Wolfowitz Accused of Nepotism at World Bank
WASHINGTON - A controversial raise for a World Bank employee who has been romantically involved with the Bank's President Paul Wolfowitz was not the work of the Bank's Ethics Committee, as originally alleged by Wolfowitz's office, according to the watchdog group that leaked the information.Members of the Ethics Committee of the Board, the relevant body that would have approved the raise, which has triggered allegations of nepotism at the Bank's highest levels, say that they knew nothing of the salary hike, according to the Washington-based Government Accountability Project, a whistleblower protection organisation.
The new revelation appears to be at odds with the line maintained by officials in Wolfowitz's office, who have in interviews with the Washington Post and the Financial Times, two newspapers that reported on the issue, claimed that the raise was approved by the board.
"Inside sources from the Bank have stated unequivocally that this was not the case, that board members only learned of the raise from news reports, and that the members are furious," said GAP.
"There's a question of fact here," Beatrice Edwards of GAP told IPS. "It was a personnel action that was taken without a consultation with the board."
So far, the Bank's management has been unable to clarify who proposed and approved the irregular promotion and subsequent raise for Shaha Riza, a Bank employee in the external relations department, and Wolfowitz's long-time girlfriend.
Wolfowitz's office referred IPS queries to the Bank's media department, which did not return phone calls for comment on Thursday.
The controversy has sent ripples through the institution's Washington headquarters, where some staff have long been discontented with how Wolfowitz, a former U.S. deputy secretary of defence and a central advocate of the U.S. occupation of Iraq, has managed the Bank since he came to office in July 2005.
News of the pay raise was first broken last year by Ward Harkavy, who blogs for the Village Voice newspaper in New York, but the story only gained traction last week after the Washington Post used information from GAP to report on the raise.
Payroll data obtained from the World Bank and made public Thursday by GAP show that Riza, a communications officer in the Bank's Middle East Office, who is currently working in an external assignment at the U.S. State Department, received a 47,300 dollar, or 35.5 percent, raise to 180,000 dollars after Wolfowitz arrived.
This raise was followed last year by another 13,590 dollar raise, or about 7.5 percent, to a total salary of 193,590 dollars.
"If World Bank staff rules had been respected, she was not to receive percentage increases greater than 12 percent and 3.7 percent, respectively. Her current salary of 193,590 dollars is about seven thousand dollars more than what [U.S.] Secretary of State Condoleezza Rice earns," GAP said in the statement Thursday.
An email obtained by GAP and seen by IPS indicates that the Bank's staff is not pleased with the news.
"This case sends the message to staff that the rules apply to everyone except those associated with the most senior levels of management," said the email, sent from the Staff Association to all employees on Tuesday. It went on to appeal to senior management and the Board to probe the controversy and "clarify what appear to be violations of staff rules in favour of a staff member closely associated with the president."
The Staff Association says it has not been able to determine who drew up and approved the terms of the external assignment but has established that "they are grossly out of line with the staff rules."
"We call upon senior management and the Board to address this issue: explain how/why the staff rules were bent in this case, take steps to ensure compliance with the staff rules with regard to Ms. Riza and set in place a system that will ensure (and allow verification) that staff rules are consistently applied," it said.
The episode is particularly embarrassing because Wolfowitz has championed the cause of fighting corruption at the Bank and within its projects.
"It's ironic that Mr. Wolfowitz lectures developing countries about good governance and fighting corruption, while winking at an irregular promotion and overly generous pay increases to a partner," said Edwards, who is GAP's international director.
A source at the Bank says that many staff members are also doubly upset by how Wolfowitz has reacted to the situation.
"Wolfowitz is much, much more concerned about who leaked the information than about how to rectify the situation. He's just furious," said the source inside the Bank who wished to remain unidentified.

Surprised? I'm not. Wolfowitz is another unqualified, loyal bushie who rose beyond his competency level like the rest of the republican toadies whose only litmus test for advancement is the ability to lie without blinking.

