Alaskan Sea Drilling Plans Condemned
ANCHORAGE, Alaska (AP) - The federal government will open up nearly 46,000 square miles off Alaska's northwest coast to petroleum leases next month, a decision condemned by enviromental groups that contend the industrial activity will harm northern marine mammals.
The Minerals Management Agency planned the sale in the Chukchi Sea without taking into account changes in the Arctic brought on by global warming and proposed insufficient protections for polar bears, walrus, whales and other species that could be harmed by drilling rigs or spills, according to the groups.
The lease sale in an area slightly smaller than the state of Pennsylvania was planned without information as basic as the polar bear and walrus populations, said Pamela A. Miller, Arctic coordinator with Northern Alaska Environmental Center. The lease sale is among the largest acreage offered in the Alaska region.
"The Minerals Management Service is required to have preleasing baseline data sufficient to determine the post-leasing impacts of the oil and gas activities that will occur," Miller said. "They simply do not have that."
The MMS announced it would hold a lease sale Feb. 6 in Anchorage for the ocean floor on the outer continental shelf of the Chukchi Sea, the body of water that begins north of the Bering Strait and stretches between northwest Alaska and the northern coast of the Russian Far East.
The MMS is a branch of the Interior Department. Its stated mission is to manage ocean energy and mineral resources on the outer continental shelf and federal and Indian mineral revenues to enhance public and trust benefits, promote responsible use, and realize fair value.
It would be the first federal OCS oil and gas lease sale in the Chukchi Sea since 1991. The agency estimates it contains 15 billion barrels of conventionally recoverable oil and 77 trillion cubic feet of conventionally recoverable natural gas.
MMS director Randall Luthi said the agency took steps to protect wildlife.
"MMS funds a robust environmental studies program to monitor the effects of industry activity in the OCS, including more than 40 ongoing Arctic-specific studies," said Luthi. "Following up on a workshop attended by over 100 scientists and stakeholders, we are inaugurating a new suite of research for the Chukchi Sea to further monitor marine mammals, other communities, hydrocarbons, and subsistence uses."
The sale is backed by Alaska Gov. Sarah Palin and community and tribal leaders, he said.
"We believe our decision is a good balance, and will allow companies to explore this intriguing frontier area while still protecting the resources important to the coastal residents," Luthi said.
Miller and Brendan Cummings of the Center for Biological Diversity said the MMS ignored dangers to animals and birds if an oil spill were to occur.
"No one yet has figured out how to clean up a spill in broken ice, so they just stick their head in the sand and pretend it won't happen," Cummings said.
He also said the agency's environmental assessment ignored changes brought by global warming.
The Chukchi Sea, he said, is the nation's most important habitat for Pacific walrus. The lease sale assumes a stable walrus population, ignoring developments of 2007. Unlike seals, walruses cannot swim indefinitely and must "haul out" on ice or land to rest. In late summer, thousands of animals hauled out on the northwest Alaska coast for several months because their usual platform for foraging, sea ice, receded far beyond the relatively shallow continental shelf over waters too deep for walrus to dive for food.
On the Russian side of the Chukchi Sea, biologists recorded herds gathering on shore instead of the pack ice, including one group of up to 40,000 animals at Point Shmidt, a spot that had not been used by walruses as a haulout for a century. Russian biologists estimate that 3,000 to 4,000 mostly young animals were crushed in stampedes when polar bears, hunters or low-flying aircraft startled walruses and sent them rushing to the safety of the sea.
"It doesn't address the reality that things are happening rapidly with walrus and we need to be very, very careful in what we do," Cummings said of the lease plan.
The Chukchi Sea also is home to one of two U.S. polar bear populations. The U.S. Fish and Wildlife Service is days away from deciding whether polar bears should be declared threatened because of global warming and its effect on the animal's primary habitat, sea ice.
"The chances for the continued survival of this icon of the Arctic will be greatly diminished if its last remaining critical habitat is turned into a vast oil and gas field," said Margaret Williams, managing director of World Wildlife Fund's Kamchatka and Bering Sea Program.
Polar bears spend most of their lives on sea ice. They use sea ice to hunt their primary prey, ringed seals. In Alaska, females use sea ice to den or to reach denning areas on land.
Arctic sea ice last summer plummeted to the lowest levels since satellite measurements began in 1979, according to the National Snow and Ice Data Center at the University of Colorado.
The sale area will not include nearshore waters ranging from about 25 to 50 miles from the coast, Luthi said. That nearshore buffer is used by bowhead and beluga whales, other marine mammals, and marine birds migrating north in the spring, Luthi said, as well as subsistence hunters from coastal villages.
Cummings said the agency used inadequate standards for assessing the effect of sound from exploration seismic and drilling activity. It also failed to take into account recent sightings of endangered fin and humpback whales in the Chukchi Sea, he said.
"The buffer may put activities out of sight from land but it certainly doesn't shield the land from an oil spill," he said.

