Bush Draws Fire at Climate Talks
WASHINGTON - Some of the world's biggest greenhouse polluters took aim at President George W. Bush on Friday, calling him "isolated" and questioning his leadership on the problem of global warming.
Bush, who convened the two-day meeting of the 17 biggest emitters of climate-warming gases, stressed new environmental technology and voluntary measures to tackle the issue.
"Our nations have an opportunity to leave the debates of the past behind and reach a consensus on the way forward and that's our purpose today," Bush told an audience that included delegates from Europe, Japan and Australia as well as fast-growing developing countries such as China and India.
But his speech did little to dampen doubts from participants and environmentalists that the climate session at the State Department would help advance crucial U.N. talks in Bali, Indonesia, in December.
"It is striking that the (Bush) administration at the moment in the international conversation seems to be pretty isolated," said John Ashton, Britain's climate envoy. "I think that the argument that we can do this through voluntary approaches is now pretty much discredited internationally."
Bush's rejection of mandatory limits on carbon dioxide and other greenhouse gases that warm the planet is at odds with the 1997 Kyoto Protocol and with many who attended on Friday.
"Our message to the U.S. is this: what they placed on the table at this meeting is a first step, but is simply not enough," South African Environment Minister Marthinus van Schalkwyk said in a statement. "We think that the U.S. needs to go back to the drawing board."
The United States has long been the world's biggest greenhouse emitter but at least one study this year put China in the lead. Given the U.S. role in contributing to the problem, van Schalkwyk said the United States should contribute its "fair share" to a solution.
LOOKING TOWARD BALI
By mid-2008, Bush said heads of state of the biggest emitting countries should set a long-term target to fight climate change and that there should be "a strong and transparent system for measuring our progress toward meeting the goal we set."
That drew a muted response from delegates, according to Yvo de Boer, the special U.N. envoy on climate change.
De Boer said he found Bush's speech "encouraging" because it acknowledged the urgency of the issue.
But asked to predict the outcome of the Washington meeting, de Boer replied, "The very strong indication I got is that people said, 'This is a very interesting discussion but we need to continue it after Bali.'"
In fact, delegates applauded when Bush stressed this meeting was meant to lay the groundwork for the Bali conference. Some critics have questioned whether the Bush administration was attempting to get around the U.N. climate process with its own set of meetings.
At the meeting's conclusion, James Connaughton, head of the White House Council on Environmental Quality and chairman of the conference, described "very vigorous discussion" and said the parties were committed to continuing the talks among the big emitters as a contribution to U.N. climate negotiations.
There was no consensus document. Instead, Connaughton offered a chairman's summary: "I think different participants would emphasize different aspects of the summary so this is merely my attempt to capture the sense of the meeting."
Bush said a long-term goal for reducing global warming was needed but that each nation should design its own strategy. He suggested a global clean-technology fund could be led by Treasury Secretary Henry Paulson, to be financed by global contributions.
The Bali talks will aim to launch a successor to the Kyoto Protocol, a treaty that set limits on industrial nations' emissions. Its first phase ends in 2012. (Additional reporting by Caren Bohan)

Bush is a 100% Nazi. Both sides of his family: prescot bush bankrolled them and traded with them, the walker side did legal work for them. They have traded in arms in several wars. They are war profiteers.
Bush is at War with the USA. War is total. No system, asset, or cherished liberty is sacred or safe from this little Napoleon.
The destruction to our beloved America is total.
By buying off congress with wall street promises of privatization, and colluding with diebold and other voting machine makers (see bradblog.com) he and his party have essentially overthrown the U.S. government.
Never mind the fact that he is guilty of committing just about every government crime we have a law for.
He has decimated the military, and usurped their authority by overloading the battlefield with untrained mercenaries, and we should appeal to soldiers to stand up for us against this tyrant.
By intentionally trying to bankrupt us, Bush and Congress have committed treason against the United States.
Oh, and he wants to nuke the world and turn the atmosphere into a living hell.
Q: "Do you worry about your place in history? Bush: "No, we're all going to be dead by then."
Is he going to push the button on his way out?
He's bonkers! We should start writing letters not to congress, but to generals, asking them if they think he is fit to be the commander in chief.
The above is all just my opinion.
pacplyer
The Pres is just looking out for his business buds. Corporate profit before saving the planet.
you have to forgive bush for his lack of respect, you see, he knows that the upcoming attack on iran will involve nuclear weapons and the environment is going to suffer more serious short term issues than green house gasses.
after the bombs fly we won't be thinking about global warming, other than the warming created by the nuclear fallout.
ready, here we go.........

