Homer, Alaska Citizens for Impeachment Stage Rally
Conspicuous signs reflected the frustrations of the dozen-or-so activists lining WKFL Park on Pioneer Avenue Saturday. Those driving by showed their support for voicing those concerns with the presidency by honking and waving in return.
Amy Bollenbach, chair of the Homer Citizens for Impeachment group that has grown to 30 members since its inception four weeks ago, said the movement is partly fueled by the shame she carries about the state of the country - that, and the accusations about botched CIA reports, an empty connection between Iraq and Sept. 11, spying and tapping citizens' phones and the lack of cooperation on congressional inquiries.
"I guess the motivation is that I'm very worried about our country and our reputation throughout the world," Bollenbach said. "This administration has done some things that are very bad and have harmed the rest of the U.S. It's sad our reputation is as bad as it is.
Bollenbach said she feels that, as a country, we're losing the good name we've had since after World War II.
"Not only are we losing that reputation, but the democracy that includes rights for everyone," she said. "Lots of people were honking, but there were a few unpleasant hand signals that used the middle finger - but it wasn't bad."
Shari Robinson stood on the corner holding two signs for a better part of the day. She's from San Francisco, and has protested alongside Cindy Sheehan in Crawford, Texas.
"Somebody's got to stop him - we just can't wait it out anymore," Robinson said. "It's a tragic mess - and it's criminal."
Edith Hawkey, of Homer, held a sign that read, "Save Our Constitution." She said she chose that message because she feels the constitution has been so badly violated, and if an investigation were to begin, there might be a great deal more found than people are prepared to deal with.
So what can we do about it?
"What can you do? - do what I'm doing about it," Bollenbach said.
Some critics may ask why the group is toying with the notion of impeachment, as the administration nears its final year.
"Our answer is that we want to tell the president that taking powers that aren't his is unacceptable," Bollenbach said. "Bush and Cheney have done illegal wiretapping of citizens of the U.S., and misled us into war. I'm so ashamed of our country."
The vengeance and deceit from the administration, she said, is embarrassing to the country.
"It almost sounds like a fascism. It's frightening," she said.
The group said democracy is successful, if the power of the three coequal authorities remains intact. They believe Bush and Cheney have seized those powers.
The grassroots group collected 60 signatures on Saturday - that, on top of the 30 or 40 it had prior. Their next step, according to Bollenbach, could involve appealing to the Homer City Council for support. A Democrat herself, Bollenbach said she's disappointed that the House Judiciary Committee has not been called upon to conduct an investigation into the practices of the presidency.
"We're not saying there is absolute proof, but the committee's job is to investigate. I hope they do that," Bollenbach said.
If the group can drum up enough interest, they hope their wave will carry to the Capitol. Bollenbach said she is hopeful discussions of impeachment cause a tipping point.
In a statement the group sent the Tribune prior to the gathering, it spelled out its intent.
"Homer Citizens for Impeachment does not seek revenge for the wrongs Bush and Cheney have done. Instead, we want to remove Bush and Cheney from their jobs as a lesson to future presidents: We citizens of this country will not tolerate an executive branch that acts like royalty."
The group meets every Tuesday night at 7:30 at the Homer Council on the Arts.
"It's a powerful statement -- you don't do it unless the president has taken powers that don't belong to him -- and it could serve as a warning to future presidents," Bollenbach said.
She also wanted to make it clear that the group is not an anti-war group exclusively, as it has several conservative members as well. The focus is on the pilfering of powers.
The U.S. Constitution allows impeachment, the first stage of ousting an official, based on charges against that official. Conviction is the second phase.
The grounds for impeachment include treason, bribery, or other high crimes. Since 1789, according to the U.S. Senate, only 17 federal officers have been impeached by the House, 14 of which were tried by the Senate. Three were dismissed before trial because the individual had left office, seven ended in acquittal and seven in conviction. All of those convicted were federal judges.
As impeachment applies to presidents, discussions often turn to the resignation of President Richard Nixon in 1974. Two counts were brought against President Bill Clinton in 1998, which claimed he had "willfully corrupted and manipulated the judicial process." The charges failed to get the two-thirds majority.
