Pre-Emptive Nuclear Strike a Key Option, NATO Told
The west must be ready to resort to a pre-emptive nuclear attack to try to halt the "imminent" spread of nuclear and other weapons of mass destruction, according to a radical manifesto for a new NATO by five of the west's most senior military officers and strategists.
Calling for root-and-branch reform of NATO and a new pact drawing the US, NATO and the European Union together in a "grand strategy" to tackle the challenges of an increasingly brutal world, the former armed forces chiefs from the US, Britain, Germany, France and the Netherlands insist that a "first strike" nuclear option remains an "indispensable instrument" since there is "simply no realistic prospect of a nuclear-free world".
The manifesto has been written following discussions with active commanders and policymakers, many of whom are unable or unwilling to publicly air their views. It has been presented to the Pentagon in Washington and to NATO's secretary general, Jaap de Hoop Scheffer, over the past 10 days. The proposals are likely to be discussed at a NATO summit in Bucharest in April.
"The risk of further [nuclear] proliferation is imminent and, with it, the danger that nuclear war fighting, albeit limited in scope, might become possible," the authors argued in the 150-page blueprint for urgent reform of western military strategy and structures. "The first use of nuclear weapons must remain in the quiver of escalation as the ultimate instrument to prevent the use of weapons of mass destruction."
The authors -- General John Shalikashvili, the former chairman of the US joint chiefs of staff and NATO's ex-supreme commander in Europe, General Klaus Naumann, Germany's former top soldier and ex-chairman of NATO's military committee, General Henk van den Breemen, a former Dutch chief of staff, Admiral Jacques Lanxade, a former French chief of staff, and Lord Inge, field marshal and ex-chief of the general staff and the defense staff in the UK -- paint an alarming picture of the threats and challenges confronting the west in the post-9/11 world and deliver a withering verdict on the ability to cope.
The five commanders argue that the west's values and way of life are under threat, but the west is struggling to summon the will to defend them. The key threats are:
- Political fanaticism and religious fundamentalism.
- The "dark side" of globalization, meaning international terrorism, organized crime and the spread of weapons of mass destruction.
- Climate change and energy security, entailing a contest for resources and potential "environmental" migration on a mass scale.
- The weakening of the nation state as well as of organisations such as the UN, NATO and the EU.
To prevail, the generals call for an overhaul of NATO decision-taking methods, a new "directorate" of US, European and NATO leaders to respond rapidly to crises, and an end to EU "obstruction" of and rivalry with NATO. Among the most radical changes demanded are:
- A shift from consensus decision-taking in NATO bodies to majority voting, meaning faster action through an end to national vetoes.
- The abolition of national caveats in NATO operations of the kind that plague the Afghan campaign.
- No role in decision-taking on NATO operations for alliance members who are not taking part in the operations.
- The use of force without UN security council authorization when "immediate action is needed to protect large numbers of human beings".
In the wake of the latest row over military performance in Afghanistan, touched off when the US defense secretary, Robert Gates, said some allies could not conduct counter-insurgency, the five senior figures at the heart of the western military establishment also declare that NATO's future is on the line in Helmand province.
"NATO's credibility is at stake in Afghanistan," said Van den Breemen.
"NATO is at a juncture and runs the risk of failure," according to the blueprint.
Naumann delivered a blistering attack on his own country's performance in Afghanistan. "The time has come for Germany to decide if it wants to be a reliable partner." By insisting on "special rules" for its forces in Afghanistan, the Merkel government in Berlin was contributing to "the dissolution of NATO".
Ron Asmus, head of the German Marshall Fund thinktank in Brussels and a former senior US state department official, described the manifesto as "a wake-up call". "This report means that the core of the NATO establishment is saying we're in trouble, that the west is adrift and not facing up to the challenges."
Naumann conceded that the plan's retention of the nuclear first strike option was "controversial" even among the five authors. Inge argued that "to tie our hands on first use or no first use removes a huge plank of deterrence".
Reserving the right to initiate nuclear attack was a central element of the west's cold war strategy in defeating the Soviet Union. Critics argue that what was a productive instrument to face down a nuclear superpower is no longer appropriate.
Robert Cooper, an influential shaper of European foreign and security policy in Brussels, said he was "puzzled".
"Maybe we are going to use nuclear weapons before anyone else, but I'd be wary of saying it out loud."
Another senior EU official said NATO needed to "rethink its nuclear posture because the nuclear non-proliferation regime is under enormous pressure".
Naumann suggested the threat of nuclear attack was a counsel of desperation. "Proliferation is spreading and we have not too many options to stop it. We don't know how to deal with this."
NATO needed to show "there is a big stick that we might have to use if there is no other option", he said.

