'Forced Disappearances': It Can Happen Here
WASHINGTON-There was a time when the dark, political drama was my preferred weekend movie. That was before kids and suburbs and serial viewings of "Shrek."
The films were almost always about some exotic country gripped in a vise of poverty and dictatorship, where human life is cheap and strongmen unaccountable for crimes that shock the conscience. The genre was popularized in the 1982 film "Missing," by the master director Costa-Gavras. It was a fictionalized account of the kidnapping and murder of a young American journalist in Chile, and the political awakening that his conservative father and the journalist 's wife undergo when they come to understand that the American government refuses to aide their search and somehow appears complicit in the horrors they see unfolding around them.
No matter where these dramas were set-in Latin America or in Africa or the Soviet Union or Northern Ireland-you would leave the theater stunned and silent, for a time. But safe, it seemed, in the knowledge that it could not happen here. Now it has.
It is not only that the United States has swept people off the streets and held them in secret overseas prisons where, by many credible accounts, they were tortured. Now a collaboration of six domestic and international human rights groups has concluded that 39 of those who were in U.S. custody at one time or another since the 9/11 attacks still are unaccounted for. These are not the 14 "high-value detainees" transferred in the past few months to the military penal colony at Guantanamo Bay, Cuba. No one knows where these 39 are-or if they are still alive.
They are missing. Or, in the language of international law, they have undergone a "forced disappearance."
At some point, the list of the missing included at least three minors-two of them the children of Khalid Sheik Mohammed, mastermind of the 9/11 attacks. "We don't have any information that the children are still in custody, and I really don't think they are," says Joanne Mariner, terrorism and counterterrorism director for Human Rights Watch and one of the authors of the report. Wives also were detained. Their fate also is unknown, Mariner said in an interview, though it is likely they are living among relatives somewhere.
The rights groups compiled the list by examining accounts the United States gave when it acknowledged having a person in custody, eliminating those whose whereabouts later were disclosed. Investigators looked at names some members of Congress had placed in the Congressional Record last year as "terrorists no longer a threat"-though no official definition of that term was given. They reviewed public pronouncements-often made by the Pakistani government-that a terrorism suspect had been turned over to the United States. And they pored over accounts of former detainees who said they'd seen a certain individual while in detention, and compared this account with other bits and pieces of evidence.
It is unknown whether the missing remain in some secret U.S.-run facility, or were transferred to foreign governments whose security apparatuses routinely practice secret detention and torture. It is not known if they are dead or alive.
The U.S. government gave the researchers an "absolute non-response" Mariner says, just a pro-forma letter with printouts from the "war on terror" section of the White House Web site attached. CIA spokesman Paul Gimigliano said in an e-mail that "when it comes to the CIA and the fight against terror, there's no shortage of inaccurate allegations." He would not comment when asked if he believes the report is inaccurate, pointing to a Freedom of Information Act lawsuit the groups have filed.
The United States, meanwhile, has declined to sign a new U.N. convention against forced disappearances. It would require countries to enforce victims' rights and penalize disappearances carried out by agents of a state. Somehow, we have come to expect this moral hollowness from our government. But we object-loudly, relentlessly, and with saber ready-when such state-sponsored depravity is applied to one of our own.
"How would we feel if it were done to an American?" asks Tom Malinowski of the Human Rights Watch Washington office. "If the North Korean government or the Iranian government took custody of an American and transferred him to the custody of their intelligence agency?"
The plotline would have the makings of a Hollywood blockbuster. And my guess is the line would stretch down the block.

Okay it's reeducation time at Camp Poet! For this exercise we kidnap all offspring of all Congressional Representatives and Senators and send them to somewhere in the vast gulag of secret prisons. Maybe Guantanamo, perhaps Bagrham, or how about local "independent contractor" sites in such places as Syria, Rumania, Poland, or one of the scattered islands of the vast Pacific Ocean.
When asked why, where, what charges, how long, by our representatives we will have trained flacks who shurg their shoulders and say variations on "I dunno" or "that's classified and only avaiable on a need to know with apporval of the executive and filling out of long and complicated forms which are allowed to age till they have at least a quarter inch of dust on them before consideration".
How quickly would that put legislstive action to cut off funds in support of "our troops" back on the table with a veto-proof majority?
I love how all of the plans of supposedly progressive, supposedly conscious people here ultimately involve torturing and/or killing young people to meet their own political ends. Hypocrites. I would take the sides of the congressional children in coming after you when they are released.
Hopefully no one ever drives to our ranch in a black Suburban, one with darkened windows and a whip antenna. I'll shoot first and ask questions later.
Forgive my ignorance -- it's so hard to keep up on old stories that the MSM refuse to follow up on -- but aren't there still a thousand or so brown men still mysteriously incarcerated in US jails, men swept up right after 9/11? I ask because I seem to remember a CBC documentary on the Arab-American wives and children running the family business while waiting to hear word of where their husbands/fathers have gone. They're afraid to speak up for fear of their anti-Muslim neighbours and fear that they'll never see their loved ones again. It's been about 3 years since I saw that doco, so maybe the situation has changed. It's so hard to find information on this.