David Mass, Professor Emeritus of Political Science at University of Alaska Anchorage, said the movement could do some good only if the group puts enough pressure on the right Legislators to bring a bill of indictment. However, the problem is that the Democrats have only a slight majority over the Republicans.
"They fear they would run into the same problems the Republicans had when they impeached President Clinton," Mass said. The Republicans failed to obtain the super majority vote to oust Clinton.
"The problem has been that key people in the House of Representatives feel this argument would divert time from other arguments, and there just aren't the votes to do it," Mass said. "Nancy Pelosi, (House Speaker) said it's off the table."

"I have heard by Kucinich organizers here in Florida that he now wants to impeach Bush also."
Cheney and Bush should be impeached together but Bush is the one that has incontrovertible evidence against him already that requires no further investigation.
Lobo Gris
I have heard by Kucinich organizers here in Florida that he now wants to impeach Bush also.
I still haven't' heard it straight from Dennis yet and am disappointed.
Rumors are not good enough for me.
His resolution 333 calls for the Impeachment of Cheney only. This is not good leadership and there should be no confusion on this ..
If Dennis wants Bush and Cheney impeached together, now is the time for him to finally show the strong leadership we need. I heard before that he was afraid this would cause a "constitutional crises!"
Well Folks the reason why I want Impeachment of the parasites is because we are in the middle of a constitutional shredding... it used to be a crises but now it is more serious than that..
As soon as Impeachment starts they cannot be pardoned by any future president, even if they are not convicted by the Senate...
To strip them both in one stroke of their future pardon would send the message to the world that we are serious...Dennis's 333, even if successful would do nothing better than give Bush the advantage of getting rid of Cheney and picking a fresh VP...we would be doing Bush a favor in that case.
OK, Dennis supporters now it is time to put up or shut up ...either he becomes a leader of the revolution or he ends up last again...nice guys finish Last...Dennis wants to reform the Democratic party and he will be loyal and vote for the Democratic nominee if he follows his pattern of past behavior.
How can an independent or Republican who wants to impeach the parasites support Dennis's wimpy plan?
Please tell me before you all get all worked up about this....OK?
Am I asking too much to have this strategy clear and not the usual political bait and switch deal?
I feel it is time to get real folks,
Jim

We're on the same page.
All things bright and beautiful
All countries great and small
All things wise and wonderful
George Bush destroys them all
"We're not saying there is absolute proof, but the committee's job is to investigate. I hope they do that," Bollenbach said."
No more proof is needed. A federal court has already ruled that Bush violated both the 1978 FISA law and the fourth amendment to the Constitution when he repeatedly approved warrantless wiretaps.
I'm selling my car for a dictionary. Until people no longer define themselves by the imperatives of the aesthetics generated by a userous society, our society's focus will be the aesthetics of hundreds of years of lies.
all this talk of impeachment but no mention of the man who has filed articles of impeachment against dick cheney: Dennis Kucinich.
how do we get cheney and bush out? by getting our representatives to become supporters of House Resolution 333, Articles of Impeachment Relating to Vice President Richard B. Cheney, introduced by Dennis Kucinich.
it isn't enough to gather signatures and organize strikes, we need to do this while campaigning for kucinich. this give the movement substance. the point is not necessarily for him to win, but to make the other candidates fear him and get behind the issue. we have got to start incorporating campaigns into our strategy, otherwise we are just yelling into the wind. you want impeachment, start supporting the man who wants to impeach.
IMPEACH BUSH AND CHENEY NOW! We cannot allow the actions of that administration to become precedent.
We should demand Congress to impeach President Bush and Vice President Cheney for the following reasons:
1) The Offense of Lying and Inducing America to Support a War of Aggression. How did the Bush administration conspire to defraud Congress and misrepresent the threat from Iraq? Take your pick: the (future?) Iraq-Al Qaeda and the 9/11 Connection, Iraq and (non-existent) Weapons of Mass Destruction (WMD), (non-existent) Uranium from Niger (remember Joseph Wilson & Valerie Plame), Aluminum Tubes (not) for Uranium Enrichment, Mobile (non)Weapons Labs,
2) The Offense of Reckless Indifference to the Lives and Welfare of American Troops (not to mention countless innocent bystanders).
