now, and when we act, we create our own reality."
I couldn't have said it better myself.
Sadly, the misleading comments in this State of Union speech, have been this president's signature since he was handed the presidency by the five politically motivated supreme court justices following his theft of an election. He now takes credit for alleged progress on the very issues that he had opposed or neglected, in order to appease his special interests and radical right supporters to the detrement of this nation and the world--some include:
His blockage of international family planning and women's education on his first day in office; his blockage of mitigation measures for global warming, pollution, and conservation using his manipulation of science; his deprivation of hope from so many by his deceptive and radical blockage of stem cell research; his neglect of vital signs and warnings from the earlier administration concerning the terrorist attacks for which he profited greatly from on 9/11 and his follow up of abusive security action which have actually endangered our security; unprecedented character assassinations of those who legitimately oppose his policies; this ill conceived war based pm false pretenses that has given him the status or a "war president"--and the list goes on.
Those who helped this zealot steal the elections and are impressed by such deceptive rhetoric deserve the worst government money buy. Those who have stood by and allowed our legialators to default their duties by tolerating these outrages also deserve credit.

Bush buys land on Paraquay

Our paranoid friends over at Bring It On have put together a story that hasn't exactly made Washington Whispers. It's real short and real simple:
The Cuban news service reports that George W. Bush has purchased 98,840 acres in Paraguay, near the Bolivian/Brazilian border.
Jenna Bush paid a secret diplomatic visit to Paraguayan President Nicanor Duarte and U.S. Ambassador James Cason. There were no press conferences, no public sightings and no official confirmation of her 10-day trip which apparently ended this week.
The Paraguayan Senate voted last summer to "grant U.S. troops immunity from national and International Criminal Court (ICC) jurisdiction."
Immediately afterwards, 500 heavily armed U.S. troops arrived with various planes, choppers and land vehicles at Mariscal Estigarribia air base, which happens to be at the northern tip of Paraguay near the Bolivian/Brazilian border. More have reportedly arrived since then.

Now, Prensa Latina is a Cuban-government operation that is not exactly friendly toward Washington, what with Washington trying to kill Castro for 50 years and all.
But Prensa Latina didn't invent the story. It's all over the South American press — and not just Venezuela and Bolivia.

As far as we can understand, all the paperwork and deeds and such are secret. But somehow the news leaked that a new "land trust" created for Bush had purchased nearly 100,000 acres near the town of Chaco.
And Jenna's down there having secret meetings with the president and America's ambassador to Paraguay, James Cason. Bush posted Cason in Havana in 2002, but last year moved him to Paraguay.
Cason apparently gets around. A former "political adviser" to the U.S. Atlantic Command and ATO's Supreme Allied Commander Atlantic, Cason has been stationed in El Salvador, Honduras, Guatemala, Panama … basically everywhere the U.S. has run secret and not-so-secret wars over the past 30 years.
Here's a fun question for Tony Snow: Why might the president and his family need a 98.840-acre ranch in Paraguay protected by a semi-secret U.S. military base manned by American troops who have been exempted from war-crimes prosecution by the Paraguyan government?
Here's a little background on the base itself, which Rumsfeld secretly visited in late 2005:
U.S. Special Forces began arriving this past summer at Paraguay's Mariscal Estigarribia air base, a sprawling complex built in 1982 during the reign of dictator Alfredo Stroessner. Argentinean journalists who got a peek at the place say the airfield can handle B-52 bombers and Galaxy C-5 cargo planes. It also has a huge radar system, vast hangers, and can house up to 16,000 troops. The air base is larger than the international airport at the capital city, Asuncion.
Some 500 special forces arrived July 1 for a three-month counterterrorism training exercise, code named Operation Commando Force 6.
Paraguayan denials that Mariscal Estigarribia is now a U.S. base have met with considerable skepticism by Brazil and Argentina. There is a disturbing resemblance between U.S. denials about Mariscal Estigarribia, and similar disclaimers made by the Pentagon about Eloy Alfaro airbase in Manta , Ecuador. The United States claimed the Manta base was a "dirt strip" used for weather surveillance. When local journalists revealed its size, however, the United States admitted the base harbored thousands of mercenaries and hundreds of U.S. troops, and Washington had signed a 10-year basing agreement with Ecuador.

We've been directed to yet another parapolitical theory here at Rigorous Intuition, where it is reported that Rev. Moon bought 600,000 hectares — that's 1,482,600 acres — in the same place: Chaco, Paraguay.
Another twist: The first story, from Paraguay, apparently refers to the senior George Bush as the owner of the 98.840 acres in Moon's neighborhood.
Bush 41 was the first bigshot politician to go prancing around with Rev. Moon in public. Especially in South America:
"In the early stages of the Reagan Revolution that embraced the Washington Times and Moon's anti-Communist movement, it was embarrassing to be caught at a Moon event," wrote The Gadflyer last year. "Until George H.W. Bush appeared with Moon in 1996, thanking him for a newspaper that 'brings sanity to Washington.'" That was while on an extended trip to South America in Moon's company. A Reuters' story of Nov 25 of that year describes the former president as "full of praise" for Moon at a banquet in Buenos Aires, toasting him as "the man with the vision." (And Moon helped Bush out with his own vision thing, paying him $100,000 for the pleasure of his company.) Bush and Moon then traveled together to Uruguay, "to help him inaugurate a seminary in the capital, Montevideo, to train 4,200 young Japanese women to spread the word of his Church of Unification across Latin America."
Isn't that special?
Oh, and both the Moonie and Bush land is located at what Paraguay's drug czar called an "enormously strategic point in both the narcotics and arms trades." And it sits atop the one of the world's largest fresh-water aquifers.
