The Price of Freedom: Naomi Klein's 'Shock Doctrine'
How can Naomi Klein top No Logo, the most influential political polemic of the past 20 years? Her first book forensically studied the bloodstains that have splashed from the developing world's factories and "export processing zones" on to our cheap designer lives - and it spurred the creation of the anti-globalisation movement. Today, she has produced something even bolder: a major revisionist history of the world that Milton Friedman and the market fundamentalists have built. She takes the central myth of the right - that, since the fall of Soviet tyranny, free elections and free markets have skipped hand in hand together towards the shimmering sunset of history - and shown that it is, simply, a lie.
In fact, human beings consistently and everywhere vote for mixed economies. They want the wealth that markets generate, but they also want them to be counterbalanced by strong government action to make life in a market economy liveable. (Even Margaret Thatcher and Ronald Reagan were not permitted by their electorates to tinker with anything but the outer fringes of social regulation and the welfare state.) The right has been unable to accept this reality, and unable to defeat it in democratic elections. So in order to achieve their vision of "pure capitalism, cleansed of all interruptions", they have waited for massive crises - when the population is left reeling and unable to object - to impose their vision.
Klein's story begins with the market fundamentalists' showroom: Chile. Milton Friedman, the apostle of pure unfettered capitalism, sent many of his finest students to Chile for years to spread the message that markets must be allowed to work their pristine logic unhindered by government. They persuaded virtually nobody. Their parties were thumpingly defeated, and the democratic socialist Salvador Allende was elected instead. So the CIA backed an anti-democratic coup by the fascist general Augusto Pinochet - and Friedman swiftly stepped in to design "the most extreme capitalist makeover ever attempted anywhere", as Klein puts it.
All subsidies for the poor were scrubbed away, prices were sent soaring, and unemployment reached unprecedented levels. Friedman told Pinochet to go further and cut harder. The wishes of the people could be safely ignored, because "the shock of the torture chamber terrorised anyone thinking of standing in the way of the economic shocks", she notes. "Attacks on union leaders were often carried out in close coordination with the owners of the workplaces."
So the right-wing vision of total markets - slice away all social protections and let the corporations rule - was born with the iron fist of state violence as its conjoined twin. In most of the places it has been tried they have been there, inextricably stuck together. Klein tracks them across continents: in post-Soviet Russia, for example, Boris Yeltsin could only impose this extreme vision by blowing up the parliament (with most of the elected representatives trapped inside), shredding the country's young democracy, and starting a vast distraction-war in Chechnya that killed 100,000 people. In post-Tiananmen China, the Communist Party could only turn its country into a vast export credit zone with massacres and mass imprisonment which made ordinary Chinese workers too terrified to ask for even the most meagre rights. Indeed, across the planet, "some of the most infamous human rights violations of this era . . . were in fact committed with the deliberate intent of terrorising the public to prepare the ground for the introduction of free-market reforms".
Where this über-corporate vision has not been imposed by force, it has been imposed by blackmail at a time of crisis. One of the ugliest examples Klein exposes is the use of the tsunami - an almost biblical wave that washed away 250,000 people - as a pretext to impose a Friedmanite vision. In Sri Lanka, mega-corporations had long been keen to clear away the old beach-dwelling communities of fishermen and open up the coastline to much more profitable foreign tourism. But the people liked their homes, and their careers, and did not want to hand their beaches over. So these proposals prompted a wave of militant strikes and mass protests. They were then put to the Sri Lankan people in an election - and were defeated by a landslide.
But then a wave washed it all away, and "underneath the rubble and carnage was what the tourism industry had been angling for all along - a pristine beach, scrubbed clean of all the messy signs of people working, a vacation Eden". The Sri Lankan government was told that it would only receive the vast reconstruction loans it needed from the World Bank and IMF if it agreed to a "restructuring" programme - which consisted of everything that the Sri Lankan people had just rejected at the polls. Reeling from the shock, the Sri Lankan government agreed. It banned people from returning to their beach-front homes, declaring a "buffer zone" for indigenous people - but not for the hotel trade, which was free to do as it pleased. So money donated nominally to help tsunami victims was actually used to inflict a "second tsunami" on them, handing over their land to foreign corporations and ending their historic lifestyles for ever.
Similar programmes of extortion have been inflicted on other communities reeling in shock. As the people of South Africa were fighting the last battles against apartheid, the successor ANC was forced to haggle with the IMF and World Bank for their loans. The conditions? Ditch all the social protections included in your Freedom Charter, and leave the economic structures of apartheid in place.
And as the people of Poland emerged blinking from the horror of Soviet communism, the Solidarity government was forced to gut its social-democratic vision and impose a bitter dose of "shock therapy" that cut the country even further to the bone. In both countries, the will of the people was ignored.
Klein's account of this "disaster capitalism" is written with a perfectly distilled anger, channelled through hard fact. She has indeed surpassed No Logo. Today, this brilliant book should stir a tsunami of shame - and of political action by us to finally stop the shock "therapy".