I think the criteria now is: If America is leading, go the other way. We've got nothing right lately. We've coasted on the "saved their asses in WWII" schtick for the last 50 years. We haven't got energy strategy, health care delivery, education standards, poverty rates, etc on any standing that anyone in the industrialized world would want to emulate. How has America dealt with it? Well, hope you didn't follow our example. So it's no wonder we don't lead on any environmental initiatives. We are the DIY of how to destroy the environment your organism relies on for survival. Geniuses. (I know we didn't achieve this ourselves, but it's the helter skelter effort to keep up with America's unconscious and wasteful ways that has driven this irresponsible "growth.")
George "stressed new environmental technology and voluntary measures to tackle the issue."
What this means is nothing is going to interfere with the profit making. We must develop new technology, which of course will be paid for with your tax money, and then leave it to the mega corporations to voluntarily utilize it. Imagine if this concept was applied to drunk driving.
With the advancements in safety seat restraints and airbag technology, today we deem all DUI laws completely unneccessary. Drivers will be expected to voluntarily curb their drunken driving and while they adjust their dependency on alcohol and thrill-seeking driving habits, we assure the tax paying public that all is well and your airbags will save you.

I teach middle school and am really disappointed to see grown-ups using profanity so glibly. Get a dictionary and be a good example for our kids. Thanks.
BTW: I think it is such a joke that Bush has the nerve to stand in front of other nations with his earnestness. Know one will believe one word because his actions prove he is a liar.

it's not about loving common dreams. preaching to the choir is easy. it's the "ego assholes" that you need to reach and get your message to. i don't claim to know the best way to do that, but i hope your endeavors are well accepted..

It comes from my experience with attitude adjustments with friends and life. You have 2 choices to change people. You either kill them with kindness, or you aproach them in an attitude adjustment technique, above. You tell me how an ecologists has ever achieved change through acts of kindness? To me thats mistaking kindness for weakness. And now is the time for critical thinking, and fear shuts down the ability to think critical. how can a conscious revolution take place when those of us trying to create it are so hostile towards each other? this is the very reason why human hierarchies tend to evolve towards the creation (and cyclical toppling) of totalitarian regimes which maintain control via fear, manipulation, and violence. for us to create a sustainable global community based on a respect for the Earth and its future, first we need to at least respect, even love, each other.
Ecosutra, spoken like a true DLC stalwart. The level of denial you bring to this discussion only exceeds your appalling self rightousness. Feel free to explore the inner dynamics of existential angst which seems to be driving your participation on this site and the abundant fear that drives it.
HYBRId, he knows me. Yes, he understands!!! I to see that getting myself to a more indigenous place would be the best thing I could do to prepare for the changes. I believe there are enough people out there in America looking to make a shift. I think we should all migrate to the Baja. Create an alternative energy park with our resources. I do not want to be in America anymore. Im so ready to leave. I hope I can get a solar thermal hydrogen ice hockey league organized to migrate with me. I am doing as much as I can to create the web site to network for migration. Its not ready yet, but its going to be a job search for permaculture designers and I have an incredible network of scientists (algae bio diesel from Israel) and peramculture scientists, ecologists ready to help us make that shift. Ecosutra is going to be the portal to migrate into the shift. I am forming a guild or trust for people to enter the expedition. This is the revolution.
"De Boer said he found Bush's speech "encouraging" because it acknowledged the urgency of the issue."
News flash to Yvo de Boer: Don't be encouraged. The only urgency being demonstrated is the heightened need for pretense. Bush obviously feels a greater need to PRETEND he gives a shit.
Ecosutra, at first I was a little irritated by the tone of your posts, but now I believe it is simply frustation. I agree with you 100% that the industrial age is near its end. I have written about it recently through another angle: that the meek shall inherit the Earth. The poor and undeveloped nations will have the easiest time adjusting to the end of oil - the blood of the industrial age. However, the story doesn't end there.
What you have mentioned about soil preservation or rendition, of gathering water and using the waste water in an intelligent way rather than simply dumping it into the seas and oceans. Of returning to nature. In the country I am presently living in, we are receiving good amounts of rainfall - not too much nor too little. But nothing is done with this most important of all resourses (I forgot to mention the air we breathe, but that will improve once oil is gone).
Yes, I'm getting pretty frustrated myself over the thoughtlessness of the leaders around the globe and some individuals. I have also been mentioning how I have been using a simple water filter to purify the water I drink, while the rest of the world is buying bottled water. Such stupidity! All everyone needs is a simple water filter to make the water they drink potable. I demonstrated this once by pouring the water left over from laundry I had been washing. We waited as it went through the differing layers of activated carbon, sand, stone and other similar natural filters, and in the end, I drank the water and it tasted and smelled no different than bottled or otherwise clean water. Of course the most important part of the whole process is the initial ceramic filter which the liquid must be able to pass through in order to continue along the path to purification.
This same thinking must be applied to the soil and reversing the process of desertification which is occurring in many places in the world.
I am doing what I can on in individual level because my cicumstances make it possible. Many people have no choice but to continue to drive because they have to get to work. But it's way past the time we began to really do this on a global scale. I've heard of houses which have a permeable roof covering a house that collects rainfall. Soon enough, solar energy will be far cheaper than oil or gas.
The old farmers in the mountains wouldn't know or care if oil ran out yesterday because they don't need it. They have their buffaloes and bicycles, along with a small number of live stock and plenty of vegetables. I only hope that the next period of solar flares isn't catastrophic, because the world is like a boxer in the ring who, if he gets hit one more time before the bell rings, he won't get up off the mat before the count ends.
We wouldn't want to infringe on anybody's "freedom" so Bush wants "voluntary only" rules about pollution etc.---like his Texas-oil-slick belief in "access to" health care (meaning of course money)....On that basis we should make all laws voluntary, again like in Texas, where you only get prosecuted if you're not connected to the good ol' boy network of criminals
Here we go again! Bush has this power to throw monkey wrenches into Climate Change actions only because we let him.
By all industries own admission it is we the consumer that keep this economy running, So we the consumer cutting back on our spending can put a dent in Climate Change.
And you people jumping on Hillary 35 mpg in 20 years. You want to change that equation instantly then start or join a car pool, use public transportation.
Frankly we are the ones with our inactions that give Bush all his power.
Now it is our turn to lead . Is Everybody ready?
P.S. We all know where the Bush administration's priorities lie. There's no point in belaboring the obvious.
I say get together with others who aren't afraid to deal with reality and let's start doing whatever we can in our own lives and in our own communities. Just GO.

