Rich Countries Blamed as Greenhouse Gas Emissions Hit Record
Bali conference is the world's last chance to avoid 'catastrophic' global warming, experts warn
Rich countries are rapidly increasing the pollution that causes global warming to record levels - despite having solemnly undertaken to reduce it, three devastating new official reports reveal. Emissions of greenhouse gases and their accumulation in the atmosphere are higher than they have ever been, and unless policies are urgently reversed "catastrophic" climate change is inevitable, they warn.
The reports - from three separate UN organisations - form the strongest and most authoritative condemnation of Western climate policies yet.
They are made public as representatives of nearly 200 governments fly into Bali, Indonesia, this weekend for the most crucial negotiations on global warming for years. The talks, which open tomorrow, are to start discussing a successor to the present agreement under the Kyoto Protocol, which runs out in five years' time, having failed to measure up to the escalating climate crisis. Experts say it is the world's "last chance" to avoid disaster.
And they follow the harshest warning yet from the congenitally cautious official Intergovernmental Panel on Climate Change. Its latest report predicted that, if present trends continue, harvests in much of Africa could be halved by 2020, the Amazon rainforest will turn to dry savannah, and the Greenland icecap will completely melt, raising sea levels worldwide by over 30ft.
The first of the new reports, by the UN Framework Convention on Climate Change (UNFCCC), the body organising the Bali conference, shows that total emissions of greenhouse gases - mainly carbon dioxide, methane and nitrous oxide - by the world's 40 industrialised nations have risen to "to an all-time high", although they are supposed to be diminishing under the Kyoto Protocol.
Under the 1997 Kyoto treaty, rich nations undertook to cut emissions of the gases by a modest total of about 5 per cent of 1990 levels by 2012. But, 10 years later, the report shows that the Westernised economies that signed up to it have instead increased them by 11 per cent.
Pollution by the former Eastern Bloc countries - whose economies collapsed after the fall of the Berlin Wall - has been steadily increasing. Besides, the US and Australia - the two industrialised countries that rejected the treaty - have both vastly increased emissions and they have also risen sharply in key developing countries such as China and India.
The result is spelled out in the second report, by the World Meteorological Organisation (WMO), which concludes that concentrations of both carbon dioxide and nitrous oxide in the atmosphere have reached record levels - causing the planet to heat up faster than ever before.
The WMO's annual Greenhouse Gas Bulletin shows that the amount of carbon dioxide - the main greenhouse gas, responsible for about two-thirds of man-made global warming, mainly released by burning fossil fuels - jumped by some 2 per cent last year, one of its sharpest-ever rises. The rate of increase has accelerated markedly since the 1990s. Concentrations are now 36 per cent higher than during the 10,000 years leading up to the beginning of the industrial revolution.
Nitrous oxide - which also comes from burning fossil fuels, as well as from fertiliser and some industrial processes - is also at an all-time high, up 19 per cent from pre-industrial times.
Levels of methane - from rubbish tips, cattle and rice paddies as well as fossil fuels - fell slightly - but increased by 250 per cent since the industrial revolution.
Together, the heating of the Earth by greenhouse gases has grown by 22.7 per cent since 1990.
The third report, the United Nations Development Programme's Human Development Report, says: "If the next 15 years of emissions follow the linear trend of the past 15, dangerous climate change will become unavoidable.
"On the basis of current trends and present policies, concentrations of carbon dioxide could rise by more than 50 per cent over 2005 levels by 2030".
It goes on: "Political action continues to fall far short of the minimum needed to resolve the climate change problem. The gap between scientific evidence and political response remains large." It adds that most of the rich countries that have signed up to Kyoto "are off track for achieving their commitments".
Both it and the UNFCCC report name names. They show, for example, that the two industrialised countries that have abjured the treaty have both massively increased emissions of greenhouse gases. The United States has swelled them by 16 per cent, and Australia by 25 per cent, over 1990 levels.
But some countries that have undertaken to observe Kyoto, such as Ireland, Canada, Greece, Spain and Portugal, have performed even worse. Each party to the treaty was set its own binding target. But only four countries - Germany, France, Sweden and Britain - are on track to meet them.
Even some of those that are on course can thank other factors besides conscious policies. Germany owes four-fifths of its reductions to the restructuring of the east of the country's economy following reunification, though it has since introduced radical measures to save energy and to promote renewable sources such as solar power.
Britain, which has taken few such steps, comes in for particular criticism in the UNDP report, exploding ministers' constant claims to be "leading the world" in tackling global warming. The report points out, as frequently argued by The Independent on Sunday, that the UK achieved its cuts by switching away from coal following Mrs Thatcher's defeat of the miners, and that emissions have actually risen since Labour came to power.
Environmentalists hope that the talks that start tomorrow in Bali will usher in something much better, before it is too late. Philip Clapp, head of the Washington-based National Environment Trust, says: "Fifteen years of international negotiations have not yet produced a comprehensive agreement that will get developed countries to begin serious reductions."
He adds: "The framework for such an agreement must come out of the Bali meeting. The scientists are telling us that this is the world's last shot at avoiding the worst consequences of global warming."