Show AllJohann Hari, thanks for your perfect assessment of Klein's endeavor: "Klein's account [. . .] is written with a perfectly distilled anger channeled through hard fact." Klein's expose, as Hari, declares it to be, is indeed a call to action.
In the Acknowledgments section that follows the text of The Shock Doctrine, Naomi Klein writes, in part, "A few books were of such tremendous and repeated help that endnotes and bibliographies don't suffice to indicate their importance." Among the relatively short list are found John Perkins's The Confessions of an Economic Hitman (he has a recently published "update") and John Pilger's The New Rulers of the World.

Klein, as a matter of deepest interest, as I see it, continues, "I also want to honor five exquisitely diverse models of the engaged intellectual, each one a personal hero of mine, who passed away while I was writing this book. The loss of Susan Sontag, John Kenneth Galbraith, Molly Ivins, Jane Jacobs, and Kurt Vonnegut will, for me as for many others, be difficult to bear."
Herein is a reading list of its own. Herein a reminder that the voices HAVE been among us for sometime now, which doesn't diminish Klein's; indeed, her having heard so well the others' suggests the importance of picking up The Shock Doctrine and then passing it on to someone else not in the choir.

I hear Ms. Klein's message, and applaud her for uncovering another truth of how our system has (d)evolved.
Additionally, I think we can see the Shock Doctrine at work on several levels other than financial: the use of Doublethink by our government to keep us befuddled and in shock, our Secretary of State warning Russia that there is too much concentration of power in the Kremlin, and our news media telling us that war in Iran is one of the top issues on the campaign trail, and we are being told, that despite what we see with our eyes and feel with our skin, global climate change is not happening (counterbalanced by telling us that it may indeed be happening, but we should just get used to it).
This stuff defies credulity, and that's exactly what they want. Shock and awe works, and that's what we're up against.

it's a gorgeous sunny autumn day here in western massachusetts...i am just taking a break from cleaning up the garden and lawn and thoroughly enjoying myself...if i had naomi's new book, i would gladly trade a day in the yard to sit in my comfy chair and enjoy (all thinks being relative) the book...that way i would feel more confident in urging my friends and fellow travellers to look beyond the comforts we enjoy on the backs of those less fortunate than ourselves--not to mention the greedy thugs lining their pockets and expanding their political influence without a care in the world....

