This year's Town Meeting Day addressed an issue far broader than the local school budget -- should Vermonters call for the impeachment of the president and vice president? Thirty-seven towns voted yes.
A poll conducted for Channel 3 News posed the same question to 400 likely voters. 61% said they would be in favor of Congress beginning impeachment proceedings against President Bush. 33% opposed it, and 6% were not sure.
The numbers for Vice President Cheney were slightly different. 64% favor impeachment, while 31% oppose it.
"I'm really overjoyed by this," said Jimmy Leas, a South Burlington lawyer who has been a vocal advocate of impeachment. "Your poll really shows that here in Vermont, nearly two-thirds of the public understand we have a serious problem, and the way to address this is to remove the officials who are usurping power."
"The impeachment results are somewhat surprising, frankly, to me," political scientist Eric Davis said. "Even though their terms are ending in a little bit more than a year, a majority of Vermonters don't want to even see them remaining in office until January 20, 2009."
Vermont's legislature took up the impeachment issue last spring. The Senate passed a resolution calling for the president's impeachment, but a similar effort failed in the House.
Constitutionally, only Congress can impeach an executive. Congressman Peter Welch has said he does not support the impeachment of Bush or Cheney. He spoke at a town hall meeting on the issue in May, and argued impeachment would be a distraction and hamper Congress's efforts to end the war.
Leas said the effort isn't over.
"The founding fathers decided we could have a Congress that's just as corrupt as the president and it's up to the people to get involved and take action," he said. "And this poll shows the people understand this. They don't like the direction this country is going."
Some historical perspective on just how rare impeachment is: Congress has impeached only two presidents in the country's 231-year history - Andrew Johnson in 1868, and Bill Clinton in 1998. Both were acquitted by the Senate. Richard Nixon resigned from office before he could be impeached.

Show AllPaul from Texas, spineless or criminal depends on if he takes a gratuity from the bankrobbers.
I agree with you, gesneri. I doubt my write-ins have been counted, but I did my part.
Here in Eugene OR, the Register-Guard posted election returns before the write-ins were counted, and that was the last we heard of it. We get no respect for our efforts.
Sorry Rick, but I disagree with the idea in the link you posted. If you don't vote, no one knows whether you're boycotting or you just don't give a damn. VOTE--use the power of the write-in to show those in power that you aren't apathetic, you just don't support them and their corrupt politics.
It's really delusionary to call Pelosi "spineless".
If you were standing in a bank lobby and two armed bandits broke in, and an off-duty policeman on guard loudly announced his intention to look the other way, and walked outside, leaving the victims to be robbed or shot--would you call him "spineless"? Or would you call him a criminal in his own right?
Not only should Bush and Cheney be removed from office, so should Pelosi. Fortunately we have Cindy Sheehan working on the latter.
Bush isn't a "wartime" president, he's a "failed occupation" president.
I can't be as angry at Conyers as I am at Pelosi. She's like jello in the hands of the right, but to anyone on her left (most of us), she's a barracuda. And that includes Conyers. Do we really want him thrown off the chairmanship of the House Judiciary Committee? I know his replacement would be a big disappointment.
Bush is often called a "wartime president" but of course, that is not true. It's a result of the oligarchy's massive campaign of deception.
As most here know, it'd be much more honest to call Bush a terrorist and imposter.
He will never actually be a president, anymore than a person with forged medical credentials can be a real doctor. He's a fake and fraud, and so are all the politicians who support him.
They should not be in power. They should be placed in steel and concrete cages.
The impeachment proceedings against both Andrew Johnson and Bill Clinton had nothing to do with war. Unfortunately, leaders can get away with more when an outside threat is perceived as more dangerous. They just keep playing the terrorism card. It's sick and disgusting. Let's start a new historic precedent and impeach a wartime president. It would be the biggest achievement the peace movement ever had.
Let's get Detroit, Richmond, Charlotte, Montgomery and Minneapolis together with Vermont.
Five votes are all it would take to put the Constitution back on the table in Congress. If you're from Detroit, Richmond, Charlotte, Montgomery, or Minneapolis you have a vote on the Judiciary Sub-Committee on the Constitution. Be forewarned, these five members of Congress, all lawyers, all black men, are being told by one white woman from the Pacific Heights neighborhood of San Francisco that they can't even vote yea or neh to move the impeach bill forward.
Tell these five guys that they are setting themselves up to go down in history for being the cowards they are: John Conyers (MI), Robert Scott (VA), Melving Watt (NC), Artur Davis (AL), and Keith Ellison (MN).
Pelosi's history will be that of utter failure as a leader at a time when this country most needs leadership. Go Cindy.
VERMONT _
It's easy _ launch a statewide initiative or referendum to declare that your State no longer recognizes Bush's authority due to his his obvious lies, incompetence and contempt for the constitution. Better than impeachment. Other municipalities, cities, states, jurisdictions would do same. Just a thought.
Well said Jazef. I briefly entertained the thought of running against Mr. Welch.