We sure have seen this before. The old Nazis have refined their tricks. Rather than camps, we're economically imprisoned in homes. And instead of gas, we have clever marketing by big Pharma to convince us to poison ourselves, and pay people as we do it.
Bush and co have set the precedent of a government based on secrecy; they have such influence through their media supporters (who in turn ARE the big corporations profiting from the despoiling of earth, the burning of oil, the making of war, the drugging of people) that they can FRAME issues and become DECIDERS of what is perceived; and through PR they alter perceptions. These are individuals so amoral as to think just because they can control appearances they have justice on their side. Remember, there are forces higher than human prowess and this level of hubris practiced on so grand a scale, and placing so many at risk IS courting the scales of HIGHER justice. In terms of global warming as a TRUE threat, this adminstration's "aiding the enemy" as per only hastening the worst aberations of weather via more and more reprobate fossil fuel depletion is a position tantamount to DEPRAVED INDIFFERENCE or MURDER on a grand scale. More than impeachment is in their cards... meanwhile, the rest of us have to learn to live more simply, and do what we can to practice peace.
They could even bring back those green Ford Falcons that were all the rage in Argentina during the latest US backed dictatorship there....
If "our" big companies are doing this secret dance then it has returned to haunt us now. They are promoting it to our government and it is being received very well. Ross Perot was right about running the government like a business, they just wanted a better cover for the insider trading. Now they run it like the Mob! Your brokers phone lines are tapped by the DHS, he makes out of the country calls too, Huh? Mine too.
Surely all of you (responders to this article) know that the government is renovating and building detention camps in this country for an obvious purpose (it is not to detain Arab-Americans).
zoya: That is why President Bush signed a law declaring documents that were once declassified are now considered classified and are to be removed from public access facilities at once. That most likely is why you are having trouble finding information on this subject. Also beware that these messages are being monitored.

Under the criteria supposedly used by Ms. Mariner's organization, the CIA must be presumed still to be holding the two little children of Khalid Sheik Mohammed. (GOOGLE "CIA holds two Pakistani boys" to get instant access to the original 2003 London Telegraph article breaking this shocking news of our Government's apparent violation of the federal Lindberg Kidnapping Act -- news which the New York Times apparently deems unfit to print.) Does Ms. Mariner have factual data which she will not share with citizens concerned about the current whereabouts of these two little captives of our CIA? Or is Human Rights Watch uninterested in watching the rights of these two small humans?
The job of the state is to protect the economic base. It does not matter if the democrat's or the republican's hold the white house.
What still amazes me after nearly thirty years of attempting to organize support and opposition to United States imperialist foreign policy is how many people still don't or refuse to understand that the policy of disappearing people is a central part of the practice of any "world power". The only "good" thing about the so-called "war on terror" is that it has brought practices long established by the ruling elite of this country into bold relief. The problem has been part and parcel of our so-called "leadership" for a long time, and as medic6869 implies, it's just that now, the creature we've allowed these ruling class creeps to create is operating much closer to home.

The amazing thing about all this is how open all the so-called secrecy is. We all have heard about the prisoners in Guantanamo and other places, the renditions, the lies and the impenetrability of the Bush administration and the neocon conspiracy. We have the apparent contradiction that, at any given time, the Dickster's location is a secret, but everyone in the country knows he's nowhere to be found (except, perhaps, on the Sunday morning punditry shows). Yet we blithely choose to either ignore or look aside even when such things are reported. We are all becoming unpersons to each other.
So what should an ordinary American do? Write to our congressman? Emigrate? Try to live as normal a life as possible?