My hope--and fear--is that The Shock Doctrine is translated--and soon--into Spanish, into Russian, into Polish, into all the languages representing the peoples so deeply affected by what is ultimately OUR greed. That they will know that the information is finally available to us will probably ensure consequences; this knowledge, however, can and should be leveraged, in Friedman talk, so that there can be more Seattles and Miamis to show the world that, while the corporatists are currently at the helm, the people are growing very uneasy.
Although I run the risk of sounding too conspiratorial... it should be noted that most of the politicians and corporate heads that prescribe to a "pure capitalism" view are simultaneously involved in men's clubs and secret organizations who hold this "shock and awe" strategy as one of their sacred teachings.
Interesting that when Freemasons reach the 32nd degree of initiation in that secret society, they are given a "royal secret", this comes in the form of a pin that reads "Ordo Ab Chao" or Order Out of Chaos, which is their supposedly enlightened viewpoint and strategy of gaining and maintaining power.
The way the executive fascist cancer and congressional paralysis have progressed, only organized revolutionary effort by a PEIOPLE'S MOVEMENT can stop the slide into the abyss. Nothing less will do. Only the effort to knock out and replace the tenets -economic and political- of capitalism can put the country on the road to peace, justice and harmony with the world and planet Earth. Our method will be peaceful,electoral,democratic. Usually capitalism, when it loses or thinks it is going to lose, does not respect democratic processes and strikes insiduously and violently. If that happens, then "we the people" will continue defending our Constitution by bringing down the OUTLAW government by using all appropriate means.
It is futile at this moment to discuss methods of arriving at a detailed exhaustive list of programs. It is clear by now that the masses of the people and the progressive political organizations want solutions to a few vital problems, such as PEACE, WORLD DISARMAMENT & DRASTC CUTS of MILITARY BUDGETS, NOT FOR PROFIT UNIVERSAL HEALTH CARE, FREE PUBLIC EDUCATION, ELIMINATION OF POVERTY, PROTECTION OF PLANET EARTH AND SUSTAINABLE ECONOMIC DEVELOPMENT. These demands can be expresed with fewer words, such as
PEACE, DISARMAMENT, JUSTICE, ENVIRONMENTAL SANITY.
It is not important if the local organizations of a People's Movement differ about how many and which of the key demands they want to emphasize or campaign for. They can add or substract as many as they want, if they feel that their effectiveness will be boosted at their local level. What is important is that the locals are free to develop their initiatives, but, while retaining their organizational identity, they consider themselves a local branch of the big tree of the PEOPLE'S MOVEMENT which fights for PEACE - JUSTICE - DISARMAMENT- ENVIRONMENTAL SANITY against the "two" political stooges of the merchants of war, exploitation and environmental degredation.
The big question is to have a starting spark for a People's Movement by someone who is respected in the progressive movement for his/her courage, honesty, intelligence and leadership qualities. No matter how many times I have tried to think of the right person, I always come up with the same conclusion: CINDY SHEEHAN. Her run against Pelosi can also serve the local initiatives for setting up People's Movement branches by rallying support
for her election, by adopting all or some of her PEACE-DISARMAMENT-JUSTICE-ENVIRONMENTAL programs
and organizing financial assistance for her election. Let us hope that Cindy has noticed our chattering and gives us some clue.

I am sorry he didn't review the end of the book. The book gave me nightmares until I reached the last chapter. The people of the southern cone have taken back their countries. They have dismissed the IMF and the World bank. They still have to be worried that the CIA doesn't come back and kill important people but they will not let any one say that a free market without bounds is ok. The problem in the US is that Congress is still shocked and afraid to do what they should.
Bet you won't find Naomi being interviewed by The Snooze Hour, Oprah, or Charley Rose. Ditto for Fresh Air, Diane Rehm, or Talk of the Nation.
Nah, Naomi is just a little too sharp and has done her homework just a little too well for the taste of the punditry. With 444 pages of text and 70 pages of footnotes even dimwits like Tom Friedman, Michael Gordon, and David Broder can get it--unless they choose not to do so. Buy this booki, read tihs book, talk about this book--Naomi Klein Rocks!
This is a very good work. However, painting the Friedamites as idealogues may obscure the crimmal nature of their enterprises. Those gold pits wherein they operated practiced a mixed economy. The reality was that the vast majority of the people were not in the mix. In practice,the chicago school "educated thugs" privatize profit and socialize liability. The modern masters of global capitalism are reincarted 16th century english privateers. Sir Frances Drake is in anglo/american history a swashbuckling hero.
I loved Klein's film The Take, and I can't wait to read this book! I have it waiting on interlibrary loan, but now I am ready to buy it. We need a manifesto to demystify the destructive force of present-day global capitalism, and I hope this book breaks through the cynical gatekeepers of the MSM.
I'll catch heck for saying this, but I have a feeling Barack Obama is actually smart enough to "get" the writings of Naomi Klein. Being bi-racial, bi-cultural, having taught constitutional law, having edited a law review, and having worked to politically organize people in a slum are things in an odd mix capable of tempering a person. Among the practical alternatives available for leadership change in America, I hope he is not being written off too soon.