If everyone on Earth emitted as much greenhouse gas as North Americans, we would need nine atmospheres to absorb it all safely.
At the present rate the world will, within the next 25 years, emit the entire amount of carbon dioxide that the atmosphere can safely take over the entire 21st century.
Rich countries are responsible for seven out of every 10 tons of carbon dioxide emitted since the industrial revolution.

Large Mining Corporations and their club of swilling CEO intransigents are part of the problem. In Australia, some commentaries in the newspapers owned and controlled by mining magnates, are already putting in their excuses, spreading fear that actions to reduce green house production (GGP) will upset the nations wellbeing and economy. From reading them you would think that all Australians were a bunch of shirkers and free loaders. The response to the increasing GGP problem needs to be nationally and globally single minded, coordinated, determined and ruthless. Global change is on its way whether we want it or not, and the global climate is the ultimate limit on how the human species may survive. Act now, and limit the problem, or do nothing now and suffer much worst consequences. The species that is most likely to survive is the species that is most altruistic to all its fellow beings, now and in the future.
Kyoto? A goal of five percent reduction over a decade, and virtually nobody achieved it. It seems we'd better simply brace for the worst. Not to be hopelessly pessemistic, but we have no logical reason to believe this is going to improve in any of our lifetimes.
I'll do what I can, but the lights are still going to be on 24 hours at Walmart, and all the world's cars are still going to need gasoline tomorrow ...and the next day, and the next, and the next...

I agree with most of what you wrote, but I thought Darwin said that species most likely to survive are the most ruthless, and competitively strongest in the face of both a changing environment and dwindling resources.

you can burn all the coal you want (and there is lots of it) but you only have to capture the carbon back as you burn it. the technology exists. the only cost is retro-fitting existing systems or stacks. all new should automatically be so fitted now on, by law.
i am sure we can come up with ways to do the same for vehicles.
nuclear requires rock solid waste storage.
wind/solar/tidal can be expanded.
governments just need to pass legislation on the producers.

Step one should be simply to give big tax breaks to companies that manufacture small, fuel-efficient cars and the same to the people that buy them. If all the cars on the road got 40 mpg or more (and that wouldn't be all that hard to do) it would slow things down and buy us time.
Then we could start in on solar power. That is, the government has to get involved and legislate this. All this stuff has to be affordable for people or they just can't do it. I'd love to put solar panels on the roof of my house and produce electricity, instead of just use it, but I just can't afford it. But I could if the government thought it was important that I do it. So could everyone else.
Some of the people will do the right thing but this isn't going to work unless all of the people do it, and the only way that's going to happen is if the government starts telling us the truth.
How likely is that? Not very, unless we force the issue. Unfortunately the big corporations would rather watch the human race slide into extinction than make less money in the short-term. I guess that means that in the long-term they're willing to lose lots of money, along with everything else.
Do you ever think about this, Exxon-Mobil? Do you? You realize that your profits are creating a world that your great-grandchildren can't survive in, or at least won't want to, don't you?
What's the single biggest cause of global warming? The Iraq War. Why? Because all of our resources are going toward fighting it when they should be used to combat global warming and poverty.
As a recovering alcoholic, I know how this works. When most of your money goes toward booze, you don't have much left over for anything else. It's really not complicated, when you think about it.

I believe Darwin said the species who's adaptations favor their survival are more likely to pass on their genes than those that do not. As for ruthlessness, man's strength as a species is the ability to cooperate with one-another which allows for a successful hunt. Ruthlessness toward one another and the natural world is not a favorable adaptation unless every man turn to his/her brother and kill them there-by cutting the world population and energy use in half.
Rocks are really not all that solid and carbon sequestration is not an operational technology, to the best of my knowledge. How about less driving around and more energy efficiency in every aspect of our daily lives. I'm sure we can do a lot more with a lot less if we stop trying to take the easiest and cheapest way out.

As all who have researched the ramifications of global warming know, its calamitous effects are self perpetuating as the ice melts thus absorbing more heat and the tundras melt thus releasing more CO2–and the list goes on. The loss of near shore areas to the sea, spread of tropical diseases to the temperate latitudes, are only the tip the iceberg. Although temperature variations have occurred in the past, they progressed at much slower rates thus allowing the ecosystems to adapt.
Often overlooked is the fact that the same measures needed to mitigate global warming would be necessary even if it were not an issue. Conservation, alternative energy development, anti- pollution refinements, etc are essential for other vital environmental reforms such as air and water quality, reductions in toxic waste generation, land preservation, etc.
The dangerous manipulation of essential scientific data used by this administration to conceal and derail corrective measures for this threat and other vital environmental reforms has alway been apparent. Contrary to their assertions, measures to reduce greenhouse gases could only improve our economy by lessening our trade deficits, and improving our security by reducing our dependance on foreign oil. We could also regain some of our lost world respect that has resulted from our opposition Kyoto while arrogantly contributing disproportionally to carbon pollution. Without our participation China & India would never agree implementation of global warming mitigatio nmeasures.
The environmental and social damage from our indifference to carbon pollution and related environmental measures can only worsen if we allow these destructive environmental policies of this reckless and unlearned president to continue.
Jeez, I wonder what the cost difference is between buying solar panels for all the US and the Iraq war. I'll bet it would afford a lot of solar panels. The carbon cost not included.