Just like some virus, wherever these neo-cons go, lies, corruption, cronyism, and generally "bad stuff" follows. I have no idea how this man ever even became president of the World Bank.
The powers that be - and I DON'T mean God - are the true rulers of the Earth. I have no idea just who these people are but it's very clear that for a long time people we never read or hear about are behind just about anything having to do with banks or money.
Of course Wolfowitz is going to cloud the issue with outrage over the leak in this case. But an unbiased person would see that the "leaker" isn't the problem. The problem is an outrageous salary handed to his girlfriend. Also, true to the neo-con tradition, it was done behind the scenes and through improper channels.
The neo-cons fear sunlight, just like bloodsucking vampires. I hope that this leads to the resignation of Wolfowitz. I never did have a high opinion of the World Bank, but I have an even lower opinion of Wolfowitz.
And if anyone takes some time to read interviews or talks given by Mr. Wolfowitz they will quickly see this is another scum caste from the same mold as Dick Cheney. He doesn't give a damn about anybody and is incapable of admitting mistakes.

When Wolfowitz was nominated by Bush to head the WB, many commentators questioned his qualifications for the job. They were answered by references to Wolfowitz' ambassadorship in Jakarta during the Suharto period. However, during his time in Indonesia, Wolfowitz was not known to have made any representations to the Indonesia government on questions of human rights violations, corruption, and nepotism. But with respect to corruption and nepotism, he obviously learned a great deal from one of the world's great exponents.

Just one question: Is she a former employee of BCCI?
Wolfowitz's being Jewish has nothing to do with it. But his criminal work at the Defense Department helping Rumsfeld, Bush, and Cheney embroil us in Iraq is enough to justify any puniswhment - - if any - - he gets. The man is a dangerous Neo Con ideologue who is willing to betray his country for pernicious reasons. He should never have been nominated to nor approved for his World Bank job; he should have been prosecuted for war crimes.
Wolfowitz et al are a greater threat to true democratic freedoms than any external threat this country is presently experiencing. Bush, the neocons, their Israeli (notice, I did not say "Jewish") connections often place America's welfare at the back doorstep of a foreign nation. There are literally millions of people who are not anti-semitic, but heavily question the military/diplomatic connections between the U.S. government and the government of Israel. There will be no rectification of this dilemma until more people understand this dichotomy. The Democrats have begun an investigative process that may, in time, shed light on some of these moral travesties; let us hope they have the courage and morality to pursue them to their logical, rational, and moral conclusions.

The list of atrocities Wolfowitz has committed is so long and severe that to fire him for this is like giving a mass murderer a ticket for running a stop sign. This guy made the Suharto family one of the richest in the world while presiding over one of the worst genocides ever. Guys like this give me mixed feelings about the use of torture. Water-boarding would not be off the table nor many other guantanamoesque methods in an interrogation of ole Wolfie !
It is no suprise to me that Wolfowitz works in an unethical and corrupt manner, just suprising that he got caught in such a personal and damning situation. The ruse of demanding that the governments of developing countries, with whom the World Bank wants to work, go beyond corrupt policies is not a demand for ethical behavior; it is a demand that the countries' leaders fall in line with the WB corrupt policies. i.e. "You follow our rules and you (individuals) will get your paybacks. Our paybacks are bigger; we make the rules; don't dare to press for either more money or our accountability." This is the nature of the call to end corruption in the developing world, and it is immoral.

It is not surprising that Wolfowitz behaves this way. He already proved, when working together with Cheney and Rumsfeld, that he doesn't care about other people opinions, not to mention the World Bank staff association. The inventor of Irak, partner of Al Qaida, endangering the US security, had found in 2005 an opportune position before the collapse of the Bush administration. But, the bad boy has done it again: help his close friend cash in as much as she can while she can. Who knows what else has been done since the takeover of the World Bank by the Bush buddies?
It is a shame that the USA are represented in an international organisation by someone who as manipulated the public opinion, who has helped launch a terrible war in a country where hundred of thousands of innocent victims have been killed, where millions of people have been suffering for the last four years by the terror imported by the American troops and the US policy.
We all know that Milosevic has been condemned (almost as he died before the judgment) by the International Criminal Tribunal for the former Yugoslavia. Wolfowitz should be there too.

If there was civil law in this world, the Wolf --Wolfowitz would be prosecuted as the Gering-Nazi did. In this case for the Wolf's Iraq crime against humanity.