Its causes, consequences and mitigation requirements have also been documented in the research literature for many years now. It's too bad that more people don't go directly to the literature for a sense of what is really occurring and, by the way, at a rate that is now a great deal faster than was predicted as little as five years ago.
I am including here the following link to AIRMAP New England via which anyone interested can monitor atmospheric CO2 concentration measured every 15 minutes around the clock 365 days a year at the University of New Hampshire Observing Station, Thompson Farm, Durham, NH:
http://airmap.unh.edu/data/data.html?site=AIRMAPTF
Current reading on September 30, 12:30am EDT: 441 ppmv
I have been watching these measurements for over five years now and, on average, they have been running between 360 and 450 ppmv, with occasional spikes to as high as 480.
Dougrambo: If I remeber rightly, John of Patmos, author of the book of Revelation, was in exile for his opposition to Emperor Nero and Rome. It is Rome to which he refers, and 'six hundred, three score and six' is value of Nero's name using the Hebrew Kabalist method of numerology known as Gematria.

The school of climate change report for Bush:
Zero for credibility. Zero for leadership. Negative for progress on emissions reduction. Only an world economic meltdown can save us. We are eading that way, but no credit given. Climate meltdown to follow. Ecological collapse still on the way. All of these things have the momentum of a Tsunami. Mr Bush is in pretend mode, with a toy steering wheel, making reassuring noises for the elite.
Joe T. Being a student of the book of Revelation I get a kick out of how so many people take the book literally. When it is primarily a symbolic book. Plus most of the book of Revelation was fulfilled in 70 AD When Jerusalem was destroyed by Rome. Which was the GREAT TRIBULATION many are still waiting to happen!! Are you listening Hal Lindsey?
Those who still debunk the consensus of the non political & dedicated international scientific community join Bush right wing's war on science, & our planet.
Rather than pursuing even modest effort to understand the effects and consequences of mans activities they follow the deceptive data issued by the right wing and energy cartel.
Evidence linking carbon pollution to warming has long been as close to certain as science can be. Its causes, consequences, and mitigation requirements have been documented by many dedicated environmental organizations including The Union of Concerned Scientists.
The dangerous manipulation of essential scientific data used by Bush's team to conceal and derail corrective measures for this threat and other vital environmental reforms has always been apparent--and all indicators show no change in their direction.
Often overlooked is the fact that the same measures needed to mitigate global warming would be necessary even if it were not an issue. Conservation, alternative energy development, anti- pollution refinements, etc are essential for other vital environmental reforms such as air and water quality, reductions in toxic waste generation, land preservation, etc.
Contrary to right wing assertions, greenhouse gas reduction measures could only improve our economy by lessening our trade deficits, and improving our security by reducing our dependance on foreign oil. We could also regain some of our lost world respect resulting from our opposition Kyoto while arrogantly contributing disproportionally to carbon pollution.
The immeasurable environmental and social destruction from our indifference to carbon pollution and related environmental measures can only worsen if we allow this reckless and unlearned president, guided by special interests to continue their war on our planet.
windhorse, did you know that 90% of intentional communities fail? Reason= they are about self sufficiency not community sufficiency. You and your sacrifices and efforts are in vein if you are surrounded by fester. When you take your methods into your neighbors face and demand they act in some sustainable method. TURNING NEIGHBORHOODS INTO GARDENS, HARVESTING WATER COLLECTIVELY, PRODUCING ENERGY FROM THE COMMUNITY WASTE INTURN MAKING CARBON SEQUESTRATION FUELS, AND COMPOST FOR FERTILIZER. These are the methods a civilization while prosper under in the future, how I get there, well that depends on if I can create my new world design vision through the 100 monkeys phenomenon.