Klein quotes John Williamson, the powerful economist who shaped the missions of the World Bank and the IMF:
"One will have to ask whether it could conceivably make sense to think of deliberately provoking a crisis so as to remove the political logjam to reform. For example, it has sometimes been suggested in Brazil that it would be worthwhile stoking up a hyperinflation so as to scare everyone into accepting those changes. . . . Presumably no one with historical foresight would have advocated in the mid-1930s that Germany or Japan go to war in order to get the benefits of the supergrowth that followed their defeat. But could a lesser crisis have served the same function? Is it possible to conceive of a pseudo-crisis that could serve the same positive function without the cost of a real crisis?"
9/11 was a gift to Bush and Cheney and Rumsfeld -- shock doctors, all -- but the "war on terror" is definitely the pseudo-crisis that necessitates the ongoing shock therapy of globalization.
Simply bringing the troops home is not the solution. The entire "war on terror" needs to be universally exposed for what it is.

What on earth are you talking about? Her approach may be subtle at times (like that's a bad thing in and of itself), but she's not mollifying people. Mollifiers don't shoot films about anti-capitalist worker collectives or back Alan Greenspan into a corner hard enough that he loses composure and starts ranting about socialists and shit. Blue pill, my ass.

Klein may write nice books, and even influence uninfluencial people; but she will need to enter politics to go the next step. Thats what Chavez did......

i have been flogging this book for some time - it is a home run and provides for the the first time a view of our past that has a toe in reality.

Thanks for the clarification. My question as per conspiracy theories tends to be simple: if you find out that 9/11 was an inside job, or that the Illuminati runs everything, or, or, or...what then? Listening to conspiracy theorists, I frequently get the impression that if the smoking gun they're waving in the air is validated and acted upon, that somehow there aren't who knows how many smoking guns waiting in the wings by definition. Who needs conspiracy theories when you have genocide as a matter of public record, and capitalism itself is an inside job?
The problem with conspiracy theory imo is not what is being posed is inaccurate; it seems like part of the time it is, part of the time it isn't - with a lot of weight towards the veracity of conspiracy theorists who in fact aren't theorists at all, but who are independent investigative journalists who work to uncover something that is not being reported on in the MSM, if not dismissed and mocked outright. (Remember how the lone gunman theory was official state doctrine for decades?) The problem is that all the smoking guns in the world won't get people to push for real, lasting change if what is being shown doesn't effect them on a personal level, doesn't address what is wrong systemically instead of just pointing out yet another example of how messed up it is, and if said theorists are telling people what they already know: that governments lie, cheat and murder, and imperialist governments do so pretty much by default.
In any case, if Naomi Klein doesn't believe that 9/11 was prefabricated, she certainly makes a strong case for the people who control the world economy doing things that make 9/11 look like a tea party. She's also far from alone; one of the big debates in 9/11 circles is if it was pre-planned - or they already knew, but let it happen by default. All of which seems rather moot when you consider that the Mujahadeen was bankrolled by the White House in the Soviet-Afghan war and that either way, the buildings collapsed in no small part due to massive incompetence and/or dirty dealing from the White House.
Totalitarian governments in all their forms don't feel any responsibility to play fair, let alone by their own rules; as such, their inherent criminality deserves to be exposed - but this in and of itself is hardly news. What distinguishes Klein's and Chomsky's work is that they show how the system works to keep people in chains, not just that Gosh Wow Hey, governments do shitty things. Forest from the trees, people...

I have to support Naomi Klein's book -- to an extent -- though I agree with critics that she pulls up short on stating that 9-11 was PLANNED for the specific results that have occurred. A War or three in the Middle East, a new terror/security paradigm, a roll-back of democracy, and a schism between the "security moms" and those who see through the lies thrown out by these scumbags.
By "planned" I mean they WROTE IT DOWN, OPENLY, IN PUBLIC that they wanted -- nay NEEDED -- America to be attacked before they could unleash hell, and uncap trillions of dollars in "defense" spending.
The fact that NOBODY in the mainstream or even fringe media -- not even Klein with all her research, has pointed out the obvious and irrefutable, in my mind this this tends to bolster the planned-ness of these events. Otherwise, SOMEBODY would have said something about this. It's not like these writers and opinion makers were OBSCURE, even if they are not 'dinner table' names.