I made the same arguement over a year ago in the Addison Independent...that impeachment was not removal and that hearings would be good for the country. Supporters of Mr Sanders lambasted me for calling Bernie to task for his obstructionist ways.
I feel that we should replace the entire body of elected officials. Alas, in most of the country, Diebold will be chosing the winners.
You dreamers with your impeachment fantasies... We're well on the way to the New World Order folks, (one world gov't) so get used to it. Unless of course you have the backbone to stand up and violently revolt against it, which is the only action that will stop it. Otherwise, you can wipe your ass with your petitions and votes and just learn to be an obedient worker.
Link to the following article,it is an idea worth consideration.
http://www.informationclearinghouse.info/article18650.htm
I think we should send our congressmen a email every day calling for impeachment of the president and vice president.Have those of like mind send them a daily call for impeachment until they have to respond
WCAX does not understand what impeachment is. It is NOT removal from office. It is the first step toward a trial by the Senate and possible removal from office and other consequences. As such, impeachment serves notice and is the first step toward justice, toward preserving, protecting and defending the U.S. Constitution. And THIS is what Vermonters want. Yes, I am a Vermonter. In Vermont we understand that not to move forward holding Bush/Cheney accountable for documented high crimes and misdemeanors is being complicit with them. Bernard Sanders, Patrick Leahy and Peter Welch, being opposed in doing what the Constitution demands, holding party gain over justice, are in fact the major obstructionists! Their phones should be ringing off the hook. Numbers follow below. The issue is the US Constitution. And We The People must defend it for surely those who swore to protect and defend are not doing so. They are shredding it.
Bernie: 1-202-225-4115, 1-800-339-9834 (VTers only)
Leahy: 1-202-224-4242
Welch: 1-888-605-7270 (VTers only)
"In 1912 Republican incumbent William Howard Taft carried 2 states, one of them was Vermont".
Yes,and if he had become President, it is unlikely that the Federal Reserve Act and graduated income would have been signed into law at that time.
Woodow Wilson, was the monied interests patsy.
It was Edward Mandel House, the Carl Rove of that time, that handpicked Wilson and made him president.
Who did House represent? He represented the monied, who at that time it is estimated, controlled about 25% of world's wealth. Also one of the founders of the CFR, founded in 1921.
You really want our freedoms back? Desolve the Federal Reserve!
Why isn't this movement happening in the rest of the country? Is it because too many of us (including me, unfortunately) are too busy? Impeachment now, and I mean either George W or Dick "Darth" Cheney or both, would have two main purposes: extract as much testimony under oath from various principals as possible, and warn future presidents not to do the same things. That the Democrats in Congress can't see their way toward protecting either their institution or milking Bush admin crimes for partisan advantage suggests either an amazing cowardice (because constituents might get mad at them or the Republicans will be looking for payback) or--and this is my view--a decision to protect the imperial presidency as the essence of America's empire. They believe in the need to occupy Iraq and use torture, so they'll do just enough in hearings to string along voters who care, and then drop the matter. Impeachment hearings, under oath, would unleash a vast stench from 1600 Pennsylvania Avenue--worse than what we can already smell from outside Washington--and they don't want that to happen.
I wonder how many people have left the United States because of Bush & Company or are strongly considering it. I'd like to see that poll. I believe if we attack Iran you will see more and more Americans leaving the country in disgust. Canada is looking better all the time.
Impeachment
So get on with it.
I wonder how many times the word impeach has been printed here on Common Dreams threads in the past year? I'll believe it when it happens. Conyers and Pelosi should hang their heads in shame and resign. ___ But they won't.
Think I'd like to move to Vermont. Sounds like the folks there actually have a lick of sense.
If they secede, I'm moving there.
What we need is a call for the fifty states to elect individuals to serve as constitutional convention delegates to rewrite the constitution inserting language to demand elections be funded through public money only.
It's way overdue to impeach Bush and Cheney. It should have been done the minute their lies were exposed about the false pretexts to the Iraq war, which caused the destruction of a nation, the death of thousands of Americans and hundreds of thousands of Iraqis. Since then, there have been enough scandals, lies and corruptions to impeach them 10 times or more! I am so disappointed of the so-called Democratic Congress for not seriously considering impeachment proceedings.
Time to end the 'apparent' two-party system and have a truly democratic system in America. No country on earth needs democracy so urgently as the US of A.
The notion that impeachment would be a distraction and would hamper efforts to end the war is sheer hogwash. Bush and Cheney are known to be devious, liars and illegal aggressors. They must be impeached immediately. Imagine all the dirty and foul work they can accomplish before January 2009!
Forget the Dem's for the most part and esp. the Rep. Join the Green Party.
I was all for impeachment a year ago, but now it's best to let the lame duck be lame and nail every one of these thugs after they're out of office. Bush, Cheney, Rumsfeld, Rice, the whole neo-con gang and those members of Congress who've supported these criminals and their treason should face criminal charges not to mention untold civil litigation which they should have to pay for themselves out of their off shore slush funds..