There is no consensus yet. We don't even have a moritorium on new coal fired power plants. Kansas and several other states are trying to do that on their own. Global warming is barely mentioned by our presidential primary candidates.
The administration is still somewhere between denial and stall while its best people at NOAA and NASA have been ringing the alarm for years.
It doesn't look good.
The Effort to Reduce the Impact of Climate Change has to more than match the effort of the Last 200 years of industrialization to create it. MORE THAN MATCH THAT PAST EFFORT!

1. Park the fossil fuel burners and convert them to electric. Not hybrid, electric. NOW. Forget these biofuels, Indonesia and others are rushing to make money (Pfft!) by destroying the very forests that are the lungs of the world to provide palm oil for biofuels! Stupid humans, always got to solve one problem by creating an even bigger one! Gah! Put a full moratorium on fossil fuel burning. FULL.
The depth of dumbness in the human race never ceases to bewilder, bemuse and leave one utterly agape. Let me put it this way to give an analogy (imperfect though it is) that may serve to create an appropriate image capable of being absorbed and considered:
We humans are fleas on the surface of the earth. Fleas. Very tiny bugs. The biomass of this planet's ecology and climate system is something like a whale in Lake Superior. The water around the whale is the climate. We are standing on the shore, we fleas. But the flea is capable of a kick that delivers 150Gs of force. By kicking at a perfectly balanced ecology with 150G force for the last 200 years we have managed to upset the delicate balance that keeps the system habitable for all life. So we need to get all the fleas together--ALL OF THEM--and we all need to kick at the same time to begin to shift the current that will tickle the whale enough to make him flap his tail and wave a fluke or two. So all the fleas on the shore of the lake a lot of little 150G kicks to make the bit of water you can feel under your toes impact the rest of the water so that the whale gets a tickle. If we all kick at the right moment. Whale will move his tail. And this will resettle the imbalance and get whale turning in the right direction. Capiche?
We need to stop kicking the shit out of the planet at 150G's per flea. Then we all need to kick together to change the way things are going so the whale changes direction and doesn't beach. Course we'll have to watch out for the harpooners who don't give a shit about whales.
2. Stop the wars, turn the wasted weapon dollars to alternative energy development. NOW. Not after the frigging election that will turn into another bloody farce of Duperpower democrassy.
3. Work from home (goes with [1] above). Turn off all the advertising signs, all the neon and the office lights in the big tall corporate buildings and disconnect the power from them. Solar cells on every rooftop. Every rooftop.
MAKE THE EFFORT TO SURVIVE AND REDUCE THE IMPACT OF CATASTROPHIC CLIMATE CHANGE MORE THAN MATCH THE EFFORT OF THE PAST 200 YEARS TO INDUSTRIALIZE THE WORLD.
It must ***MORE THAN MATCH***. Anything else, any quibbling, is just more human stupidity and a failure to correctly estimate the required effort and urgency, which will just prove what I am absolutely certain of: Human Race is stupid race.

At least Australia has now signed on to Kyoto and left the US a lot more lonely out there in the cold world about which it appears to be so heartless as a nation. Toss the Shrubbery out into the cold with the other dirty bathwater he swims with and get your nation sorted out so we can work together to address the major problems and stop diddling about. We simply DO NOT HAVE THE TIME TO DIDDLE. I realize that when it comes to resolving problems intelligently instead of with a bullet or a bomb or a superbug that America is challenged beyond beggared belief in bucks, and would rather shoot at a cloud of smog to make it go away, but that is just not going to work.
Stop looking for Leadership in others and start taking action yourselves. You be the leader. That's what's missing in America, the liberty of spirit to lead the way as a citizen in a free country. Being a republic is all about being a leader and example in your community and society. That in and of itself will create the appropriate pressure to move bureaucracy. If you wait for your "government" to do it,...well, then you may as well just check into Gitmo and take up residence while you wait for justice and the fool of law to come to your aid and set you free.

Another stupid, worthless article stoking the embers of a benumbed fear. If any such article does not deal with the oxygen content of the atmosphere, then it is phoney. Humans and engines do not burn CO2, they burn oxygen. If the correlation between the oxygen production of the biomass and the oxygen consumption of the world society is not delineated, then the problem is not being addressed in a realistic and scientific way.
The world doesn't need polluting industries to thrive: only criminal organizations need population controlling industries to survive.