Such blind, self-serving greed! An epidemic of soul sickness in this country, especially at the top--government or mega-corporation, that meshes with all the symptoms of Psychopaths--no insight; no sense of other...no empathy, compassion; ultra self-centeredness ... gimme, gimme, gimme NOW; dishonesty and lying as easy as all get out; no introspection; impulsive ... gimme, gimme, gimme NOW; no ability or understanding of mutuality, sharing, true partnerships for the common good; conniving, manipulating and secrecy; a driving necessity for power and control; contempt for others/others as mere prey to even enjoying others' suffering because it's a "WIN"; contempt and callousness toward those weaker or perceived as inferior;
a one-world view/MY WORLD!; calculated savagery,.. just efficient that's all; no normal feelings from the heart ... just pleasure from sensations and exploding bank accounts ... getting what one wants NOW; inability to take criticism or perceiving disagreement as criticism that requires put-downs, retaliation and/or punishment; no frustration tolerance, and on and on to a description of creatures ... sub-human rather than human beings with faults that are self-correctable or can be modified by conscious choice when a fault is pointed out or one realizes one is at fault ... Not possible for the Psychopath. "Who me? You talkin' to me?" BAMMMMMM!!!!
We're in BIGGGGGGGG trouble ... and that's an understatement.
Solutions: Right where we live, wherever that is, we have to initiate connection with others, regardless of party, regardless of outlook--conservative, moderate, liberal, progressive...and initiate regular, on-going dialogues by phone, one-to-one, or small groups in our homes, larger groups in our town halls, wherever ... with the requirement that verifiable FACTS, not just opinions, have to be the basic underpinnings of the dialogues, and with a simple objective of working together to SAVE OUR MUTUAL ASSES! nationally and globally.
NOW is the time. Not next year. NOW is the time. [My New Year's Resolution, at least. And this is a born-and-raised NYC gal who lives in rural, Republican, somewhat bible-beltish America, ... but who knows after 36 years here that even though my knowings generally are still in the minority, that most folks I talk with are worried and most folks are really good, hard-working, sensible people with a lot of heart ... and regardless of my own fears [from earlier experiences here] that maybe peace has to start with me, and an invitation to dialogue can be extended by me ... because simply, ... somebody has to get the ball rolling ...
If not me, who? If not now, when?
So I put my New Year's resolution out here publicly to hold myself to account.

The Dept of the Interior was hijacked when Bush appointed Gale Norton as Secretary in 2000. Norton was deeply embedded in the metals mining industry, and the extent of her conflicts of interest are still under investigation. She founded the Council of Republicans for Environmental Advocacy (CREA) with Grover Norquist in the 1990s. Jack Abramoff was a large contributor to CREA. She was a protege of James Watts, interior secretary to Reagan and prime rapist of the US continent and offshore areas. On her watch DoI issued record numbers of oil and gas drilling permits while actual wells in the ground have declined; this occurred to allow companies to stockpile permits for future use. She retired in 2006 after being too closely tied to the Abramoff scandal.
This recent news is just business as usual for the DoI that she left behind.
More "Big Oil" grabs supported by Bush & Cheney - Oil Men. Absolutely the wrong direction for the US. We shouldn't be endangering this area for OIL - OIL is PASSE! We need to develop a "HYDROGEN ECONOMY." It's all around us and easy to make and use - so why haven't we gone to it - "BIG OIL." Imagine if it were mandated that every house and building in the US, UK, Germany, etc. would have to have their roofs made out of solar cells. There would be enough electric power to run every city. Electric cars, buses and trucks and heating and cooling homes. Why haven't we done this? "BIG OIL" WAKE UP AMERICA!!!!!!!!!!!