The article's author neglects to mention that Jefferson's Manual (legitimated by many constitutional scholars) specifically allows for impeachment hearings to commence in the US House, upon the House's receipt of exhortative impeachment resolutions from the states' legislatures.
___________
Interesting to note how much better/honest government can work, when people lead lives (as most Vermonters do) that leave time for citizen participation in public affairs, and when the government structures are maximally-open to allow such participation (as in Vermont's small town meetings and its highly-accessible state legislature.)
Hugeness and dense centralization are virtually always the enemies of citizen enlightenment and democratic government. Too bad the US isn't mostly made-up of 50 Vermont-like states.
When will the impeachment begin?
I'm moving to either Madison, Wi or somewhere in Vermont.
Proud of you all!!
don't hold your breath. it ain't gonna happen. no impeachment. no accountability. they all walk, to live happily ever after. they are all slimey vermin. they all suck from the same trough.
To say that impeachment isn't necessary because this set of bums will soon be out of office anyway is sheer nonsense. It is a matter of the American people getting off their backs, standing up and not taking it any more. For the last twenty years I have watched the people of this country take a royal screwing by both Democrooks and Republicrooks. Our rights are being booted out the door by a bunch of jack-booted Nazis.
It is imperative that this crowd be impeached. If we don't show courage now, WHOEVER is elected into office the next time will think that we are all a bunch of pussies and really rip into us. And why not? They will know that no one will have the balls to stop them. Land of the brave....my arse.
The Constitution does not say Congress "may" impeach, it says Congress "shall" impeach. So what is Congress waiting for? Do any of them not KNOW the Constutition they have sworm to support and defend against all enemies, both foreign AND DOMESTIC -- OUR OWN RIGGED ELECTION OF THE CURRENT PRES/VICE PRES AND CO.???
I love it here in the green mountain state. If you ever get a chance do visit, try going during Town Meeting Day. It is an experience in direct democracy. Not to mention the bake sales and pot luck suppers. I love Town Meeting Day!
The secessionist movement is alive and well in Vermont. For info you can go to

Even conservatives such as Bruce Fein say Impeachment proceedings should have already begun. Pelosi is part of the ruling cabal and will not do the peoples wishes. She needs to be replaced as does the entire government including the supreme court. See petition above.
We need to stick to the 'I' vowel word not the 'A' vowel word.
Use of 'A' would really be disastrous!
In 1912 Republican incumbent William Howard Taft carried 2 states, one of them was Vermont.
In 1936 Alf Landon carried 2 states, one of them was Vermont.
Vermont has come a long way.
impeachment is the only remedy short of assassination that can save us from this runaway, callous executive branch.
Two polls - that honest pollsters could do:
Vast majority of people who know the whole truth about the history of the U.S. Department of Defense think it should be shut down.
Vast majority of people who know the whole truth about the invasion and occupation of Iraq, think Bush and Cheney should be impeached and imprisoned for that and for their contempt for the U.S. Constitution and the American people.
Thanks Shanti for pointing out Vermont's efforts to secede. Secession may be the only solution for states that want to live under the pre-dubya constitution.
Heckuva job, Vermonties!
porcupine
Yes... I'm with you.
Impeachment
Lets get it all out on the tv screens for America to see and examine.
Part of the problem is that here at Common Dreams the people have information..but for many Americans they still do not fully understand what the Bush administration has been doing.
IMPEACHMENT !
I SEE WHERE VERMONT HAD A PETITION TO SECEDE FROM THE UNION. MAYBE THEY KNOW SOMETHING WE DON'T!
If we had two political parties we would have Impeachment on the table. But there is no difference between the Republicans and the Democrats. They have both joined corporate America and formed the Uncle Buck Party. They killed Uncle Sam and are now destroying the Constitution. All for a buck. What a country.
Hoa binh
Sometimes politicians have to actually step up and do what's right and just for no other reason than that it is right and just. Never has there been an issue more right and just than the impeachment of Bush and Cheney. Impeachment may not play well in the press. Impeachment may not help the Democrats in the next elections. Impeachment may not succeed in this incredibly moronic congress. Nevertheless,iImpeachment remains the right and just thing to do. The Constituion cries out for it. The American people cry out for it. Congress should consider doing the right and just thing. How dare Pelosi take it off the table.
There is a large territory mostly to the southwest of Vermont which sends in the other 98 Senators to Washington. Quite a bit of it has been denoted on political maps with red paint, for a reason.
Impeachment would hamper Congress's efforts to end the war. That's rich! It would hamper Congress's efforts to look busy. Ending the occupation isn't even on their agenda.
I wonder what a poll of the rest of the country would look like. Maybe Vermont isn't the only place getting fed up. I'd like to see a state-by-state poll. I can guess what Utah and Idaho would look like. But that's not where the majority of the population lives.
No wonder Vermont is the only state Bush hasn't visited!!