John Shalikashvili
The US's top soldier under Bill Clinton and former NATO commander in Europe, Shalikashvili was born in Warsaw of Georgian parents and emigrated to the US at the height of Stalinism in 1952. He became the first immigrant to the US to rise to become a four-star general. He commanded Operation Provide Comfort in northern Iraq at the end of the first Gulf war, then became Saceur, NATO's supreme allied commander in Europe, before Clinton appointed him chairman of the joint chiefs in 1993, a position he held until his retirement in 1997.
Klaus Naumann
Viewed as one of Germany's and NATO's top military strategists in the 90s, Naumann served as his country's armed forces commander from 1991 to 1996 when he became chairman of NATO's military committee. On his watch, Germany overcame its post-WWII taboo about combat operations, with the Luftwaffe taking to the skies for the first time since 1945 in the Nato air campaign against Serbia.
Lord Inge
Field Marshal Peter Inge is one of Britain's top officers, serving as chief of the general staff in 1992-94, then chief of the defense staff in 1994-97. He also served on the Butler inquiry into Saddam Hussein's weapons of mass destruction and British intelligence.
Henk van den Breemen
An accomplished organist who has played at Westminster Abbey, Van den Breemen is the former Dutch chief of staff.
Jacques Lanxade
A French admiral and former navy chief who was also chief of the French defense staff.

It's always nice having a hobby when the stresses of first strike nuclear strategy formulation become overwhelming.

Sounds like standard-issue military extremism to me. Shalikashvili is not known for such excess and he is certainly not a Bush tool, so no, this has nothing to do with any impending attack on Iran. But this kind of stuff comes out of military and neocon think tanks all the time. Dangerous? Yes. New? Alas, no.

NATO needs to reorganized all right, but not as a hit man for first world nations but rather a treaty organization where power is fairly distributed and the objective is peace not war.
What needs to be preempted is is the hegemony of the ruling elite who have been waring at our expense for far too long.

You are closer to the Truth than you might be 'comfortable with'...[however, all nuclear-states are Suzerainty's of the same Energy/Banking-moguls who control the US -- including Israel and Iran (the only possible-exception being N.Korea, but it is controlled by our 'friend', China)]
Let's see now-do I have this straight? The U.S. which so far is the only country to use a nuclear weapon against humans can have all the nuclear weapon it wants but only their allies are allowed to have nuclear weapons (besides a few crazyies like Pakistan, israel and India) without being blown up by nuclear weapons. I agree with the Lorax: The logic here is startling. It is nearly impossible to believe that these people can take themselves seriously.
What concerns me most is the list of reasons for why a preemptive nuclear strike must remain within the power of NATO. The reasons are centered on the threat of poor nations rising up as we make their lands unlivable through Global Warming, poisoning their environment, and so on. When they come looking for the First World to pay its bills, we want to be sure that we can finish the job of eliminating them from the globe with one swift strike. Never mind that nuclear radiation recognizes no international boundary and that we will suffer from a very literal blow-back. The point is, NATO is calling for the use of nuclear weapons to fight a global class war. The reasons stated imply a right to a golden hedgerow. A right of the imperialist nations to protect what the stole and continue to steal. This article exposes something far more offensive than the idiocy of military minds: It clearly exposes the Victorian sense of right by race, alive and well.

They are proposing the tearing up of the UN Treaty. I wonder how it would work? Does it mean if all nato members save US, France and UK vote to nuke Mexico, the nuclear member countries will oblige?
More likely it means that the US wants more leeway to threaten to nuke countries with the backing of whatever coalition it can cobble together out of the many new members in the expanded nato, UN charter be damned.