Yeah, Bush is fucking moron. Get over it already. The 1997 Kyoto Protocol, however, or the following one, did little or nothing to curb greenhouse gas emissions. The CO2 emissions in European countries rose after the implementation of the Kyoto Protocol. Some European countries used the Kyoto Protocol as an excuse to dump toxic waste off the Ivory Coast.

just for the record Galen, I have not owned a car for over 18 years. I use public transportation, or one of my bikes. The town where I live - Boulder - has more bike trails than roads. I also own a Honda Rebel motorcycle, but rarely use it. It gets 60MPG when I do. I recycle 100% of my waste which means the garbage man drives by my house on collection day. Why not go preach your message to the auto industry or one of the corporate candidates in the Dem party?
How about a little something for the plants and animals.

This is to obfuscate climate change progress and that there should be "a weak and fuzzy system for measuring our progress toward environmental catastrophe and toward meeting the goal of more bullshit lies, that we set only if we feel like it but come to think of it, probably not because BIG OIL pays us extremely well to keep the BULLSHIT flowing."
Re 2012 and the peak cycle solar flare in that year:
I am reminded of Revelation 16:8-9
"Then the 4th angel poured out his bowl on the sun and power was given to it to scorch men with fire. And men were scorched with a great heat."
In 2012 possibly?

Of course behind the scenes this administration is doing all it can to help insure that almost nothing is done in response to global warming. It's discouraging that this article doesn't even make mention of the correspondence unearthed by Henry Waxman this past week that revealed the administration's machinations to undermine California's independent attempts to restrict greenhouse gas emissions. The international community should be excoriating this S.O.B. for being such a hypocrite and they should be proposing economic sanctions against the U.S. to intimidate Bush and Co. into acting on the issue.
I make the example of how liberals deflect their own imperialsm on to Israel, Its my example, what else is there?
Joe T, 2012
I have had so many of the best scientists in ecology and alternative energy say 2012 is the day.
Ok, I am not the one for metaphysical beliefs, but this journey has given me some unanswered questions. These questions started with all the synchronicity, serendipity, or the accidential discovery of fortunes and information, and the providential or miracle experiences along the way. Well, Harry Maccormack, one of the founders of Oregon Tilth certification for organics started to mention the Mayans. Did I see another multiple experience for strategy from people concerned about 2012? You bet I did.
You see, Harry says NASA are on the same page when it comes to the guide lines and prediction from things like the Farmers Almanac and other ancient Mayan dates that come to play in the scientifiic community. Listening to Harry talk about man only being responsible for 20% of global warming and the rest is due to solar flares that in 2012 will be the peak, is an unwelcome news, for if man is taught that nothing can be done to stop the process of a new ice age then what does that mean for transition motivation for man kind? Harry has the confidence we can prepare for this transition but we have to prepare for the changes using permaculture methods that start with soil management to survive. We can survive and maintain if we start greening the desert in this 8 year period of change. According to Mayans and now me from experience, information is coming in very fast. The visions for solutions and the technology are in accelration. In 1995 the Mayans came out of the woods and said the industrial era is over, its time for us to speak. And Im upset that I never heard that and conitnue not to hear thier voice.
35 mpg twenty years from now. Easy. Simple.
No oil = Infinite range. Start walking.
The era of cheap, plentiful oil is drawing to a close. Twenty years from now I would be willing to bet even money that our world will be more like 'Mad Max' or 'The Postman', rather than the happy shiny BS we are routinely spoon-fed.
Seven years into his illigetimate presidency and shrub is now talking about climate change. THe only thing more pathetic is Hillary's envionmental record and her current stance of calling for a 35 MPG twenty years from now. Wonder how much the auto industry has contributed by way of pay offs to her stinking campaign?
And the current 26,000-year precession of the Equinox ends in 2012. Interesting. For your edification (note the living diagrams):