3) The Offense of Torture - Bush, Cheney, Rumsfeld and Alberto Gonzales are guilty of violating the "Federal Torture Act," 18 U.S.C. 113C, the UN Torture Convention and the Geneva Conventions.
4) The Offense of Wiretapping Surveillance in Defiance of the Law. Bush has publicly admitted to authorizing the NSA to conduct wiretaps on American citizens. The Bush wiretaps violated 50 U.S.C. 1805 that requires him to get approval from the FISA court within 72 hours after starting a wiretap.

A National Strike Proposal for Impeachment and Peace.
Marches and demonstrations only go so far. Millions cannot travel to participate and the organizing is exhausting. If the weather is inclement, organizers are out of luck. In lieu of a national referendum, a national strike is the ultimate in the exercise of citizen power. It seems to me that these times call for just that. Let's collect the requisite pledges to strike.
Organize, organize, organize. The work is in the organizing before delivering the ultimatum. We can't just call for a date without organizing the power. First we have to get people's pledges that they will perform the strike when called upon...It will not be easy and will require sacrifice, but the times demand it. It can be organized by many multiples of groups keeping control of their own data banks, but working in harmony to enlist millions.
I don't see anything else having the power to bring our reps to their knees, having lost faith in their conscience and the vaunted power of the threat to toss them out. Where else can we turn? We can't depend on Kucinich for the game plan.
We need leadership, you, you and you... I recommend the site www.pledgetoimpeach.org We will soon be creating pledge postcard templates that can be downloaded for printing and voluminous distribution. The cards can be distributed by a named group, gathering strike pledges of 4-6 people on each card. If people don't pledge to support the strike there is no power behind our threatening one.
It is great to see more and more people giving the idea serious thought while the window of opportunity gets smaller each week. I know Cindy Sheehan is thinking on it, Brian Becker has considered it, Brad Newsham thinks it is the "next thing up."
Thanks for your article.

Impeachment is long overdue for these two. It would at least show the world that we are still a civilized country. I remember a headline in a British newspaper afer the 2004 elections: How Can 240 million Americans be so stupid? I may have the exact headline wrong, but it is even more true today. Tsk, tsk, tsk. America the shamed.
The Democrats' excuse that impeachment would divert time from other arguments is totally lame. The other arguments won't be worth a hill of beans so long as Bush and Cheney are allowed to continue to pursue theft and murder on a grand scale. Proceeding with impeachment is the only way neocon momentum can be slowed.
Although impeachment may not be the perfect solution, its a far better solution than the Democrats' apparent strategy to let the clock run out while hoping the neocons self-destruct before November 2008.
"The problem has been that key people in the House of Representatives feel this argument would divert time from other arguments, and there just aren't the votes to do it," David Mass [Professor Emeritus of Political Science at University of Alaska Anchorage] said. "Nancy Pelosi, (House Speaker) said it's off the table."
It doesn't matter whether there are enough votes for conviction. Because Bush pushed us, illegally and deceitfully, into an unnecessary "war" (and I use the term loosely, since it's really an occupation), he and his administration should be made accountable for this horrific and unconstitutional threat to the American people. Since he "broke it", the only legitimate restitution is that he "fix it". Only impeachment (and more ideally, removal from office) will clear the stench of illegitimacy that this administration has created since initially placed into office by a flippant decision made in haste by the highest court in the land. Right now, only impeachment will "fix it".
Impeachment, at the very least, will discover the story about how and why we started an aggression. It will contain sub-plots about indefinite detention and torture and the means of repression here at home, including the suppression of dissent. It will make it clear to future governments (and presidents) that the American people place great value in the words, and intentions, behind the U.S. Constitution, unlike the current president who said "it's just a God-damned piece of paper".
Let's all get out there with signs this weekend, what do you say?
Look, this is a matter of national security. We're only arresting you and holding you incommunicado and denying all knowledge of your whereabouts in order to protect you and your children from those bad people who want to overthrow our Constitutional form of government, and who hate us for our freedoms!