however, i am somewhat dismayed that you would believe that by reading klein/wolf/sheehan (all wonderful writers) anything would change with regard to politics. these writers could write from here to kingdom come but their (wonderful) words might as well blow on the wind, because the majority of americans are not listening. well yes, they are listening. but they are listening to garbage. and right now they are focused on the elections. and when the elections are over, they will go back to listening to garbage. so they will never read the wise words of these writers. and the u.s. of a will become more and more entrenched in misery.
Russia has their little pocket of reserves in the artic, if we are to keep up the U.S. must do the same. Yes, take advantage of Global Warming.
Oil means POWER.
Get there first; oil in the ground is a sign of weakness.

Sarah Palin and the other oil-soaked Repubs up here in Alaska, it's like talking to a zombie...Last year's Permanent Fund Dividend was $1600 for every man woman and child that is a resident--it's hard to fight that kinda bribe...They are so sold out the only thing that'll stop 'em is something like another poster mentioned--The methane blowin' up in their faces. I hear you, Coco. You're right. Most people won't read the books I've mentioned. Most people I've talked with have never even heard of them or the authors.
So what do we do?
Check back and I'll spell out what I've been doing and what I'm planning to do. Have been out since I last wrote and up all night ... It's now about 6:30 a.m. ... and I'm listening to NPR and the news of Obama and Huckabee wins in Iowa. What an interesting ride this might turn out to be.

Since this would not even provide 1% of the oil we use, assuming any of this oil makes it to the U.S., the only motive is profits for oil companies. The oil from Alaska used to have to come to the U.S. until the 1995 Gingrich Congress repealed that requirement. Considering how much the taxpayers have put into the Alaskan pipeline, this was quite a windfall for the oil companies.
Another example of how global warming is completely off the radar for the MMS and other regulatory agencies. At the same time agencies from the same government (NOAA and NASA) have data that screams this has to stop. The next president has to straighten this BS out.
Wonder if the earthquake activity in that area would be a deterrent? Loads of quakes lately and many as 30 above 3. on the Ricktor scale last 5 days. hummmmm... Interesting to see...

Nothing will change. Those who own the gold make the rules. If there was a world wide revolution, those selected to rule would soon own the gold and they would make the rules. We are all gonna die, it happens all the time. The creepy, crawly, slithering worms will get us all. There is no place to hide. I support the Sea Drilling Plans. And I really like my four thousand dollar a week blue collar job on the North Slope.
The problem here is not oil companies or politics and/or any thing else you might think is the problem. The problem is your children. Stop spewing your would be progeny. Stop having children. Put consumption into decline. Give the Earth a chance to rest. Pollution is caused by your parents children and multiplied by the number of children you have.

Population densities are not to blame for our negligence with the environment.
A solution: Locally managed consumption based on seasonal crop yield without heterochthonous dependancy or "aid" would allow communities to develop symbiotic consumptions. It is these restrictions of direct availability to resources that may help decrease population growth by the force of food supply (as we know being rational individuals is the way to propagation), which can allow for stronger communications to develop. These 'networks' can replenish our cultural depletion, and stop a globalized ignorance to the backyard of a community (where if a change is going to stop ANWAR drilling its adverse must exist locally, first and foremost). Simply, exhaling frustration about the size of our population is not enough to quell these issues. Try and be more productive to your thoughts. Stating the obvious is not saying much.