We should always remember that the US, and it's largely puppet organization NATO, and their friends in industry, operate on their own extremist ideology which is entirely seperate and independent from, Bush's or any other president. This article follows another article the other day about the whistle blower in the FBI concerning treason being committed by certain people within our government selling highly classified documents concerning the construction of a usable nuclear device.
In my view, the people who really wield power on this tiny planet want to make sure that EVERYONE is scared shitless. After all, it is much easier to manipulate a populace that is living in a state of constant fear. Those in the world, who think logically and without a hidden agenda, are either ignored or silenced. I fear they may already have achieved their goals.
Soon, it will be a world in which happiness is truly bliss. Just stay home and let your brain be filled with propaganda and diversions such as sports and silly TV shows that foul the airwaves. No need for critical thought anymore, just buy the shiniest trinket being dangled before your eyes.
Also, this isn't like similar attempts in the past. In today's world, Orwell's views of a totalitarian state are much easier to achieve. And the power of those wanting to rule the world is unlike anything in history. Every aspect of our lives can be traced. Where we go and whom we talk with is easily monitored.
As for myself, I leave no electronic trail of my self. It is only here on CD where I leave any kind of electronic trail. I live in a nation where you are paid in cash. And the economy is a cash economy. No debit or credit cards are necessary. Hence, there is less information available to those interested in this information to get very much.
But in the end it is fear that is being rammed down our throats, and through that fear of the unknown (and probably non-existent) that the peoples of the world are being used to become the new serfs of this once enlightened period in history. Will we go through another thousand plus years of another Dark Age? If the planet can survive that long, I think we are heading into a new Dark Age.

Saddest article I've read in a long time.
Obviously what they are really saying is that "Those with a monopoly on nuclear weapons, and thus power, need to state their willingness to use nuclear weapons to continue that monopoly on power, because such statements, and such use, serve their interests." Read that way it becomes more clear how self-serving it is as the utilitarian pretense disappears. But utilitarian pretense is useful in reducing resistance among the masses and so will always be slapped on, no matter how superficial and transparent.

I guess you guys didn't get the reference. I may or may not have worked on these very weapons I can neither confirm nor deny the presence of. This is the same madness that allows nuclear weapons to be "inadvertantly" loaded on a B-52 and flown across country to the staging base for the Middle East. Obviously, the progressive, lawful solution to ending nuclear proliferation is for the US, France, England, Russia and China (with North Korea, Pakistan, India and Israel) to abide by Article 6 of the NPT and negotiate in good faith to get rid of them. The US should take the lead. President Kucinich would do that. Thus he scares the corporate, militarist establishment as much as the Muslims who may acquire the capability of mastering the nuclear cycle. So he is excluded from the debates and asked about UFOs. I have not seen the manifesto itself. If someone finds a copy, please post a link for it here.
Just like the stock market is driven by FEAR & GREED, so to is this insane policy driven by these same base emotions.
The West FEARS the radical take over of the Middle East oil fields, even to the point of attacking Israel, their avowed enemy, which will trigger the West to defend poor, innocent little Israel.
The West GREEDILY covets the oil in the Middle East, and will do whatever it takes to keep access to it for the Big Five.
So, we hit them before they can hit us. That's the policy, that's the plan.

You might want to look at this as the incipient "Western Alliance" to combat the "Yellow Horde" for Rulership of the Planet. The "white races" (1 billion people and declining) lined against people of color around the globe (5.5 billion and increasing). Sound familiar? Hell, we may even get ecumenical and include the Soviets as "white", though in better times we weren't so "liberal".

How utterly stupid idea by the uber rich warmongers of the world: To nuke in order to prevent a future nuclear war! That's, of course, just an excuse, and a lousy one at that. How about them committing suicide now for fear of meeting their ghastly fate later as a result of their grisly crimes?
Don't these people ever think that all those responsible for an actual pre-emptive nuclear attack (and their families) would be fiercely sought and violently executed for their crimes? That people will never let them get away with it?
They can run but they cannot hide. They will all pay for their crimes, not in the other world, but in this one. The righteous of the world will guarantee that.
This profoundly pathological, misguided, and apparently unwittingly apocalyptic initiative is precisely why the military is explicitly excluded from the political realm and policy-making in modern democracies.
Their intrinsic tunnel vision needs to be directed by the executive branch, not by loose cannons from within their own ranks or by end runs around democratic institutions via potentially ultra-fascist, supra-national entities such as Nato.