The Us and Canada should be the primary focus of Global Warming but China cant be let off easy either.
When the president of China said he wanted Chinese to drink more milk--boom! prices for milk skyrocket(not a bad thing if it leads to the end of the dairy industry).
Chinese like shark fin decorations in their soup to impress their neighbours with their wealth: boom! shark populations are decimated.
China is a global danger just like the Us and Canada.
Ecosutra,
Why in all of your posts does Israel always have to come up? If the President slipped on a banana peel, you would accuse us of blaming Israel for it. If you are that hyper-sensitive, then why don't you go to some other site, and leave the discussion on CommonDreams to the adults.
This is good news.
It is starting to dawn on an ever increasing number of people everywhere that the American Empire is not great, but that it is a great problem for the entire world, that must be dismantled.
China may well be in contention for first place among world polluters, but they are polluting on behalf of North American consumers. So all this finger-pointing is hypocritical.
The two biggest criminals here are Canada and the US -- to be specific, the Canadian tar-sands oil project and the US war on terror. Canada is happily producing the oil required to keep all those American bombers and battleships, humvees and tanks operating.
Canada and the US must be the primary focus of global-warming activists. Anything else is hypocrisy.
All I heard from Bush was him spouting the oil industry line of lies about 'alternative energy technology' and how the world has to do something, but not anything to endanger capitalist profits, and that the magic of 'technology' would solve evrything...
ISN'T THAT HOW WE GOT INTO THIS SHITHOLE IN THE FIRST PLACE?!???!!!?!
I find it fantastic that the world no longer wants America to be a leader in the world, so what do they do, stop buying our dollar. I wish Americans had enough culture, awareness, and fortitude to do the same thing. Like stop paying your cable bill at 100 dollars for endless amounts of infomercials, stop paying for that cell phone for minutes you do not use, stop buying SUVs. Please, Bush is not to blame for our poor climate action its the people and their denial of how over consuming they are. So go and scapegoat Israel, or what ever you all do to deflect your imperial liberal right wing neo con rapture seeking foolish defecting motivations, if that makes you feel powerful. As I network the mission statement and try to empower permaculture designers into your festering neighborhoods so that they can install the integrated systems that we will have to have so that we make comfortable transition off fossil fuels. I can't stomach the idea that I have to knock on the doors of the ego assholes and neighbors of America and try to retrofit Americas tipping point of unsustainable living. I do not care what side of the fence you are on, you all still spin those wheels not taking account of your own resources of water, food and energy. Your all slaves and your content, comfortable and horrible festering souls. If anyone feels as I do, do not worry, there are many eco settlements developing around the world. The Baja is a top secret migration. I thought you should know there is an expedition and migration, if your smart enough to get on board you will have an easier time dealing with natures changes when she unplugs our fossil fuels. Good Luck Shmucks!!! www.ecosutra.com
Once again, Bush shows what a fucking moron he is and I can't believe this shithead is president (by appointment of the Supreme Court).
I see a connection here: "isolated" and "solitary confinement" (in a prison cell). Sounds good to me.
Wow, I just realized how bad my grammar and spelling is when I'm angry. Now who looks like the dumb-ass?
Bush is already irrelevant! He has not place talking to the well-educated and generally far more skilled negotiators that work at the UN. We should hog-tie both his Dick Chaney's asses, gag them and drop them both on a street corner in the Anbar Province, with no warning at all.
Nothing makes me more angry and ashamed to be American than when these fricken silver spoon-fed, gluttonous loser sycophants are speaking for ME at the UN!!!!! Arg! What happened to the good old days when tyrants were assassinated!?
Oops, did I say that? I'll bet their reading my email now! Good, because I have a lot to say Mr. President. Congress won't hold you accountable, but the American people will, one way or another.
